Andrew Goodman, Lincoln area advisor for the State of Israel Bonds, and Bill Davidson, State of Nebraska area chairman for the State of Israel Bonds, announced that Yale Gotsdiner will be the 1984 chairman for the upcoming Lincoln State of Israel Bonds dinner. Mr. Goodman commented that Mr. Gotsdiner is a past president of Beth El Synagogue in Omaha, past president of Lincoln Jewish Welfare Federation, served as chairman of U.J.A. drive in Lincoln, and is currently chairman of Community Relations of Lincoln. Mr. Gotsdiner accepted this position with great pride and when asked about his role with Bonds he suid, "Israel's technology has grown only because of the investment dollars Bonds has generated from America. Bond dollars are needed to help continue this growth and to build Israel's infrastruc• ture as part of a drive to increase exports and help improve its balance of trade." Mr. Gotsdiner continued, "with the help and support of the Lincoln community, this year's dinner should be the most successful ever in the history of Lincoln, Nebraska."

By Morrifl Malinc U.S. Senator J. J. Exon predicted that the Rev. Jesse Jackson will fail in his bid to hold the Democratic National Convention "hostage" for America's black vote. Sen. Exon commented on Jackson's threat during a question and answer period following a presentation he made Monday to the Young Energetic Seniors at the Jewish Community Center. He told the group that all political candidates have a responsibility to present their case to the American people and then let the people make therf choice. "A self-anointed spokesman for a certain group of people" will backfire and may end up doing more harm to the people he says •he-represents,"'Sen". Exon said. The Senator stated that the Democratic party is a big and diversified party and that once special interest groups can make demands and hold the party hostage, it will be the "beginning of the end of a great political institution." Senator Exon, in his opening remarks, spoke also on the economy and United States relations with Israel. A major concern in Washington, he said, is the growing debt of the United States. He said that in 1971 the per capita debt was on the order of $2,000; this doubled by 1981 and will double again to $8,000 by

loaK It took 205 years for the national debt to reach one trillion dollars and it appears that it will take only 10 years to reach the second trillion, Sen. Exon said. "We are passing down to the next generation the worse debt in the history of our country," he said. Sen. Exon said on the international scene he was encouraged by the fact that a meeting with the Russians is being set up for September. "We need not trust them, we need not love them, but we are going to have to learn to live with them as a superpower," he said. According to Sen.Exon, the Soviets respect United States technology particularly in the field of anti-satellite weaponry and that talks in this area may bring about a breakthrough in other areas. He pointed out that the growing nuclear capability of countries like Iran and Libya point to the need for the two superpowers to jo|n together and police the more radical states. . • The senator also pointed out that he will continue his long support for the State of Israel. ' He said the United States friendship for Israel is for all the good reasons, not only humanitarian, but because Israel is a firm, sound ally in a troubled region of the world.

By Edwin Eytan PARIS (JTA) — Prof. Ephraim Katzir./ormer President of Israel, and his wife, Nina Katzir, were detained for nearly 90 minutes by KGB agents — one of them Hebrew-speaking — in Leningrad after they attempted to visit the home of a Leningrad Jewish refusenik. He and his wife were treated courteously but very firmly, Katzir said describing the incident at an airport press conference here. He was Israel's fourth President, having held office from 1973-78. He is a biochemist by profession,, associated with the Weizmann Institute of Science at Rehovoth! He spent two weeks in the Soviet Union attending the Congress of the European Federation of Biochemists. Katzir said that more than 100 Israeli scientists attended the Congress in Moscow, including Prof. Michael Sela, president of the Weizmann • Institute, and his wife. They received a warm and even friendly reception and were treated with the same Courtesy extended to the other foreign delegations, Katzir said. " He believes the local KGB in Leningrad detained hitn and his wife mistakenly and went through with the interrogation in prder to cover their error. But it was an ordeal. Katzir spoke to the press during a brief stopover here enroute to Boston where he is to address a scientific gathering at Harvard1 University. The festivities included the dedication in Los Angeles of the new El Al Terrninal*at LAX Airport by Mayor Tom Bradley, and parties at the Century Plaza for both the general publiq and travel industry. In Chicago, Israeli and American government officials joined Jewish community leaders and others at a reception at O'Hare to celebrate the inaugural flight. "This is a very exciting time for usj" said David Schneider, general manager of El Al. "The response to our new direct service has been very good and we are looking ahead to a busy summer and fall." . The KGB wanted to know what they had been doing and with whom they met since their arrival in the USSR two weeks earlier. Katzir said the KGB seized an album of photographs of Israel, a book of Israeli songs and some Israeli coins intended as gifts for the Leningrad refusenik. Their own possessions, including a Jewish prayerbook, were returned. Katzir would not identify the refusenik.

Detention of Katzir a 'despicable act' says Herzog By David Landau JERUSALEM (JTA) — President Chaim Herzog denounced the-Soviet Union's harassment of former President Epfirfiirn:K^atzir;in Leningrad as "a despicable act." Katzirj'whowas Israel's fourth President, and his wife Nina,- were "arrested by KGB agents when they attempted to visit the home of a Jewish refusenik in Leningrad Sunday and were questioned for about 90 minutes;at local police headquarters. HerzOg called the incident a "gross violation of the accepted norms of conduct between civilized nations .'.'. a despicable act?'<•. Speaking at the Hebrew University where he received an

honorary doctorate, Herzog said Israel and the Jewish people would not ignore this affront and would demand that the USSR make amends. . The newspaper Davar reported that four other Israeli scientists who, with Katzir, were attending a conference of European bio-chemists in Moscow, were summarily, expelled from the USSR because they tried to contact Russian Jews. Israeli observers interpret the mistreatment of President and Mrs. Katzir and the ouster of other visiting Israelis as a warning that any Israelis intending to visit the Soviet Union had better steer clear of Jewish activists there.
