Like scaffolding, the Infrastructure strengthens and supports the economy of the land, and the economy in turn supports the edifice that Is Israel. Israel's visionary leader, David Ben-Gurion, once declared, with prophetic insight: "Without settling the south and the Negev there can be no security Jor the State of Israel." He called upon the "pioneering initiative" of the people of Israel to bring new life and a new society to the Negev. Today, the dream of Ben-Gurion can be transformed into reality.

By Morris Malino Editor-in-chief The Jewish Federation of Omaha has received a dona-, tion — a rather unusual one. It's a check for $277 provided through the American Embassy in Moscow, and the State Department's Regional Finance Center In Paris. The donation was made by Thomas R. Hutson, State Department offioial who resigned from government service earlier this year because of policy differences with the administration. At our request, Mr. Hutson stopped In the office of the Jewish Press a couple of months ago. I had wanted to talk with him about Abraham Stolar, an American citizen who Is unable to leave Russia. Mr. Hutson was well aware. of Mr. Stolar's plight, having met him on several occasions. During our conversation, Mr. Hutson agreed to talk with Carl Alpert, of Haifa, our cor-
ThomasR. Hutson respondent in Israel. It was Mr. Alpert who had first asked me to contact Mr. Hutson. Mr. Hutson also was interested In hearing about the Russian resettlement program conducted by the Jewish Federation. He mentioned at that time that he would like to make a donation to the Federation, ex-
plaining that some funds were due him on the sale of his auto in Russia. Although he was permitted to make a charitable donation with the money, State Department regulations would not allow him to keep the profit. Mr. Hutson Is now In the process of setting up a consulting firm called Consummate, Inc. with offices at Post Office Box 467, Red Cloud, Nebraska 68970 and 10404 Crestmoor Drive, Silver Spring, Md. 20901. The consulting firm will specialize in assisting individuals and companies In business and personal communications with contacts in the Soviet Union. When I was In Israel a few weeks ago, Mr. Alpert advised me that Mr. Hutson had been extremely helpful with the Stolar case, paving the way for a new effort by the AntiDefamation League of B'nal B'rith in Mr. Stolar's behalf.
