Since opening the Glasgow office in 2016, our list of clients and projects in Scotland has grown quickly. Our team has a well-respected and enviable reputation in Scotland, for the delivery of sound and commerciallyminded planning advice on complex projects, both large and small.

A key growth area in Scotland is Co-Living and the team are leading the way in terms of advising on a number of these projects in within Glasgow City Centre. In December 2025, 100 Morrison street, the first co-living scheme of 420 units was determined at committee with members voting to grant planning permission.

This year, Iceni reached a significant milestone, celebrating 20 years in business. Over two decades, the company has grown, adapted, and accomplished a great deal. In 2025, we not only demonstrated what we can achieve together but also reinforced who we are as a community. Our 20th anniversary was celebrated to its fullest with a special team trip to Tuscany in June, a well-deserved opportunity to reflect on and appreciate how far we have come.

A key transition this year was Iceni’s move to an Employee Ownership Trust, with ownership now shared by all employees. This change recognises that Iceni’s true value has always been created by its people. We’ve also seen strong growth across the business over the last 12 months, with new people joining and teams continuing to expand.

This year marks an exciting milestone for the Scotland team, as we celebrate 10 years since the opening of our Glasgow office in 2016. Iceni Built Heritage and Townscape team in Scotland specialises in providing a range of services including:

These services support and enable complex urban developments (including tall buildings and sensitive refurbishment projects) to navigate Scotland’s demanding planning environment. We have worked with a full range of heritage assets including Listed Buildings (all categories), Conservation Areas, World Heritage Sites, Scheduled Monuments, Gardens and Designed Landscapes, Buildings at Risk and Non-Designated Heritage Assets.

Our methodology strictly adheres to industry best practice and Scottish planning legislation, including guidance from

Historic Environment Scotland (HES) and the National Planning Framework 4 (NPF4), in conjunction with Local Development Plans and Conservation Area Appraisals.

We combine detailed archival research and site appraisal with modern assessment tools (Vu.City) to generate objective Zone of Theoretical Visibility (ZTV) analysis and computer generated visual representations.

We work alongside the Scotland Planning Team but also work independently for other planning consultants. Our assessments are developed iteratively, ensuring our findings inform architectural choices regarding scale, massing, and materials throughout the design process. We engage early with planning authorities to agree on assessment scopes and viewpoints, allowing us to provide reasoned justification for change. This collaborative approach ensures proposals seek to enhance the public realm, preserve cultural significance, and promote sustainable, high-quality development.

Masterplanning & Urban Design Scotland

At Iceni, Masterplanning & Urban Design is where creativity meets strategy. Sitting proudly within our Strategic Planning team, we collaborate seamlessly with colleagues in Landscape, Transport, Engagement, Economics, Built Heritage and Planning to deliver inclusive and resilient places.

We’re a dynamic and expanding team of nine Urban Designers and Masterplanners, each bringing a unique mix of expertise and perspective. With Robbie now based between our Glasgow and Edinburgh offices, the team is growing its footprint across Scotland, delivering intelligent, design-led solutions from concept to outline planning and beyond.

In Scotland, we work hand-in-hand with our Planning and Built Heritage teams, supported by the full strength of Iceni’s multidisciplinary network. This allows us to take a holistic approach to place-making, one that balances vision with viability and design with delivery.

India Street Glasgow | Vita Group

Authority: Glasgow City Council

Proposal: Erection of purpose-built student accommodation and residential apartments, with ground-floor commercial unit

Services: Scotland Planning; Built Heritage & Townscape

Status: Consented

The Planning team, alongside our Built Heritage and Townscape colleagues, supported the planning application for a mixed-use development on India Street.

Our client, Vita Group, with Sheppard Robson Architects and the design team, submitted the proposal in March 2024 to create a vibrant living environment to house needed accommodation in the city centre.

The development includes 591 purpose built student residences and 20 affordable apartments for social rent, ground floor commercial space and landscaping. A revamped and extended public realm along India Street will provide open amenity space for residents and the public. The development includes an enclosed courtyard and two landscaped roof terraces at higher levels. The development forms a staggered family of buildings, with the tallest (PBSA) aligning with the adjacent Scottish Power Headquarters.

The application was approved by Glasgow City Council on 5th December 2024 and is currently under construction.

B&Q Strathkelvin Retail Park Glasgow | Derwent London

Authority: Glasgow City Council

Proposal: Sub division of existing B&Q retail unit to create two new Class 1 retail units and construction of two additional retail units (Class 1 and Class 11)

Status: Completed

Iceni’s Glasgow office provides ongoing retail planning advice in relation to Strathkelvin Retail Park, supporting its operational efficiency and continued vitality as new retail and leisure uses are introduced.

Iceni submitted a major planning application in 2022 for a major development, which required a 12-week public consultation period. Planning permission was subsequently granted in January 2024. Iceni also provided additional services for the renovation of the retail park’s public realm.

The scope of services provided by Iceni include:

f Advertisement consent;

f Discharge of planning conditions; and

f Ongoing planning advice.

Govan Graving Docks Glasgow | New City Vision

Authority: Glasgow City Council

Services: Built Heritage & Townscap; Economics, Archaeology; Impact Mangement

Status: Consented

Iceni submitted planning and listed building consent applications to Glasgow City Council on behalf of New City Vision for a residential-led development at the former Govan Graving Docks, Glasgow.

The Category A-listed Govan Graving Docks sit within a post-industrial River Clyde context. The proposal forms part of a wider regenerative vision, delivering flatted residential development with ground-floor commercial uses, parking and landscaping. The proposal has been sensitively designed to protect the historic environment, mitigate flood risk, and enhance biodiversity. The development is designated a ‘National Development’ under Scotland’s National Planning Framework 4. The Clyde Mission National Development supports mixed-use development, brownfield redevelopment, and active travel infrastructure within 500 m of the River Clyde for projects classified as ‘Major’ under the Town and Country Planning (Hierarchy of Developments) (Scotland) Regulations 2009.

Planning Permission and Listed Building Consent were Granted Subject to Conditions and S75 on 25 March 2025. The wider vision celebrates the Docks’ historic significance while creating a vibrant mixed-use neighbourhood. It will reopen the docks for ship repair, introduce community-focused uses, and transfer part of the site into community ownership to support local wealth building.

Inverlair Ave, Cathcart Glasgow | Cala Homes

Authority: Glasgow City Council

Proposal: Residential Development

Status: Granted August 2024

Iceni provided planning consultancy advice to Cala Homes for the redevelopment of surplus land at the Celeros Cathcart site, Inverlair Avenue, Glasgow. The project will transform a redundant brownfield site into 254 new homes, following design refinements agreed with Glasgow City Council. Changes included reduced building heights, massing, enhanced green space, and 100% on-site parking. Over 6,000m2 of shared amenity space and private gardens create a high-quality environment.

The development reuses a vacant employment site, supporting sustainable growth, biodiversity enhancement, and a low-carbon energy strategy. Located within a 20-minute neighbourhood, it offers strong access to public transport and local services. Iceni’s Built Heritage and Townscape Team prepared a detailed assessment confirming the proposal respects the character of adjacent listed buildings.

Iceni’s Economics Team supported the redevelopment justification, demonstrating how housing enables investment in the Celeros Facility. The scheme reflects national and local policy, promoting compact urban growth and placemaking, while delivering high-quality homes and attractive spaces that support health, wellbeing, for residents and the wider community. Additionally, the project enables major investment in Celeros’ operations, safeguarding 250 skilled jobs and creating over 270 constructionrelated roles- combining housing delivery with long-term economic benefits for Glasgow’s South Side.

Land at Stratton | Inverness

Proposal: Erection of retail unit, ancillary cafe, outdoor sales area and allotment space, with associated parking, access, active travel routes, boundary treatments, landscaping and public realm

Services: Planning Scotland

Status: Granted subject to conditions

Planning Scotland secured planning permission on behalf of our client, TJ Morris Ltd (c/o Bennett Real Estate), for a new major retail development in Stratton, Inverness.

The site is intended for town centre use and will deliver a high-quality mixed-use development that promotes the principles of local living in Stratton and supports a diverse range of uses. The proposal aims to create a vibrant and welcoming centre with integrated pedestrian and cycle connections to surrounding residential areas and key destinations.

The site also includes a Phase 2 area designated for future affordable housing, which will come forward through a separate planning application. With active frontages and landscaped public realm, the scheme fosters an inclusive, accessible, and vibrant environment that align with national and local town centre policies.

285 Bath Street Glasgow | McLaren Ltd

Authority: Glasgow City Council

Proposal: Demolition of building and erection of mixed-use development with purpose-built student accommodation and ground floor unit

Status: Submitted

Iceni’s Built Heritage and Townscape Team provided start to finish input in the design and submission of McLaren’s Purpose Built Student Accommodation on Glasgow’s Bath Street. Sat within the Central Glasgow Conservation Area and designed by Manson Architects, the proposal is for 231 student rooms arranged over 18 storeys, on the site of an empty late 20th office building.

The Site has a rich history and formerly was the location of a dance hall, with churches to either side. This rich fabric was lost around the time of the clearance of the neighbouring area, for the construction of the M8 motorway. This led to considerable change and a loss of identity on this once fine section of Bath Street.

The proposed building is close to a number of Category A, B and C buildings including the King’s Theatre and the former Glasgow Academy school complex to the rear of the Site. Iceni worked closely with the design team to hone and test proposals using VuCity, to explore the massing and how the proposed building would be viewed from across the city.

123 Sauchiehall Street | Glasgow

Threadneedle Property Unit Trust

Proposal: Subdivision of retail unit, with part use as bar/ restaurant to ground/ basement, and conversion of upper floors to form serviced apartments

Status: Planning Approved

The building is a large 4-storey building which, like so many other buildings along Sauchiehall Street, had been lying empty for a number of years. Within the feasibility study the team uncovered the fascinating history of the building and Its place in the development of tearooms in Glasgow where the concept of the British tearoom was invented. This particular tearoom also had ties with the 20th century art scene in Glasgow as it doubled up as a gallery space. This historical development provided the narrative for the project. The challenge was then to find a way to redevelop and subdivide the spaces without having a negative impact on the special significance of the building.

After working with the architect, a sensitive redevelopment was achieved which not only subdivided the original spaces in a sympathetic manner, while providing numerous enhancements to the building through conservation and the reinstatement of lost and damaged features. The proposals provide a positive insertion into the centre of Glasgow, bringing a redundant building back to life whilst celebrating its fascinating history.

100 Morrison Street Glasgow | Copperstone Partners

Authority: Glasgow City Council

Proposal: Demolition of vacant office and redevelopment of site, with erection of Co-Living development and commercial unit

Status: Approved Subject to Section 75

Glasgow Iceni Planning team submitted a planning application for 420 co-living studios with ancillary uses, amenity space, landscaping, access arrangements, and Use Class 3 (food and drink) at 100 Morrison Street, Glasgow.

The proposal replaces a redundant office building with an energy efficient G+19 development that reactivates the site and supports Tradeston’s regeneration. Designed by Claridge Architects, it includes two roof terraces and a ground floor courtyard providing shared indoor and outdoor amenity space. In May 2024, Glasgow City Council approved non-statutory guidance for Large-Scale Co-Living (LCL), defining the model, location criteria, and space standards. As Glasgow’s first detailed LCL application, the proposal tests these requirements and clarifies how co-living differs from other residential formats. Co living is a new non self contained housing model in Glasgow that expands the housing supply through sociable communal living. It provides accessible accommodation for people with unmet needs around stay length, quality, or convenience, while fostering social interaction and wider economic benefits. Working closely with our client and experienced co-living design team, we developed a proposal responding to Glasgow’s guidance and evolving housing needs. The development was determined at committee in December 2025, with members voting to grant planning permission, subject to a Section 75 agreement.

Edinburgh World Heritage Site

Proposal: Statement of Heritage Significance for Princes Street and the Waverley Valley

Status: Ongoing

Commissioned by the City of Edinburgh Council and Edinburgh World Heritage, the Built Heritage and Townscape Team produced a Statement of Heritage Significance for Princes Street and the Waverley Valley, an area of Outstanding Universal Value (OUV) at the heart of Edinburgh’s World Heritage Site (WHS).

The Statement supports the Council’s emerging strategy to revitalise the city centre. The Statement provides a baseline for assessing all changes to the area, whether they are to buildings, parks, roads, or transport links.

Protecting the OUV of the WHS is the Statement’s central aim. It acknowledges the need to balance the area’s heritage with the economic vitality on Princes Street, the smooth operation of the city’s transport network and the coordination of events that help bring the area to life.

The Statement communicates the international significance of Princes Street and the Waverley Valley and offers guidance for appropriate change. It will help designers and decision-makers prepare well-informed proposals that protect Edinburgh’s heritage and vibrancy for future generations.

Horndon St Marys Thurrock & Brentwood

Proposal: 10,000 dwelling settlement extension

Status: Outline planning application submitted for initial 2,100 homes

Iceni passionately believes Horndon St Marys to be one of the best locations in the South East of England to deliver strategic scale development.

Acting on behalf of our client, Estates and Agency Strategic Land, Iceni helped to identify and secure development land surrounding West Horndon railway station at the Brentwood/Thurrock boundary. With a mere 28 minute commute into London Fenchurch Street, new communities either side of the railway station provide the scope for residents to adopt highly sustainable and successful living and working patterns.

Following an extensive period of design review and iteration, an outline planning application for an initial 2,100 dwellings has been submitted as a first phase scheme, with future phases currently in preparation. The full spectrum of Iceni’s in-house disciplines are retained on the project, forming the nucleus of the consultant team.

Wing Yip Cricklewood | Wing Yip

Authority: London Borough of Southwark

Proposal: Framework for development of land with high density mixed use, retention and betterment of existing commercial activity

Iceni Urban Design worked with Wing Yip to produce a feasibility study for their sites within the Staples Corner Growth Area, helping clarify and support a long-term vision aligned with the Council’s strategic ambitions for this area.

Iceni contributed to a Council-led masterplanning and discussions about the future framework for Wing Yip’s landholdings. The proposals emphasised maintaining Wing Yip’s successful operations in the short and medium term to enable continued investment. They highlighted the site’s potential as a key gateway into the Staples Corner Masterplan area, enhancing placemaking from both Edgware Road and the new Brent Cross station.Wing Yip’s established, well-regarded business is recognised as a major asset for ground-floor activation, commercial vitality, pedestrian interest, safety, and overall placemaking. Their cultural heritage and longstanding community presence was seen as an opportunity to shape architectural expression, land uses, identity, and diversity within the emerging Design Code and Masterplan. The study also explores higher-density mixed-use redevelopment—such as hotel or residential uses above active commercial frontages—as well as sensible phasing to maximise visibility and wayfinding. Finally, it considers delivering storage and last-mile distribution spaces to meet Wing Yip’s operational needs while future-proofing the wider regeneration area.

Tithe Park Great Wakering

Authority: Southend-on-Sea City Council

Proposal: 850 homes with land for education facilities or 950 homes to boost local housing supply. A mixed-use local centre with space for community uses such as a hall, nursery, and play facilities

Status: Submitted

This project proposes a new residential neighbourhood at Tithe Park, Poynters Lane, delivering either 850 homes with land for education facilities or 950 homes to boost local housing supply.

Both options provide 50% affordable housing and a mixed-use local centre with space for community uses such as a hall, nursery, and play facilities. The scheme focuses on creating a healthy, well-connected place, shaped by extensive green infrastructure and a circular recreational route linking to Friars Park and the wider footpath network.

A variety of public open spaces, including sports and play areas, food growing spaces, orchards, and dog parks, will support active lifestyles and social interaction. Biodiversity areas, wildflower meadows, and sustainable water management features are integrated throughout the masterplan, reinforcing a landscape-led approach.

The development promotes sustainable travel through dedicated walking and cycling links, an integrated bus route, and convenient connections to Shoeburyness station. Supported by a clear design framework and robust analysis of local context, the project sets out a flexible, high-quality vision for a vibrant new neighbourhood where community, landscape, and wellbeing come together.

Gary operates at the forefront of town planning to unlock value for clients.

Gary is a skilled planning consultant with over 25 years of experience advising clients in the private and public sector throughout Scotland. He has a track record in advising on major development proposals, understanding the policy and detailed planning considerations and forming highly constructive working relationships with local planning authorities and other stakeholders.

Gary set up Mappin Consulting Ltd in 2013, having previously been the Regional Senior Director for GVA Grimley in Glasgow from 2005 to 2008. In June 2016 Gary opened the first regional Iceni office in Glasgow, followed by Manchester in 2017. Iceni was the Royal Town Planning Institute’s Planning Consultancy of the Year in 2016.

Gary is chairman of the Glasgow Chamber of Commerce Commercial Property Forum and is a Trustee of The Crichton Trust, an award winning regeneration project based at the former Crichton Royal Hospital complex in Dumfries He also sits on Glasgow City Council’s City Centre Strategy Board.

Gary is currently advising on major projects such as Moda Living’s Holland Park build-forrent development in Glasgow, and the proposed Rosewood Hotel at the former Royal High School in Edinburgh.

Ian works with clients to deliver commercial solutions through the planning process.

Ian has worked in planning consultancy in Scotland for 15 years, joining Iceni in August 2016. The majority of his time was spent working with GVA out of the Glasgow office, laterally from 2013 – 2016 running their Planning team as a Director in the firm.

Ian advises on a wide range of planning and development led projects, including strategic residential, retail development, City Centre proposals and other private sector opportunities. He works within and often leads on large multi-disciplinary teams on proposals, working closely with local authorities to deliver proposals on behalf of clients. Taking a pro-active, commercial approach to planning delivery Ian has been involved in some of the key Glasgow City Centre site proposals throughout his career.

Her support career started in the service Industry and she knows the importance of people being the best asset to a company.

Being the middle child of a Regimental Sergeant Major she likes to keep the team in order, providing admin support to her colleagues in the Glasgow Office.

Trish enjoys the simple pleasures in life, cooking for friends, eating out (can always recommend a good restaurant), walking, gardening and holidays abroad when there is a lot of eating out!

Maura has worked in planning consultancy in Scotland for almost 20 years and has been a Chartered Member of the RTPI since 2006.

Before joining Iceni in November 2020, Maura worked for a private consultancy in Edinburgh for 16 years.

Maura has a broad knowledge of the Scottish Planning System and has experience working on projects of varying scale and nature across a large number of Scottish Local Authorities. This ranges from planning applications and appeals for both local and major scale development to leading work on planning appeals, to both the Scottish Government and Local Planning Authorities, and drafting policy representations.

Maura works with a range of clients whose interests vary across a number of sectors and land uses such as residential, retail, industrial and mixed use. She is experienced in working alongside multi-disciplinary consultant teams and co-ordinating projects from early preapplication discussion and public consultation through to submission and management of planning applications. She is experienced in liaising with stakeholders and Local Planning Authorities and tries to engage in a way that achieves positive outcomes for projects and clients. Maura has benefited from working through various changes to the planning system in her career and is proactively adaptive to ensure a high level of professionalism and consistency with project delivery.

Helen has worked in planning and regeneration in both private consultancy and local authorities for almost 10 years. She has been a chartered member of the RTPI since 2020.

She has extensive experience in a wide range of projects including residential, mixed use, infrastructure, commercial and renewables. Helen provides technical advice throughout all stages of application development, working within large multidisciplinary teams to deliver proposals on behalf of clients.

Since joining Iceni in June 2023, Helen advises on a number of proposals including residential development, commercial, renewables, strategic site promotion and other private sector opportunities. She is passionate about the creation of high quality built environments, sustainable development and thrives in a dynamic fast paced working environment.

Hannah Sally Planner, Planning

Hannah joined Iceni in September 2023 whilst undertaking an MSc in City Planning part time at the University of Glasgow.

Hannah has now completed the master’s course and is progressing towards her APC submission. She has supported a range of projects across Scotland, leading on several planning applications and assisting strategic land submissions

Hannah also holds a BSc in Environmental Geoscience from the University of Edinburgh with an appreciation for climate change and sustainable development.

Seona joined Iceni in July 2024 as an Assistant Planner whilst undertaking the final few months of her MSc City Planning at the University of Glasgow. She is now progressing to the next stage of her planning career and is currently working towards submitting her APC.

In her role as Assistant Planner, she supports the team on a wide range of projects across Scotland. Her responsibilities include coordinating third-party consultants and consolidating the necessary information for planning applications and pre-application enquiries relating to prospective developments. Seona has experience in delivering residential schemes of various scales.

Before joining the tribe, Seona studied Geography at the University of Glasgow where she gained an appreciation for the way people interacted with space and how the creation of a place relates to the connections of daily life and emotional attachment.

Seona was initially introduced to the planning world through an internship at Jones Lang Lasalle in October 2023 where she worked part-time in the Planning, Energy and Infrastructure team for 6 months where she then moved to a full-time contract for a further 3 months before leaving to join the Iceni tribe.

Laurie Whamond Assistant Planner, Planning

Laurie joined Iceni in September 2025 as an Assistant Planner, after graduating from the University of Dundee with a degree in Urban Planning.

Her role as Assistant Planner will be assisting on a range of projects across Scotland. Her main responsibilities include preparing planning statements, appraisals and undertaking planning policy reviews for prospect developments.

Before joining the team, Laurie studied Urban Planning, where she gained an appreciation for sustainable planning, including the reuse of brownfield sites, efficient land use, and development approaches that minimise environmental impact while creating resilient, connected communities.

Laurie was initially introduced to the planning world whilst studying it at university, taking a variety of modules including urban design, contemporary debates, planning law, and GIS. She completed a summer internship at Iceni’s Glasgow office in 2024, followed by work experience from February to July 2025, before joining full-time, further deepening her knowledge of the Scottish Planning System.

Nick leads Iceni’s Scottish team, bringing a deep-rooted passion for making our cities more sustainable and enjoyable to live in. Based in the central belt, he works closely with the Planning Scotland team.

As an Architect, Nick has led award-winning, large-scale urban regeneration and masterplanning projects focused on repairing the urban fabric. His work often involves navigating complex heritage assets and townscape settings, requiring a sophisticated understanding of character and place.

Nick is pro development but is focused on resource conservation and the climate crisis, believing that thoughtful heritage and townscape advice is essential to ensuring a sustainable future for our global urban environments.

Esmé Coppock-Somers

Esmé joined Iceni’s Built Heritage and Townscape team in Scotland in March 2025 and is based in our Edinburgh office.

With expertise in archival research and a broad knowledge of British architecture, she brings a research-driven approach to the team, offering insights into the historic evolution and significance of sites to identify conservation and development opportunities. Esmé works closely with clients to de-risk projects at the pre-application stage and prepares reports for planning submissions, including Heritage Statements, Heritage Impact Assessments, and Townscape and Visual Impact Assessments.

Before joining Iceni, Esmé worked with Simpson & Brown’s Heritage Consultancy Team, preparing Heritage Statements and Conservation Plans for historic sites across Scotland, England, and Northern Ireland. She holds an MA (Hons) in Architectural History and Heritage from the University of Edinburgh, where she developed a particular interest in twentieth-century architecture, writing her dissertation on the lesser-known Seely & Paget practice, on which she is often invited to speak. Esmé is a fellow of the Society of Antiquaries of Scotland.

Robbie Gibson Consultant, Urban Design

Robbie comes from an architectural background completing a Master’s of Architecture at the Glasgow School of Art and has worked on a range of masterplanning, placemaking, urban housing and adaptive re-use projects, most recently working on the North Laurieston Masterplan in Glasgow.

As an Urban Designer, at Iceni he works between the Glasgow, Edinburgh and London offices to build an Urban Design presence in Scotland. He works across multiple sectors including green belt strategic land; city centre regeneration; industrial and logistics and public sector projects.

Robbie co-founded and runs MAKEASCENE.glasgow, a research and design collective which explores the participatory city through practice-based research and paid commissions. It focuses on ideas of autonomy, openness and carbon reduction within urban spatial production processes.

He enjoys the overlap between the two roles allowing both intellectual and professional views to further develop competency and expertise within urban design and engagement.
