BONN (JTA)-Tlie blue-white flag of Israel was raised on German soil this week for the first time as Asher Ben-Nathan presented his formal letters of credence as Israel's first Ambassador to the Federal Republic of Germany. Mr. Hen-Nathan was formerly director-general of Israel's Defense Ministry. The presentation was made to acting West German President Georg Zinn in a brief and simple ceennony set by West German protocol. Israel's flag was raised over the temporary Israel Embassy in Cologne. Representatives of German Jewry attended that ceremony. Mr. Ben-Nathan commented that, "this is to recall that the present does not erase the past." Jewish Prep Sdiools Bn Planning Stage A program which it is hoped will finally lead to the establishment of a string of top-notch Jewish prep schools throughout the United States is being explored both in the East and on the West Coast. In Los Angeles, Dr. Shlomo Bardin, who has headed the most successful Jewish camp in the United States, Brandeis Camp Institute, hopes to raise sufficient f u n d s for such a school there.

Jerusalem (JTA) — The number of Jews in the world at the end of 1004 was 13,121,000 according to figures released here by Israel's Central Bureau of Statistics. Of the total Jewish population, HI per cent, or 2,2:10.000, live in Israel, which had a total population of 2,325,600 ;it the end of last year, the figures showed. The Bureau of Statistics report also showed that onethird of the Jewish population of Israel was under 14 years of age.

"Prejudice against American Jews today has evolved into a soft-spoken typ'r" he said. "Gentle people of prejudice are still involved in subtle discrimination in housing and fraternal organizations, but the prejudice of the gutter bigot is gone." Mr. Rosen touched briefly on the subject of the Radical Right which he described as "not pecularly anti-sernitic;" housing; employment and Judo-Christian relations. Mr. Rosen described the ADL role in current civil rights activities as "a determination to fight discrimination and prejudice against any minority. As Jews, we have the further responsibility to creating an image of the Jew to the Nagro community that will p r e v e n t anti-Semitism as the Negro becomes acculturated," he said.

The House of Repres e n t a t i v e s overwhelmingly adopted the Administration's immigration law reforms abolishing the discriminatory national origins quota system and similar action by the Senate, seems assured. The present reform measure hung fire in Congress for three years. Action followed an appeal by President Johnson who said in a letter to Speaker MacCormack that "there is no piece of legislation before the Congress that, in terms of decency and equity, is more demanding of passage than the immigration bill." Debate In the two-day debate preceding passage, Rep. Emanuel Celler of New York, chairman of the Judiciary Committee, denounced the national origins quota system as "antiquated, unworkable and unscientific." He told the House the system had been devised after World War I "in an atmosphere of fear, almost of hysteria." Rep. Leonard Farbstein, New York Democrat, deplored the fact that the reform law had not been adopted before World War II when it would have permitted many of the Jews of Europe to escape slaughter by the Nazis. Rep. Seymour Halpcrn, N. Y. Republican, also stressed that hundreds of thousands of European Jews could have been saved during the Nazi tyranny

The dinner at the Indian Hills Inn at 0:30 p.m. will honor Dr. Greenberg's election to the VicePresidency of the International Organization. Life of Service "i Dr. .Wexler is a long-time leader of the Savannah, Georgia, Jewish community where he makes his home. He is a past president and life board member of the Savannah Jewish Community Council and the Savannah Jewish Community Center. He has served as chairman of the community's United Jewish Appeal Campaign and Israel Bond Drives and is a former member of the Savannah Board of Jewish Education. He has also served as Alderman of the city, Boy Scout Commissioner, Finance chairman of the USO. He is a Life member of the Masons, Scottish Rite and Shrine. During40 years of service to his community and his people, I)r, Wexler has made four trips overseas, including three trips to Israel. Civil Rights ;|A pioneer in the fight for civil rights, Dr. Wexler has never compromised his conviction that all American citizens must be equal under the law. It facilitates the reunion of families, gives priorities in admission of other immigrants to those whose skills meet American needs and eliminates racial origin as a criterion for a visa. Instead of national quotas based on an outworn formula, a total of 170,000 visas will be granted yearly, with a maximum of 20,000 to any one country, for immigration from outside the Western Hemisphere. The House measure set no ceiling on visas for immigrants from Western Hemisphere countries but a Senate amendment would limit the total number of visas to 115,000.

Tel Aviv (JTA)—The Israel Government asked the United Nations Israel-Lebanese Mixed Armistice commission to investigate a new raid by El Fatah terrorists, in which an irrigation pipeline was blown up at Ramim, near the Lebanese border last week Israeli oficials said the saboteurs came from a base in Lebanon. Footprints of two men were found leading from and back to Lebanon. The explosion wrecked a length of p'ipeline between the settlement's residential area and orchards to the south. .' • The raid was described as the first incursion from Lebanon since May. Israeli authorities were described as having been, on the whole, satisfied that the Lebanese Government had been • dealing firmly with the Fatah raiders.
