In introducing the Israeli generals, Robert K. Lifton, president of AJCongress, recalled that the American Jewish Congress had been the first U.S..Jewish group to adopt a public statement last September—before the riots broke out in Gaza and the West Bank—urging that a territorial compromise following an international peace conference was Israel's safest course to follow. He added: "During recent visit to Israel we learned that a large number of highranking retired Israeli military officers now believe Israel's military security itself is jeopardized by holding on to the territories and ruling an increasingly restive Arab population. To advance this view, they have formed a new organization called the Council for Peace and Security, which is headed by General Yariv. "We have invited four of their repi^aantatives, all military comnumden with extensive combat experience, to speak to American Jews directly and via a closed-circuit satellite broadcast with Jewish leaders in 21 dties." Major General Uri Orr (Res.), former chief of staff of the central command, which includes Judea and Samaria, emphasized the

demographic threat to Israel, evidenced by the growing Palestinian Arab population in the territories, now numbering nearly 1.5 million. He pointed out that if this population were granted the right to vote, "Israel's Jewish character would be threatened. "But if they were barred the right to vote." he added, "Israel's democratic character would be jeopardized. That is why 1 beiieve the problem facing Israel is one of demography, not geography. The issue is the growing Arab population that surrounds us, not'the line we withdraw to when we give up land for peace." Brigadier General £!phraim Sneh (Res.), head of Israel's dvil administration in Judea and Samaria from 1986 to 1987, said Israel's armed might was such that "our forces coukl still defeat any combination of Arab countries in battle.
