Dr. Max Kempelman, also spoke with Ihc refuseniks and promised that the "28 countries represented at the service would remain steadfast on their positive stand for the human rights of those being held in the USSR." During the conversation, Dr. Lerner expressed sadness because Father Robert Drinan was no longer a United States congressman and his
feeling is that the freedom movement In the USSR would suffer as a result. He was assured by the delegates that Father Drinan would continue as spokesman for those oppressed In the USSR. Representing the Union of Council for Soviet Jews along with myself were Mrs. Lynn Singer, executive director of the Long Island committee for Soviet Jewry and Mrs. Rita Eker and Mrs. Joyce Simpson of the 35's of England. Eker, Simpson and Mil a candle on the menorah in honor of Ida Nudel who Is serving a term in exile in Siberia for her desire to emigrate to Israel; and a special candle was lit for Raoul Wallenberg, who is believed held In a Soviet prison since the Holocaust. As far as any affirmative action coming from Madrid on the human rights question, no significant movement has been seen on the part of the Soviets, who'have been taking severe criticism, but the Russians ae still here and we are still talking."
The_EttcLofaJ"rium verate served on the Senate Foreign Relations Committee, that included Hubert Humphrey <D. Minn.), who died In 1978, and Clifford Case (R. NJ) who In 1978, like Javits this year, was rejected In his state's Republican primary. Humphrey, Case and Javits had a special relationship with Israel that went beyond support of the Jewish State. After all, the overwhelming majority of Congress bag always supported Israel.
But these three men, of whom only Javits was Jewish, had been part of U.S. relations with Israel almost from the beginning. All three were respected and admired in the American Jewish community; among successive Administrations, especially by those dealing with foreign policy; and by Israelis. Humphrey, Case and Javits knew all the issues and people Involved in dealing with Israel (Continued on Page 2)
They contended that this was not the position of the incoming Republican Administration, the Senate or the American people. Percy, who Is slated to become chairman of the Senate Foreign Relations Committee In the next Congress, stated his views to Soviet leaders on his visit to Moscow two weeks ago, according to cables sent to Washington by Thomas Watson, U.S. Ambassador to the Soviet Union. The classified messages were made available to The New York Times which published a summary of their contents. Percy was quoted as saying that a Palestinian state
"would permit Arafat to realize his wish to be a chief of state belore he dies." Howard Squadron, chairman of the Conference of Presidents <& Major American Jewish Organizations, declared that "Coming at a time, of growing dlseneh.antm.etit with the PLO, its leadership and its terrorist tactics, Senator Percy's appointment of Yasir Arafat as the head of a new Palestinian state is particularly irresponsible. We are confident thai Senator Percy does not speak for Ronald Reagan or the new Republican Administration. The President-elect has clearly and re(Contlnued on Page 3)
