Israel Singled Out for Condemnation UNITED NATIONS, ( J T A ) - T h e General Assembly adopted a resolution Nov. 9 condemning "the continuing and increasing collaboration by Israel with the South African racist regime." The vote was 91-20 with 28. abstentions. Israel did not participate in the vote on the resolution or on any of the nine other resolutions dealing with apartheid as a protest against the "selective and dishonest process" of singling out Israel's relations with the Pretoria government. The 20 countries that voted against the anti-Israel resolution were: Australia; Austria; Belgium; Canada; Denmark; Prance; Guatemala; Hon-

duras; Iceland; Ireland; Ital y ; L u x e m b o u r g ; The Netherlands; New Zealand; Nicaragua; Norway; Sweden; United Kingdom; United States; and West Germany. The resolution requested the S e c r e t a r y G e n e r a l to disseminate widely a special report by the special committee against apartheid on the matter of Israel's relations with South Africa. The Arab-Inspired resolution was the culmination of repeated Arab attacks on Israel during the debate on apartheid which began on Oct. 26. OMAHA-Harlan Noddle,, past president of the Omaha Jewish Federation, has been elected to board of directors of the Council of Jewish Federations snd Welfare Funds (CJF), according to Federation President Leonard Goldstein. Noddle was named to the CJF board during its meeting, ' Sunday, Nov. 14, at the CJF 45th General Assembly held in Philadelphia. The Omaha Jewish community was represented at the General Assembly by Goldstein and his wife Shirley and by Federation Executive Director Lou Solomon and his wifeMarlene. The Omahans noted that they were able to attend most of the many sessions which were presented and brought back new Ideas and Insight which can be applied to attainment of the goals of the Jewish Federation of Omaha. Among t h e G e n e r a l Assembly speakers was CJF Executive Vice President Philip Bernstein who urged Federations to look to the future and create viable new programs for the 1980's. These new programs will be needed, Bernstein said, "to assure the Jewlshness of the Jewish family and home, the quality of Jewish education and specially the highest quality of Jewish educators] new patterns of closer cooperation with synagogues and comprehensive community services for the elderly." In addition, Bernstein noted, support of Israel will have to go beyond resisting the barrage of attacks on It to include assisting it "to build the model society of social justice, intellectual greatness, scientific excellence and spiritual living that are Its true meaning and purpose." Consensus Statement Creates Some Friction TEL AVIV (JTA) - Israeli leaders are making no attempt to conceal their anger and disappointment with the United States for Its support of a consensus statement of theSecurity Council Nov. II that strongly deplored the establishment of Jewish settlements In the administered Arab territories snd declared that all Israeli actions "which tend to change the legal status of Jerusalem are invalid." The new friction between Jerusalem and Washington was evident at the Kistadrul Solidarity Conference where 550 American Jewish leaders of the Histadrut Foundation were addressed by Premier Yitzhak Rabin, former Premier Golda Melr and U.S. Ambassador Malcolm Toon. Rabin remarked that he was well aware of the American attitude'and positions "but 1 do not have to say that these

are always right." Mrs. Meir was more vociferous in giving vent to her feelings. She described the American support of the Security Council consensus as harmful and Insulting to Israel and unjust. Mrs. Melr questioned whether American policy has "changed overnight" and If Washington believes that a weak Israel would be easier to deal with. AJC Publishes BoycottBpok NEW YORK - T h e American Jewish Committee has published a booklet on the operations of the Arab boycott in this country. The subject, to which' President-elect Jimmy Carter gave a great deal of attention during the recent campaign, is expected to be high on the agenda of the new Congress when' it convenes in January. The booklet, "Twelve Questions and Answers About the Arab Boycott," explains how the boycott operates, whom it affects, and what should be done about it. It examines the history of the boycott since the establishment of Israel in 1949, and its increasing impact since the Arab States' oil embargo against the West. The booklet also surveys how the boycott affects American business; the current IIS law; onH romilatlnng that pertain to the boycott; and legislation likely to be considered by the new Congress on the subject. The American Jewish Committee booklet Includes a guideline of what can be done by business executives, corporate shareholders, bankers', legislators, regulatory officials arid ordinary citizens to combat the boycott.
