By Joseph C'hurba Director, Center for International Security At the core of President Reagan's proposal for the West Bank (Judca and Samaria) and Gaza is the assumption th.it he can count on certain fears expressed by Israel's Ubor opposition — and many Americans — regarding the preservation of the Jewish character of Israel. These fears are usually couched in terms of "saving" Israel from having to absorb the l.l million Arab inhabitants in these territories. Thus, Ronald Reagan presents himself as the true benefactor of Israel in opposition to Prime Minister Begin who is depicted by the administration as obsessed with security and Biblical delusions.

Little is wiid about Israel's need to control the strategic hinterland of both Jerusalem and Tel Aviv. Nor arc we told that whatever the eventual status of West Bank Arabs, Israel will never allow this territory to become a "home" for the millions more Palestinian emigre Arabs residing in the surrounding countries. Most Americans probably don't realize that the West Bank is not much larger than the greater New York metropolitan area. Israel's settlements policy seeks to ensure that neither Judca, .Samaria or Gaza, in whole or in part, will again come under Arab sovereignty. Reagan accordingly can be expected to accelerate emphasis on the presumably unwanted Arab inhabitants in these territories. How ironic that the bane of the American Left, Ronald Reagan, is becoming their darling where Israel is concerned.

section of the National Council of Jewish Women began^-aa a project in January 1982. In conjunction with the Bureau for the Aging, NCJW initiated the project to provide kosher meals to older Jewish adults scattered throughout the city and intcrgencratlonal contact with these often isolated people. The third project nominated, "Close Harmony", was submitted by the National Council of Jewish Women. "Close Harmony" is an Oscar-winning short subject documentary that features both children and adults and the music teacher who brings them together lisihey rehearse for a joint concert. NCJW and the Bureau for the Aging brought the film to Omaha along with its "star", Arlene Symons on Nov. 14. The program played to an "over capacity" crowd. "Seven Can Help", a Consumer Information and Referral Service cosponsored by KETV was also nominated by NCJW. Persons with a problem call in and trained volunteers answer questions and refer them to the appropriate person, business or agency. To date over 2,500 calls have been taken and 70 percent have been resolved.

Nominated by Jewish Family Service, "Strengthening Families" was a two-day seminarthat explored human sexuality. The purpose of this program was to provide knowledge about sexuality and honest communication within a family thus improving relationships. Another program sponsored by Jewish Family Service, with funding from a grant of the Nebraska Committee on the Humanities, "Children and Changing Families: How We Adapt in the 80s" is being nominated for the Community Service Award. The workshop explored the changing values of healthy families and ways to best accommodate this change within society. A capacity audience attended the "HIES 12 Tribes of Israel Fashion Production" held on May 28. Nominated by Hadassah, the goal of this production was to raise money for the HadassahIsrael Education Service. The style show featured hand-made Israeli faahlons from Hadassah schools in Israel. The Omaha High School of Jewish Studies, a joint educational effort of Beth El and Beth Israel Synagogues submitted two different units of study for (Continued on Page 3)

Few admit .that his current initiative Is Intended more to placate Arab sensitivities than to bring peace. Yet Bcagan's plan rests on presumed fears that Israel per se is less secure with the absorption of the territories in question. In an America increasingly disillusioned with Reagan's overall performance, Reagan may come to see his fortunes riding In part on the Image he can project as a true benefactor of the Jewish State even as he seeks to displace the only democratically elected government in the region. Indeed, he might even hope to gain a sympathy vote by standing up to "big, bad Israel." For such reasons, a closer examination of the assumptions underlying Reagan's attack on Israel's settlements policy is certainly in order.
