The offers, first of Soviet military aid to Egypt and now of economic aid to Middle Knst countries, force a re-evaluation of the Middle East position, the governor who has recently returned from his second trip to Israel, declared. He was a guest of the Congress of Industrial Organizations on his trip and while In Israel dedicated a $100,000 cultural building built by the CIO honoring the memory of their late president Philip Murray. "Secretary of State Dulles recently stated that the answer to problems of security and mutual fear in the Middle East lies not In an arms race but in collective measures, more specifically In a security treaty of the typo which ho described In August and again at the UN. Whatever the degree of urgency with which this matter was being considered a month ago, that degree of urgency is tremendously reinforced now when a collapse of the status quo under tho pressure of Egyptian policy appears much more Iminent than It did then," Gov.
