We do not engage for engagement’s sake. Political thinkers, commercially minded Our advice is rooted in current political intelligence. The team is politically active, analytically rigorous and experienced across the political spectrum, providing insight into decision making from the council chamber to Number 10. We maintain relationships across national and local politics, including with pro growth voices across the political spectrum. This gives clients clarity on the thinking shaping housing and planning policy, and how evolving political dynamics may affect their projects. We convene targeted roundtables and briefings, bringing council leaders, MPs and industry representatives together to explore issues such as new towns, Grey Belt development and infrastructure delivery. This includes our role as secretariat to the New Towns Forum, a cross party forum focused on delivery driven policy discussion at national and local levels.

Camden Film Quarter LB Camden ENGAGING WITH WIDER MASTERPLANS
Camden Film Quarter is a major regeneration project in Kentish Town, delivering new film and production space, affordable creative workspace, 485 new homes, public realm improvements and enhanced local amenities as part of a £1bn investment by Yoo Capital and Places for People. We supported Places for People in delivering a community engagement programme designed to ensure local voices helped shape the emerging proposals. Our approach combined pop-up events, community outreach and digital engagement, reaching a broad cross-section of residents, workers and visitors. An online campaign generated over 1,000 views and provided valuable feedback on local priorities. A key focus was youth engagement. Working with a local artist, we delivered five creative workshops in nearby schools, encouraging young people to explore what they value about Kentish Town and their aspirations for its future. Through collaging, drawing and storytelling, students co-created ‘An Alternative Guide to Kentish Town’, a zine capturing the area through the eyes of local young people. The zine was showcased at public consultation events and received positive feedback from the wider community and local politicians, helping to ensure young people’s voices were reflected throughout the proposals.

Bookham and Dorking Mole Valley BROADENING PARTICIPATION IN PLANNING
Iceni developed and delivered community engagement strategies for Thakeham on two residential proposals in Bookham and Dorking, within Mole Valley. With development generating significant local and political interest, our approach focused on broadening participation beyond those who would typically attend a traditional public exhibition. Rather than expecting communities to come to us, we took the consultation into high-footfall locations across both towns, creating informal opportunities for people to learn about the proposals and share their views as part of their everyday routines. Across the two consultations, Iceni spoke directly with 280 people and secured 210 survey responses. The engagement was supported by ongoing monitoring of local conversations and sentiment, helping the project team understand emerging concerns and respond to misinformation where necessary. The resulting feedback demonstrated 65% support for the Bookham proposals and 66% support for the Dorking proposals. Both applications subsequently received resolutions to grant planning permission. The projects demonstrate the value of making consultation more accessible and proactive, helping to generate a broader and more representative understanding of community views.

Heston Grange LB Hounslow ESTATE BALLOTS
Built in 1966, Heston Grange is a 123-home estate in the London Borough of Hounslow. In 2023, Metropolitan Thames Valley Housing (MTVH) appointed Iceni Engagement to work with residents to understand their views on the future of the estate. Beginning in October 2023, we undertook extensive engagement, including door-knocking, surveys, drop-in events, one-to-one conversations, community days and visits to a completed MTVH regeneration scheme. This helped residents explore options for change and shape a Landlord Offer setting out MTVH’s commitments should redevelopment proceed. Following a year of engagement, residents voted in an independently managed ballot, with 72% voting in favour of redevelopment from a 79% turnout. The regeneration will remain 100% affordable, with all residents who wish to stay able to return to Heston Grange. Since the ballot, Iceni has continued to support engagement on the emerging designs through workshops, consultations and community events. Working closely with MTVH and architects HTA, residents have helped shape key design elements, from layouts and materials to landscape proposals. Our consistent, long-term approach to engagement has helped maintain high levels of participation, ensuring residents continue to play a central role in shaping the future of their estate. MTVH intends to submit a planning application to the London Borough of Hounslow later in 2026.

Land North East of Bury St Edmunds West Suffolk POST-CONSENT COMMUNITY ENGAGEMENT
Iceni was appointed to lead community and stakeholder engagement in the delivery stages of plans for up to 1,375 homes near Bury St Edmunds. On behalf of Vistry, Iceni prepared a Community Liaison Strategy to provide a clear framework for communications throughout construction. This includes regular engagement with local residents, councillors and community organisations, alongside newsletters, construction updates, neighbour notifications and direct communications with those most affected by the works. Our role is focused on maintaining open and constructive relationships between the project team and the community throughout delivery. By maintaining regular dialogue and monitoring local sentiment, we are able to identify recurring concerns, misinformation and emerging issues early, allowing the project team to respond before they escalate. The approach provides continuity between planning and delivery, helping to maintain trust and ensure communities remain informed as the development progresses. We play a key role in protecting Vistry’s reputation throughout the delivery stage.

Bromley-by-Bow Gasworks LB Newham OVERCOMING CONSTRAINTS WITH CREATIVE SOLUTIONS
We led the pre-application consultation and stakeholder engagement for St William’s Bromley-by-Bow Gasworks scheme; a major regeneration project centred on seven listed gasholders and one of London’s most significant industrial heritage sites. Our engagement programme celebrated the site’s history, captured local memories and brought communities together through creative, educational and heritage-led initiatives. Over three years, we welcomed more than 400 people onto the site through exhibitions, pop-ups, workshops and guided heritage tours. We also partnered with Newham Heritage Month for three consecutive years, delivering tours, sketching activities and public events that helped residents explore the site’s past while engaging with emerging proposals. The programme included interviews with former gasworks employees to preserve personal stories and industrial heritage. Youth engagement was a key focus. We built a long-term partnership with a local secondary school, working with the same cohort of students from Year 7 to Year 10, enabling them to follow the proposals’ evolution and influence the design process over several years. We also engaged more than 300 students through school workshops, heritage activities, career insight sessions and classroom projects, alongside delivering two weeks of work experience placements for local sixth form students. We combined these face-to-face activities with digital tools, including QR-enabled heritage tours, visualisations and interactive online mapping, helping residents understand the proposals, connect the site’s heritage with its future transformation and provide informed feedback. The scheme was awarded Planning Permission of the Year 2026.

42 High Street Birmingham TALL BUILDINGS
In 2025, we were appointed by Bluecastle Capital to deliver strategic stakeholder and community engagement in support of proposals for a 50-storey Build to Rent tower in central Birmingham. Our role included developing the key messaging for the scheme, focusing on the proposed public realm improvements, highway enhancements and new ground-floor amenities. Using these themes, we secured positive engagement with neighbouring landowners, local stakeholders, the ward councillor and senior officers at Birmingham City Council. A particular focus was building a constructive relationship with a neighbouring church, where early and transparent engagement helped establish trust and a collaborative approach. We also worked closely with local political stakeholders, responding to questions about the Build to Rent model and ensuring the benefits of the proposals were clearly communicated. To maximise participation, we delivered public consultation events on Birmingham High Street during the busy Christmas period, engaging directly with 104 local residents, workers and visitors. The feedback was predominantly positive and helped inform the ongoing development of the proposals. The scheme was submitted to Birmingham City Council in August 2026.

London City Lionesses Training Ground Ditton, Tonbridge & Malling SPORTS
London City Lionesses are the first ever independent club to compete in the Women’s Super League, which is the top tier of English women’s football. Iceni Engagement supported the development of the club’s new training centre in the Borough of Tonbridge and Malling. London City Lionesses acquired the 28 acre training ground site, Cobdown Park in June 2024, with ambitions to establish a Centre of Excellence for the development of women’s and girls’ football and the home of four academy teams and first team. We supported the planning application with a comprehensive engagement programme consisting of two public consultation events on site, meetings with councillors and other stakeholders, and an outreach programme within the neighbouring area consulting with schools and local sports groups. Cobdown Park was granted full planning permission in September 2025 and building is now underway for the development of the world’s largest training centre for women and girls.

Gemma is the Director leading Iceni’s Engagement service and has over ten years’ experience in built environment communications, preceded by a ten-year career in community engagement for a local authority.
Jenny specialises in community engagement, stakeholder relations and strategic communications across major regeneration, residential and infrastructure projects.
Gemma builds extensive networks to support her clients’ success, creating effective cross-party partnerships with key politicians and stakeholders, to ensure they are taken on the development journey.
She has extensive experience leading engagement through both the planning and post-consent stages, supporting communities through significant periods of change. Her experience includes the Former Wisley Airfield in Guildford, Arborfield Green in Wokingham and the Southwick Estate on behalf of Adur and Worthing Councils. Across these projects, Jenny has led engagement with residents, businesses, elected Members and community organisations, alongside stakeholder intelligence, communications and reporting.
Gemma has managed a wide range of stakeholders across a variety of projects and is well placed to provide strategic advice to the team. Her experience includes controversial schemes across the country, from Green Belt in Surrey to urban regeneration in Birmingham, with her wider portfolio including leading post-consent engagement on multiple projects. Gemma also acted as a strategic advisor to EKFB – civil engineers for the first 100km of HS2 – for four years, supporting them to navigate considerable political challenges and community unrest.

Charlie brings over nine years’ experience managing political and community engagement across complex rural and urban development projects.
She is particularly skilled at navigating complex political and stakeholder environments, helping clients build support, manage risk and engage effectively with communities, local authorities and decision-makers. Alongside her professional role, Vanisha serves as Deputy Leader of the London Borough of Redbridge and Cabinet Member for Finance and Shared Prosperity. Combining hands-on political leadership with engagement expertise, she offers clients a unique understanding of the policy, political and community considerations that influence planning, development and regeneration, helping shape strategies that deliver successful outcomes and lasting local impact.

Before joining Iceni Projects, Charlie worked across a wide range of planning communications and public affairs projects, supporting both public and private sector clients. His experience includes consultation programmes for placemaking, regeneration, town centre frameworks and development proposals for greenfield sites, including the promotion of 3,000 homes for Bellway Strategic Land in North Southend. At Iceni, Charlie advises on engagement strategy, stakeholder mapping, consultation materials, questionnaire design and political risk. He has deployed a wide range of engagement methods, including councillor briefings, stakeholder meetings, business engagement, public workshops and resident-facing consultation events.

Ruby Maynard Smith Associate
Sian Buckley Senior Consultant
Ruby brings a strong background in community engagement, placemaking and urban research across both the public and private sectors.
After gaining a Politics degree, Sian worked for a local authority before joining the engagement team in January 2024.
She is passionate about helping communities shape the future of their neighbourhoods and specialises in creative and heritage-led engagement, collaborating with local artists, historians, schools and community organisations to deliver initiatives that celebrate local identity and broaden participation.
Sian has experience in community engagement and stakeholder research across both private and public sector projects. She is attentive and responsive, adapting engagement strategies as community dynamics change. Her experience includes inclusive consultations, youth engagement programmes and communications strategies for local authorities.
Her experience includes public space assessments, storytelling, mapping, community surveys and creative engagement with young people. At Bromley-by-Bow Gasworks and Beckton Gasworks on behalf of Berkeley, Ruby developed innovative heritage and education programmes including guided tours, oral history projects, creative workshops and work experience placements. These initiatives helped bring complex regeneration proposals to life, foster community ownership and ensure local people played a meaningful role in shaping the future of these sites. She recently supported Places for People on the Camden Film Quarter project, leading community and youth engagement activities including pop-ups, digital engagement and creative school workshops. Ruby holds an MSc in public space analysis which equips her with a strong understanding of how people interact with places and the different social, environmental and community factors that influence their use. Robbie Browning Senior Consultant
Theo Taylor Consultant
Robbie is a chartered planning consultant with over five years’ experience in planning and engagement, delivering community consultation and stakeholder engagement across a range of residential and mixeduse development projects.
Theo joined Iceni in March 2025, having worked as a fieldworker in London to mobilise support for complex regeneration schemes, and a local Labour Party chair.
His portfolio at Iceni includes Woodberry Down in Hackney for Berkeley Homes and Waldron’s Place, Crewe for Mac Mic Group, and school consultations including on behalf of the Department for Education.
Since then, Theo has used his knowledge of planning policy, community engagement and political networks to support the team on political and strategic engagement. Through his understanding of political networks, Theo advises the team on converting strategic engagement into meaningful outcomes and securing political support for our clients’ objectives.
Robbie’s experience spans the full consultation toolkit, from stakeholder mapping and consultation strategy through to drafting leaflets, banners and stakeholder communications, preparing Statements of Community Involvement, and developing remediation communication strategies, including his work on Stratford Gasworks. He brings a thorough and considered approach to engagement, working closely with project teams to ensure consultation is well evidenced, clearly communicated and supports successful project outcomes.
His experience includes large-scale strategic promotions in the Green Belt, Built-to-Rent applications in sensitive urban areas, and industrial and logistics applications. Projects include communications for over 3,000 homes in Southend, mobilising support for a 50-storey tower block in Birmingham, and securing political support for an industrial and logistics application Bury St Edmunds through a targeted public affairs campaign.
