Bonn Halts Arms Shipments^ to Israel Nasser "Blackmail Scheme' Triumphs Jerusalem (JTA)—After much maneuvering, the news came— this week—not from Bonn, but from C a 1 r o: In return for Egypt's promise not to recognize Communist East Germany, Bonn would halt further shipments of arms to Israel but would build five nuclear reactors for Nasser; Chancellor Lrfuwig Erhard would cancel his plans for an early meeting with Israel's Prime Minister Levi Eshkol; West Germany would hold back from extending full diplomatic relations to Israel "in the near future." West Germany's lower house of Parliament, said: "I am glad the Government has followed our proposal at last. I hope this decision will help ease tensions in the Middle East." Two members of the United State Congress thought exactly the reverse. New York Republican Sen. Jacob K. Javits said he feared now an aggravation of Mid-East tensions as a result of the Bonn action. Rep. Leonard Farbstein, New York Democrat, felt the same way and added that he thought West Germany "walked out not only on Israel buL on tho United Stated.", f-'i
