CAIRO - United Nations economic sanctions against Israel were urged as a possible bargain whereby Egypt would allow U.N. peace-keeping troops to remain in the Sinai Desert when the present mandate expires July 24. The suggestion was made in the announcement Tuesday by Egyptian Foreign Minister Ismail Fahmi that Egypt would not renew the mandate. "While Egypt does not consent to further renew the mandate of UNEF (United Nations Emergency Force), she Is not against the proper use of the force,'' Fahmi said. In what was described as a somewhat confused press conference, the foreign minister stated Egypt would not order withdrawal of UN forces untU after the UN Security Council had considered the matter. Egypt blamed Israel for "stalling tactics" and said the decision not to renew the mandate was Egypt's response. Israel has been pondering troop withdrawals demanded by Egypt In the quest for peace: liie Arabs are pushing for a decision from Israel, The last time Egypt ordered UN troops out was In 1967. Soon afterwards, the AratM attacked and a disastrous — (or the Arabs — war broke out.
