DOMPOK, STATE FINANCE MINISTER ON THE OCCASION OF KOTA KINABALU JAYCEES 25TH ANNIVERSARY/26TH INSTALLATION AND AWARDS BANQUET It gives me great pleasure to congratulate Kota Kinabalu Jaycees on its double celebration- the 25th Anniversary and 26th Installation and Awards Banquet.

I must say that Kota Kinabalu Jaycees have contributed immensely to the community during the last 25 years and I hope it will keep up with the good work achieved so far. It was also remarkable to learn that Kota Kinabalu Jaycees havr so far sponsored three very dynamic Chapters in Kota Kinabalu Area - lntan, Tanjung Aru and Penampang Jaycees. I am also given to understand that you have recently acquired your very own secretariat and this I must say would greatly benefit your Chapter and the community at large. Besides these outstanding achievements, I am also glad to note that you have organised two National Conventions, JCI ASPAC Senators Conference as co-host, numerous training courses and community projects.

The Government will always be supportive of organisations such as yours as it is our aim to work closely with you for the good of our society. Twenty five years ago I was honoured by being picked to become the first President of the Junior Chamber of Jesselton, the first Local Chapter to be established in Sabah. In the two and a half decades since then the Jaycees in the State have gone from strength to strength, having sponsored chapter after chapter in the other towns in the State as well as in and around the State Capital itself, and in the true spirit of Jayceeism, of helping themselves through leadership training while helping others, the Kota Kinabalu Jaycees, as they are now known, have spawned leaders in every field of endeavour, in the community services, in commerce and industry, in government service, and in politics. And in the process of doing so, the Kota Kinabalu Jaycees have managed to acquire permanent premises for themselves for their Secretariat for which magnificient effort they are to be congratulated. I am truly proud to be associated with such a wonderful organisation as the Jaycees in general and the Kota Kinabalu Jaycees in particular.

Special because of our double celebration - the 25th Anniversary and the 26th Installation and Awards Banquet. Special because we have made it that way for the past 25 years. Special because we are 25 years old and going 26 by installing our 26th President to head this beloved organisation of ours for another term . We hope tonight will bring back many sweet memories for the past 25 Presidems who are very much alive and solid. Other notable achievements can be found in this very booklet which needs no further explanation. Tonight the 26th Installation and Awards Banquet marks another milestone of the achievements of the Kota Kinabalu Jaycees and I hope the newly elected Board of Directors will keep up with the past glories achieved 25 years ago. I regard it a great pleasure and privilege to be appointed the Project Director of this double celebration and I wish to take this opportunity to express my sincere appreciation to all of my fellow Jaycees in the Main committee and their sub-committees. THE MAKING OF A GIANT- KOTA KINABALU JAYCEES (A Tribute to the Initiators ) To quote Napoleon Hill from his book 'The Law of Success', "A Master Mind may be created through the bringing together or blending, in a spirit of perfect h:mnony, of two or more minds. Out of this harmonious blending the chemistry of the mind creates a third mind which may be appropriated and used by one or all of the individual minds. This Master Mind will remain available as long as the friendly, harmonious alliance between the individual mind exists. It will disin tegrate the moment the friendly alliance is broken." Th<! Kota K.inabalu Jaycees is fashioned in the same way. Through the harmonious blending of three persons' minds, in the year 1959, the Master Mind is created - the idea of setting up a Junior Chamber in Jesselton, now known as Kota K.inabalu. For the last 25 years, thanks to the friendly and harmonious alliance of each individual member's mind that comes and goes away. Today, Kota K.inabalu Jaycees is proud of her rich heritage and to be able to celebrate her 25th Anniversary. On this auspicious occassion, the chapter would like to take you back to the early year on how the great minds that came together. The first mind in Mr. Fauzi Patel. He was attached to Sabah Time at that time. he was exposed to Jaycees movement during his one month study tour in Australia. His host was Nombour Junior Chamber of the state of Queensland. Through them, Mr. Patel got hooked to the JC movement. With great enthusiasm, he returned to North Borneo (now Sabah) with the hope of starting a chapter in Jesselton (now Kota K.inabalu). The second mind is Mr. John Hii, a manager of M/s Jardine Waugh Co. He was introduced to the Jaycees movement th rough his count erparts Mr. John Young from Singapore and Mr. Wu from Hongkong. While they were attending the same training course in London. Incidentally, both Mr. Johr.. Young and Mr. Wu were chapter presidents in their respective countries. They registered Mr. John Hii for the XVII JCI World Congress in Paris. He was so impress with the World Congress. On his return to North Borneo, he shared the same dream as Mr. Patel. The two great minds met. The third mind is Mr . Michael Chen, manger of Cathay Cinema then. He was added to the group through Mr. Patel. The three agreed among themselves to recru,it another 12 members to start a chapter. However, there was no definite plan in the recruitment. As such, nothing was moving till late 1961. When the fouth mind, Mr. Lee Choon Fatt was recruited. Then the wagon started to roll. In January 1962, Mr. Robert de Souza, Mr. John Su and Mr. George Chin were added. The seven minds met to formulate a more objective approach. During that meeting, Mr. Lee Choon Fatt was chosen to represent North Borneo for the JCI Conference in Melbourne to be held on March 1962. On his return, the recruitment drive for new members intensified. So was the idea of setting up a chapter in Jesselton into reality. On I st July 1962, marked the turning point. The first organisation meeting or inaugural meeting was held at Jesselton Recreation Club.

TTIE MAKING OF A GIANT- KOTA KINABALU JAYCEES PART II (From Infancy to Womanhood) PROLOGUE: The Happening

- Date: 1st July, 1962 -Place: Jesselton Recreation Club

A group of dynamic people gathered together and formed the Jesselton Junior Chamber. The protem Committee chairman was JC John Hii. Three months later, on 2nd November, 1962, the First General Meeting was held and the Board of Directors for the year 1963 was elected. On that day, Jesselton Junior Chamber now known as Kota Kinabalu Jaycees is delivered. The Year 1963 to 1987 An old Chines saying, "The journey of a thousand li, begins with a single step". Since that day, Jesselton Junior Chamber now known as Kota Kinabalu Jaycees took that first step twenty-five yars ago. She did not look back. Through the years, with twenty-five presidents to her name. That wonder child has turned into a 'handsome' woman. Like any other growing child, she had her share of happiness, success as well as frustrations and disappointments. Whatever they may be, she will continue her journey to achieve what she is here for. For she believe that - "A winner never quits, A quitter never wins".

Today, at a youthful age of 25. She has quite a good tract record. She had sponsored three Jaycees chapters in Sabah to her credit. Intan Jaycee in 1975. In 1980 · Penampang Jaycees and Tanjung Aru Jaycees. They are amongst the strongest chapters in Jaycees Malaysia today. Like no ordinary mother, she watch over them with 'watchful expectancy and minimal interference'. But always available when her help is needed. She nursed back the sick child · Tanjung Aru Jaycees in 1984. She has hosted the National Convention for the year 1978 and 1982. In 1983, the JCI Senate ASP AC Conference, with four other chapters. 'Necessities are mother's nature inventions.' Her far sightness, make her realised the need for a permanent shelter. Hence, fund rai.;ing projects for the secretariat started rolling. Among the many fund raising projects. The three most outstanding ones as follow:1. Year 1978 ·Trade Fair· raise $25,000 ·Chairman· JC Safari Manan 2. Year 1981 · Joggathon ·raise $15,000 ·Chairman· JC James Lee 3. Year 1984 ·Seminar ·raise $30,000 ·Chairman· JC ChinK. T. (On Urban Development Planning towards 2000 AD.) In 1985, armed with sufficient fund. The time to go shopping for a secretariat started. After much discussions among the senior members and the Board of Directors for that year. It was finally decided to buy up the Lot · No 72-3, 3rd Floor, Wisma Far East, Off Mile 3, Jalan Kolam, Kota Kinabalu at the cost of $66,000.00. After having a place of her own. Kota Kinabalu Jaycees can now concentrate fully on training her members to become better leaders of tomorrow . Todate she has 14 JCI senators to her credit. Started off with only a handful of members dominated by only the male sex. Through the years, her membership has increased. Presently, there are more than 40 members and most important the male dominance in the chapter is a thing of the past. Today, female members have equal standing in the chapter. EPILOGUE: Today is the 25th Anniversary of Kota Kinabalu Jaycees. She may not be as old and as grand as the Status of Liberty in the United States. Like any other mothers, she will beam with pride each time one of her sons or daughters excel in their respective fields. In her own small way, she has contributed towards making this planet a better, safer and a more peaceful place to live .

An Introduction to the Jaycee Concept elcome to one of the greatest young people's organizations in the world -Jaycees International! The decision to become a Jaycee has marked the turning point in the lives of the majority of members all over the world. " The organization has broadened my horizons"; "li has mad ' life worth living"; " It has added excitement and interest to my life"; "II has helped me to understand better my fellowman" are a few of the comments of members when describing the effect of their involvement in thi! Jaycee organization. Many successful men and women have given full credtt to the Jaycee organization for their successes. This organization has seen members who joined as office messengers become presidents of thetr respective companies . The leadership training and direct experience offered within the Jaycees have inspired many members to serve their countries at various governmental

levels. even up to prime minister. Pout Schluter. Prime Minister of Denmark, Senator Hubert H. Humphrey, 38th Vice President of the United States. and Yasuhiro Nakasone. Prime MinISter of Japan are just a few of the world's greatest leaders who acquired many of their skills in the Jaycee organization . Involvement in the Jaycees can create such a tremendous impact on a person's life that it leads to a totally new individual. All that is needed is an open mind and a willingness to make oneself a better person. The miracle of the Jaycees does not happen overnight or by a flash of lightning. It takes much longer than that. It is an evolutionary process that is determined by the amount of effort. ume and energy that the member is prepared to contribute. Hie input determines the output. A person's altitude towards the Jaycee organization wtll determine the organization's atti tude towards the individual.

The Jaycee plan is to ofer opportunities to the members that will reinforce these qualities. If the Jaycee organization can be described as a University of life, the students are its members, the curriculum is leadership Development and its campus, the world. The idea is to bring people together. Many opportunities are created for people with various social, cultural ethnic, religious, economic, and national backgrounds to meet. aycees can be called an organization of opportunities. The opportunities available within Jaycees are so numerous it could take a lifetime to gra~p them all. Most members select those which cater to their particular needs and make the most of them. Ba~ically, there are four areas of opportunity within the organization: individual, management, community and international. Projects are condu'cted in each area. As the members work on these projects, they encounter opportunities for total development.

Individual Opportunities Opportunities for personal development are offered under the individual development area. Seminars such as Leadership in Action, Personal Dynamics, Effective Communications and Goal Setting help members to speak eff~tively, learn leadership skills, improve their communications abilities and enhance their personal development.

The actual writing of the Creed took place in July 1946 during a drive from Brownfield's home town of Columbus, Ohio, to his coal mine in New Lexington, a journey of about 75 minutes. He started that journey with a firm conviction in his m ind to work on the Creed, and it was during that trip that the following words came to his mind which he put on paper: The brotherhood of man transcends the sovereignty of nations. Economic iustice can best be won by tree men through free enterprise. Government should be of laws rather than of men. Earth's great treasure lie![ in human personality. Service to humanity is the best work of life.

It was not until 1950 that the first une- "We believe thar faith in God gives meaning and purpose to human life" was added. Since that time to this .day Jaycees all over .the world recite the Creed at

local, national and international meetings and function:>. However, there has been much discussion about the interpretation of the Creed. The author himself said: "Every Jaycee is free to interpret the Creed in the light of his own conscience." The following interpretation is based on Brownfield's views and the common understanding and belief of what the Creed means to the organization. We Believe Every man must believe in some ideal, principle or philosophy. To believe is to practice what is believed to be true. That Faith in God Gives Meaning and Purpose to Human Life t "God" here dces not ref_e r to any specific religious God, but to a su· preme omnipotence. It does not matter who or what your God is; the line is just saying that you must believe in something. Brownfield's own interpretation is: The Jaycee membership, drawn from many religious bac~grounds, rs united by a common bond of faith; that man lives by the will of [his /her} God, that God's will for man is good; and that ihe life worthwhile is Jived in harmony with His eternal plan.

That Brotherhood of Man Transcends the Sovereignty of Nations This line breaks d own .all the bound aries that have been imagined by man. It simply means that all men and women are equal. It respects aile· giance to one's country, but· at the same time reinforces the idea that

man is a citizen of the world. Brownfield puts it this way: Man-made boundaries have been drawn and redrawn, separating the human race into many nations. But across these unnatural divisions there has been an intercourse in art, ·science, commerce. and religion; evidence of man's universal brotherhood; proof that m.J•1 himself, not his territorial divisions. is of basic worth. That r.conomic Justice Can Best Be Won by Free Men Through Free Enterprise !he operative words here are "can best be won." The Jaycees believe that man should be free to use his skills and ability to the limit in improving his economy. Brownfield makes the point: Where economic improvement has been greatest, man has been tree to follow his dream of making a personal fortune by doing something never done before, or by doing it better. He adds further clarity with the following: But the system of self-development through private enterprise could be adapted with variations to suit local conditions in many parts of the world. That Government Should Be of Laws Rather Than of Men This tenet of the Creed simply means that no man should be above the law, and that the law should be the same for all men no matter what status they may hold in society. The government must be based on constitutional law, accepted and ratified by a majority of the people. The power to change laws and elect governments should remain in the hands of the majority of the people. Abraham Lincoln, the 16th President of the United States, spoke of a government "of the people, for the people, and· by the people." This line of the Jaycee Creed crystalizes what President Lincoln was talking about so many decades ago. · Brownfield articulated the meaning of this tenet: In a free society the fundamental law Is derived from the people. It is they who hold the final authorify. That Earth's Great Treasure lies In Human Personality . Every individual .has a separate and unique personality. That is the main difference between humans and the other things in this world. That uniqueness makes the huma~ personality earth's great treasure. It cannot be duplicated nor can it be made. Brownfield's views or. this line are:

The JCI Creed, embodying Jaycees' purpose of action at the grass roots ·where freedom lives or dies, is as relevant today as when Its idealistic tenets were first conceived in 1946. True treasure lies in the hearts of men. There is about us a vast field of opportunity lor cultivation of the human personality. It is not the quantity nor the length of life that gives it zest. but the quality ol living, the achievement we make in terms ol human progress. And That Service to Humanity Is the Best Work of life This, the final tenet of the Jaycee Creed, is a logical culmination to the preceding lines. A person who believes in the Creed will most definitely find service to humanity the best work of life. Note the word humanity, not just friends and family. Brownfield's interpretation to these concluding lines of his Creed is: The lite lived unsellishly grows richer, deeper and fuller. Jov is more

The world looks at the contribution such a life has made and marks the one who lived It as a benefactor of the race; yet he knows in truth the greater benefit has been his own. No matter what a member's interpretation of the Creed may be, he should always practice what he believes. Many unsuccessful attempts have been made to change the Creed. but it has prevailed through the years. It continues to exist as the covenant that holds the organization together. SUCCESS OR FAILURE

(PERSONAL DEVELOPMENT THROUGH THE JAYCEES) Aristotle Onassis went to America a very poor young man, but when he died he was one of the richest shipping magnet in the world . Paul Getty discovered oil and later became one of the best examples of a successful man. John Ford invented the automobile engines and made a fortune and empire. There are many examples of success stories that could be told: Closer to home, we knew of prople who came into the peak of pow~r through winning elections, man and women who made it rich by selling fast food. And do you know that the Khen Khong drinks that used to sponsor some of the Jaycees activities started merely as a home-made soyabean milk sold to friends and office workers.

In the Jaycees, Intans and Tawau have consistently succeeded in being two of the most outstanding chapters in Jaycees Malaysia. JCI Senator Wilson Yek not only became an outstanding National President, he later went on to become the fust few Malaysian to hold office as the Vice President of Jaycees International. h it true to say that, if these people have not achieved their present success, they would have been failures? To understand this, let us examine then the meaning of success. Some would regard having a lot of maney as being successful. Others would say success means owning a large mansion, and others may have an even more and exciting ideas of success such as being able to be a movie star, to travel around the world or even to fly to the moon. Such desires are nothing new, and in fact new dreams, ideas, inventions and discoveries were being made (;Ycryday and they could all mean a success story to the person who made it. However, success is a relative matter. A million dollar profit for an organisation which used to make ten times more thart that would consider such results as extremely disappointing. On the other hand being able to earn R$100.00 a day for a farmer who never had nore than R$5.00 in a month, would be like earning a fortune. Success is therefore not something equal to everybody. It is also not static. Remember when we used to do a lot of cranuning and fmal revision just before facing an examination.

In Malaysia, we started with the Sijil Rendah Pelajaran (SRP). To us then passing the SRP was the greatest thing that could have happened. I remember a fellow Jaycees and former JCM E. V. P. Andrew Tiong telling me that his success as the top student in the Lower Certificate of Education Examination (equivalent of the SRP) in Sarawak earned him the fust bicycle he ever owned. That was then, success to him just as to so many others. Very soon the excitement wore off and before we knew it there was a lot more hard work and even more difficult tasks ahead. The Sijil Pelajaran Malaysia {SPM) or the Malaysia Certificate of Education (MCE) was fast approaching. Those who recognised this next challenge quickly put their resources together and did their best to achieve a further success by passing the MCE examination with flying colours.

Others who rested on their laurels suddenly realised that passing the SRP examination was not the end to success. The next step beyond was tougher and even more hazardous and challenging. Those who worked hard will be rewarded with more successes, but those who were contented with past achievements will only live to see that the world ocntinues to move ahead while they remained where they were. Success, in other words, is not static like a destination, but a journey which goes on and on from one point to another and another. In the process of human development, success is relative to our needs and our environment. The basic vf human needs are certainly for food and shelter. Only when this need has been satisfied woulq we be prepared to consider wanting to belong to somebody, something, someone to love and be loved . Maslows llierachy of needs explained this very clearly. In our society, and certainly amongst the Jaycees, our basic needs have been mostly satisfied. Recognising this will. enable us to better determine our priorities, plan our development and then put our plan into action. In determining our needs, planning and putting it into actions, a lot of problems and difficulties will be encountered. Along the way we may have to change our course, vary the plans and in certain instances even redetermine our needs and priorities. Only then could we hope to achieve success. However, all could not be possible without a price which could be money, resources, time but mainly hard work and determination. Money, wealth and resources are diminishing it.ems which we could not afford .t o waste indiscriminately. Time is a factor which everybody has an equal amount of. We cannot keep time, we cannot save time, we cannot buy time, we cannot borrow time. We could only spend time- twenty four (24.) hours in a day . However effort and determination is something which is completely ours. It is our very own to make use any way we want it. It can increase or decrease without having to be looked after, to be guarded, to be saved, bought or sold. It is really a question of 'Choice, whether we want to or we do not want to. The base with which we want to self develop is therefore the desire, the opportunity, the effort and the determination. Without desire, there will never be effort and determination. Without effort and determination, no amount of opportunity would lead to anything.

It is therefore up to us to decide what we want to do with ourselves, seek the opportunity and the strive to make a success of what we have set out to do. What Jaycees can provide is merely some of the opportunities. The only difference is that in Jaycees you can afford to make a mistake and hopefully you will learn from the mistake to make a success out of it in the future . In Jaycees, it is not the number of times you fail or make a mistake that counts; it is how many times you try again after you failed or made mistake. Whereas in a company, a mistake or a failure could mean loss of money, loss of job , loss of reputation and so on. The kind of opportunities available in the Jaycees are wide enough and varied enough to cover all the needs of the individual. Such opportunities could range from the level of a schoolleaver to a professor; from a farmer to a top business executive; from a clerk to a top Government Officer, there is always something which we could learn from and contribute to. The Jaycees is described as a world wide leadership development organisation. However it does not mean that you must be a leader before vou could join the Jaycees. On the contrary, the only restriction is on the age .which limits the membership to those between the age of 18 - 40 years old only, otherwise it is open to all individual regardless of qualification, creed, colour or religion. Its main aim is to develop the human potential in a persoh and moreÂˇ specifically the leadership potential.

In our understanding, a person takes a position of leadershi;:> in many ways - as the head of a family, as the monitor in a class, as a Chairman for a project, as a President of a corporation, as the Prime Minister in a country and even simply as the person who takes the first initiative to do a good deed. It is this potential that the Jaycees hope to develop so that a clerk in an office could become an office manager, a waiter may become a restaurant owner, a businessman may become a corporate president, and so that the top business executives, the leaders in the government may be among the first to take the initiative to help develop the younger generation and the less fortunate.

The opportunities in Jaycees are classified into four main areas, namely 1.

Individual Development;

Management;

Community Development;

Internationalism

Individual Development provides opportunity for the Jaycees to be adequately trained in their areas of need so that they will be equipped to deal with their task at hand. In order to test the knowledge and skills they have obtained through the various training programs under the area of individual development, the Jaycees could then participate in the management of their chapters or more frequently refered to as LOMs. This is where Jaycees learn to exercise management practices by managing the resources of their LOMs particularly the human resources. Once this has been sufficiently covered, the members then endeavour to spread it beliefs and philosophy to the community so that the community too could benefit from the existence of Jaycees or from being associated with them. Since human bondage knows no boundry and the need for help knows no discrimination, the opportunity to self-develop is extended even further than the boundries of a country. Internationalism simply emphasise the need for cooperation at the International level. In order to best utilize these opportunities, one must flrst have the desire to self-develop. Then with the courage of one own's conviction, one must fully participate and be involved in as many activities and programmes the chapter has decided to do. Many a time the involvement and participation will not bring the desired results. However perseverence and determination is also a part of the learning process which has helped a lot of people to succeed in their pursuits. To borrow the words of Lewis Thomas M.D. from an article in the Columbia describmg the way the world works, "We do not run the world -it runs itself- but we are part of the running." Like in our own self-development, we do not expect things to happen for us, but we must make ourselves happen for the things that are around us. Gary Nagao when he became the JCI World President was told not to behave like a president, and that was because the time would come when he would know that he had been a president. He went on to work very hard while in office, and at the end of the term at the Berlin JCI World Congress when everybody stood to cheer for him and welcome him as the World President, only then did he realise what it felt to be a President. He had been a successful World President.

The opportunity was there. He made a choice, took the challenge and became successful. The only people who succeed are the people who try and keep on tryiilg. The people who kept on living, kept on communicating, kept on improving and desirous of everything at the same time, who never tires or say a common place thing, buf try and try again. Success or failure depends on how detennined we are in getting what we want. The opportunities are tliere and the choice is ours. The Jaycees is only the avenue or the arena for you to help make yourselves.

What is A JCI Senatorship? A JCI Senatorship is an unique and effective way to honor the present and past Jaycees ·for particularly outstanding service tQ the Jaycees Movement. It provides a life-long link to the Organisation they served so well and simultaneously provides funds for its further development.

The JCI Sena ~e is actually the fruit of several distinguished Jaycees' thoughts as to how the International Organisation might better recognize achievement. The nucleus of the Senate idea first came into being in 1951 when President Phil Pugsley and one of the Chamber members of the first Junior Chamber, John Armbruster, were discussing the future of a publication John was sending out to retired officers and directors of the U.S. Jaycees. Their thoughts were that a similar publication for JCI 'alumni' would receive the same favorable r~ception. The Elder Statesma'n first came into existence in this manner. It was felt by these two Jaycees that the title was appropriate for the dignity and accomplishment it subtly suggested. The Elder Statesman would serve as a vital communications link to the many young people who were becoming leader oftheircommunities and countries the world over. Then, as time progressed, the newsletter became synonymous with the group which was to develop as the Senate. In January of 1952, Phil Pugsley was meeting with Junior Chamber's representative to the United Nations, Sid Boxer. The fact was, they decided, tha~ many Jaycees drifted away (rom their Organisation ·after serving it with honor. It was felt that there should be some means by whictl the ties they had built during their more active years could 'be maintained. Ahd so it was that the Senate was conceived as just such a means. Subsequently, at the following World Congress in Melbourne, Australia, the JCI was officially created. A Senatorship has bec.ome a coveted honor granted to only to those men who have performed outstanding to the Organisation. It is a special a ward that establishes a fellowship for life with the hundreds of thousands of Jaycees who have and will comprise the International Organisation around the world. It has provided an unique and certainly rnost suitable means for recognizing performance far beyond the call of duty.

Membe'rship in the Senate today has passed the 39,000 · mark. All who hold its title value the fellowship and honor its stands for. As time goes on, and even m ore distinguis hed Jaycees join its ranks, it's bound to become a most influential group v.ithin its own realm. This day can only mark a still further expansion of the ideals which Junior Chamber was founded .u pon.

JAYCEES MALAYSIA The Jaycees movement was introduced to Malaysia (then the Federation of Malaya) in 1954. Jaycees Sarawak and Jaycees Sa bah were affiliated .to Jaycees International in 1956 and 1963 respectively . J?ycees Peninsular Malaysia, Jaycees Sarawak and Jaycees Sabah were then identified as three different National Organization {NOMS) directly affiliated to JCI. The presence of three Malaysian flags each representing the three NOMS of Peninsular, Sabah and Sarawak aroused the curiousity of international delegates at JCI Conferences and Congresses. This naturally created concern among Malaysian Jaycees fromSabah, Sarawak and Peninsular. A single country displaying three Malaysian flags and voting as three separate National Organization appeared odd. As a result of this embarrassing situation, a move was initiated in the late 1960's to-merge the three s~parate National Organization namely, Jaycees Sabah, Jaycees Sarawak and Jaycees Peninsular Malaysia into a truly National Organization. Eventl!ally on the Saturday of 11th October 1975, Jaycees Mal~ysia was formed with the signing of a Merge Agreement between the three separate National Organizations at the Regent Hotel in Kuala Lumpur. The historic ceremory was officiated by the Minister of Youth, Culture and Sports. then. the late Yang Berhormat Datuk Ali bin Haji Ahmad. On the following day, that is. 12th October 1975 a Protem Board of Directors under the chairmanship ol JCI Senator V.T. Nathan. Past President of Kuala Lumpur Jaycees was found. Th1S Protem Board was appointed to look into the registration of the new Organization to be known as Jaycees Malaysia. In 1976 Jaycees Malaysia obtained temporary registration from the Registrar of Soc1eties to operate. The 1st National Convention was held in 1976 at Kuala Lumpur. At thiS National Convent1on JCI Senator George Chang was elected the 1st National President. Under the constitution of Jaycees Malaysia the structure then was as follows:Supreme Authority comprised of: 1) Sarawak Jaycees (voting councillo 2) Sabah Jaycees (voting councillors) 3~ Jaycees Peninsular Malaysia (voting councillo rs)

Only the Regional Organizations namely Sarawak Jaycees. Sa bah Jaycees and Jaycees P-eninsular Malaysia were affiliated to Jaycees Malaysian while LOMS in Sarawak, Sabah and Pef)insular Malaysia were affiliated to the Regional Organizations (ROMS). At the National Conventâ€˘ons therefore LOMS were not allowed to participate directly. They had to participate through their regiona~voting councillors. The V National Convention held in Kuching was conducted under this constitution. At this convention there were only 24 voting councillors i.e. 8 from each ROM. Since the formation of Jaycees Malaysia the National Organization has been working towards attaining a National Identity. Although we had merged1 the Regional Concept still remtned. LOMS and individual members were still thinking as Sabah Jaycees, Sarawak Jaycees and Peninsular Jaycees Individual members in particular were more attached to their Regional Organization than to the National Organization. In order to eliminate this regionalistic feelings it was felt that as a first step the ROMS should be dissolved and all LOMS should be affiliated directly to the NOM. With this in mind a completely amended set of constitution was fully debated and adopted at the IV National Convention held in Port Dickson in 1979, and was filed for approval with the Registrar of Societies. This new constitution came into force only in June 1981 . Under this new constitution the NOM structure is as follows:

VP Each VP assigned to 4 - 6 LOMS The General Assem bly (GA) made of LOMS Voting Councillors and Delegates, is the Supreme Authority. The 1st National Board under this new NOM Structure was elected at the VI National Convention in Kuala Lumpur {Hosted by Kuala Lumpur {West) Jaycees). There were Âˇ102 voting delegates present at this convenlion. This new Organizational Structure allowed the LOMS direct participation at the GA and as a result we have experienced at the VI and VII National Convention better attendance and better participation.
