This is the vital element of breeding.

This email is to seek new expressions of interest from all Member Bodies to conduct CACIB Shows in accordance with Regulations Part 5 – Conformation Show, Section 9, Clause 9.3.1 which reads:
9.3.1 Applications to hold a CACIB International Dog Show sanctioned by Dogs Australia and subsequently by the FCI, must be sent in the first instance to the Member Body of Dogs Australia where the show is planned to be held no later than 18 months prior to the intended show date and, if the application is supported by that Member Body, is then to be forwarded to Dogs Australia for consideration. If approved by Dogs Australia the application is then to be forwarded to the General Secretariat of the FCI no later than 12 months prior, and no earlier than four calendar years prior, to the proposed date of the show. Applications must be accompanied by the Application Fee. The application fee will be refunded if the application is not approved. (Clause 9.3.1 Amended 02/23, 5.11 – Effective 01/07/23)
Please ensure submissions include full details of the proposed show in terms of name of organiser, date, location, website (if applicable) and the official name of the event together with the fee of $200 per show as per the regulations. Member Bodies are requested to ensure the proposed date/s being applied for do not clash with a major show in another State or Territory.

9A.3.1 Applications to hold a AAOS A2O show sanctioned by ANKC Ltd, and subsequently by the AAOS, must be sent in the first instance to the Member Body of ANKC Ltd where the show is planned to be held no later than 18 months prior to the intended show date and, if the application is supported by that Member Body, is then to be forwarded to ANKC Ltd for consideration. If approved by ANKC Ltd the application is then to be forwarded to the Secretariat of AAOS no later than 12 months prior, and no earlier than four calendar years prior, to the proposed date of the show. Each application must be accompanied by the application fee. This fee will be refunded if the application is not approved. The timelines in this Section shall not come into force until 1st January 2024.
As noted at the October 2024 Board meeting, any A2O Show applications received prior to 1 January 2025 with the applicable fee ($200) will be processed immediately to the A2O Secretariat by this office. From 1 January 2025, expressions of interest will be called for, and these
applications will be approved at the October 2025 Board meeting. This will mean that A2O Shows to be held between January and December of the following year will be required to be submitted prior to the October Board meeting the previous year, i.e., 2026 shows are to be submitted when expressions of interest are called for in early 2025. Member Bodies are requested to ensure the proposed date/s being applied for do not clash with a major show in another State or Territory.

Ehrlichiosis in Australia - the advancing threat
Cases of Canine Ehrlichiosis have now been seen extensively across northern Australia, from Western Australia, Northern Territory, Northern and Northwestern Queensland and down through northern parts of South Australia. This is no longer a notifiable disease as the condition is now seen as endemic in these areas and the chance of eradication of this terrible disease has long gone. There is still a biosecurity obligation to take all reasonable steps if you suspect you have an infected dog to prevent further spread of this disease.
Cases have been reported in every state bar Tasmania, however, at this point in time, cases reported in both NSW and VIC have been from dogs that have travelled from the Northern Territory. There are new restrictions on dogs travelling into Tasmania as a result.

Check dates, recent updates are important to keep in mind as the most current information available of where the deadly disease is moving.

DOGS VICTORIA TOP OBEDIENCE DOGS OF THE YEAR 2026
Selection for the awards will be made on the following basis:
There will be a first place award for each class for Community Companion Dog, Novice, Open, Utility and Utility Dog Excellent, with further awards for second and third place in each class.
The awards will consist of: a certificate plus a gold dumbbell pin for first place, silver dumbbell pin for second place and a bronze dumbbell pin for third place.
For each class entered, three qualifying results are required.
Competitors will nominate qualifying scores gained between 1 June 2025 and 31 May 2026.
* Scores will be submitted to a person nominated by the Obedience Tracking and Endurance Committee, (OTEC).
OTEC will select the top finalists in each class based on the highest average scores
* Closing date for submissions will be 30 June 2026
* Photocopies of original score cards must be submitted, plus a completed performance entry form
* Qualifying scores may be included, subject to the following restrictions:
* No more than two scores awarded by any one judge may be included
* No more than one score gained interstate may be included
* Competitors must reside in Victoria, be a financial member of Dogs Victoria, and the dog must be registered with an ANKC Ltd member body
Presentation of the awards will take place at the Dogs Victoria State Obedience Trial 2026.
Qualifiers will be notified that they are eligible for an award, but the final awards will not be announced until the formal announcement.
In the event of a tied score in any class:
Step 1 – Places will be decided by a comparison of the two highest individual scores. The competitor with the highest two scores will be declared the winner.
Step 2 - In the event of a tie still remaining, joint winners will be declared for that class, and no second or third placing will be awarded depending on which placing is tied.
Step 3 – In the event of a tie still resulting, it will be left to the discretion of the OTEC to count back any score. Note: No more than three placings per class level will be awarded.

There has been a recent research article (link to article below) released about the prevalence of BOAS (Brachycephalic Obstructive Airway Syndrome) in these breeds in the UK. While the incidence of BOAS in the Australian population in each breed may vary from the UK population it is worth considering this information. Testing these breeds in Australia will be the only way to get a true picture of how prevalent BOAS is within these breeds in our country.

Canine Ehrlichiosis –
important information if you are travelling to northern Australia with a dog
Canine ehrlichiosis was first detected in Australia in 2020 but is now endemic and spreading across the country’s north. The rapid spread of canine ehrlichiosis since it was first detected in northern Western Australia means it has now become well established in the northern regions of Western Australia and South Australia, all of the Northern Territory and north-western Queensland.
On 18 June 2021 the first case of ehrlichiosis in Victoria was detected. The infected dog lived in the Wimmera and originated from the Northern Territory.
On rare occasions, humans may become infected with Ehrlichia through the bite from an infected tick. Infected dogs cannot directly transmit infection to people or directly to other dogs.
Ehrlichiosis is caused by the bacterium Ehrlichia canis and is transmitted by infected brown dog ticks. Brown dog ticks can be found in backyards, kennels, under buildings, inside homes and in the bush. It is a tick that loves warm weather and can withstand drought and floods. It can complete its life cycle indoors allowing infestations to persist even in cooler or urban regions.
When the disease first arrived in Australia it was notifiable, so if a veterinarian suspected that a dog had ehrlichiosis they had to report it, meaning initial case numbers were tracked. Now at endemic status, ehrlichiosis does not have to be reported so the true prevalence is unknown. Ehrlichiosis is a potentially deadly tick-borne disease that attacks a dog’s immune system.

Prevention
With no available vaccine, prevention is vital. If ticks are able to attach and bite the dog, they could already be spreading the disease, so repellents are a much more effective way to stop the spread from occurring. Transmission from the brown dog tick happens quickly so it is recommended that you use a preventative collar in combination with oral tick medication. Repellent collars will kill and repel the tick before it bites and transmits the disease.
Symptoms
Ehrlichiosis is rapidly transmitted when an infected brown dog tick bites a dog. Once an infected tick attaches and starts feeding Ehrlichia can enter the bloodstream in as little as 3 hours.
Early symptoms can often be subtle – a dog may seem tired, lose interest in food or develop a mild fever. As infection progresses signs may include cloudy eyes,
enlarged lymph nodes, bleeding from the nose, under-skin bleeding and rapid weight loss. A few dogs will die in the early stage. Some dogs will recover and others develop a chronic infection and will appear to be well but can relapse months or even years later.
In the terminal phase, most dogs will die, even with treatment. Symptoms include uncontrollable bleeding.
Treatment
In the early stages after a dog has been infected, treatment in the form of targeted antibiotics is available. Antibiotics needs to be administered as early as possible, recovery can be slow and relapses are possible.
If you suspect your dog’s a little bit unwell during or after travel to northern Australia talk to your veterinarian straight away because they’re going to have a much better chance of survival if diagnosed early.
When visiting northern Australia:
• Be particularly vigilant when in tick-infested environments and where there are congregations of dogs(shows/ trials) which may be carrying ticks. This includes places where you may stop at, like fuel stations and caravan parks.
• Check your dog regularly for ticks.
• Run your fingers through your dog’s coat over their skin and feel for abnormal bumps. Pay particular attention to the head and neck, inside their ears, on their chest, between their toes and around their mouths and gums.
• Use a tick repellent product on all dogs. Repellent tick collars and spot-ons provide the best primary protection, in combination with tablets and chews registered for brown dog tick control. Your veterinarian can provide advice about appropriate product use and dose frequency.
• Treat confirmed or potentially infected dogs with registered systemic tick control products for life, even if no ticks are visible on the dog. This will help prevent the disease spreading to other regions.
It is recommended that you print a copy of this fact sheet as part of the discussion with your veterinarian when planning DNA sample collection from your litter for parentage verification.

Information for Veterinarians
Dogs Victoria are introducing a mandatory DNA parentage verification requirement as part of the litter registration process for all purebred litters whelped from 1 January 2026.
The goal of introducing DNA parentage verification is to promote increased confidence in pedigree, purebred dogs, and to support the reduction and elimination of breed-specific health conditions in our registered breeds.
What will this mean for breeders?
Breeders will be required to submit a ‘Certificate of Parentage Verification’ from a registered DNA laboratory for each puppy in the litter to meet the registration requirements.
This will mean that all of the puppies in the litter will need to have a DNA sample collected for the purposes of DNA profiling and parentage verification prior to the litter being able to be registered and pedigree papers issued.
Sample Collection Protocol
In line with the Dogs Australia DNA sample collection requirements, DNA samples are only valid if collected by an approved and independent Collector.
** All Veterinarians are ‘approved’ collectors **
There are also trained laypeople (non-vets) who are approved by the various DNA laboratories and Dogs Victoria to collect DNA samples via buccal swabs.
Regardless of whether the collector is a Veterinarian or an approved lay person, they must be INDEPENDENT
» no proprietary interest in the animal being collected
» no direct relationship to the owner(s) of the dog
The animal must also be positively identified at the time of collection – meaning that the microchip must be scanned and the chip number confirmed and recorded on the sample submission paperwork.
DNA Sample Kits
If you are asked to collect DNA samples, the breeder/member should provide a kit that they have ordered online.
DNA Sampling Kits usually contain instructions for sampling, swabs and paperwork that must be completed and signed at the time of collection.
Kits from different laboratories may vary, so make sure that you read the included information to ensure a valid result.
Please note that Dogs Victoria members are free to use any registered DNA laboratory they like
We have member-preferred pricing arrangements with both InfogeneNZ and Orivet so it is anticipated that these providers will form the bulk of sample testing that occurs.
Requests for Microchipping
Members may request that puppies be microchipped earlier than the standard 6-8 week-old vaccination visit to facilitate DNA sample collection for both parentage and disease status testing.
This allows for DNA samples to be collected, processed and results returned to the breeder prior to the time of sale and facilitates disclosure requirements outlined in the Victorian Government Code of Practice, and Dogs Victoria Regulations.

Once you are logged in it is possible to change the permission to make the results of dogs owned by you publicly available if they are not visible. If you go to the Search Results page, the last drop down box can be set to “Only My Results” Doing this search will bring up all your dogs that have been tested under the chosen scheme. You can then click on a dog’s name and click the box at the top of the page to change permission for that dog’s result.
There is also a link to overseas registries that may provide more information about testing in your breed. If you are looking at internationally based databases, it is important to remember that not all diseases are seen in all populations of the breed – for example, an issue seen in a few individuals of breed in Europe may not exist in individuals In Australia and statistics about scores/frequency for a problem may not be accurate for the Australian population.

*FCI Classes per Dogs Australia Regulation Show: 9.7.1, Class 1 Baby Puppy - for dogs aged 3 to 6 months, Class 3 Puppy - for dogs aged 6 to 12 months, Class 4 Junior - For dogs aged 9 and under 18 months. (eligible for CIB-J), Class 5 Intermediate - For dogs aged 18 and under 36 months, Class 11 Open - For dogs 15 months and over that are not Champions, Class 12 Veteran - for dogs aged 8 years and over (eligible for CIB-V), Class 21 Champion - To enter a dog in Champion Class, the title must have been confirmed by the issue of a Registered Pedigree Certificate with the title added by the day of the official closing date of entries.
Note: A Champion that has not attained 15 months of age will not be awarded a CACIB, Class 1, Class 3, Class 4 and Class 12 will not be awarded a CACIB

DOGS VICTORIA REGULATIONS
4.4.4 Except as provided for in these Regulations any member selling, supplying or disposing of a dog to another person must supply to that person the signed registration certificate duly completed with the name and of the person and the transfer date, within one calendar month of disposal unless Management Committee otherwise directs. A member shall not include any contractual provisions contrary to this regulation. (15/11/11)
4.4.5 Any member who sells a registered dog without transfer of registration to the purchaser must obtain the agreement of the purchaser in writing that the dog will either not be transferred into the name of the purchaser or deregistered with Dogs Victoria.
4.4.6 A member shall not sell any dog in such a manner as to cause the purchaser to believe the dog being sold is registered with Dogs Victoria if it is not. (15/09/19)
4.4.6.1 A member may indicate during the sale that a dog which is not as yet registered with Dogs Victoria is intended to be registered in accordance with Regulation 4.1.3
DOGS AUSTRALIA REGULATIONS Part 6 Section 8
Breeding
8.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11)
8.4 First generation (father/daughter, mother/son, brother/ sister) matings are not permitted. Dogs Australia Member Bodies will not register the progeny of father/daughter, mother/son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member/ members who are the owners of the sire and dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties may be determined by the member’s member body. 8.5 First Degree Mating protocols: (Added 10/12, 6.6.1)
8.5.1 Applications shall be made prior to the mating to the relevant Dogs Australia Member Body and the following information is the minimum required for the Member Body to make deliberation:
a. Grounds for the mating should include details of the dogs to be mated and relevant health test results;
b. Desired outcomes for the mating;
c. When the intended mating is likely to occur.
8.5.2 Where prior approval has not been sought or granted by the Member Body. All progeny are to be registered on the Limited Register and the record flagged never to be upgraded to the Main Register. (Added 10/13 – 6.5.1)

Dogs Victoria Regulations Part 20 Codes - 20.1 Code of Practice
20.1 CODE OF PRACTICE
(amended 14/04/25, 15/02/24, 15/03/23, 15/09/22, 15/08/22, 15/10/21, 15/09/19, 15/08/18)
Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc. shall be bound by the Victorian Canine Association Inc. (hereinafter ‘Dogs Victoria’) Code of Practice.
Ethics
20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria.
20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.
20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria.
20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.
20.1.5 Members shall ensure proper care for all dogs under their control, whereby
20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean;
20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes. Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time;
20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs;
20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog;
20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered.
20.1.5.6 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes.
20.1.5.7 Veterinary care is provided as required in accordance with the Code of Practice for the Private Keeping of Dogs. Additional veterinary requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management.
20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog.
20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress.
20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.
20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities.
20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain.
20.1.9.2 Dog Collars
The use of dog collars incorporating protrusions designed to puncture or bruise the dog’s skin, or electronic collars designed to deliver an electric shock to the dog is prohibited at any VCA sanctioned event, training activities, or any activity which may reasonably be seen to be in connection with the VCA. 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered.
Breeding
20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market.
20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means.
20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. (15/11/18)
20.1.12.1 The progeny of any matings that are not permitted by 20.1.12 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.12 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.
20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months. without the prior approval of Dogs Victoria. (amended 15/08/22)
20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17)
20.1.14.1 First generation breeding (i.e. father / daughter; brother / sister; mother / son) matings are not permitted.
20.1.14.2 The progeny of any matings that are not permitted by 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.
20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15)
20.1.15 A member shall not permit any of that member’s purebred dogs No breeding shall take place unless both the dog and bitch are on the Main Register. Dogs and bitches are not permitted to be mated to a dog or bitch of a different breed, to a cross bred dog or bitch, or to a dog not on the Main Register without the prior approval of Dogs Victoria. an unregistered dog or bitch of the same breed.
20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog, with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15.03.17, 15.04.18)
20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease.
20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15.05.17)
20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.
20.1.19 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without first satisfying the VCA that the purchaser is a member of an ANKC recognised canine controlling body in the overseas country. The member and purchaser must acknowledge in writing to the VCA that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose. Further, the dog is not to be shipped until the export pedigree is approved by Dogs Victoria. (Amended 15/03/23)
20.1.20 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities.
20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.
20.1.22 Record keeping requirements: (15/09/19) (15/11/11)
20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 5 years from date of last entry. (amended 15/09/22)
Dogs Victoria Regulations Part 20 Codes - 20.1 Code of Practice
20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner):
• a copy of the litter registration form, or alternatively: -name, -microchip number (when implanted); -sex; -breed; -date of birth; -colour and markings (if applicable); and -dam and sire registered names and numbers
• health care history including vaccination records, internal and external parasite control,
• purchase/disposal record including name and of new owner (where applicable),
• copy of health declaration, and
• record of return (if applicable) with supporting documentation.
20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include:
• either ANKC registration certificate, or alternatively:
-registered name and number when registration details become available; (amended 15/09/19)
- microchip number; - sex; - breed;
- date of birth;
- colour and marking (if applicable); and - dam and sire registered name and numbers
• council registration certificate;
• health care history including vaccination records or titre tests, internal and external parasite control,
• breeding status and breeding history,
• purchase/disposal records including name and of new owner (where applicable), and
• record of return (if applicable) with supporting documentation.
20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment.
20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of:
20.1.23.1 The breed characteristics;
20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre;
20.1.23.3 Responsible dog ownership information;
20.1.23.4 All documentation required by Dogs Victoria
20.1.23.5 Records on internal and external parasite control;
20.1.23.6 Records of microchip number with a signed transfer of owner form;
20.1.23.7 A desexing certificate (if applicable); and
20.1.23.8 A written health declaration in accordance with 20.1.25.
20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.
20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs;
20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price.
20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price.
20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management.
20.1.26 A member shall not:
20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop.
20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.
20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s Dogs Victoria membership number, source number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements: “Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership”. (amended 15/08/22)
General
20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that:
20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and
20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.
20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.
20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.
20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. (14/02/13)
20.1.31 A member must not at any time communicate with a judge in a way that could reasonably be interpreted as intended to influence a judge’s decision. This prohibition includes conduct which could reasonably give rise to the impression that the member is attempting to influence a judge’s attitude to the member, an exhibit entered at a show, trial or test, or a decision of a judge at any such event.
The prohibition extends to conduct of a member prior to an event but does not extend to anything contained in a paid advertisement that is published commercially. (15/02/24)
Dogs Victoria - Show Regulations
All affiliates advertising schedules are affiliated with Dogs Victoria and their shows are held under the Rules and Regulations of Dogs Victoria. A copy may be inspected at the office of the secretary of the fixture on the day of the show.
The following Rules/Regulations apply to all schedules.
No person over the age of 18 years who is a resident of Victoria can exhibit, handle, officiate in the judging ring, or register an animal with Dogs Victoria unless he or she is a financial member of Dogs Victoria.
EXHIBITORS PLEASE NOTE: The committee of the club holding the fixture reserves the right to substitute judges if the entry is excessive. Judging for all shows will be in alphabetical order unless otherwise stated in the schedule.
DEFINITION OF CLASSES: (Age of exhibits is now not published in each schedule).
See Prize Schedule for classes offered. It does not follow that, because a class is defined here, there necessarily is one offered for any particular breed. Please read the schedule carefully and complete the entry form in block letters.

Dogs Australia - Dogs Victoria CLASS CLASSIFICATIONS
1. BABY PUPPY, for dogs of three months and under six months of age.
2. MINOR PUPPY, for dogs of six and under nine months of age.
3. PUPPY, for dogs of six months of age and under 12 months of age
4. JUNIOR, for dogs of nine months and under 18 months of age.
5. INTERMEDIATE, for dogs of 18 months and under 36 months of age.
6. NOVICE, for dogs six months of age or over which have not won a first prize at any parade/open show or championship show (subject to member body rules). Baby puppy and local classes excepted.
7. GRADUATE, for dogs six months of age or over which have not won a challenge certificate.
8. LIMIT, for dogs over 12 months of age which are not champions, or have gained sufficient points to qualify as a champion.
NOTE - The qualifications for the NOVICE, GRADUATE and LIMIT classes, shall only include wins up to and including the day before the date of the entry close.
9. STATE BRED, for dogs six months of age or over, whelped in the state or territory in which it is exhibited.
10. AUSTRALIAN BRED, for dogs six months of age or over, whelped in Australia. (A state and/or territory may reserve the right to exclude all, or any, of the recognised Australian breeds.)
11. OPEN, for all dogs six months of age or over, and of a breed or variety recognised by the ANKC.
12. VETERAN, 7 years and over
13. VETERAN, 10 years and over NOTE: ANKC Regulations Part 5, Clause 1.5 Only entire dogs and bitches can compete in the veteran classes at specialist and semi-specialist show where the winners are eligible to compete for challenge certificates
14. BRED BY EXHIBITOR, For dogs aged six months and over. The exhibit must be owned and handled by the breeder of record. The exhibit must be handled throughout the breed classes, all group and general specials classes by the owner or part owner of the prefix under which the exhibit was originally registered.
15. PUPPY NEUTER, for neuter dogs aged six and under twelve months.
16. JUNIOR NEUTER, For neuter dogs aged nine and under eighteen months.
17. INTERMEDIATE NEUTER, For neuter dogs aged eighteen and under thirty-six months.
18. OPEN NEUTER, for neuter dogs aged six months or over.
19. ANKC clause 3.2 “Classes 15, 16, 17 & 18 shall be ineligible to compete against entire exhibits for challenge or best of breed awards.”
20. To compete in neuter classes a dog must be registered as a neuter on the main register.
21. CHAMPION CLASS, for exhibits which have qualified as champions. This class is for both dogs and bitches for each breed at open shows. The winners of these classes are not eligible to compete for best dog, best bitch, or best of breed therefore they cannot compete for any group award other than best champion in group or any in show award other than best champion in show. The above class shall be judged as the first class of each breed at open shows. Where class 21 or 21A are not offered champions shall compete in ordinary classes.

LOCAL CLASSES AT CHAMPIONSHIP SHOWS
- are classes for exhibits of at least six months of age owned by exhibitors residing within a specified radius of the exhibition. The body holding the exhibition shall have the power to specify any radius up to 50 km. If the radius is not specified in the schedule it shall be taken to be 50 km. Local classes may not be offered within 160 km radius of the GPO Melbourne. Wins in local classes shall count against the eligibility of a dog only for restricted local classes.
7.2.17 Baby puppies are not eligible to compete outside of baby puppy class except for applicable special classes.
Dogs Australia Regulations Part 5 - Show, Section 1, Clause 1.6 Where a member body regulations allow for property and special classes at specialty shows, neuter dogs and bitches shall be eligible to enter.
Challenge Certificates
7.7.19 When a specialist breed club or semispecialist (variety breed) club is conducting its annual championship show, challenge and best of breed certificates shall be restricted (not be offered) for that breed at any other championship show conducted on that day in Victoria. At that other championship show: 7.7.19.1 the scheduled classes for the breed to which the restriction refers may be conducted, 7.7.19.2 the “restricted” winners of these classes may compete for special prizes such as “best of class in group” and “best of class in
show”. 7.7.19.3 the “restricted” winner may not compete for “best of breed”, “best in group” or best in show” or any other competition which is available to challenge or best of breed winners only. Where permission has been granted for a breed club or variety breed club championship show to be conducted in conjunction with, and on the same grounds as, the championship show of its group club or an all breeds championship show, this Regulation shall not apply.
National Shows
Where a national show is held, no challenge certificates shall be awarded for the breed/s involved in the national show, within a radius of 1000 km from the show on that day/s.
Junior Handler Classes at all Breeds Championship Shows
Dogs Australia Regulations Part 15B, Section 7
An affiliated club, other than a breed or group specialist club, must conduct a junior handler competition at one of its shows in each calendar year. 7.1 Where an affiliated club conducts more than one show over a weekend the junior handler competition must not be conducted on a regular school day and must be conducted on the weekend or days proclaimed a school holiday unless out of school hours.
7.2 Where a junior handler competition is to be held by an affiliated club, the competition must be advertised in the official schedule lodged with the controlling body in respect of the show. 7.3 Entry fees may not be charged in respect of junior handler competitions.
Correctness of details on the entry forms Every person who enters a dog in any fixture conducted under these Regulations shall be responsible for the correctness of details on the entry form. The dog entered is to be owned or leased by the person who is named as the exhibitor on the entry form and registered as such with the State Controlling Body in which the exhibitor resides. The dog entered must hold a current vaccination certificate issued by a veterinarian. Exhibitors and dogs participating at an exhibition do so at their own risk.
REGISTRATION AND EXHIBITION OF DOGS
Regulation 3.3.1
A person cannot exhibit, handle or officiate at a VCA approved exhibition, or participate in VCA breeding activities, unless that person is a financial member of an Dogs Australia recognised state member canine controlling body.
Children under the age of seven years are not permitted to exhibit, handle or officiate in the judging ring at approved Dogs Victoria fixtures.
Dogs Australia Regulations Part 5 Section 8
8.2 Excepting as provided for in Regulation 8.3, handlers at all competitions must be financial members of the controlling body in the state or territory in which they reside.
8.3 A person, who is not a resident of Australia, and is able to provide written advice to the secretary of the affiliate conducting the event from the recognised controlling body of their country of residence that they are permitted to handle dogs at championship exhibitions held in that country, may handle at all competitions conducted by member bodies for a period of up to three months on each visit.
Dogs Victoria Regulations Part 3 Extreme Weather - General
3.5.20 SCOPE
This regulation applies to all types of events conducted by Dogs Victoria and its Affiliates including those whose rules and regulations do not otherwise contain an Extreme Weather or Heat Policy. Where Dogs Australia and/or other Dogs Victoria rules and/or regulations conflict with or are inconsistent with this regulation those rules and regulations prevail and override regulation
3.5.20 and its sub regulations.

3.5.20.2 DEFINITIONS
Refer to Regulation 3.2 Definitions. Unless otherwise stated references to Regulations mean Dogs Victoria Regulations.
3.5.20.3 MEMBER RESPONSIBILITIES
Members are to be alert to potential extreme weather conditions and monitor available information before travelling to/from an event and while at an event. The welfare of people and their dogs is to be the paramount consideration. Members are to be familiar with the Dogs Victoria Extreme Weather Guidelines and are required to take reasonable steps to protect themselves, their dogs and others from danger.
3.5.20.4 AFFILIATE RESPONSIBILITIES
It is the responsibility of the Affiliate conducting an event to monitor the forecast and current weather conditions and warnings.
The Affiliate must comply with any laws, Government Declarations/Directions (such as a State of Disaster or State of Emergency) and the applicable Dogs Australia and Dogs Victoria rules and regulations. Affiliates are to:
• check the forecast temperature on the BOM website (www.bom.gov.au) or BOM Weather app 48 hours prior to the scheduled commencement of the event
• check the Fire Danger Rating for the district where the event is to be held, using the CFA website, (www. cfa.vic.gov.au) 48 hours prior to the commencement of the event and 24 hours prior to the commencement of the event
• check wind, storm and flood forecasts and warnings on the BOM website or BOM Weather app 48 hours prior to the scheduled commencement of the event
• check air quality forecasts on the EPA website (www. epa.vic.gov.au) at 5pm on the day before the event, when the forecast is published
• monitor the temperature on the BOM website or BOM Weather app, during the event if the temperature is likely to reach, exceed or (if applicable) fall below the temperature limit. The temperature is to be monitored hourly
• alert attendees to seek the safest possible shelter immediately, when lightning can be seen or thunder heard according to the “30/30 lightning safety rule” or other reliable tracking system that is in use
• be familiar with the Dogs Victoria Extreme Weather Guidelines; and
• contact the Office Operations Manager of Dogs Victoria by email at the earliest possible time but not more than 48 hours before the scheduled commencement time for an event if it is proposed that an event be cancelled, postponed, moved indoors or the commencement time changed. Once the proposal has been approved by the President or Vice President or as otherwise delegated, the affiliate must take all reasonable action to advise affected people via immediate means of communication, such as social media.
If an urgent decision needs to be made, immediately prior to commencement of an event or during competition, due to an unforeseen weather occurrence, the affiliate may make a decision in consultation with the officiating judges and VCA representative. The Office Operations Manager of Dogs Victoria must be advised, by email, of the decision and reasons for it, as soon as reasonably practicable.
3.5.20.5 CANCELLATION OF EVENTS (refer to Regulation 3.5.20.4 for approval requirements)
Unless otherwise provided in discipline specific regulations, an event must be cancelled where any one or more of the following apply:
• the forecast temperature for the location in which the event is to be held is 39 degrees Celsius or higher.
• the temperature reaches 36 degrees Celsius during the course of the event, as measured by two successive readings taken at 15-minute intervals using the BOM Website or BOM Weather app, or if they are unavailable an outdoor thermometer located in an open south facing shaded location with maximum airflow, and if at all possible, no more than 10 metres from the competition area.
For Earthdog and Herding competitions, the event is to be cancelled when the temperature reaches 34 degrees Celsius during the course of the event, as measured by two successive readings taken at 15-minute intervals using the BOM Website or BOM Weather app, or if they are unavailable a thermometer located in an open south facing shaded location with maximum airflow, and if at all possible, no more than 10 metres from the competition area.
If in the reasonable opinion of the affiliate, using the BOM Website or BOM Weather app, an imminent drop in the temperature is expected, the cancellation may be deferred for 15 minutes at which time a third temperature reading must be taken. If at the time of the third reading, the temperature has not fallen below the applicable temperature limit the event must be cancelled.
• the Fire Danger Rating for the district in which the event is to be held is Catastrophic
• a Total Fire Ban has been declared for the State of Victoria or the Fire Weather District in which the event is to be held
• moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held, and the event is to be held in a rural area. If moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held in an urban location, then the event may be cancelled
• when the Environment Protection Authority (EPA) air quality forecast for the location nearest to the event is Very Poor or Extremely Poor
• inclement weather is forecast for the district where the event is to be held, and the affiliate reasonably considers the conditions to be unsafe
• 90 minutes has passed since the suspension of judging due to inclement weather or unsafe conditions and the inclement weather or unsafe conditions still exist; or
• a law or government Declaration or Direction requires cancellation.
3.5.20.6 ‘WAIT AND SEE’ APPROACH - JUDGING TO BE SUSPENDED
Unless otherwise provided in discipline specific regulations, a ‘wait and see’ approach may be taken but judging must be suspended:
• in the period between the first and second (and if applicable) third temperature readings being obtained in accordance with the Regulations
• if inclement weather occurs during an event. Conditions must be reviewed every 15 minutes, and, subject to Regulation 3.5.20.9, the event may proceed if the weather subsequently clears
• if the affiliate committee considers the conditions to be unsafe once the event has commenced.
3.5.20.7 ‘WAIT AND SEE’ APPROACH - JUDGING MAY CONTINUE
• if moderate or severe flooding is forecast for the Flood Watch Area where an event is to be held in an urban location, within that Flood Watch Area. Judging may continue if it is safe to do so
• if inclement weather is predicted during an event. Conditions must be reviewed every 15 minutes, and judging may continue if it is safe to do so.
3.5.20.8 POSTPONEMENT, RELOCATION (INCLUDES MOVE INDOORS) AND CHANGE OF EVENT COMMENCEMENT TIME DUE TO EXTREME WEATHER
• Postponement, relocation or change of event commencement time may be considered if weather, venue and the calendar of events permit.
• An earlier commencement time may be proposed where in the reasonable consideration of the affiliate, the event will be completed before the temperature reaches the applicable temperature limit. For Draft, the applicable temperature limit is 32 degrees Celsius.
• An event may be rescheduled to commence at 8pm where the forecast temperature is below the applicable temperature limit, and where the exhibition/competition area has lighting and is available for use. Exhibitors/competitors must be advised they are not to arrive at the location or setup prior to 6.30pm

3.5.20.9 LIGHTNING AND THUNDER
If lightning can be seen or thunder heard, judging is to be suspended immediately, and anyone outdoors should seek shelter indoors, in a substantial building if at all possible, or in a closed metal-roofed vehicle unless the lightning is more than 10 kilometres away. In the absence of specific information from BOM Weather Radar or the BOM Weather app or a reliable lightning location system, the “30/30 lightning safety rule” must be used which means that all outdoor activity must cease immediately if the time between seeing a lightning flash and hearing the resultant thunder is less than 30 seconds. Outdoor activities must not resume until at least 30 minutes after the last sound of thunder is heard.
3.5.20.10 REFUNDS OF ENTRY FEES FOR EVENTS CANCELLED DUE TO EXTREME WEATHER
Except where regulation 3.5.20.10.1 applies, a refund of the entry fee will be available if an event is cancelled due to extreme weather and the entry is withdrawn within 14 days from the date of cancellation.
3.5.20.10.1 - If an event is cancelled after commencement, only dogs that are yet to compete will be eligible to have their entry fee refunded.
3.5.20.10.2 - The affiliate must submit a copy of the catalogue, if it has been prepared before cancellation of the event, to Dogs Victoria within 21 days of the cancellation of the event.
