Jewish Leaders Rap ICAO Vote New York, (JTA) - The Con. . ference of Presidents of Major American Jewish Organizations attacked the "onesided action" of the International Civil Aviation Organization (ICAO} in condemning Israel for intercepting a . Lebanese airliner Aug. 10. Rabbi Israel Miller, acting chairman of the Presidents Conference noted that the ICAO made no mention "of far more serious interceptions ' and hijackings by Algeria, Syria and Libya dating back to 1968." But Rabbi Miller, who is also president of the American Zionist Federation, noted that the ICAO must now act'to "prevent further aerial hijackings, attacks on airport and murder of airline passengers." If th« , ICAO truly means to end air terrorism, Arab obstructions of such efforts must cease," lie declared. Rabbi Miller urged "an effective and binding treaty" which would r e q u i r e ICAO members to .either prosecute hijackers or extradite them. Ho said "all governments which give safe haven and military and financial support to avowed terrorists must end such assistance at once." If a country helps terrorists it must "be cut off from aerial communications with the rest of the world."

Israel cast the lone negative vote and Ireland, Thailand, Singapore and Bolivia abstained on the resolution which also warned that if Israel repeats the action the ICAO w i l l take measures against her. The condemnation followed similar actions in the United Nations Security Council and the ICAO council in Monireal. In condemning the ICAO's resolution, official s o u r c e s stressed that the convention did not take into account the. background of the interception, nor did the delegates pay attention to the protection given by Arab states -to,, the terrorists who endanger the security of civil aviatjon. Several, Arab, countries violated the international law concerning civil aviation many times, the sources pointed out, but no action has ever been taken against them.
