Having Just left President Carter and Secretary of State Cyrus Vance, and in light of the recent US/USSR statement supporting the "legitimate rights" of the Palestinians, Dayan was able to enlighten the 300 who attended the luncheon about the conversations with Carter and Vance, and the Israeli response. The Nebraska delegation was composed of Murray Newman, Harlan Noddle, James Wolf of Albion, Nebraska, Louis Solomon, Executive Director of the Omaha Jewish Federation, and myself. Regarding the future, Dayan felt that only the barest beginning has been made on procedural issues surrounding the reconvening of the Geneva Conference. Substantive questions such as to the disposition of territories and the status of refugees' were secondary. Negotiations, Dayan went on
to say, will be "tough and will take a long time." Recapitulating the military and diplomatic history of the Arab-Israeli conflict, Dayan stated that until the Yora Kippur War, the Arab position was - "no recognition — no negotiation — no peace" with Israel. After October 1973, Israel began to feel peace was possible as the Arabs position shifted to a call for peace. Even today, though Israel finds herself Isolated, Dayan agrees with President Carter and feels that now Is the "best possible time for negotiations." In looking at the Arab situation, Dayan went on to say that Egypt may not want peace but needs it, King Hussein of Jordan wants peace although Jordan may not, yet Hussein is still afraid of both the PLO and Syria, who do not want peace, and Saudi Arabia will back the Egyptian position. Dayan further stated that Israel is willing to negotiate with. representatives of the West Bank Palestinians only if they are part of the Jordanian delegation. Clarifying the Israeli posl-
ition, the Foreign Minister Istated that Israel will neither negotiate with the PLO, even If it accepts UN Resolution 242, nor will Israel negotiate a Palestinian State. In his conversations with Carter and using slides for his audience, Dayan emphasized that if Israel withdraws from the West Bank, Arab troops will be only eight miles from the Mediterranean Sea. Moreover, Israel from Haifa .in the North to Berr-Sheva in the south, will be under the .guns of Arab artillery. . Israel wants neither US Troops to safeguard her country nor any Soviet Troops as part of a peacekeeping force.
