Senator Edward Zorinsky has expressed deep concern regarding recent Administration actions on Middle East policy. In a letter to President Carter, the Senator said: "If there is a meaningful peace settlement, It will come''only because the United States has made it undeniably and unavoidably clear, that we will treat Israel as a trusted friend and accept nothing less than a peace reached through mutual compromise and open communication..." The full text of the letter Is as follows: "When we met earlier this year you assured me that the protection of Israel's political and military security would have primacy in your Middle East policy. However, recent actions by the Admlnstratlon have caused me deep concern. "The Adminstration's drive to win a Palestinian presence at Geneva has been especially disturbing. When Secretary Vance visited the Middle East in February, he asserted that the Palestine Liberation Organization could participate in peace talks only if It (1) accepted resolutions 242 and 338; (2) recognized the rightof Israel to exist; (3) renounced its National Covenant which calls for the destruction of Israel. Yet, when the Secretary returned to the Middle East in August, only a de facto acceptance of the UN resolutions was asked of the PLO. It was made clear that the U.S. would alter its opposition to this terrorist organization In exchange for a minimal, cosmetic appearance of'moderation.' "Mr. President, the United States owes nothing to the PLO. Despite the wishful thinking of some of your, advisers, there is no evidence of moderation in the PLO. That organization remains committed to the annihilation of the Jewish State. In 1974 and

Yitzhak Rabin to Speak At Dinner of State Yitzhak Rabin, former Prime Minister of the State of Israel wiii speak at the Omaha •Israel Dinner of State honorIng Eli Zalkln, Wednesday, Nov. 16, at Peony Ballroom, on behalf of the Omaha Israel Bond 1977 Campaign. Al Abramson and Morton Richards associate General Chairmen of the Campaign and Dinner in their announcement noted that they were very proud to have Rabin In Omaha. Dietary laws will be obscrved at the dinner. Reservations and information can be made and obtained by calling 3411177. Rabin, who has hejd key military and diplomatic posts' In a brilliant career spanning more than three decades, served as head of the government of Israel for three years ending June, 1977. An outstanding military hero who led his country to victory as Chief of.Staff In the Six Day War of June, 1967, Rabin served as Israel's Ambassador to the United States for five years beginning in February, 1968. Prior to assuming that post, he had been in charge of Israel's air, land and sea forces for more than four years. He was the first Israel Army General to win the winged insignia of the Parachute Corps. Yitzhak Rabin began his military career as a teenager with Palmach, the striking group of Haganah, the Jewish defense force established dur-
again this year, the PLO asserted that it would seek a West Bank/Gaza state not as a "homeland," but as a base for the conquest of Israel through "armed struggle." A PLO-controlled West Bank/Gaza state would be quickly turned into a Sovietdominated state committed to warring against America's two closest allies in the Middle East—Israel and Jordan. "More important, the drive to win the PLO's participation in the Geneva talks is a clear violation of the U.S.-Israel Memoran|dum of Agreement (September 1,1975): 'The United States will oppose and, if necessary, vote against any initiative In the 'Security Council to alter adversely the terms of reference of the Geneva peace conference or to change Resolutions 242 and 338 hi ;ways which are incompatible with their original purpose.' ' America's promises are made to be kept and I certainly hope they will be in this instance. "An assertive American posture in the Middle East is essential, but leverage should be applied to the Arab states, not only on Israel. The American people, I can assure you, would not accept a dictated peace process In which our adversaries refused to recognize the right of the U.S. to exist, refused to negotiate with us, and refused to accommodate themselves to our legitimate security interests. If there is a meaningful peace settlement, it will come only because the United States has made It undeniably and unavoidably clear that we will treat Israel as a trusted friend and accept nothing less than a peace reached through mutual compromise and open communication. "I hope you will give due consideration to my views since I feel strongly about them."
