7-32.1 Permit Required. No vehicle shall be parked on any of the streets designated in Section 7-32.2 between the hours of 7PM and 7AM unless:
The vehicle is owned or operated on a regular basis by a Kearny resident and the vehicle has displayed on the rear driver’s side window or, if there is no such window, on the driver’s side window, in such a manner as to be closely examined by an enforcement officer, a current residential parking permit; or
The vehicle falls under one of the exceptions under Section 7-32.3.
7-32.3 Exceptions. The following vehicles shall not be required to obtain a regular permit under Section 732.1
(A) Contractors. Service and Delivery Vehicles. Contractors, service and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering service to a residence on the streets designated in Section 7-32.2
(B) Emergency Vehicles. Emergency vehicles and utility vehicles may park on the streets designated in Section 7.32.2 during the time they are rendering service or repairs.
7.32.4 Application. Application for parking permits under this Section 7-32 shall be submitted to the Police Department. No permit shall be issued for a commercial vehicle. Applicants must present a valid driver’s license, registration and insurance card for the vehicle for which the permit will apply. Both the driver’s license and the registration shall be in the same name and have the same Kearny address. The applicant shall also provide any other proof satisfactory to the Chief of Police or his designee of compliance with the terms and conditions of this Section 7-32. Permits shall be granted only under the following terms and conditions:
(A) To any person who is a Kearny resident, a permit valid for each calendar year (or portion thereof) shall be issued for each vehicle owned or principally operated by such person for a fee per vehicle of $25.00 per calendar year (or portion thereof)
(B) To non-Kearny residents who are employees of businesses located on any street(s) designated in Section 7-32.2 may be issued a permit for one vehicle owned or principally operated by such person for a fee of $50 for each calendar year (or portion thereof).
7-32.7 Fines and Penalties. Any person who violates any provision of this Section 7-32 shall be subject to a fine of $50. A separate offense shall be deemed committed on each day during which the violation continues. Repeat offenders shall be subject to imprisonment for not more than 15 days. Vehicles parked without a permit may be towed by the Police Department at the owner’s expense.

Ordinance Amending Section 7-32 of the Town Code Regarding Permit Parking on Certain Streets
WHEREAS, Section 7-32 of the Town Code, entitled “Permit Parking”, was reinstated to reestablish a limited permit parking system from 7pm to 7am to be administered by the Police Department affecting Sandford Avenue, Ogden Avenue, Radley Street and Ann Street to ease parking and traffic concerns on those streets; and
WHEREAS, the Mayor and Council wish to expand the Residential Permit Parking Program to other limited areas and to amend the fees for such permits.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Town of Kearny, Hudson County, New Jersey, that Section 7-32.2 is amended to read in its entirety as follows:

7-32.4 (a) is amended to read in its entirety as follows: To any person who is a Kearny resident, a permit valid from the beginning of April 1 thru the end of March (or portion thereof) shall be issued for each vehicle owned or principally operated by such person for a fee per vehicle of $25 per year (or portion thereof).
This Ordinance shall take effect on April 1, 2026, upon adoption and publication according to law. Adopted: February 24, 2026
• The applicant must be the registered owner of the vehicle.
• Driver License and Registration MUST come back to a valid Kearny Address
• Only one parking permit is authorized per vehicle.
• The parking permit is not transferable to operators and/or vehicles.
• The parking permit must be affixed to the rear window of the vehicle and be readily visible to the Parking Enforcement Officer or the vehicle may be subject to a parking ticket and towing (at the owner’s expense).
• If the Chief of Police determines that the parking permit use is being abused or manipulated by a permit holder or violating the policies of the assigned permit, the permit will be revoked and any vehicle parked in the parking lot will be subject to a parking ticket and towed at the owner’s expense.
• All vehicles must be properly maintained, insured, and registered.
• Any vehicle creating a hazardous condition (leaking fluid, etc.) will be towed at the owner’s expense. Repairs of any type to a vehicle are prohibited in the lot. Any permit holder repairing or having repairs done on any vehicle in the parking lot will have their permit revoked and their vehicle will be subject to a parking ticket and towing at the owner’s expense.
• Parking permits are the property of the Town of Kearny. If you no longer require parking or your parking permit(s) is cancelled or revoked, it must be returned to the Town of Kearny.
• Permit holders are responsible for contacting the Kearny Police Department to arrange to have the illegally parked vehicles summonsed and/or towed.
• This application must be completely filled out and returned to the Kearny Pollice Department, with copies of a valid driver’s license, vehicle insurance and registration cards.
• Information provided must be current. If and when application information changes, it is your responsibility to notify the Kearny Police Department.
• All information provided must be true and accurate, false information provided will result in criminal charges. NJ Rev Stat 2C:21-3(b) Fraud relating to public records and recordable instruments. Offering a false instrument for filing. A person is guilty of a disorderly persons offense when, knowing that a written instrument contains a false statement or false information, he offers or presents it to a public office or public servant with knowledge or belief that it will be filed with, registered or recorded in or otherwise become a part of the records of such public office or public servant.
• All warrants must be satisfied, or a permit will not be issued.
