West Bankers to Israel JERUSALEM (JTA) The civil administration on the West Bank has instructed the regional governors to "neutralize" pro-Jordanian elements among the local Arab leadership and force them into greater dependency on Israel. Guidelines to that affect were Issued recently by the acting bead of the civil administration, Col. Yigal Karmon, according to Haoreti which published them. The guidelines raised angry protests in the Knesset from both government and opposition members. Likud MK Dror Seigerman demanded to know whether Defence Minister Arial Sharon, who controls the West Bank administration, was acting on his own with out corisuiting Premier Menachem Begin. While the guidelines instruct the civil administrators to continue the struggle against " r a d i c a l " pro-PLO mayors—nine of whom were summarily ousted from office this year—they stress the need to bind anti-
PLO groups more tightly to Israel. The pro-Jordan Palestinians were described as "unwillingly pro-PLO" since Jordan acceded to the 1874 Arab League summit decision in Rabot, Morocco, to designate the PLO u the sole I e g i ti m a t e representative of the Palestinian people. They were said to include moderate political figures who "will not make a move without Jordan'! consent" and therefore; must be neutralized and made more dependent on the Israeli administration.
Krivosha's JCC talk offers 'time theory' By Morris Mallne Norman Krivosha has advanced a "time theory" for Middle Eastern Arab States to consider. In essence, the theory speculates: "Every week they wait to make peace, they will lose more ground." Mr. Krivosha referred to his theory as "wild speculation" on his part during his talk Nov. 17 at the JCC. His appearance was sponsored by the College of Jewish Family Learning. In his lecture, Mr. Krivosha said that he was speaking as a concerned American and committed Jew and that his comments were not being presented In his judicial capacity. (Mr. Krivosha Is chief justice of the Nebraska Supremo Court). Mr. Krivosha said that time and people In the Arab world are different. "Time has no importance to them." He pointed out, however, that Israel does not have 400 years and that Begin may be saying to the Arab world—"Time is not on your side, without peace there will be nothing for you, but for peace you get everything." The thrust of Mr. Krivosha's talk was aimed at encouraging JewB to study the events leading to the formation of the State of Israel so that they can speak out with "pride and vigor." He pointed out that if American Jews are "embarrassed" at the most recent tragedy—out of a great many tragedies—in Lebanon, it is because "We have forgotten history." He said that "Begin remembers history and he is'determined not to relive It." Mr. Krivosha compared the attitudes of people/ toward the Vietnam massacres, the Watergate era, the ongoing ChristianMoslem wars, and the dropping of atomic bombs by the United States. He said that Israel In
being held to a "superstandard of conduct" and that the basic problem In the Middle East Is not Israel. The major threat of Israel, he said, is that it shows the people of Syria, Jordan and Saudi Arabia what democracy it all about. He also traced the beginning of the modem State of Israel saying that Israel became a country not just because of World War II, but because "Europe didn't want' the Jews back." He explained that all of tho other refugees had a place to go, except the Jews. "The world had appropriated their homes." ' According to Mr. Krivosha, Arab Interests and petrodollar influence are bringing about pressures that threaten United States aid toward Israel. • "We must be able and willing to speak out. Israel has no choice, their people no place to go. We must let them know too that we support them."
