President’s Report

Thank you to all those members who attended the recent AGM. For those who were not able to attend, below is the report I gave at the meeting.

The past year has been one of strong financial improvement for our association. Three years ago, Dogs Victoria recorded an operating loss of more than $100,000. Over the past two years, however, it has achieved an operating surplus of more than $640,000. This is particularly notable because it was achieved not by increasing fees beyond the agreed CPI level, but through prudent decision making. Magazine and legal costs were reduced significantly, while many other areas also saw smaller savings. One visible benefit of this surplus is the current insulation and re-roofing of the Boxhall Pavilion.

We are all indebted to John Hutchinson, who, as Chair of the Finance Committee, keeps such a careful watch on spending. Chris Moore, as Chair of KCC Park Facilities Committee, has worked constantly all year to ensure KCC Park remains second to none in the country.

I must also acknowledge the many volunteers who work tirelessly on subcommittees and in clubs. Without their efforts, there would be no Dogs Victoria. We could not afford to pay for the work they do on behalf of all the members.

There are many people to thank for helping to run Dogs Victoria. Our Chief Executive, Kirk Edwards, has again proved to be a tremendous asset in securing sponsorship and leading contract negotiations. Debbie Parker, our Office Operations Manager, works tirelessly to ensure the day-to-day running of the office, supported by our wonderful office staff. We also thank Onn Wong, who heads the finance section and keeps a careful watch on the purse strings. Thank you all, Dogs Victoria is lucky to have you with us.

It is pleasing to see that Dogs Victoria has the largest membership of any state body but sad to say, like all states and indeed many overseas kennel clubs, numbers are declining. Those members who attended one of our two recent town hall meetings will appreciate that, led by our Chief Executive we are looking at new and innovative ways of addressing this issue.

This year we ran our first Charity show for the Royal Children’s Hospital raising just under $8000. Thank you to all the members who donated their services or financial support to make it such a success.

Finally, I would like to acknowledge the support and commitment of my fellow members of the Management Committee. It has been an absolute pleasure to work with such a cohesive group of dedicated people who share a single goal of improving Dogs Victoria.

Breed Spotlight - Labrador Retriever

Brief History

The ancestors of the modern-day Labrador Retrievers were originally found not in Labrador, but in Newfoundland, where they were prized by fishermen, who used these dogs to retrieve fish that had escaped from the nets, carry ropes and other fishing gear in the harsh Arctic environment. Their workmanlike attitude and willingness to please their owners caught the attention of English landowners who imported these dogs to the United Kingdom, where they were developed as the allaround sporting and retrieving dog that we recognise today.

General Breed Description

The Labrador Retriever is a medium/large sized dog, being strongly built, short coupled, broad in skull and broad through the chest and body, with strong hindquarters. The head and expression of the Labrador Retriever is a defining feature of the breed, with brown or hazel eyes expressing intelligence. The tail is also distinctive, being very thick, gradually tapering and of a rounded appearance like that of an otter. The Labrador may be black, yellow (ranging from cream to red fox) or liver/chocolate.

Coat and Care Requirements

The Labrador Retriever’s outer coat should be short, giving a fairly hard feel when touched, and they have a thick, dense, weather-resistant undercoat. They shed daily and despite having a short coat, they produce an extraordinary amount of hair when they moult. Daily brushing is recommended and bathing when needed.

Suitability

A fit Labrador Retriever will have agility, strength and stamina and their adaptability and enthusiasm for life lends them to being ideal family pets. They are best suited to active people who can provide regular exercise, as they require at least a long walk every day. Older, less active dogs can be wonderful companions for older people.

Health

All breeds have individual health issues. When speaking to breeders it is recommended you enquire about the breed’s health and what health testing the breeder does. The Labrador Retriever is generally a healthy breed, however health conditions do occur occasionally. These may include Hips Dysplasia (HD), Elbow Dysplasia and other health issues which can be found on the Labrador website. https://www.labvic.org.au/health-testing

Temperament

The Labrador Retriever is an intelligent, good-tempered dog. He is very agile with a strong desire to please and is a keen lover of water. Labradors have a kindly and biddable nature.

Height: Males 56 to 57cms (22 to 22.5ins), Females 55 to 56cms (21.5 to 22ins).

With any breed of dog, it is important to research and determine suitability for your lifestyle before committing to a puppy which will be a part of your family for many years to come.

Whilst many breeds are recommended for families, it is imperative that when children are with dogs they are supervised at all times. Basic obedience training is a vital part of dog ownership.

Dogs Victoria is about the responsible ownership of all dogs and in particular the preservation of pure breeds.

KCC PARK FACILITIES COMMITTEE

Winter is truly upon us with the cold wet days at the start of winter. We are the envy of the dog word with our own indoor exhibition area and other great facilities. Now the community membership has been approved, more exciting developments will be commencing at our amazing grounds. Pavilion roof works – At the end of May the roof replacement on the western side of the pavilion was completed. 12 sections of roofing with new skylights, there are 24 sections in the roof between the skylights. The original roof was raised on 6 July 1990 - 36 years ago. The building has provided exceptional service to the Association. The new roof will extend the buildings life by at least 20 years. The eastern side roof replacement will commence on 3 September 2026 ie no work over winter. The roof has also been insulated which has made a dramatic difference with the temperature, acoustics and lighting. This major piece of work is required to protect our largest asset at KCC Park.

Cafe works – Planning is well underway with our committee to install all the inground services and ground prep for the Café. Once the building permit is issued, ground works will commence for the site ie power, water, waste water and a large grease trap.

Keep our Park clean – How lazy can our members be? We provide some lovely areas to train and exercise dogs, but members are too lazy to pick up their dog droppings. Ground staff regularly spend over an hour picking up droppings in the new off lead areas before they can mow. Poo bag dispensers have now been placed in each of the off lead areas…… simple rule, you must clean up after your dog(s).

Sewerage connection – Further site meetings have been held regarding stage one of the sewerage project – we have been monitoring the power consumption over a 30 day period. This will assist us in planning our future power requirements including lighting. There are several months of planning and seeking additional quotes prior to work commencing. We have also appointed Craig Civil Design to provide specialist project management for this large project.

Sprint Track upgrades – The track usage is on the increase and work improvements are in plan. Next item is to put down gravel paths to access the off-lead runs. Please note, as discussed at the Town Hall Presentations, the master plan includes construction of larger off lead areas on top of the West End once all the earthworks and planting is completed.

Fundraising BBQ’s – These are a popular fund raiser for affiliates, and must be booked in advance by the affiliate. Dog food storage shed – We are still waiting for our planning permit to be issued for this, with the shortage of planners in the state, it takes a long time to obtain determination from our local authorities.

Future member projects/bequests/donations – We are always happy to discuss any proposals with you to improve member amenities on the grounds. We also need more funds, if you can assist, please speak to us.

BULLA FACILITIES COMMITTEE

Bulla Amenities Show – Many thanks to all those who entered our Bulla Amenities weekend of shows in early May. It was great to have a large number of regional and interstate entries, that all the camping spaces were taken for the weekend and that all rings were full of exhibitors. Another big thanks must go to the hardworking Bulla Amenities Show committee and the volunteers who assisted them over this weekend. The good planning and long hours that you put in before, and over the weekend, made for an enjoyable weekend for all.

And even better - all profits from these three days goes to improve facilities at Bulla. We are currently working up a few proposals to present to the finance and management committees as to how this will be spent and hope to have more details available for you in the next issue of this magazine.

Also just a reminder that the Bulla Facilities committee doesn’t own all the good ideas - we welcome any suggestions you might have as to any improvements you would like to see at Bulla.

Grounds – We’ve increased the interval between mowings as grass growth slows over the winter. Our contractor has been pruning, and hand weeding the gardens and weed spraying in the carparks where required.

Rubbish bin etiquette – If you are at the grounds and open a rubbish bin to place your rubbish in please check that the plastic bag bin liner hasn’t dropped down into the bin. If it has please reach in and pull it up around the top of the bin and tuck it under the stretchy cord at the top of the bin.

Also all cardboard should be placed in the blue coloured 1100L cardboard recycling bin in the carpark behind the secretary’s office.

Please stop, check and lift up the bin liner before dumping your rubbish in otherwise this happens.

OTEC NOTES

May is always a busy month. This year the weather was mostly kind. The Working Dog Club of Victoria held an Obedience and Rally trial and it sounds like everyone got up to help, and there were lots of successes.

Then I was off to the German Shepherd Dog National in Sydney. Obedience was quite healthy, so was Rally.

Great Judges: Rally and Obedience, Laura Schimke, Vickie Etherington OAM and Charlie Giles. Rally had 25 entries, Obedience 29. A great entry for a single breed trial.

The much-coveted Dual Medal which is awarded to the highest placed show dog with a pass in Obedience went to Ch Bronboreo Yum Yum Yum AZ N Sprint SWN from Victoria.

Plus, the Sydney grounds were perfect for Obedience and Rally. Short sports grass.

While I was galivanting around in NSW, Berwick Obedience and Rally trial went on. I gather it was a bit wet at Berwick. Given the grounds, I am not surprised that there were successes. Us Obedience and Rally people are tough.

At the Labrador Club’s Obedience and Rally Trial, Eve Ryan and her dog gained the UDX title. Congratulations.

At this year’s Dogs Victoria AGM Ross Carlson and Peter Howard took the floor. Unfortunately, Ross couldn’t be there in person as he had a work conference. He contributed online. It would have been a lot better if we could have seen him, but that is how it was. Apart from housekeeping and tidying up, the main issue was a new category of membership. Eventually all the motions got through. The new category of membership will hopefully bring more outside money to support the Park and our organisation.

Unfortunately, Moorabbin Obedience Dog Club’s Obedience and Rally Trial had to be cancelled this year, due to groundworks beyond their control. Hopefully they will be back to normal next year.

The big news this week is that the Melbourne Royal Show entries are open. It is so much easier to get there these days. Great judges, like Charlie Giles and Amy Butler. Great ground, great atmosphere. Even a pass at the Royal is prestigious. To make it even easier, if you only enter one dog you get two admission tickets - so there is someone to mind the dog while the other person goes off to park.

It is not surprising that the same dogs come up again and again. Consistency is the key.

Anthony Lockett and Alan competed in the Australian Capital Territory State Championship and won. This means that they have won State Titles in Queensland, South Australia, Victoria, and now the ACT. What an effort.

Another very consistent team is Adrian Brogan and his two boys. At the Golden Retriever Club awards day, Adrian and his boys, Fernfall Ruben Brogan and Fernfall Casper Brogan won Best Obedience Dog, Best Rally Dog and Best Agility Dog. Congratulations.

Thank you to Renee and Ross Carlson for finding the time to update the 2027 Calendar in collaboration with Julie Keenan, much appreciated, especially when they are already so busy.

SLED SPORTS NOTES

Our first backpacking event for the year was held by the Alaskan Malamute Club at the challenging Panton Hill trail on 9 May 2026. We were again lucky with the weather and avoided the rain, although recent wet conditions had made some of the trails a little slippery to negotiate. 27 dogs successfully completed the hike, with 22 dogs gaining a pass towards their Working Novice Pack Dog title and five dogs gaining a pass towards their Working Pack Dog title. Well done to those whose dogs completed their pack dog title requirements at this event.

All backpacking events are now open for entries on Show Manager, but get in quick as there is an entry limit and they can fill up quickly.

Weight pull is well supported by the American Staffordshire Terrier Club and Alaskan Malamute Club with six events on offer this year. The first event for the year was held by the Alaskan Malamute Club on 31 May with a good entry of 16 dogs which is the most we have seen in a while. Congratulations to all those that gained passes and qualified for weight pull titles at this event.

Again I would like to acknowledge the support for weight pull given by Paul Consto and the American Staffordshire Terrier Club in conducting several training sessions at KCC Park. These sessions give newcomers the opportunity to borrow a harness and see if their dog enjoys weight pull, and are invaluable in helping grow the sport. It was great to see that several of the new dogs that had attended the training sessions participated in the May weight pull event, and some even achieved passes towards their titles. There will be more training events organised so keep an eye on the weight pull and affiliate social media and websites for details.

Sledding is underway for the year with a number of events already completed and many more to come over the next few months. Several of the events conducted by the Alaskan Malamute, Siberian Husky and Melbourne Lure Dog Clubs are eligible for the Dogs Australia Sled Sports titles, so check Show Manager for entry details if you are interested.

The May sled racing event held by the Alaskan Malamute Club was quite well attended despite the very wet weather and flooded trails. Unfortunately most of the Saturday evening heats had to be cancelled due to warm temperatures, however the Sunday morning heats managed to go ahead in all classes with reduced trail distances.

The very wet tracks made it a challenge for the teams to attain the speed requirements for the sledding titles, so congratulations to those whose teams were successful and well done to everyone for giving it a go. Not so much fun for the team drivers, but the dogs didn’t seem to care and had a great time splashing through the puddles.

Most of the sledding events include social sledding classes for other teams with entries taken on the day, so anyone wanting to try out dryland sledding with their dog can come along and have a go.

Age: She is 12 years old. Apparently age is just a number.

How many disciplines do the two of you have titles in? 13 - Rally, Conformation, Tracking, Obedience, Endurance, DWD Freestyle, DWD Heelwork To Music, Herding (sheep and ducks), Sprintdog, Scentwork, Tricks, Track & Search and Pack Dog (scentwork recently obtained and not yet submitted to Dogs Victoria).

What makes you and your dog able to compete in so many different disciplines? The dog makes it possible. Also, my working style suits her.

How did this dog come into your life? I was looking for a bitch to complement a boy from my first litter bred in 2011, and was offered an option on her at 5wo.

What was her personality and behaviour like as a young pup? She hated getting in trouble, although that didn’t happen often as she was a very good baby.

Why did you take up herding? We took up herding because that is what she was bred for. It’s not one of her top favourite things, but she loves being a good dog and when she understands the job, she takes most opportunities to be one.

Tell us about your first herding competition together and how it went? Our first herding competition was a straightforward PT run – sheep behaved well, dog behaved well, handler very relieved!

A run can depend so much on mindset, and that means a) the handler, b) the dog, and c) the stock. If your observation and handling is good, often you can turn a bad run into a decent one. Sometimes the stock are antsy and the dog is full on energy; sometimes the dog is not ‘on’ because like us, they too can have those days; sometimes it all comes together and everything just works! I’ve been fortunate to have at least one run where everything just works with most of the dogs I’ve done herding with. But Minute has managed to raise the bar several notches. Nothing is a given, but once she was ready to trial, every time we walked onto the course I knew she would do her best, and her best is practical and focused. She doesn’t go over the top on effort because I am sure she understands that headless racing around generally means making more effort to fix what you mucked up by racing around.

How has competing in herding contributed to your success? Herding is one of the first things we started doing, and it has provided a solid framework to grow our partnership. She has learned to stay focused under pressure. We spent quite some time learning to work together, and have carried that successfully to many other disciplines. Working with Minute has shown me what it looks like to have a dog who wants to work with me, rather than making up their own agenda.

What do you enjoy the most about competing with her? She gives it everything she has, every time. Nothing is a given, and sometimes ‘everything’ on the day is not enough for a pass but she gives it everything. Sometimes I might give a command that isn’t what I meant, and usually she knows. For instance, more often than I’d like to admit, I’ll get the direction wrong in herding. So instead of saying “Away” when I want her to flank around anti-clockwise I’ll say “Go bye” which means go clockwise. And she will read my mind (or ignore what I said LOL) and go the way she needed to go.

Weekly training regime? We try and do a little bit of whatever is coming up. Sometimes if short on time we’ll do a run through of our tricks routine which is quick and engaging.

Have you changed how you train and compete as she has aged? A bit, yes. She is slowing down, but is still engaged and wants to work. Training has tapered gradually – we practise what she knows to keep it current.

Top results. There are many results that are ‘top’ for various reasons. Many things I never thought would happen – a top result isn’t necessarily at top level.

When we got our RA, for instance. Moving from novice to advanced was a mindset and timing thing and we kept the momentum going from there, all the way to Rally Ch. Rally is one of Minute’s favourite things and we have many memorable moments, including multiple perfect-score wins at each level along the way.

We tried Tricks, level by level with no expectation of anything past Starter. Novice is a little more in-depth and the tricks we practised most often are now amongst Minute’s favourite behaviours to offer – lift paw left and right is a very cute one. Then with the rule change and some new tricks added to the list, we moved on to Intermediate which I am very proud of (passes obtained, but not yet submitted to Dogs Victoria).

We dabbled in DWD and achieved our FS and HTM starter and novice titles. DWD requires some unexpected skills and is incredibly challenging. I would love to attempt the higher levels with her but am not quick in working out routines, so time is not on our side for that.

We were fortunate in tracking, timing-wise, to go right through to T Gr Ch after that title was introduced.

I am incredibly proud of our Started A and Master duck titles. Different stock that doesn’t really fetch to the handler in the way that sheep usually do – again, timing-wise, a number of things fell into place to allow us to have a go at this.

Our top results aren’t only ours. It’s all thanks to my wonderful ‘village’, different people have supported us in different disciplines and I’m grateful to everyone who has helped with any part of our training and trialling success.

SPRINTDOG NOTES

The past few months have been super busy, with lots of events happening on both weekdays and weekends. It’s been great to see such a strong turnout at the weekday events, and we’ve still got several more coming up.

The SprintDog™ community has also come together to help raise money for a great cause, supporting the ladies who will be competing in the ShitBox Rally. Rachel and Lee from Paws for a Cure have already raised a fantastic amount, thanks to the support of the Victorian Gundog Club and, of course, our very generous competitors.

We held a beginner fun day at the end of May, and it was well attended. I’m sure we’ll be seeing a few new dogs at events very soon. The day also included training for Sprint Marshals, so we should have three new Sprint Marshals joining us soon as well.

FROM THE VET - ACETAMINOPHEN (PANADOL) POISONING IN DOGS

Is acetaminophen toxic to dogs?

Acetaminophen (commonly Panadol) is a medication used in humans commonly for pain relief and fever reduction. It is available both by prescription and over-the-counter, and comes in tablet form as well as capsules, gel caps, liquid and rectal suppository.

It is a product that is commonly present in homes. Poisoning can happen if a dog ingests an owners medication , or an excessive dose is used to treat dog’s pain.Toxic doses are standardly in. Excess of 100mg/kg. Low doses are often used without complications for pain relief and fever treatments.

What signs do dogs show with acetaminophen poisoning?

When ingestion the lower side of toxic amounts liver damage is likely develop, whereas with higher toxic doses changes to the red blood cells commonly occur. In the case of the smaller breeds of dogs dry eye (as a result if reduced tear production) may also occur. It should be noted that when liver damager develops this can happen within several days of grade ingestion of acetaminophen. The signs seen associated with acetaminophen will vary dependent on the dose consumed. These signs include:

- upset stomach

- reduced appetite

- Increased heart rate

- jaundice (yellow discolouration) of the skin, eyes and gum

- dry eyes (which can cause squinting and eye pain

In the case of larger dose consumption there following signs may occur within hours:

- weakness

- pale or blue gums

- excessive panting

- breathing issues

- death

How are affected dogs treated?

Early treatment is required. Standardly if the dog has ingested the acetaminophen in within the last hour or so vomiting induction may be an option. After this time activated charcoal may be administered oil an attempt to

minimise the absorption of the acetaminophen. In more severe cases hospitalisation may be required where fluid therapy may be needed intravenously. Furthermore medications to treat the presenting signs and to support organ function may also be required.

What is an affected dog’s prognosis.

In the standard case where exposure is treated early and the overdose is minimal the prognosis is excellent. With higher doses, delay in treatment or lack of treatment and the subsequent development of liver damage there is the possibility of long term liver damage.

LIBRARY NOTES

On the 21st of May the Library Committee held the first of what is hoped to become an annual event. A High Tea, for the donors and helpers from the previous year. The Committee Ladies worked hard to ensure there was a lovely spread for our guests, served on an array of pretty crockery. While the weather meant we had a smaller than anticipated turn out, our guests (and Committee!) enjoyed themselves. The Committee would like to thank everyone who attended and all of those people who continues to support us, including those mysterious, anonymous members who often leave exciting bundles at our door.

Those with keen eyes may notice we have a new member on the team, Inari our new in training library dog.

We hope you will pop in to visit us sometime soon, our hours are kept updated on the Dogs Victoria website and last minute changes will be posted on the Dogs Victoria Facebook page.

About 90 pages with lots of colour and call-out boxes of important information and snippets almost drowning the core text. The layout is a little too cluttered for easy dip and dash reading and sometimes the captions actually merge with the text. Those limitations do not diminish the wealth of contemporary information.

The photos are informative and on point. I found the wealth of Remember! call-out boxes had the title ringing in my head. The worksheets will certainly be of value to all and in particular owners learning the ways of canines. There are many great ideas on how to establish a superb human-dog relationship.

The authors are vets, based in the UK, who have specialised in animal behaviour. Published by Hubble and Hattie who have an extensive and well respected dog backlist.

Definitely worth borrowing and reading.

VCA Rule 2.17 - Members shall strictly observe and act in conformity with and not otherwise than in accordance with the Rules, Regulations, Code of Ethics and Codes of Practice of the VCA and shall not conduct themselves in such a manner as to bring the VCA into disrepute or to bring themselves as a breeder, owner, exhibitor, handler, show official, judge or as a VCA member into disrepute.

VCA Code of Practice 20.1.25.3 - If an animal is diagnosed with, suffering from, dies of, or is euthanised from a physical defect or disease that is directly traceable to the point of sale within three years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management.

Penalty: 5.6.1.7 - The complainant must make the dog available for a secondary veterinary opinion before a full refund is provided by the respondent. In the event that a second opinion is provided, the refund will be provided within three weeks. Throughout the year, dog events are conducted by affiliates, and dogs of all shapes and sizes compete. The outstanding canine contribution award is not necessarily targeted at those who compete in these events, but to the dogs who contribute outside the environment of competitions.

We think of the therapy dogs, assistance dogs, those visiting schools, nursing homes, and involved in all facets of interaction with the general public – so raising the profile of dogs throughout the community.

Crufts – the largest dog show in the world – runs a Friends for Life Award each year – highlighting amazing contribution by our canine companions.

2.12.9 the right to compete for any prize available for competition by members of the VCA;

Provided that an ordinary or dual member who resides outside the State of Victoria shall not be entitled to the privileges granted by Sub-Rules .1, .7 and .8 of this Rule, and provided that a companion member shall not be entitled to the privileges granted by Sub-Rules .1, .3, .4, .5, .7 and .8 of this

The Chief Executive, or delegate, must inform members, in writing, of the method(s) to be used.

If an election is to be conducted by electronic means, any eligible voting member who has not provided the VCA with an email address or who informs the Chief Executive that he or she is unwilling to vote electronically must be provided with a physical ballot paper and return envelope by the Returning Officer.

Voting on ballot papers will be by preferential voting. The counting system for President and Vice President elections will mirror in the Local Government Act 2020 (Vic.) applying to singlecouncillor vacancies and the counting system for members of Management Committee elections will mirror the Local Government Act 2020 (Vic.) applying to multi-councillor vacancies.

The Ballot papers will incorporate the ballot for President or Vice President as appropriate, and the ballot for members of Management Committee. Only ballot papers completed and forwarded as provided for in the Regulations shall be accepted as Valid by the Returning Officer.

ASSOCIATION

Minutes of the 35th Annual General Meeting of the Victorian Canine Association Inc, held on Wednesday 27 May 2026 at KCC Park, 655 Westernport Hwy, Skye 3977 and via online platform Vero Voting commencing at 7.30pm.

At the commencement of the meeting there were 148 members present. It is noted that during the meeting more members attended and left the meeting.

The meeting was opened at 7.30pm and chaired by P Frost (President) who welcomed attendees to the 35th Annual General Meeting.

Order of Business:

The chair noted that the Order of Business was in accordance with Rule 2.98 (Notice of Meeting) notice published in the 2025 Annual Report.

The chair called for nominations of three scrutineers for the meeting.

1. To confirm the minutes of the 34th Annual General Meeting of the Victorian Canine Association Inc, held on Saturday 31 May 2025. Minutes of that meeting were published in the July 2025 issue of the Gazette.

That the minutes of the 34th Annual General Meeting of the Victorian Canine Association Inc, held on Saturday 31 May 2025 be confirmed as a true and accurate recording of proceedings.

2. To receive the audited Income and Expenditure Account of the VCA for the last preceding financial year ended 31 December 2025 and the Balance Sheet as at that date.

7. To announce the results of the annual elections for management committee positions.

Thanks were given to outgoing member Karen Hollingworth who did not seek re-election for her contribution to Dogs Victoria through her participation on management committee.

8. To present VCA life memberships.

Life membership was awarded to John Hutchison.

9. To consider the adoption of ordinary or special resolutions submitted in accord with rule 2.97 (3) which states:

“At all annual general meetings of the VCA, no business shall be considered or discussed other than that of which notice has been given on the notice convening the meeting or any business which, in the opinion of the chairperson, shall arise out of such business”.

A special resolution means a resolution passed by not less than 75 percent of the members of the VCA who are entitled to vote and who, being present at an Annual General Meeting or Special General Meeting of the VCA convened for that purpose, vote on the resolution. The notice convening the meeting must:

• specify the terms of the proposed resolution,

• state that the resolution is to be proposed as a special resolution, and

• be given to all members of the VCA at least 21 days before the date of the meeting.

2.6.1 Ordinary membership, including secondary and concession membership being a natural person of at least 18 years of age.

2.6.2 Joint membership, being two natural persons who each qualify as an ordinary member, and who are resident at the same address.

2.6.3 Life membership as provided for in Rule 2.9.

2.6.4 Junior membership and Junior Handlers membership as provided for in Regulations.

2.6.5 Associate membership and Companion membership as provided for in Regulations.

2.6.6 Transitional Provisions. Members who held non-voting syndicate or kennel membership prior to the April 2004 AGM may, at their option, continue that membership.

2.12 Privileges of Membership

2.12.1 the right to vote at the Annual General Meeting and any Special General Meeting of the VCA;

2.12.2 the right of access to the VCA’s library;

2.12.3 the right to enter the Trainee Judges Training and examination program in accordance with the Regulations;

2.12.4 the right to be included on the list of Judges subject to the Regulations;

2.12.5 the right to register a prefix and to register in the pure breeds register such dogs bred or purchased by them as are eligible for such registration;

2.12.6 the right to exhibit or handle a dog at approved Exhibitions;

2.12.8 the right to offer themself for appointment to other committees of the VCA; and

2.12.9 the right to compete for any prize available for competition by members of the VCA.

2.12.10 Provided that an ordinary or joint member who resides outside the State of Victoria shall not be entitled to the privileges granted by Sub-Rules .1, .7 and .8 of this Rule, and provided that a companion member shall not be entitled to the privileges granted by Sub-Rules .1, .3, .4, .5, .7 and .8 of this Rule.

2.12.11 the right to inspect and take copies for a reasonable fee of financial records,

all books, documents and securities of the VCA other than financial records for the current financial year and any other financial records as authorised by the Management Committee provided that the Management Committee may refuse to permit a member to inspect records of the VCA that relate to confidential personal employment, commercial or legal matters where to do so may be prejudicial to the interests of the VCA.

2.12.12 the right to inspect at a reasonable time the Rules of the VCA and the ratified minutes of general meetings of the VCA and be provided with a copy of these after making a written request within 14 days.
