Purple Poppy Day

On Purple Poppy Day, 24 February each year, the Australian War Animal Memorial Organisation (AWAMO) remembers and honours the animals that have served (and still do serve) in war and conflict.

Purple poppies are designed to be worn alongside the traditional red one as a reminder of their bravery and that both humans and animals served together.

Home Health Checks for Your Dog

We all want our pets to live long and healthy lives. Part of our daily responsibility for our pets is to provide for their health and welfare. This means ensuring they have access to everything they need to remain healthy (food, water, preventative health care) and happy, and making sure we seek prompt veterinary advice and treatment if they become injured or unwell.

Being able to recognise subtle changes in our dog’s behaviour or physical appearance is the first step in identifying that our pet may be unwell, injured, or that something is just not quite right. This allows for veterinary intervention before symptoms become more serious, or the disease becomes more advanced and means our pet has the best opportunity to return to normal quickly.

Performing a daily health check

Although you probably interact with your pet many times in a day, you should set aside a few minutes each day to perform a ‘Daily Health Check’. This might be first thing in the morning or may be paired with a regular daily event such as your pet’s dinnertime, or before or after a walk.

Step 1 – Observe your pet’s behaviour

Often the first thing to change when an animal is injured or unwell is their behaviour. When you spend a fair amount of time interacting with your pet, you will have a good idea of what is normal for them, so keep an eye out for any changes.

Sometimes the change in behaviour may simply be a general shift in their demeanour, but more often than not, the behaviour may give us a clue to what is wrong. Take a close look at their body language. If you notice your pet doing something they usually would not do, or not doing something that they usually would, then you will need to take a closer look.

Observe how your pet moves and rests and how they transition between the two. Are they moving normally? Are they standing with their weight equally distributed? Are they favouring one side or one leg? Are they reluctant to get up? Are they having trouble sitting or lying down? Similar to humans, changes to movement and body posture are often due to pain.

Where a problem is localised, often the first thing a dog will do is lick, rub or chew at the area. All dogs have a bit of a scratch and lick at times, but if you see your pet repeatedly focussing on one place, or if you see an area of skin where the hair is rubbed off, or wet with saliva, you need to have a closer look.

Obviously, every time you interact with your pet, you will be observing their behaviour, and things can certainly change during the length of a day, so you should always be on the lookout for sudden changes that may indicate something is wrong.

Step 2 – Inputs and outputs

The next step is to note any changes in your pet’s eating, drinking or toileting habits. There are many disease processes that can alter any or all of these.

Is your pet’s appetite normal? Do they seem to be drinking more or less than usual? Are they happily eating all of their regular foods, including chew items? Is their body condition ideal? Has there been any vomiting?

Just as important is observing what comes out at the ‘other end’ and whether or not your pet seems comfortable in passing it. The amount, colour, and consistency of any faeces or droppings and the quantity and colour of their urine can change with a variety of disease processes. Straining or uncomfortable toileting can also indicate problems.

Young puppies are notorious for chewing and putting all sorts of things in their mouth. Sometimes, evidence of chewed or swallowed items may be seen in what they pass out. As you clean up after your pet each day, note any changes that you might see in their poo, or any evidence of foreign items that may have passed through their gut.

Step 3 – The All-Over Exam

It only takes a minute or two to examine your pet from the tip of its nose to the tip of its tail. Try to get into the habit of starting at one end and going through the same pattern every time so that you don’t miss anything.

Starting at the head, you need to have a look at your dog’s eyes – they should be clear and bright with no signs of irritation or discharge. Your dog’s nostrils should also be free from discharge. If you have a breed with any facial folds or wrinkles, make sure they are clean and dry, and that there is no redness or odour.

The next step is to look inside the opening of your dog’s ears. The skin should be pale pink, and there should be no smell or odour. If your dog has long hair on its ears, check that there are no knots forming, especially at the back, just under the base of the ear.

Whilst still at the head, you want to inspect the lips and mouth. The lips should look the same on both sides and should be soft to touch. Inside the mouth, your pet’s teeth should be clean and white, surrounded by pink gums. Older pets are prone to dental disease, so if there is a lot of plaque or tartar building up, teeth are broken or look loose, or the gums are inflamed or bleeding, you should schedule a dental check with your vet.

The next step is to run your hands gently all over your dog’s body – starting from the back of the head, down the neck and along the back and sides and right to the end of the tail. Depending on the size of your pet, you may need to do a couple of passes to make sure you feel every bit of your pet’s body. You should be feeling for lumps, bumps, crustiness, and areas of skin that feel unusual. Also, take note of any flinching or areas that seem painful.

Your pet’s skin should feel soft, and their coat should be shiny. If you have a breed with longer hair, you should also be taking the opportunity to check for any knots or tangles. Make sure you remove any foreign matter that may have become trapped in the hair. (For long-coated breeds, the daily check may become part of your daily grooming session.)

As you run your hands over your dog’s body, you can also assess their weight and body condition score. There are a variety of charts that explain condition scoring – but the general aim is to be able to feel your dog’s ribs easily with a little bit of cover over them.

If you cannot feel your dog’s ribs, your pet is probably quite overweight, and like humans, may then be predisposed to certain diseases. If you are not sure what is a healthy weight for your dog, ask your vet at your next visit.

Next, run your hands down each of your dog’s legs all the way to their feet. Once you get to the feet, make sure you pick up each foot and check underneath and in between the toes. Depending on the breed, your pet may have hair in between its toes which can trap seeds, burrs, and even small stones.

You should check that their toenails are not getting too long, and pay particular attention to any dewclaws your pet has as these are not worn down as the dog walks like regular toenails are. Excessively long toenails affect the foot’s function and hence the dog’s entire gait, so keep them short and even. If you are not keen to trim your pet’s nails, your vet or groomer will be able to assist.

Last of all, you need to check underneath your dog’s tail. You want to make sure that there are no lumps, bumps or discolouration, and that there is no faecal matter stuck to the dog’s backside or hair. If you have an entire female, you should also be checking her vulva for any signs that she might be coming into season.

Something is not quite right….

The whole point of doing daily health checks is to identify changes and make sure they are seen to in a timely manner. No matter what the problem is, early detection and treatment usually means a quick return to normal.

If during your daily health check you find something new or identify a change that concerns you, it may be that your pet needs a trip to the vet. Any changes to the eyes, vomiting, diarrhoea, straining, or blood in the urine need urgent attention. Any lumps or bumps that have appeared, or any soreness or lameness that does not resolve within 24 hours, will also need to be checked.

Making daily health checks fun

Because daily health checks are an essential part of being a responsible pet owner, you need to set you and your pet up for success. Try to pick a time in the day when you are both relaxed, and for your pet, maybe even a little tired. If your pet is small, it may help to have them elevated, such as on a table or even on your lap.

From a young age, you can begin training your puppy to accept and even enjoy gentle handling and examination. Make sessions short, and use plenty of rewards for relaxed co-operation. Most puppy classes teach gentle handling and examination, so ask your instructor to show you how.

If your pet learns that the daily examination is paired with their favourite treats, and happens all the time, they soon come to look forward to the exercise.

Handling of sensitive places such as ears, mouth and feet occurs regularly without any negative experiences or pain. This is much better than a pet that learns that the only time you open their mouth, it is to dose them with a tablet!

Understanding Codes of Practice

What is a Code of Practice?

The Collins Dictionary defines a Code of Practice as ‘a written set of rules that outlines how people working in a particular profession should behave’. Most commonly, Codes of Practice are government documents that are linked to a piece of legislation (law) and apply across the entire country or state.

These Codes of Practice are intended to help the general public understand the minimum standards that are expected in relation to a specific activity – for example, workplace health and safety requirements, or the proper handling of hazardous waste.

There are also Codes of Practice that may be developed and put in place by individual businesses or organisations. Agreeing to follow or abide by these may be a condition of employment or membership. These are called ‘Voluntary’ Codes of Practice because they are not part of government legislation. However, they usually ask for higher standards of behaviour than the Government minimums.

Who writes a Code of Practice?

In Victoria, Codes of Practice are developed by the Government Department responsible for the piece of legislation the Code relates to. The Department staff are joined by an advisory committee and, with the input of a wide variety of stakeholders, a draft Code is written.

The draft Code is then put out for community consultation and comment before the final document is sent to the relevant Minister to present to the Victorian Government for endorsement and release. All Victorian Government Codes of Practice are reviewed at intervals to ensure that they reflect current knowledge and opinion, and incorporate any changes that have been made to the legislation over time.

Although they are often quite complex documents, they are far easier to understand and interpret than reading legislation and regulations, and often provide guidance on topics that are not specifically addressed by the wording of the laws.

Some Codes of Practice are ‘mandatory’, meaning that they are fully enforceable by law. With a mandatory Code you ‘must’ or ‘must not’ do certain things. Codes of Practice that are not mandatory are called ‘Advisory Codes’. These act as guidelines of expected behaviour and provide an outline of a minimum standard that ‘should’ be achieved.

What

Codes of Practice apply to me as a Victorian dog owner?

There are Codes of Practice that have been developed under both the Domestic Animals Act 1994 and the Prevention of Cruelty to Animals Act 1986 that may apply to you as a dog owner – some are mandatory codes, others are advisory. Some apply to all dog owners; others apply only to those who undertake certain activities or meet specific criteria.

Below is a list of the Codes of Practice that may apply to you, and for the more relevant ones, the government description of what the Code relates to.

These Codes apply to ALL DOG OWNERS:

‘This Code of Practice is intended to provide the minimum standards of accommodation, management and care appropriate to the physical and behavioural requirements of dogs.’

» Code of Practice for the Debarking of Dogs

‘This Code aims to protect the welfare of dogs from indiscriminate debarking and to encourage considerate management of debarked dogs.’

» Code of Practice for the Tethering of Animals

‘This Code has been developed to assist people to tether animals correctly when circumstances make it a necessary method of confining and protecting animals. The Code specifies the requirements for tethering dogs, sheep, goats, cattle, donkeys and horses.’

» Code of Practice for the Training of Dogs and Cats to Wear Electronic Collars

‘The Prevention of Cruelty to Animals Regulations 2019 sets out the legal requirements for the use of electronic collars on animals. This Code specifies the minimum standards required when training a dog or cat to the use of an electronic collar.’

These Codes may apply if you are a BREEDER:

» Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease

‘This Code aims to educate animal breeders how to best minimise or avoid the development of heritable disease in progeny caused by inappropriate selection and mating of animals with heritable (genetic) defects. It also outlines breeding practices that will assist the reduction of the prevalence of the heritable defect in the animal population.’

This Code of Practice gives advice to ALL breeders on preventing heritable defects, but is considered MANDATORY for those breeders who have breeds affected by the following diseases:

- Von Willebrand’s Disease (VWD)

- Progressive Retinal Atrophy (PRA)

- Neuronal Ceroid Lipofuscinosis (NCL)

- Collie Eye Anomaly (CEA/CH)

- Hereditary Cataract (HC)

» Code of Practice for the Operation of Breeding and Rearing Businesses

‘This Code outlines minimum welfare standards for the housing and management of dogs and cats in breeding and rearing businesses.’

This Code separates breeders into a number of categories:

• Microbreeders - 1 or 2 fertile females

• Recreational Breeders - Breeder members of an Applicable Organisation such as Dogs Victoria with up to 10 fertile females

• Domestic Breeding Businesses - 3-10 fertile females but not a breeder member of an Applicable Organisation

• Commercial Breeders - more than 10 fertile breeding animals

*Can only be approved by the Minister of Agriculture*

Microbreeders and Recreational Breeders are exempt from registering with their local council as a Domestic Animals Business (Breeding) and are not required to comply with this mandatory Code.

However, Recreational Breeders who have this exemption due to their membership of an Applicable Organisation ARE required to comply with their organisation’s Code of Ethics and rules.

It is expected that the standards that the organisation set will be equal to or higher than those outlined in the Code – so the Code is still very relevant and breeders should be familiar with its contents.

How do I know which ‘Minimum Standard’ applies in my case?

As you can see, there are a LOT of different Codes of Practice, and it can be a bit confusing as to which ones are relevant, and which ones apply in your own individual case.

As each Code is revised and updated, there is a concerted effort to make sure none of them have conflicting information, but there have been cases where requirements have changed, and older Codes of Practice do not necessarily align with the new ones.

Being a member of an Applicable Organisation such as Dogs Victoria gives members significant exemptions, but can make the situation even a little more confusing. Dogs Victoria has its own Code of Ethics, Rules and Regulations that apply to all members and their dogs.

The government expects that the Dogs Victoria standards will be the same as the relevant Code or may require members to uphold a higher standard. They also expect that when those standards are not met, Dogs Victoria will address the issue through their compliance process.

As a rough guide:

The Code of Practice for the Private Keeping of Dogs is the absolute minimum standard that applies to all dog owners, carers and custodians across the state of Victoria.

If you are a Dogs Victoria Member, you must also abide by all of their Rules, Regulations and Code of Ethics Requirements.

If you are a Dogs Victoria member who breeds their dogs, you should also be familiar with the Code of Practice for the Breeding of Animals with Heritable Defects that Cause Disease and have at least read the Code of Practice for Breeding and Rearing Businesses

Although you will be exempt from this Code as a Recreational Breeder, there is an expectation by the government that your breeding practices will be in line with or exceed the minimum standards outlined.

Where the Dogs Victoria standard and the standard outlined in the government Code of Practice differ, you should work to the higher of the two. If there is no Dogs Victoria standard/rule in place, then the government Code of Practice standard is the default.

Understanding Hip and Elbow Dyplasia

Hip and elbow dysplasia are two relatively common conditions that can affect the skeleton of the dog.

More commonly seen in large and giant breed dogs, dysplasia can occur in dogs of any size or breed (or mixes of breeds).

The word dysplasia means ‘abnormal growth or development’.

What is hip dysplasia?

Hip dysplasia occurs when there is abnormal development of the hip joint - a ball and socket type joint. The result is that the ball and socket end up not fitting together properly, leading to altered joint function.

Instead of sliding smoothly against each other during everyday movement, the two joint surfaces end up rubbing and grinding against each other due to the abnormal shape and position of the ball relative to the socket.

What is elbow dysplasia?

In the front leg, elbow dysplasia refers to a number of different conditions that affect the three bones that form the elbow joint. These changes may occur alone or in combination, but the result is the same - a joint that does not function properly.

Both hip and elbow dysplasia can be quite painful and. over time, can lead to increased wear of the joint surfaces, the development of osteoarthritis, and a reduced range of movement.

At what age is dysplasia usually diagnosed?

Because dysplasia relates to abnormal growth and development, symptoms are most commonly seen in young, growing animals - usually dogs under 12 months of age - with varying degrees of lameness, pain, or reluctance to exercise.

However, some animals with abnormal joint development may not have any obvious symptoms or display signs of pain or reduced movement until later in life when arthritis develops in the joint.

How is hip or elbow dysplasia diagnosed?

In most cases, diagnosis is confirmed by an x-ray examination of the affected joint or joints. Specific positions are used to evaluate both the hips and elbows by x-ray, and sedation of the animal may be required.

Your veterinarian will be looking at the shape and fit of the joint, as well as for signs of arthritis developing within the joint.

What causes hip and elbow dysplasia?

Dysplasia is thought to have several contributing factorswith the biggest risk factor being genetics.

This genetic ‘potential’ for dysplasia can be further exacerbated by poor/unbalanced nutrition, over-feeding and obesity, rapid weight gain and growth, and early joint stress caused by certain types of exercise.

Can hip and elbow dysplasia be treated?

Depending on the severity of the symptoms, there are a number of options aimed at reducing pain and improving the animal’s quality of life.

Treatments can vary from lifestyle and diet changes, supplements and medications, through to surgical options aimed at improving joint function or reducing the pain associated with dysplasia.

Can hip and elbow dysplasia be prevented?

Because the biggest contributing risk to the development of dysplasia is genetic inheritance, the selection of breeding stock that have normal, healthy joints is one of the most important ways to reduce the risk of dysplasia in subsequent generations.

The inheritance of hip and elbow dysplasia is considered ‘polygenic’- caused by the interaction of a number of different genes - so there is no simple DNA test that can be used to test potential breeding stock.

Instead, reputable breeders actively partake in screening programs that use x-ray pictures to look at hip and elbow anatomy of potential breeding stock before they are bred from.

Screening programs involve specialist Veterinary Radiologists examining the hip and elbow x-rays of potential breeding stock and grading them using one of a number of internationally accepted protocols.

Addressing the other contributing factors, such as nutrition and exercise in growing and developing puppies, is another way to reduce the risks of dysplasia.

There are specially formulated diets for large-breed puppies which aim to promote slower growth whilst still ensuring vital nutrients are provided in the correct ratio, and many breeders of large and giant breeds will have very strict instructions for their puppy purchasers relating to appropriate exercise and activity for growing puppies.

Understanding the Scoring Protocols

There are two internationally recognised scoring protocols, each with its own supporters.

In Australia, the most widely used scoring protocol is the British Veterinary Association (BVA) scheme. This system gives a numerical score to nine different aspects of each hip joint.

The scores are then totalled for each hip, with a ‘0’ score representing the best result and 53 the worst possible result for each hip. The scores for the two hips are then added to give a total score (from 0 to 106), and this is what is compared to the breed average.

For a score to be recorded on the Dogs Australia ‘ORCHID’ database (Officially Registered Canine Health Information Database), the x-rays must be scored by one of the Veterinary Radiologist panellists listed on the ORCHID website. Scoring for official results can only be done on animals over 12 months of age.

Another protocol for assessing hip conformation is the PENN Hip evaluation developed by veterinarians at the University of Pennsylvania.

The PENN Hip screening technique uses different body positions compared to the BVA testing. This protocol looks at ‘passive hip laxity’ - the degree of looseness in the hip joint when the muscles are completely relaxed. This scoring can be done from 16 weeks of age.

The result is shown as a ‘distraction index’, and breeders aim to select animals with ‘tighter hip joints’ than the breed average.

The veterinarian taking the x-rays needs to be PENN Hip certified, so there are fewer clinics offering this protocol. You can search for a clinic near you that offers this service by visiting the PENN Hip website

The Breeder’s role in reducing the incidence of dysplasia

Dogs Victoria breeder’s goal is to produce healthy, happy puppies that are excellent examples of their breed, both in looks and temperament.

To do this, they are aiming to not only produce puppies that are true to their breed standard but who are as free as possible from inherited diseases or conditions that could impact the welfare of the animal during its lifetime.

When it comes to reducing the incidence of hip and elbow dysplasia, breeders of large and giant breeds (or any breed where dysplasia is a concern) should ensure that all of their potential breeding animals undergo hip and/or elbow ‘scoring’ BEFORE they are considered for any breeding program.

Dogs Victoria Regulations 20.3 states:

• Members will take responsible action to reduce the incidence of hereditary diseases in their breeds.

• Where there is a control program, approved by Dogs Victoria, covering a breed for a disease known or considered to be inherited, then breeders within the breed should participate and comply with the requirements of the program.

The aim is for breeders to select animals with scores that are the same or better than the breed average and to only consider using animals that score worse than the breed average if there are other breed health issues that also need to be addressed. In this case, the deliberate selection of a mate with exceptional scores is preferred.

Any animals that have obvious signs of hip or elbow dysplasia or who score very poorly at screening should be removed from the breeding population altogether.

Mandatory testing for certain breeds

Under the Dogs Australia rules, some breeds have mandatory health testing requirements – called litter registration limitations

For these breeds, both the sire and the dam must undergo required testing before the litter is able to be registered, and breeders must submit a copy of the testing results with their litter registration paperwork.

Hip and elbow scoring is currently mandatory for Flat-Coated Retrievers, Golden Retrievers, Labrador Retrievers, German Shepherd Dogs, Bull Mastiff and Rottweiler breeds.

Hip scoring is mandatory for Australian Shepherds.

So what should puppy purchasers expect from a Dogs Victoria breeder?

These days, puppy purchasers are far better informed thanks to easy access to the internet. Those that do their homework properly know to ask their breeder about the hip and elbow scores of their puppy’s parents (and even grandparents).

Reputable breeders are always concerned about breed -specific health issues and not only take all of the required steps to select only the healthiest breeding animals but take time to educate potential puppy purchasers about health testing and selection of breeding animals to minimise disease.

Many breed clubs have also taken proactive steps to promote awareness of breed-specific health problems and may have publicly accessible health databases available through their club website or actively promote health testing of breeding stock through membership requirements.

Sadly though, there are plenty of less scrupulous, backyardtype breeders out there who are selling pups from parents who have not been assessed for these diseases.

Their reply when asked for scores may be to say that ‘both the mother and father have no signs of lameness, so testing is not necessary’, or they may lie and say that their breeding stock has been x-rayed - but will have no test results or scores to provide to potential puppy purchasers.

Puppy purchasers of all large and giant breeds should expect to receive a copy of both of the parent’s hip, or hip and elbow, scores in their puppy packs.

Like all health tests, the results should be linked to the animal’s microchip number. Positive identification at the time of testing is important to prevent mistakes or the deliberate falsification of results.

Did you know that all ORCHID certificates now come with a QR code on them linked to the original certification document? Simply scan the QR Code with your mobile device to check that the information shown matches the original.

There should also be information provided about the importance of correct diet and exercise in growing puppies and its link to health issues such as dysplasia.

What happens if you sell a puppy that develops dysplasia?

Despite your best efforts as a breeder, there may be times when a puppy that you have bred develops hip or elbow dysplasia, despite selecting breeding animals with scores better than the breed average.

On the other hand, if you have failed to screen your breeding stock for hip and/or elbow dysplasia, and it is a known condition in your breed, you may be considered negligent if you sell a puppy that goes on to develop these diseases.

When you breed and sell animals, the same consumer laws apply to you as to any other person or business offering products or services.

Victorian State law provides a level of protection to the ‘purchaser’ of an item through a number of different pieces of legislation overseen by Consumer Affairs Victoria. This includes rules relating to refunds, returns, and a process for the handling of disputes.

Dogs Victoria breeders are required to provide their puppy purchasers with a written health declaration and provide a ‘sale guarantee’ (Dogs Victoria Regulation 20.1.25).

Dogs Victoria Regulation 20.1.25 outlines the minimum standards in relation to sale guarantees:

With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs;

» Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price.

» Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price.

» If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available.

Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion) and for the purpose of informing future breeding management.

Even if you provide a full refund to a purchaser should things go wrong, the purchaser is within their rights to pursue further action and potential compensation, such as reimbursement for veterinary fees and other costs incurred, through the Victorian Civil and Administrative Tribunal (VCAT).

Purchasers can also make a complaint against a member if they feel the member has breached Dogs Victoria’s rules and regulations. If you have not screened your breeding stock, and a complaint is made, you may be subject to disciplinary action under the Dogs Victoria rules for breaching Regulation 20.3.

Are You Ready to Become a Breeder?

Breeding dogs is something that many people consider doing, but it comes with quite a bit of responsibility, long hours, and considerable expense. You can expect moments of joy, life long friendships, tears and heartache along the way – it certainly is not for the faint hearted!

To do it well you need to have an excellent understanding of the physiology of the dog, comprehensive knowledge of genetics, breeding, and breeding strategies, as well the time and resources to put into nurturing a litter of puppies so that they can develop to their full potential.

You also need to have facilities that meet or exceed the minimum standards set out by the Victorian Government and an understanding of the laws that apply to dog breeders in this state. Dog breeding has become very highly regulated. It is no longer just a case of having a litter and putting a ‘puppies for sale’ sign on your front gate.

Before you start planning your first litter, you want to make sure that you understand what is involved. Remember you will have a life long responsibility for the puppies you produce, so you will need to do everything in your power to make sure that those puppies have every chance of having a long, healthy and happy life.

Am I ready to become a breeder?

Before you rush into breeding, you need to take time to consider if breeding dogs is really for you. Statistics show that a large number of breeders only ever have a single litter.

When asked why, most will tell you they did not truly realise the amount of time, effort and cost involved.

Do you have the TIME?

Breeding and raising pups takes a considerable amount of time. When you have a litter, you should expect to spend a good part of everyday cleaning, feeding, supervising, handling, and socialising your pups and their mother.

During the birth, you may have to stay awake through the night to supervise, and for the first few days, you will need to be checking on the litter constantly. Many breeders end up sleeping next to the litter for the first week so they can supervise through the night. Is this something that you are prepared for?

From the birth through to the day the puppies leave for their new homes you can expect to spend 3 to 4 hours (maybe more) every day cleaning out the whelping area, washing bedding, supervising, feeding, handling the pups, and providing enrichment, exercise and socialisation opportunities. A litter takes up a HUGE amount of time!

If you work, you may have to consider taking some time off so that you can properly care for the litter – can you afford to do this? Do you have family members who can assist you with the care of the litter? Are you prepared to put the rest of your life on hold for 2 to 3 months to have a litter?

If things do not go to plan, will you be able to devote even more time for additional care – for example, if your pups need bottle feeding every 2 to 3 hours?

Are You Ready to Become a Breeder?

Do you have the RESOURCES?

Although many people think breeding dogs is a way to make money, in reality, most breeders who do it properly struggle to break even. All of the costs associated with breeding and raising a litter come well before your first puppy sale, so you need to make sure you have the resources to do it well.

Before you even start thinking about a litter, there are the costs associated with pre-breeding health testing, veterinary care, preventative treatments, and nutrition to make sure the parents of the litter are healthy as possible prior to the mating. Then there is the stud fee and any costs associated with obtaining a successful conception.

Even if everything goes to plan, and you have a large, healthy litter, there are the costs of feeding good quality food to a lactating bitch and growing pups, supplementing, worming, vaccinating, microchipping and other preventative health treatments. Then there are the costs of registration, record keeping and preparing documentation and puppy packs.

Consider that you may need to purchase a whelping box, additional bedding, bowls, utensils, toys and other enrichment items. There are also the costs associated with heating (and potentially cooling) the whelping area, and depending on your home or property set up, a variety of other expenses to make sure your litter is kept warm, safe and clean right through to when the pups head to their new homes.

And then there are the costs involved if things don’t go to plan or if the mother or pups get sick. An out of hours emergency caesarean can easily cost $3,000-$4,000. Are you prepared for these extra costs?

Do you have the FACILITIES?

With dog breeding having been in the media spotlight in recent times, the Victorian State Government and Local Councils have become increasingly focused on members of the community who breed dogs. There have been several changes to legislation with the aims of stamping out ‘Puppy Farms’ and unscrupulous breeders.

Before you consider breeding a litter, you need to make sure that you are actually able to legally undertake breeding activities at your premises. Every property within Victoria is ‘zoned’ under the Victorian State planning scheme. The breeding of dogs and cats is only permitted in certain zones, so you will need to check well ahead of time.

You also need to decide if your premises are suitable for whelping and raising a litter. Although suburban homes and backyards may be adequate for small breeds or small litters, it is unlikely that you will have the space to be able to cope with a litter of ten or more seven week old large breed puppies without upsetting your neighbours.

that allows access to outside? Will you need to modify your fencing to house a litter safely? Can you keep the mother and litter safe from other pets and inquisitive children?

You will also need to make sure that all of your dogs are registered with your council and that you do not exceed your permitted numbers of dogs – both before and after the litter (especially if you are planning to keep a puppy). All pups must be registered with your local council by the time they reach 12 weeks of age and will count towards your total permitted number of dogs.

In 2021, the Australian National Kennel Council changed its trading name to ‘Dogs Australia’ to better reflect their role as the national body for purebred dogs.

Given that this is a fairly recent change, you may find that you encounter dog breeders and older breederrelated documents that still reference ‘the ANKC’, the ‘ANKC Rules and Regulations’, and the ‘ANKC website’. It is important to note that ‘Dogs Australia’ and ‘ANKC’ are the same organisation.

The details of the litters presented appear in the following order: Prefix, Name of Breeder, Number of Dog/Bitches Registered, Whelping Date, Sire and Registered Number, Dame and Registered Number.

The attention of breeders and intending puppy purchases is drawn to the following VCA Regulations and ANKC Regulations. Full copies of the Regulations are available from dogsvictoria.org.au and dogsaustralia.org.au

VCA REGULATIONS

4.4.4 Except as provided for in these Regulations any member selling, supplying or disposing of a dog to another person must supply to that person the signed registration certificate duly completed with the name and of the person and the transfer date, within one calendar month of disposal unless Management Committee otherwise directs. A member shall not include any contractual provisions contrary to this regulation. (15/11/11)

4.4.5 Any member who sells a registered dog without transfer of registration to the purchaser must obtain the agreement of the purchaser in writing that the dog will either not be transferred into the name of the purchaser or deregistered with the VCA.

4.4.6 A member shall not sell any dog in such a manner as to cause the purchaser to believe the dog being sold is registered with the VCA if it is not. (15/09/19)

4.4.6.1 A member may indicate during the sale that a dog which is not as yet registered with the VCA is intended to be registered in accordance with Regulation 4.1.3

ANKC LTD REGULATIONS Part 6 Section 8 Breeding

8.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11)

8.4 First generation (father/daughter, mother/son, brother/ sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/daughter, mother/ son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member/ members who are the owners of the sire and dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties may be determined by the member’s member body. 8.5 First Degree Mating protocols: (Added 10/12, 6.6.1)

8.5.1 Applications shall be made prior to the mating to the relevant ANKC Ltd Member Body and the following information is the minimum required for the Member Body to make deliberation:

a. Grounds for the mating should include details of the dogs to be mated and relevant health test results;

b. Desired outcomes for the mating;

c. When the intended mating is likely to occur.

8.5.2 Where prior approval has not been sought or granted by the Member Body. All progeny are to be registered on the Limited Register and the record flagged never to be upgraded to the Main Register. (Added 10/13 – 6.5.1)

Dogs Victoria Regulations Part 20 Codes - 20.1 Code of Practice

20.1 CODE OF PRACTICE

(amended 14/04/25, 15/02/24, 15/03/23, 15/09/22, 15/08/22, 15/10/21, 15/09/19, 15/08/18)

Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc. shall be bound by the Victorian Canine Association Inc. (hereinafter ‘Dogs Victoria’) Code of Practice.

Ethics

20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria.

20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.

20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria.

20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.

20.1.5 Members shall ensure proper care for all dogs under their control, whereby

20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean;

20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes. Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time;

20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs;

20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog;

20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered.

20.1.5.6 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes.

20.1.5.7 Veterinary care is provided as required in accordance with the Code of Practice for the Private Keeping of Dogs. Additional veterinary requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management.

20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog.

20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress.

20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.

20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities.

20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain.

20.1.9.2 Dog Collars

The use of dog collars incorporating protrusions designed to puncture or bruise the dog’s skin, or electronic collars designed to deliver an electric shock to the dog is prohibited at any VCA sanctioned event, training activities, or any activity which may reasonably be seen to be in connection with the VCA. 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered.

Breeding

20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market.

20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means.

20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. (15/11/18)

20.1.12.1 The progeny of any matings that are not permitted by 20.1.12 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.12 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.

20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months. without the prior approval of Dogs Victoria. (amended 15/08/22)

20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17)

20.1.14.1 First generation breeding (i.e. father / daughter; brother / sister; mother / son) matings are not permitted.

20.1.14.2 The progeny of any matings that are not permitted by 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.

20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15)

20.1.15 A member shall not permit any of that member’s purebred dogs No breeding shall take place unless both the dog and bitch are on the Main Register. Dogs and bitches are not permitted to be mated to a dog or bitch of a different breed, to a cross bred dog or bitch, or to a dog not on the Main Register without the prior approval of Dogs Victoria. an unregistered dog or bitch of the same breed.

20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog, with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15.03.17, 15.04.18)

20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease.

20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15.05.17)

20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.

20.1.19 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without first satisfying the VCA that the purchaser is a member of an ANKC recognised canine controlling body in the overseas country. The member and purchaser must acknowledge in writing to the VCA that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose. Further, the dog is not to be shipped until the export pedigree is approved by Dogs Victoria. (Amended 15/03/23)

20.1.20 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities.

20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.

20.1.22 Record keeping requirements: (15/09/19) (15/11/11)

20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 5 years from date of last entry. (amended 15/09/22)

Dogs Victoria Regulations Part 20 Codes - 20.1 Code of Practice

20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner):

• a copy of the litter registration form, or alternatively: -name, -microchip number (when implanted); -sex; -breed; -date of birth; -colour and markings (if applicable); and -dam and sire registered names and numbers

• health care history including vaccination records, internal and external parasite control,

• purchase/disposal record including name and of new owner (where applicable),

• copy of health declaration, and

• record of return (if applicable) with supporting documentation.

20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include:

• either ANKC registration certificate, or alternatively:

-registered name and number when registration details become available; (amended 15/09/19)

- microchip number; - sex; - breed;

- date of birth;

- colour and marking (if applicable); and - dam and sire registered name and numbers

• council registration certificate;

• health care history including vaccination records or titre tests, internal and external parasite control,

• breeding status and breeding history,

• purchase/disposal records including name and of new owner (where applicable), and

• record of return (if applicable) with supporting documentation.

20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment.

20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of:

20.1.23.1 The breed characteristics;

20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre;

20.1.23.3 Responsible dog ownership information;

20.1.23.4 All documentation required by Dogs Victoria

20.1.23.5 Records on internal and external parasite control;

20.1.23.6 Records of microchip number with a signed transfer of owner form;

20.1.23.7 A desexing certificate (if applicable); and

20.1.23.8 A written health declaration in accordance with 20.1.25.

20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.

20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs;

20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price.

20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price.

20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management.

20.1.26 A member shall not:

20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop.

20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.

20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s Dogs Victoria membership number, source number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements: “Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership”. (amended 15/08/22)

General

20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that:

20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and

20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.

20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.

20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.

20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. (14/02/13)

20.1.31 A member must not at any time communicate with a judge in a way that could reasonably be interpreted as intended to influence a judge’s decision. This prohibition includes conduct which could reasonably give rise to the impression that the member is attempting to influence a judge’s attitude to the member, an exhibit entered at a show, trial or test, or a decision of a judge at any such event.

The prohibition extends to conduct of a member prior to an event but does not extend to anything contained in a paid advertisement that is published commercially. (15/02/24)

Dogs Victoria - Show Regulations

All affiliates advertising schedules are affiliated with Dogs Victoria and their shows are held under the Rules and Regulations of Dogs Victoria. A copy may be inspected at the office of the secretary of the fixture on the day of the show.

The following Rules/Regulations apply to all schedules.

No person over the age of 18 years who is a resident of Victoria can exhibit, handle, officiate in the judging ring, or register an animal with Dogs Victoria unless he or she is a financial member of Dogs Victoria.

EXHIBITORS PLEASE NOTE: The committee of the club holding the fixture reserves the right to substitute judges if the entry is excessive. Judging for all shows will be in alphabetical order unless otherwise stated in the schedule.

DEFINITION OF CLASSES: (Age of exhibits is now not published in each schedule).

See Prize Schedule for classes offered. It does not follow that, because a class is defined here, there necessarily is one offered for any particular breed. Please read the schedule carefully and complete the entry form in block letters.

NUMBERING OF BREED CLASSES

Dogs Australia - Dogs Victoria CLASS CLASSIFICATIONS

1. BABY PUPPY, for dogs of three months and under six months of age.

2. MINOR PUPPY, for dogs of six and under nine months of age.

3. PUPPY, for dogs of six months of age and under 12 months of age

4. JUNIOR, for dogs of nine months and under 18 months of age.

5. INTERMEDIATE, for dogs of 18 months and under 36 months of age.

6. NOVICE, for dogs six months of age or over which have not won a first prize at any parade/open show or championship show (subject to member body rules). Baby puppy and local classes excepted.

7. GRADUATE, for dogs six months of age or over which have not won a challenge certificate.

8. LIMIT, for dogs over 12 months of age which are not champions, or have gained sufficient points to qualify as a champion.

NOTE - The qualifications for the NOVICE, GRADUATE and LIMIT classes, shall only include wins up to and including the day before the date of the entry close.

9. STATE BRED, for dogs six months of age or over, whelped in the state or territory in which it is exhibited.

10. AUSTRALIAN BRED, for dogs six months of age or over, whelped in Australia. (A state and/or territory may reserve the right to exclude all, or any, of the recognised Australian breeds.)

11. OPEN, for all dogs six months of age or over, and of a breed or variety recognised by the ANKC.

12. VETERAN, 7 years and over

13. VETERAN, 10 years and over NOTE: ANKC Regulations Part 5, Clause 1.5 Only entire dogs and bitches can compete in the veteran classes at specialist and semi-specialist show where the winners are eligible to compete for challenge certificates

14. BRED BY EXHIBITOR, For dogs aged six months and over. The exhibit must be owned and handled by the breeder of record. The exhibit must be handled throughout the breed classes, all group and general specials classes by the owner or part owner of the prefix under which the exhibit was originally registered.

15. PUPPY NEUTER, for neuter dogs aged six and under twelve months.

16. JUNIOR NEUTER, For neuter dogs aged nine and under eighteen months.

17. INTERMEDIATE NEUTER, For neuter dogs aged eighteen and under thirty-six months.

18. OPEN NEUTER, for neuter dogs aged six months or over.

19. ANKC clause 3.2 “Classes 15, 16, 17 & 18 shall be ineligible to compete against entire exhibits for challenge or best of breed awards.”

20. To compete in neuter classes a dog must be registered as a neuter on the main register.

21. CHAMPION CLASS, for exhibits which have qualified as champions. This class is for both dogs and bitches for each breed at open shows. The winners of these classes are not eligible to compete for best dog, best bitch, or best of breed therefore they cannot compete for any group award other than best champion in group or any in show award other than best champion in show. The above class shall be judged as the first class of each breed at open shows. Where class 21 or 21A are not offered champions shall compete in ordinary classes.

Refer to Dogs Australia Regulation Part 5 Section 7.7 for neuter championship points system.

LOCAL CLASSES AT CHAMPIONSHIP SHOWS

- are classes for exhibits of at least six months of age owned by exhibitors residing within a specified radius of the exhibition. The body holding the exhibition shall have the power to specify any radius up to 50 km. If the radius is not specified in the schedule it shall be taken to be 50 km. Local classes may not be offered within 160 km radius of the GPO Melbourne. Wins in local classes shall count against the eligibility of a dog only for restricted local classes.

7.2.17 Baby puppies are not eligible to compete outside of baby puppy class except for applicable special classes.

Dogs Australia Regulations Part 5 - Show, Section 1, Clause 1.6 Where a member body regulations allow for property and special classes at specialty shows, neuter dogs and bitches shall be eligible to enter.

Challenge Certificates

7.7.19 When a specialist breed club or semispecialist (variety breed) club is conducting its annual championship show, challenge and best of breed certificates shall be restricted (not be offered) for that breed at any other championship show conducted on that day in Victoria. At that other championship show: 7.7.19.1 the scheduled classes for the breed to which the restriction refers may be conducted, 7.7.19.2 the “restricted” winners of these classes may compete for special prizes such as “best of class in group” and “best of class in

show”. 7.7.19.3 the “restricted” winner may not compete for “best of breed”, “best in group” or best in show” or any other competition which is available to challenge or best of breed winners only. Where permission has been granted for a breed club or variety breed club championship show to be conducted in conjunction with, and on the same grounds as, the championship show of its group club or an all breeds championship show, this Regulation shall not apply.

National Shows

Where a national show is held, no challenge certificates shall be awarded for the breed/s involved in the national show, within a radius of 1000 km from the show on that day/s.

Junior Handler Classes at all Breeds Championship Shows

Dogs Australia Regulations Part 15B, Section 7

An affiliated club, other than a breed or group specialist club, must conduct a junior handler competition at one of its shows in each calendar year. 7.1 Where an affiliated club conducts more than one show over a weekend the junior handler competition must not be conducted on a regular school day and must be conducted on the weekend or days proclaimed a school holiday unless out of school hours.

7.2 Where a junior handler competition is to be held by an affiliated club, the competition must be advertised in the official schedule lodged with the controlling body in respect of the show. 7.3 Entry fees may not be charged in respect of junior handler competitions.

Correctness of details on the entry forms Every person who enters a dog in any fixture conducted under these Regulations shall be responsible for the correctness of details on the entry form. The dog entered is to be owned or leased by the person who is named as the exhibitor on the entry form and registered as such with the State Controlling Body in which the exhibitor resides. The dog entered must hold a current vaccination certificate issued by a veterinarian. Exhibitors and dogs participating at an exhibition do so at their own risk.

REGISTRATION AND EXHIBITION OF DOGS

Regulation 3.3.1

A person cannot exhibit, handle or officiate at a VCA approved exhibition, or participate in VCA breeding activities, unless that person is a financial member of an Dogs Australia recognised state member canine controlling body.

Children under the age of seven years are not permitted to exhibit, handle or officiate in the judging ring at approved Dogs Victoria fixtures.

Dogs Australia Regulations Part 5 Section 8

8.2 Excepting as provided for in Regulation 8.3, handlers at all competitions must be financial members of the controlling body in the state or territory in which they reside.

8.3 A person, who is not a resident of Australia, and is able to provide written advice to the secretary of the affiliate conducting the event from the recognised controlling body of their country of residence that they are permitted to handle dogs at championship exhibitions held in that country, may handle at all competitions conducted by member bodies for a period of up to three months on each visit.

Dogs Victoria Regulations Part 3 Extreme Weather - General

3.5.20 SCOPE

This regulation applies to all types of events conducted by Dogs Victoria and its Affiliates including those whose rules and regulations do not otherwise contain an Extreme Weather or Heat Policy. Where Dogs Australia and/or other Dogs Victoria rules and/or regulations conflict with or are inconsistent with this regulation those rules and regulations prevail and override regulation

3.5.20 and its sub regulations.

3.5.20.2 DEFINITIONS

Refer to Regulation 3.2 Definitions. Unless otherwise stated references to Regulations mean Dogs Victoria Regulations.

3.5.20.3 MEMBER RESPONSIBILITIES

Members are to be alert to potential extreme weather conditions and monitor available information before travelling to/from an event and while at an event. The welfare of people and their dogs is to be the paramount consideration. Members are to be familiar with the Dogs Victoria Extreme Weather Guidelines and are required to take reasonable steps to protect themselves, their dogs and others from danger.

3.5.20.4 AFFILIATE RESPONSIBILITIES

It is the responsibility of the Affiliate conducting an event to monitor the forecast and current weather conditions and warnings.

The Affiliate must comply with any laws, Government Declarations/Directions (such as a State of Disaster or State of Emergency) and the applicable Dogs Australia and Dogs Victoria rules and regulations. Affiliates are to:

• check the forecast temperature on the BOM website (www.bom.gov.au) or BOM Weather app 48 hours prior to the scheduled commencement of the event

• check the Fire Danger Rating for the district where the event is to be held, using the CFA website, (www. cfa.vic.gov.au) 48 hours prior to the commencement of the event and 24 hours prior to the commencement of the event

• check wind, storm and flood forecasts and warnings on the BOM website or BOM Weather app 48 hours prior to the scheduled commencement of the event

• check air quality forecasts on the EPA website (www. epa.vic.gov.au) at 5pm on the day before the event, when the forecast is published

• monitor the temperature on the BOM website or BOM Weather app, during the event if the temperature is likely to reach, exceed or (if applicable) fall below the temperature limit. The temperature is to be monitored hourly

• alert attendees to seek the safest possible shelter immediately, when lightning can be seen or thunder heard according to the “30/30 lightning safety rule” or other reliable tracking system that is in use

• be familiar with the Dogs Victoria Extreme Weather Guidelines; and

• contact the Office Operations Manager of Dogs Victoria by email at the earliest possible time but not more than 48 hours before the scheduled commencement time for an event if it is proposed that an event be cancelled, postponed, moved indoors or the commencement time changed. Once the proposal has been approved by the President or Vice President or as otherwise delegated, the affiliate must take all reasonable action to advise affected people via immediate means of communication, such as social media.

If an urgent decision needs to be made, immediately prior to commencement of an event or during competition, due to an unforeseen weather occurrence, the affiliate may make a decision in consultation with the officiating judges and VCA representative. The Office Operations Manager of Dogs Victoria must be advised, by email, of the decision and reasons for it, as soon as reasonably practicable.

3.5.20.5 CANCELLATION OF EVENTS (refer to Regulation 3.5.20.4 for approval requirements)

Unless otherwise provided in discipline specific regulations, an event must be cancelled where any one or more of the following apply:

• the forecast temperature for the location in which the event is to be held is 39 degrees Celsius or higher.

• the temperature reaches 36 degrees Celsius during the course of the event, as measured by two successive readings taken at 15-minute intervals using the BOM Website or BOM Weather app, or if they are unavailable an outdoor thermometer located in an open south facing shaded location with maximum airflow, and if at all possible, no more than 10 metres from the competition area.

For Earthdog and Herding competitions, the event is to be cancelled when the temperature reaches 34 degrees Celsius during the course of the event, as measured by two successive readings taken at 15-minute intervals using the BOM Website or BOM Weather app, or if they are unavailable a thermometer located in an open south facing shaded location with maximum airflow, and if at all possible, no more than 10 metres from the competition area.

If in the reasonable opinion of the affiliate, using the BOM Website or BOM Weather app, an imminent drop in the temperature is expected, the cancellation may be deferred for 15 minutes at which time a third temperature reading must be taken. If at the time of the third reading, the temperature has not fallen below the applicable temperature limit the event must be cancelled.

• the Fire Danger Rating for the district in which the event is to be held is Catastrophic

• a Total Fire Ban has been declared for the State of Victoria or the Fire Weather District in which the event is to be held

• moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held, and the event is to be held in a rural area. If moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held in an urban location, then the event may be cancelled

• when the Environment Protection Authority (EPA) air quality forecast for the location nearest to the event is Very Poor or Extremely Poor

• inclement weather is forecast for the district where the event is to be held, and the affiliate reasonably considers the conditions to be unsafe

• 90 minutes has passed since the suspension of judging due to inclement weather or unsafe conditions and the inclement weather or unsafe conditions still exist; or

• a law or government Declaration or Direction requires cancellation.

3.5.20.6 ‘WAIT AND SEE’ APPROACH - JUDGING TO BE SUSPENDED

Unless otherwise provided in discipline specific regulations, a ‘wait and see’ approach may be taken but judging must be suspended:

• in the period between the first and second (and if applicable) third temperature readings being obtained in accordance with the Regulations

• if inclement weather occurs during an event. Conditions must be reviewed every 15 minutes, and, subject to Regulation 3.5.20.9, the event may proceed if the weather subsequently clears

• if the affiliate committee considers the conditions to be unsafe once the event has commenced.

3.5.20.7 ‘WAIT AND SEE’ APPROACH - JUDGING MAY CONTINUE

• if moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held in an urban location, within that Flood Watch Area. Judging may continue if it is safe to do so

• if inclement weather is predicted during an event. Conditions must be reviewed every 15 minutes, and judging may continue if it is safe to do so.

3.5.20.8 POSTPONEMENT, RELOCATION (INCLUDES MOVE INDOORS) AND CHANGE OF EVENT COMMENCEMENT TIME DUE TO EXTREME WEATHER

• Postponement, relocation or change of event commencement time may be considered if weather, venue and the calendar of events permit.

• An earlier commencement time may be proposed where in the reasonable consideration of the affiliate, the event will be completed before the temperature reaches the applicable temperature limit. For Draft, the applicable temperature limit is 32 degrees Celsius.

• An event may be rescheduled to commence at 8pm where the forecast temperature is below the applicable temperature limit, and where the exhibition/competition area has lighting and is available for use. Exhibitors/competitors must be advised they are not to arrive at the location or setup prior to 6.30pm

3.5.20.9 LIGHTNING AND THUNDER

If lightning can be seen or thunder heard, judging is to be suspended immediately, and anyone outdoors should seek shelter indoors, in a substantial building if at all possible, or in a closed metal-roofed vehicle unless the lightning is more than 10 kilometres away. In the absence of specific information from BOM Weather Radar or the BOM Weather app or a reliable lightning location system, the “30/30 lightning safety rule” must be used which means that all outdoor activity must cease immediately if the time between seeing a lightning flash and hearing the resultant thunder is less than 30 seconds. Outdoor activities must not resume until at least 30 minutes after the last sound of thunder is heard.

3.5.20.10 REFUNDS OF ENTRY FEES FOR EVENTS CANCELLED DUE TO EXTREME WEATHER

Except where regulation 3.5.20.10.1 applies, a refund of the entry fee will be available if an event is cancelled due to extreme weather and the entry is withdrawn within 14 days from the date of cancellation.

3.5.20.10.1 - If an event is cancelled after commencement, only dogs that are yet to compete will be eligible to have their entry fee refunded.

3.5.20.10.2 - The affiliate must submit a copy of the catalogue, if it has been prepared before cancellation of the event, to Dogs Victoria within 21 days of the cancellation of the event.
