The Real Meaning in Brandts Visit to Israel By David Landau JERUSALEM— Chancellor W i l l y Brandt's visit to Israel has been £ui unqualified success from every aspect — except'the aspect which matters most: the politlcal. Socially, security-wise, organizationally, atmospherewise—everything went off exactly as p l a n n e d or better. Brandt, his warm personality radiating through a statesman-
like, e x t e r i o r , won hearts among the government and the people. When he stood head bowed nefore the ashes of the Nazi victims at the Yad Vashem and Intoned in German the words of the Psalmist, many were moved to tears. It rang sincere because it was Willy Brandt, an anti-Nazi fighter, a man of peace. But, ironically, it was pre-

It became clear on the very first day of the visit, and It was confirmed, gently but firmly, in every speech Brandt made subsequently, that the epoch of "special relations" was ending and a more bal-

the Israel Bond drive this year, Mr. Davidson said that immlgration from Soviet Russia and other countries is expected to swell to great tides. "Last year saw the immigration of 32,000 Jews from Soviet Russia," he said. "This is compared to some 15,000 who came from Soviet Russia in 1971.
