here is very little one could say that is positive in nature about the COVID-19 pandemic that has killed more than half a million Americans. And yet, locally, it’s a tad the opposite. And that’s because thanks to the Cares Act of 2020, the Kearny Board of Health offices underwent a massive renovation and what was once a pretty outdated health center is now in line with the 21st century, a place residents will be able to call upon for decades to come for the best in health services. On Tuesday, May 18, Mayor Alberto G. Santos, Health Officer Ken Pincus, members of the town Board of Health and Town Council, along with scores of supporters, were on hand at the center for a re-dedication. It marked the first major overhaul to the center since it opened 54 years ago in 1967. Santos and Pincus both spoke at the event, which took place on a beautiful midweek spring night. n just under a fortnight, Kearny Democrats (and unaffiliated voters) head to the polls to determine whom they wish to be their mayoral (and council) nominees. And, barring an independent candidate deciding to run — or a last-minute GOP write-in nominee, chances are the winner in the race between

DECISION 2021 SANTOS (screencap) cussed everything from PILOTs to parking to plastic bags being banned here. Santos, mayor of Kearny since Jan. 1, 2000, was very candid in his responses. Here, now, are some highlights from the conversation, which you’ll be able to watch live on Wednesday, May 26, at 8 p.m. EDT.

ON HIS TICKET Santos is running with Marytrine DeCastro in the First Ward, Richard Konopka in the Second Ward, Carol Jean Doyle in the Third Ward and Gerald “Jerry” Ficeto in the Fourth Ward. “They make excellent candidates because each was involved and have been involved in many ways,” Santos said. “Each bring a different strength and skill sets to the council table when we analyze and discuss issues. For example, Councilwoman DeCastro, in the First Ward — she’s a registered nurse. That insight and that training was invaluable during the pandemic. Rich Konopka has spent his career working at ... the regional utility authority. That’s been very helpful for infrastructure questions regarding our sewer lines and roadways. Councilman Ficeto in the Fourth Ward is one of the founders of the West Hudson Arts & Theatre Company. He brings a different perspective and he’s a lifelong educator. And Councilwoman Doyle. I don’t know who in this community has been involved in more organizations in our town.

ON FALSE KEEGAN INFORMATION “He (Ferreira) took a selective date and a selective

government action that we did in 2005 and started time in 2005. The Keegan Landfill began in 1950 with the original Keegan family. And we had duPont in town and all sorts of industry in town and they all dumped there. ...There was all sorts of leaking into the marsh and it was partially owned by the Town of Kearny. And the state said several times we had to properly address and close this landfill. There were numerous fires on this landfill over the years. ...We thought in 2005, with the then Meadowlands Commission a solution we thought would work. ...in 2010-11, they started bringing in the construction debris for the cap. The agreement was to end in 2016 after five years of fill because you’d get the right fill of cap height. 2016 rolls around and they (now the NJSEA) need this as a revenue stream because of the cost they’d incurred so far. ...So we told them no, the lease agreement ends in 2016. They filed eminent domain action to condemn the property. ...We challenged it in court, went all the way up to the US Supreme Court asking them to review — we lost. They now, in 2016, own the property outright.” Because of their own actions, the NJSEA would ultimately be responsible for all closing costs. Had they not seized the land via eminent domain, those costs would have fallen to Kearny’s taxpayers. “Not only did we get it closed, we got the liability shifted to the state,” Santos said.

We asked why Santos was right to give PILOTs out at one point. “It is a tool to essentially redevelop areas that are essentially blighted,” he said. “The former bat factory — it blew up when I was a teenager. It had been that way for 40+ years. So we had all these sites and did the public process looking for developers. No one showed up. (Edward) Russo, who started his development in Kearny, first, the warehouse on Belleville Turnpike, no PILOT, very successful, then an industrial site on Bergen Avenue ... He said I can take this if this is the structure, other-

wise, it’s going to remain as-is. And then he knew Kearny. He decided he wanted to do the sites on Passaic Avenue and he negotiated his own deals with the owners of the property.” Santos noted the town not once used eminent domain for any redevelopment, though other local communities did. Had PILOTs not been granted, much of the aforementioned land might still be blighted and/or vacant. Santos also noted Russo paid for part of Bergen Avenue to be paved, Marshall Street to be paved, renovations to Miglin Park, and several other things. Kearny Mayor Alberto G. KEARNY MAN CHARGED WITH SEXUAL ASSAULT FOLLOWING AUGUST 2020 INCIDENT, KPD SAYS By Capt. Tim Wagner Kearny Police Department

n May 18 at 10 p.m., Sgt. Neil Nelson and Dets. Dave Bush, Mike Andrews and Tim Castle arrested Wharlei Rivera, 39, at his Maple Street home. A warrant issued the same day charging Rivera with sexual assault in violation of N.J.S.A. 2C:14-2c(1), a second-degree crime, based on an investigation by Det. John Fabula and Officer Jose Castillo. Court documents allege that on Aug. 15, 2020, Rivera allegedly sexually assaulted a woman in his apartment who was temporarily mentally incapacitated and unable to consent. The victim later reported the incident to police. Rivera was remanded to the Hudson County Jail in South Kearny to await a detention hearing. The Hudson County Prosecutor’s Office Special Victims Unit and the New Jersey State Police DNA Laboratory assisted in this investigation On May 16 at 3:38 a.m., Officer Anthony Oliveira was patrolling Pierce

Place and came upon a Nissan Rogue idling in front of a garage. The operator of the Nissan, Ruth J. Fernandes, 30, of Kearny, was allegedly slumped over onto her side and unconscious in the driver’s seat. Vomit had dripped down the driver’s side window and was pooling on the ground just below the driver’s door. Officer Oliveira roused Fernandes, who reportedly had vomit on her clothing and the odor of alcohol on her breath. Officer Oliveira arrested Fernandes after she failed a battery of field-sobriety tests. Fernandes was charged with DWI, refusal to submit to breath testing, careless driving and parking in front of a driveway. She was later released to a responsible adult. On May 17 at 5:55 p.m., Dets. Dave Bush, Tim Castle and Mike Andrews saw Richard Sansone, 61, and Patricia A. Payne, 57, both of Kearny, traveling by car near Johnston and Grant avenues. Sansone was driving and the detectives knew his license was suspended. Payne was allegedly sitting in the passenger

seat smoking crack cocaine through a glass pipe. The detectives pulled over Sansone’s Honda. They recovered from Payne two smoking pipes and five plastic containers of crack cocaine. Sansone was arrested on a charge of driving with a suspended license and later released. Payne was charged by summons with possession and use of crack cocaine and possession of drug paraphernalia. She, too, was later released. On May 19 at 5:06 p.m., Officer Sean Kelly investigated a car crash at Grant and Johnston avenues. His investigation showed that Leonel Miranda, 63, of Kearny, struck a parked Toyota RAV with his Ford Taurus, pushing the Toyota forward a distance of about two parking spaces. After detecting signs of alcohol impairment Miranda, Officer

POLICE BEAT Kelly administered a battery of field sobriety tests, which Miranda could not pass. Miranda was arrested and given his rights, which are named after someone with whom he shares a surname and charged with DWI, DWI in a school zone, refusal to submit to breath testing and reckless driving. He was later released to a responsible party. On May 19 at 7 p.m., Det. David Bush was working a security detail at ShopRite when he was approached by a store employee who turned over a wallet he found near a cash register. Det. Bush opened the wallet and inside, found seven wax folds of heroin, a straw containing heroin residue, a burnt piece of tinfoil containing heroin residue and the driver’s license of Shazan S. Shroff, 32, of Harrison. Det. Bush tracked down Shroff who was reportedly looking for his wallet in the parking lot. After further inquiry, he arrested Shroff for possession of heroin and drug paraphernalia. Shroff was processed and later released with summonses.

AL SANTOS HAS EARNED YOUR TRUST BY HIS EXPERIENCE. There is simply NO COMPARISON. In choosing our Mayor, we should refuse to sink to the level of lies, half-truths and unproven innuendo. With that said, I do not disparage Mayor Santos’ opponent. Since I don’t know him, I cannot question his intelligence or motivation in running. (Although I’ve lived in Kearny for almost forty years and have been active in its business, social and political life during that time, I had never heard of this person before he decided he wanted to run for our Town’s highest office.) What I DO QUESTION IS HIS TOTAL LACK OF EXPERIENCE and QUALlFlCATlONS. KEARNY is literally an $80,000,000 a year BUSINESS. Do the voters really think it is a good idea to turn over the keys to someone WITH ZERO EXPERIENCE? We all know the answer to that question! On June 8th, I ask you to make the ONLY SMART and PRUDENT decision - VOTE FOR MAYOR AL SANTOS.

5 federal funding for a new train station at zero cost to Lyndhurst residents, community events such as the street fair, the winter festival, movie nights, block parties and Music Under the Stars, and we thank (outgoing) Commissioner Tom DiMaggio. Soon, the mayor said, the township will again improve trees, sidewalks, roads, neighborhoods and more. “(And) we will stand against residential over-development,” he said. “... The Borough of North Arlington recently dedicated a monument on Ridge Road in a cove park — outside Holy Cross Cemetery and directly across the street from his business — to the late former Mayor Joseph P. ‘Pal Joey’ Bianchi. The monument includes ‘The Fireman’s Prayer,’ as Bianchi was a long-time firefighter whose illness was attributed, in part, to the time he spent at Ground Zero, following the terrorist attacks of Sept. 11, 2001. ow fortunate are we to live in a time where, for the most part, our world is at peace. It is, indeed, very sad there are some places — the Middle East, Israel and several other locations come to mind — where peace just doesn’t seem possible. But for us, in America, we can say that there has not been a major terrorist attack on our soil since that awful Tuesday, Sept. 11, 2001, when nearly 3,000 lives, many Americans, were lost in New York, Pennsylvania and Washington, D.C., nearly 20 years ago. We may say this because our military is the strongest in the world and so many women and men have made the ultimate sacrifice so that we might live freely and without the fear of attacks — whether domestic or international. Among many offensives, including the first Gulf War, Korea, Vietnam, World Wars I & II and the most recent ones in Afghanistan and Iraq, countless lives have been lost in battle. And many of those lives were most recently lost by people who decided, on their own and without a draft, that it was important to serve this great country. Most asked for nothing in return. And as the old saying goes, all gave some, while some gave all. Having had a muted celebration of Memorial Day 2021, still in large part because of the Coronavirus, we take time to pause to remember all the lives lost by those who served in the Armed Forces of the United States of America. And though Memorial Day’s stated intent is to remember those who died in service, we also take time to remember all those who are currently serving — or who have served — and fortunately made it home alive. We are grateful to the countless women and men who put on the uniform to fight so that we may all live without fear. Our world may not be perfect — we’ve learned that all too well in the last two years — but the sacrifices our military makes in service to the “Land of the Free and the Home of the Brave” have, indeed, made us a more perfect union. May we never forget those who left their homes, loved ones and friends one day, never ever to return. Editor’s note: This editorial originally appeared May 27, 2020. Continued from Page 1 Santos looked to the multitude of services the Health Department provides, whether to humans — and even pets — especially since the pandemic hit. “There is so much the department provides,” he said. “Whether it’s TANF assistance, food, rabies clinics for our pets, or dog licensing, or animal control, they’re there. We also ask the health department to look at over-grown properties. When the grass is high, who has to go out and inspect? It’s the health department. It’s the staff here. And then when there’s an outbreak, long before COVID, there were things like West Nile, bacterial viruses ... there were Anthrax scares in town. Every time we ask the health department to respond. So this is a vital service to our community. “During the pandemic, we learned how important it is, but even before pandemic, this was a vital service in our community.” Santos then praised all of the department’s employees, from Pincus, to Nellie Albizu, to all. “You are much appreciated and we thank you very much,” he said, before noting how much the department also does for the town’s senior citizen population, including the operation of the jitney bus and Dial-a-Ride. “And the Keegan Landfill — when Hudson Regional didn’t respond, who was there? The health department,” he said.

Unfortunately, the Kardinals came up a little short against rival St. Peter’s Prep in the finale, but it doesn’t diminish the incredible season that the team has enjoyed. The Kardinals will be the top seeded team in the NJSIAA North Jersey Section 1,

Group IV tournament that will begin next week. That’s an achievement in itself. “I hope we can get one of those banners to hang to recognize us,” said Lopez, who recently set the school record for kills in a career when he collected his 322nd kill two weeks ago. Lopez is now approaching 400 kills for his career. He could actually finish somewhere in the 500 range when he’s done. “He’s like our power guy,” Mullins said. “He hits the ball very hard. He’s also a good server and plays good defense. He’s a strong kid who is good all around.”

One look at outside hitter Lopez and you wouldn’t think he was such a terror. He appears mild mannered with his rimmed glasses, sort of a Clark Kent type. But Lopez is headed to Kean to play college volleyball, but wants to leave Kearny with a legacy of greatness. “As a captain, one of my goals is to see my teammates improve,” Lopez said. “I thought I was going to help them, but it’s crazy to see how well they’ve all improved. It’s motivation to play hard for my teammates.” Lopez didn’t know how well the Kards would play this season, especially after missing out on all of 2020. “Not having a season left us with people who had no experience this year,” Lopez said. “But after I saw the team, I knew that this team would play the best volleyball we’ve ever seen.” Garcia is headed to New Jersey Institute of Technology to study civil engineering. He will graduate from Kearny with an astounding 4.40 grade point average, having scored well in three different advanced placement courses. He plans on trying out for the NJIT team when he arrives. “It means a lot to us that we’re doing so well,” said

I thought we could go far.” Part of the reason why Garcia thought the Kardinals would do so well is the commitment they showed to play practice games at the volleyball courts in West Hudson Park. “Sure, there are people, men who have more experience than us there,” Garcia said. “But it has helped me so much to go there. I think it’s helped us all a lot.” “He can play all around,” Mullins said. “He plays defense and makes good passes.” Nathan Aguilar is the third senior in the mix. The Blue Tide are the ones chasing the Kardinals. Lopez doesn’t mind that. “I’m glad to win with this team,” Lopez said. “This team deserves it.”

Bi-partisan bicycling safety bill rides out of committee In an effort to maintain safer New Jersey roadways, the Senate Law and Public Safety Committee has advanced legislation sponsored by Sens. Patrick Diegnan, Anthony Bucco, Steven Oroho and Nilsa Cruz-Perez that would impose certain safety requirements on motorists when overtaking pedestrians and bicyclists. “Cyclists share the same right to the road as other vehicles. Bicycling has become an increasingly popular form of exercise as the weather begins to warm up,” Diegnan, D-Middlesex, said. “New Jerseyans’ safety is a top priority and the goal of this legislation is to protect citizens on the road and ensure they are protected.” The combined bill, S-2208/1460/1463, would require motorists to take certain safety precautions

St. Stephen’s convenes Court of Honor for 5 new Eagle Scouts

oy Scout Unit 305 convened the Eagle Court of Honor at St. Stephen’s Church in Kearny Sunday, accomplishments of five Eagle Scouts, in order of earning the highest rank in scouting, including Nathaniel Jablonski, Jonathan Reverendo, Carlos Ascensao, Eliot Jablonski and John Dec. The five boys were praised for their hard work, dedication and example of how to live the Scout Oath and Law. Each shared personal remarks in a thoughtful reflection of their individual journeys and expressed gratitude for assistance along the way. They were challenged further to accept the Eagle Charge to reaffirm their commitment to the ideals of scouting. All five of these young men are recognized leaders in their schools and parish in addition to the Pack/Troop of Unit 305. Over their collective years from Cub to Boy Scouts, these Eagles

have held more than 19 leadership positions. During their Trail to Eagle, they earned 164 merit badges, advanced 35 ranks, led five service projects, summited Mount Washington in a high-adventure trip and contributed hundreds of hours to the service work of their fellow scouts. The Kearny community has benefited greatly from their Eagle Scout Service Projects. Working alongside their fellow scouts, leaders, and families, these young men: • Developed the General Philip Kearny Memorial Town Tour with commemorative patch and medal and audio recording. • Rejuvenated St. Stephen’s Hedges Hall, the largest meeting space in Kearny. • Constructed the St. Michael’s conference room at St. Stephen’s Church for use by many organizations.

• Rehabilitated over 700 gravestones of buried soldiers within the Soldier’s Circle at Arlington Cemetery in Kearny. • Refurbished the kitchen at the Kearny Fire Department headquarters. Their journey of service continues for the five newest members as Assistant Scoutmaster, Troop Guide, Junior Assistant Scoutmaster, Senior Patrol Leader and Junior Assistant Scoutmaster. These young men will be active examples as they guide their fellow Scouts in pursuit of Scouting’s highest rank. Achieving the rank of Eagle Scout is

one of the most challenging aspects of Scouting. Only approximately 4% of all Scouts merit this recognition. In addition to earning a minimum of 21 merit badges, including 13 required ones, Scouts must complete an extensive community-service project that benefits an organization other than the Scouts. The Eagle candidate is expected to plan, fundraise, secure materials and oversee the execution of a completed project, including managing leaders and fellow Scouts in leadership activities throughout the endeavor. — CANESSA
