reetings to our membership! It’s a hot summer. Hopefully you are staying cool. You may have heard that 2027 marks the 75th anniversary of the creation of our Association. We will be working this coming year to have small celebrations and activities throughout the year, building towards a celebration at our Joint Fall Conference in 2027. The dates of the 2026 Fall Conference are set for November 3-6 at the Younes Conference Center – North in Kearney, Nebraska, with the NWEA portion November 4-6. While we look forward to seeing you at the Fall Conference and celebrating with you, the purpose

40th Annual Heartland Operators Conference Recap Joel Jirak, NWOC Chair

he Nebraska Wastewater Operators Committee (NWOC) hosted the 40th Annual Heartland Operators Conference July 16-17, 2026, at the Holiday Inn in Kearney. As is tradition, an Ice Breaker event was held the Wednesday evening before the conference started, hosted by several of the vendors. Heavy appetizers and drinks were served, and attendees and vendors enjoyed

the evening with friends and colleagues. Presentations covered a wide range of topics, including safety, wastewater sampling, small-community issues, and regulatory updates. As always, NWOC would like to thank the presenters for volunteering their time to contribute to the conference. Attendees received 10.75 hours toward their wastewater operator licenses, and up to 4.5 water hours.

The annual golf event took place on Thursday evening. More than 30 golfers scrambled through nine holes at Gibbon Valley View Municipal Golf Course. The foursome of Matt Smallcomb (Gibbon), Kaden Ellis & John Ditter (OTC/JCI), and Jake McFarland (Automatic Systems) took first place with a score of 7-under.

Friday morning provided another opportunity for networking and fellowship with breakfast served in the vendor hall. A few more presentations followed, and we rounded out the conference with a screening of the movie “Unless Something Goes Terribly Wrong.” Dubbed “a buddy comedy about poop,” the documentarystyle film follows the operators of the Portland Water District in Maine and their struggles to keep things flowing despite aging infrastructure and the many other challenges that arise at a water resource recovery facility. We asked, you responded, and we heard you! During the conference, attendees had the opportunity to fill out a survey about the Heartland Operators 8

Conference. What do you like? What would you change? How can we better serve our state’s operators? The NWOC was pleasantly surprised by the number of survey responses received. Overall feedback about the conference was positive, so it’s nice to hear our efforts to provide a valuable conference experience are appreciated. We also heard several suggestions for presentation topics that we’ll work to incorporate next year. Finally, one recurring theme was the timing of the icebreaker event. We understand not everyone can make it out to Kearney the evening before the conference starts, so look for some changes to that format at next year’s conference so we can hopefully attract more attendees.

On a personal note, it has been an honor for me to help lead the charge in putting together the Heartland Operators Conference over the past few years. As Chair of NWOC, I recognize that our committee exists to serve Nebraska’s professional wastewater operators, and we are grateful for the work you do every day to protect human health and the environment. This conference exists for you, and we want to continue improving it each year. If you are interested in joining the committee, presenting a topic, suggesting a future presentation, or if you simply have an idea to share, please reach out to me or another NWOC member. 29th Annual Scholarship Golf Outing Iron Horse Golf Course – Monday, August 24, 2026

The 29th Annual Scholarship Golf Outing was another tremendous success, with 31 teams participating, fantastic weather, and a golf course in prime condition. It was great to see friends from Nebraska, Iowa, and surrounding states come together once again to support the scholarship fund. A special thank you goes to Jamie Bausback for coordinating the brochure, registrations, contracts, and raffle prizes over the past several months. Your efforts were instrumental in making this event a success. Several others also played key roles in executing the outing, including student volunteers Florence Blankson (UNL) and Bibhor Bista (UNL); young professionals Jackson Ceplecha (JEO), Paul Kirchmann (JEO), and Landon Bettis (HDR); and Suzanne Harris, who served as the official event photographer. Thank you all for your time and support. The Split the Pot game at Hole #5 raised $380, which was divided between a member of the Johnson Service Team and the scholarship fund. The Double Your Money game at Hole #15 raised $520, while the Roll the Dice game on Hole #10 raised $660 and

helped save more than 100 golf balls from the depths of Iron Horse Lake. Finally, the new Poker Game raised $400, with Dillan Devitt taking home the grand prize. Her research focuses on advancing sustainable industrial and municipal systems through energy efficiency, life cycle assessment (LCA), and environmental systems analysis. Get Ready for the

2026 Joint Fall Conference

his fall, water and environmental professionals from across Nebraska and beyond will come together in Kearney for the 2026 Joint Fall Conference, taking place November 3-5 at the Younes Conference Center North. Hosted jointly by the Nebraska Water Environment Association (NWEA), Nebraska Section AWWA, APWA and SWANA, the annual event brings together professionals from across the water, wastewater, public works and solid waste communities for three days of education, networking and industry connection. The conference gets underway with a full slate of pre-conference activities beginning Monday, November 2. Among the highlights is the Nebraska Section AWWA Lead Service Line Replacement Plan Workshop, which will focus on the Lead and Copper Rule Improvements and the development of Lead Service Line Replacement Plans. The hands-on workshop will allow attendees to work through the key elements of an LSLR Plan using updated inventories and will offer six CEUs for water operator licenses Grades I-IV.

SWANA will also offer pre-conference training, with a Fire Safety and Batteries Training scheduled for November 3 from 8:30 a.m. to 4:30 p.m. The conference week will also feature opportunities to connect outside the classroom, including a SWANA fundraiser at Drop Zone on Monday evening and the NWEA/NSAWWA Women in Water Breakfast on Wednesday morning. The breakfast is free for conference attendees, with space limited to the first 50 registrants, and provides an additional opportunity for professionals to connect and build relationships within the industry. Education remains at the heart of the Joint Fall Conference. Continuing education opportunities are planned across the event, with additional NDEE and SWANA CEU approvals still pending. The conference website notes that water, wastewater and solid waste professionals will have opportunities to earn credits through workshops, presentations and other conference activities. Beyond the technical sessions, the Joint Fall Conference offers one of the year’s best opportunities for Nebraska’s water professionals to reconnect with colleagues, meet industry

2026 Joint Fall Conference representatives and exchange ideas about the challenges and opportunities facing the water sector. From operators and engineers to consultants, manufacturers and public works professionals, the conference brings together a broad crosssection of the people working every day to protect Nebraska’s water environment. Attendees planning to stay in Kearney can take advantage of conference-rate rooms at the Crowne Plaza or Hampton Inn, both offering a rate of $169.95 per night for one to four people, before tax. Reservations should be made by October 19 to guarantee the conference rate, subject to availability.

Registration is scheduled to open soon, with the current registration deadline set for October 16, 2026. The conference program and additional details are still being finalized, so attendees are encouraged to watch the NWEA website for updates as the event approaches. NWEA Launches Collection Systems Operator Certification Initiative Building the Next Generation of Collection System Professionals Adam Wilmes, Collection Systems Committee

he Nebraska Water Environment Association (NWEA) is pleased to announce the development of a voluntary Collection Systems Operator Certification Program for Nebraska wastewater professionals. For decades, Nebraska has benefited from well-established certification programs for wastewater treatment and water operators. However, the professionals responsible for operating, maintaining, inspecting, and rehabilitating the collection systems that transport wastewater to treatment facilities have had limited opportunities for formal credentialing specific to their field. The NWEA Collection Systems Committee is working to change that. Collection systems represent one of a community’s largest and most critical infrastructure investments. From sewer cleaning and CCTV inspection to maintenance, rehabilitation, and emergency response, collection system personnel play a vital role in protecting public health and the environment. At the same time, utilities across Nebraska face growing workforce challenges. Retirements, increasing regulatory expectations, aging infrastructure, and the need to recruit and retain qualified employees are placing greater demands on Nebraska municipalities. A certification program provides a way to recognize professional competency, encourage career development, and establish a common body of knowledge across the industry. ebra is the President and owner of Leigh Environmental Equipment, Inc., a WomanOwned Business Enterprise founded in August 1999. Since joining WEF in 1978, she has built more than four decades of experience as a manufacturer’s representative in the water and wastewater industry, serving the Midwest. Throughout her career, Debra has demonstrated an unwavering commitment to the global water sector through both her professional accomplishments and her extensive volunteer service. Debra is an engaged and dedicated volunteer who brings positivity, enthusiasm, and a collaborative spirit to every endeavor. She leads by example, consistently demonstrating professionalism, integrity, and strong character. Her transformational leadership style fosters an inclusive environment where individuals at all levels feel welcomed, supported, and encouraged to contribute, learn, and grow. Her involvement in technical and professional organizations has been both deep and impactful. Debra has served in numerous roles within NWEA, including on the Board of Directors and as President in 1989. She also served a three-year term on the WEF Board of Directors (now the House of Delegates) and completed two terms on the WEF Executive Committee (now the Board of Trustees). In recognition of her contributions, she received the NWEA Bedell Award in 1992 and was named a WEF Fellow in 2022. Debra’s service to WEF extends across many events and initiatives. One of which was being an active member of the Manufacturers and Representatives Committee and contributed to the Name Change Task Force, which led to the transition from the Water Pollution Control Federation to the Water Environment Federation. European Water Association (EWA)WEF’s relationship with EWA also dates to the 1990s. IFAT hosts a significant water and wastewater trade show every 2 years in Munich, Germany. The technical program is sponsored by EWA. Debra Leigh has participated in the technical program representing WEF and has also assisted in hosting the EWA Director General during their annual visit to WEFTEC in the United States. World Water Council (WWC)WEF is a member of the World Water Council which consists of approximately 300 organizations from around the globe that are focused on water. Their signature event is the World Water Forum held every 3 years at a different global location. Debra Leigh has represented WEF through participation in technical programs at the Forums as well as hosting WWC officers during their visits to the United States. International Water Association (IWA) The Water Environment Federation has a professional relationship with IWA who host technical conferences every two years at a global location. WEF and IWA have a long-standing professional relationship with members attending both WEFTEC and the IWA World Water Congress. Debra Leigh has participated in several IWA Congress events representing WEF. Asociación Interamericana de Ingeniería Sanitaria y Ambiental (AIDIS) WEF has a long-standing relationship with AIDIS, the Latin American organization for wastewater management. Debra Leigh has represented WEF in technical meetings in Buenos Aires, Santiago, Barranquilla and Foz du Iguacu. SUMMARY Debra Leigh’s contributions to the mission of WEF are well documented at all levels. She has served the Nebraska Member Association at all levels from committees to leadership roles at the Federation level. She has mentored individuals who have gone on to serve at both the MA level and the Federation level. She has served at the Federation level both on the Manufacturers and Representatives Community as well as on the House of Delegates and the Board of Trustees. Additionally, she

has served on two groundbreaking events for WEF, the name change task force and the Y2K task force. Debora embodies the spirit of the MARC Individual Distinguished Service Award through her commitment, professionalism, and meaningful contributions to the water environment community. Debra’s sustained leadership and dedication to service continues to have a lasting impact on both NWEA and WEF. Congratulation Debra on a very much deserved Award!
