Team Heritage, as we enter a new era as Trinidad and Tobago’s National Oil Company (NOC), I humbly wish to acknowledge and thank the Heritage Board, along with my colleagues, for placing their confidence in me. Together, we will navigate this transition into the new fiscal year with determination and purpose.
As we begin Fiscal 25/26, there is a need to reignite our commitment to our pillars, HSE, People, Production, and Value. Our industry demands strategic thinking, efficiency, excellence, and innovation, and to meet these demands, we must ensure that every team member is equipped, motivated, collaborating and aligned with our goals. It is with this in mind that I want to emphasise the importance of our Performance Management process in fostering a culture of continuous improvement
and team synergies. It’s about setting clear goals and expectations, providing constructive, regular feedback, and recognising the contributions that drive our success. By focusing on these areas, along with our Core Values and defining our behaviour, we can enhance productivity, reduce operational risks, and unlock new growth opportunities.
Over the past few months, we have achieved significant milestones in our accelerated drilling campaign, particularly with the implementation of EOD 264 and the successful spudding of Well FR-1831 in the last fiscal. These developments are a clear signal of our momentum and the determination that defines Team Heritage.
Our company also continued to document our Environmental, Social and Governance (ESG) efforts, captured in our 4th ESG Report. Our commitment to sustainable community development, especially within our home communities, will continue to be a priority. We look forward to driving impactful and value-adding Corporate Social Responsibility (CSR) initiatives that are sustainable in this new fiscal year

His extensive Petrotrin career also included senior roles such as Vice President of Corporate Administrative Services, Planning and Technology, Human Resources, and Marketing, as well as Chief Engineer of Trinmar, and Manager of Strategic Planning. public sector experience through secondments to eTecK, Trinmar Operations, and General Electric International.

Anthony Paul has over four decades of experience in technical, commercial, and strategic leadership in the oil and gas industry. His former positions include Director of Geology and Geophysics at the Ministry of Energy, Senior Geophysicist at Trintopec and Petrotrin, and leadership roles in exploration, development, and production at Amoco and BP in Trinidad and Tobago. Additionally, he served as Strategy Advisor at BP in London.
He has also advised governments across Latin America, the Caribbean, Africa, the Middle East, and Asia, focusing on good governance, policies, strategies, business development, and natural gas initiatives for industrialisation and sustainable development. Joseph Lorant is serving his third term as councillor for Moruga within the Princes Town Regional Corporation. He has chaired committees on occupational health and safety, tourism, sport, personnel, public health, marketing, and vending. He holds an EMBA, a B.Sc. in Management, and a Diploma in Public Administration. He spent most of his career with the Trinidad and Tobago Fire Service, where he managed warehousing operations and led the implementation of the Performance Appraisal System’s Management Authority software.
He has also lectured to IMBA students, and previously served as finance chair and director at the Rural Development Company of Trinidad and Tobago.

Romona Victor has served as councillor for Siparia East/ San Francique South, for the past six years. During that time, she has chaired both the Public Health and Community Development Committees. She brings proven expertise in governance, policy oversight, and stakeholder engagement, with a strong track record of managing resources responsibly and leading initiatives that improved public health, sanitation, and community infrastructure. IN JULY, THE HONOURABLE ERNESTO KESAR, MINISTER IN THE MINISTRY OF ENERGY AND ENERGY INDUSTRIES (MEEI), ALONG WITH HERITAGE CHAIRMAN MR. KURT RAMLAL AND MEMBERS OF THE HERITAGE BOARD AND EXECUTIVE LEADERSHIP TEAM (ELT), VISITED VARIOUS HERITAGE ASSETS.
The team first did an offshore visit to the East Field, where they did a sail-around of PL 20, S-933, S-934, Rig 110, Rig 264 and RP3. They then returned to land for a walk-around of the Point Ligoure Tank Farm.
All members of the board were present, and the visit was facilitated by former Heritage CEO Erik Keskula, COO Patricia King, Offshore Leader Glenis-Ann Borel, Engineering Leader Keevin Richards, Subsurface Leader Richard Jebodhsingh, and Midstream Leader Anil Singh.

How would you describe your experience as Crisis & Continuity Management Emergency Response Manager at Heritage?
My experience as CCMER Manager at Heritage over the past four-and-a-half years has been extremely fulfilling. I have had the privilege of leading a highly motivated team comprising three CCMER Advisers, one Oil Spill Co-ordinator, five CCMER Technicians, as well as 63 TTFS Officers operating three fire stations, supported by oil spill response contractors.
One of the most significant achievements has been the successful establishment of an Incident Command System (ICS) culture across Heritage, from its inception in December 2018. This culture was critical in enabling our Incident Management Team (IMT) and Business Support Team (BST) to manage the challenges of the COVID-19 pandemic, and has since underpinned the company’s effective response to numerous major Tier 2 oil spill incidents.
In 2024, at the request of the Ministry of Energy and Energy Industries (MEEI), Heritage provided oil spill response and clean-up services for the Tobago Gulfstream Tier 3 incident. This large-scale effort involved approximately 200 personnel, specialist oil spill response equipment, and heavy machinery. The incident was designated Tier 3 by the Tobago Emergency Management Agency (TEMA), leading to the mobilisation of an international Tier 3 response organisation, Oil Spill Response Limited (OSRL), to provide additional management and technical guidance.
Heritage’s IMT, BST and Field Operations Team (FOT) were all mobilised, with the IMT and BST operating virtually while the FOT was established on the ground in Tobago. Together, these teams delivered a coordinated response in four key areas: shoreline clean-up and restoration of approximately 10 km of coast, oil spill trajectory modelling using OILMAP software, wildlife rescue and rehabilitation, and the mobilisation of OSRL as an international Tier 3 response organisation.

What has been your most rewarding moment here at Heritage?
I have had several highly rewarding moments at Heritage. In my first two years, as HSE Manager for the Offshore Business Unit (OBU), I implemented a Safety Culture Transformation programme with the full support of then OBU Leader, Richard Burgess. This initiative centred on leadership and supervisory engagement with employees, addressing concerns, and introducing a reward and recognition scheme for contractors. The results were significant: a marked reduction in incidents, alongside a more motivated workforce with a stronger sense of ownership.
As CCMER Manager, my most rewarding experience has been serving as an ICS coach to members of the IMT and BST rosters, particularly during incident response, ensuring that ICS objectives remain central throughout all emergency operations
How do you keep your team motivated despite any challenges and/or obstacles?
There is a high level of trust among all CCMER team members, which serves as the foundation for teamwork and sustained excellence. The CCMER function manages all emergencies and business continuity challenges within the company, and my team is well trained to overcome obstacles through continuous coaching and a clear focus on key objectives.
Fostering ownership and trust among team members has created a highly motivated CCMER team. Each of us acts as a coach to employees across the company. I often refer to my team as superheroes, not only because of the critical work they carry out, but also because of the outstanding results they consistently deliver.
What is the most innovative project that you have been involved in over your career?
Throughout my career, I have been involved in numerous innovative projects. The most significant was the establishment and commissioning of the Produced Water Treatment Plant at the Bernstein Tank Farm in Petrotrin. This facility, the most advanced oily water treatment plant in Trinidad and Tobago, was developed and commissioned under my direct involvement and leadership Another major initiative was the Safety Culture Transformation programme aimed at achieving safety excellence, which I helped to initiate at Petrotrin and successfully continued at Heritage
How do you relax and unwind outside of work?
I maintain good cardiac health by taking three to four 5K outdoor walks each week with my wife. The aim is not only to relieve stress by enjoying fresh air in a community park setting, but also to support the overall health of my circulatory system
Heritage’s latest offshore asset, Rig EOD264, was acquired as part of the company’s accelerated plan to increase production by expanding its offshore drilling programme and commissioning additional wells.
The EOD264 is a mat supported, jack-up rig that is owned and operated by Enterprise Offshore Drilling (EOD), one of the few providers with an available unit matching the technical and operational criteria required for our offshore acreage.
With offshore drilling potential on the horizon, Heritage decisively and strategically moved to acquire Rig EOD264, with the aim of aligning it to the company’s drilling schedule in order to meet production targets.
As part of our ongoing 2025 Land Drilling Campaign, the drilling team successfully spudded Well FR1831 in the last fiscal. This spudding of this well represents a continued commitment to the development of our onshore assets. The well also builds on the success of the FR1819 well drilled in 2022, targeting the Upper and Middle Cruse Sands in the Forest Reserve Field.
Drilling to a depth of about 6,000 ft. measured depth (MD), Well FR1831 is initially expected to produce 56 barrels of oil per day (BOPD). The drilling of FR1831 came on the heels of the arrival of the offshore drilling rig EOD264, and underscores Heritage's drive to meeting our Recovery Plan deliverables
An essential part of production maintenance is quick responsiveness to blockages. In May, an operational team swiftly responded to a plug in the Penal BP 6 Station transfer line, which restricted the ability to transfer produced fluids to the Barrackpore Tank Farm. The production impact from this was 30 BOPD, and resulted in an increased cost for vacuum truck utilisation.
The team, led by Allan Ramjass and Selwyn Browne, was able to identify the blockage, free the line, and return the line to production. This operation spanned the course of three weeks, with multiple stakeholders rendering support.

HERITAGE TEAM FACILITATES TOUR FOR MEEI’s GRADUATE INTERNS
In August, Heritage welcomed a group of 21 graduate interns and three staff members from the Ministry of Energy and Energy Industries (MEEI) to our Santa Flora Industrial Compound, for a guided tour of our facilities. This tour formed part of the MEEI’s annual internship programme, aimed at exposing participants to key players within the energy sector and enhancing their understanding of the industry’s operations, challenges, and contributions to national development
The cohort of interns began the day with a brief overview of our business, through presentations facilitated by Keevin Richards for Engineering, Julien McCaster for Legal, and Arlene-Gorin-George for Corporate Communications. Following this, Michael Diaz led them on a bus tour to Gathering Station GS FC37, Wellsite FC468, and the Pt. Ligoure Tank Farm, where they were met by Reyos Seebaran and Alexander Caesar, who closed the tour.
The MEEI group of aspiring professionals was highly appreciative of and grateful for the insight provided to them embracing it as a valuable learning experience that complemented their academic and practical training.

THE HSE TEAM HELD THE JUNE 2025 SEMI-ANNUAL CONTRACTOR MEETING WITH A FOCUS ON MAINTAINING AND IMPROVING SAFE OPERATIONS WITHIN THE COMPANY. THEMED “ENHANCING PSYCHOLOGICAL SAFETY IN THE WORKPLACE THROUGH LEADERSHIP COMMITMENT AND TRUST”, THE AGENDA CENTRED AROUND EMPOWERING INDIVIDUALS TO SHARE THEIR IDEAS, CONCERNS, OR EVEN MISTAKES, WITHOUT FEAR OF NEGATIVE CONSEQUENCES OR PUNISHMENT. THE AIM WAS TO LEARN AND GROW THROUGH SAFETY DISCUSSIONS AND DELIBERATIONS.
Attendees were addressed by former Heritage CEO Erik Keskula, who emphasised leadership’s role in fostering a psychologically safe culture. They also heard from HSE Manager Osei Flemming-Holder, who outlined the contractor safety culture journey and road map milestones, and also reported on safety data.
Additional presentations were given by Heritage Landman, Dr. Lisa Mohammed, who gave an overview of the 2025 Safety Climate
Survey which showed strong participation and benchmark comparisons. Heritage Chief Operations Officer (COO) Patricia King provided operational updates across the Land, Offshore, Midstream and Engineering units. The meeting which concluded with an open discussion and closing remarks from then Land Leader, Kerry Rampersad, underscored Heritage’s commitment to continuous improvement, frontline engagement, and a culture of safety excellence.

With a focus on improving the company’s emergency response, the Offshore Business Unit conducted a Tier 2 Oil Spill Exercise simulation. The exercise simulated a leak on a main bulk riser which resulted in 25 barrels (bbls) of oil being released into the marine environment and causing impacts to fisherfolk vessels and the shoreline at Granville Beach.

A total of 31 residents of Cedros and environs participated in the training, which equipped them with critical life-saving skills, including cardiopulmonary resuscitation (CPR), wound care, emergency response techniques, and basic safety practices. Participants will be formally certified upon completion of the programme requirements.
On hand to witness the training and engage with participants were Minister in the Ministry of Energy and Energy Industries and Member of Parliament for Point Fortin, the Honourable Ernesto Kesar; Councillor for Cedros Shankar Teelucksingh; Heritage Directors Ronnie Sookoo and Joseph Lorant; and members of the Heritage Executive Leadership Team.
FIRST-AID TRAINING
This training is designed to enhance individual capacity while fostering community resilience. The programme equips residents with the knowledge and confidence to respond effectively in emergencies. It aligns with Heritage’s HSE mandate to place safety at the heart of its operations and community relations.
