Dear friends, Season’s Greetings to all our well-wishers and donors!! It gives me great pride in complimenting all authorities, agencies and Persons with Disabilities (Divyangjan) on the event of passing “The Rights of Persons with Disabilities Act - 2016” in both the Houses of Parliament. As an NGO, we await eagerly to assist in all endeavours in taking the benefits to the needy and facilitate inclusion. The ending of the Semester in this quarter kept the staff busy with achieving academic targets and streamlining the activities.

Nevertheless, the Donors meet on Founder’s Day on the 5th of October 2016, Instituting Dr. SRC Memorial Award, and participation in Conferences and Seminars, etc have been highlights of this quarter.

The First Dr. SRC Memorial Award was bestowed on Smt. Umashree, Hon’ble Minister for Empowerment of Different Abled and Senior Citizen, Women and Child Development, Kannada & Culture, Govt. of Karnataka.
• Initiate preventive and pre-emptive action to avoid conditions leading to disabilities
We are eagerly awaiting approval of the appropriate authority for starting of Post Graduate Diploma in Auditory Verbal Therapy – a course formulated by Rehabilitation Council of India, from 2017-18, so that the larger initiatives of the State and Central Govt. to provide Cochlear Implant surgery free of cost to the needy can be supported through scientific means by training professionals in Post Cochlear Implant Rehabilitation. The 32nd Governing Council Meeting held on 4th November, 2016 at Dr. SRCISH Board Room, and discussed the developments of the institute. The meeting of Bangalore Speech and Hearing Trust was held on 12th October, 2016 at Century Club, Bangalore and 21st December, 2016 at Dr. SRCISH Board Room, and issues related to developmental activities, allocation of funds and grants for various activities and academic achievements of the institute were discussed.

Events and Celebrations On the 5th of October, 2016, the institute celebrated Founders’ day, Dr. SRC Memorial Award ceremony and Donors meet. Hon’ble Justice Dr. M. Rama Jois, Former Governor of Jharkhand and Bihar was Chief Guest and delivered the Key Note address. The Dr. S. R. Chandrasekhar Memorial award was conferred on Smt. Mobile Clinic and Outreach Unit
In order to extend the reach of our services to the public, free speech and hearing camps were held at various locations in and around Bengaluru. Those who were found to be suffering from speech/hearing disorders were treated/counselled or referred back to the Institute for further detailed evaluations and intervention. In addition, an outreach branch of the Institute functions at Seshadripuram, where speech therapy services are provided. Sl. No.

Sunaad School for the Hearing Impaired Children’s Day was celebrated on the 14th of November, 2016. The students presented a versatile dance program.In addition, the teachers entertained the students with a dance, a magic show and a fashion show on this occasion. President Rtn P.L. Vijay Kumar and members of Rotary Club of Peenya gave away free hearing aids to the needy students. Thanks are due to Dr. Rekha Shetty, Chairperson of Sound of Music, Chennai for the Hearing aids. After the function, sweets were distributed to children. An inter-house competition was organized on 30th of November, 2016 in the School. The students came up with new ideas for their collages. Even the tiny tots from pre-school enjoyed and participated enthusiastically. In November and December 2016, as part of International Day of Persons with Disabilities, a series of competitions were organized at Bal Bhavan, Bangalore by Karnataka State Council for Child Welfare. Students from Sunaad School participated in the dance and painting competitions. Mahesh B.R. (III grade) came 3rd in the painting competition. Suresh P., Fahadh Arbaaz, R. Vignesh, Syed Furqan and Pallavi S., received consolation prizes. In the dance competition, Suresh, Yugender, Prashanth, Darshan and Ravishankar and Ruchitha, Zoya, Ellaivarasi, Amulya and Lavanya were awarded prizes. The Karnataka State Council for Child Welfare observed the International Day of Persons with Disabilities on the 3rd December, 2016 at Kanteerava stadium. Teachers, students and their parents attended the programmes. Students who had applied for scholarship to the DDWO, Government of Karnataka received it on the 21st of December, 2016. We sincerely wish them the best of luck in their academics. This quarter also welcomed distinguished visitors to Sunaad School. On the 14th of November, Peenya Rotary President Rtn. P.L. Vijay Kumar, and the Secretary Rtn. Meenakshi Sarath visited the school. On the 30th of December, the Head Mistress of Sheila Kothwala School, Mrs. Jessy Samuel and few other teachers interacted with the students. Sunaad School celebrated Christmas by setting up a crib and decorating it with stars and colourful tinsel. The students were given an explanation about Christmas. A merry Santa Claus brought great cheer to the students. Cakes and chocolates were shared by all. 12 | ISH LINK | January 2017

Sign Language Unit
On 3rd and 4th November, 2016, a child artist was trained in sign language for a film titled “Ram Rajya- Gandhi Tataandu Ondu Kanasu” at the Kanteerava Studio. In addition, the staff of the sign language unit were requested to be part of the cast in the film. The film is due for release in March 2017. On November 22nd 2016, Titan watch Company at Hosur, invited the staff from the sign language unit to train 16 of their Deaf employees regarding safety, cleanliness and discipline. Other concerns of the employees were also addressed. The training session was recorded by the franchise company. This quarter also included interpretation assignments for Ms. Kanika Agarwal (Deaf ) who was presenting a paper on ‘Bilingual System of Teaching for the Deaf ’, at the Azim Premji University Conference at Lalith Hotel Bangalore on the 8th of November, 2016.
Mr. Tollus (Deaf ), a graduate of Rochester Institute of Technology, USA accompanied by Mrs. Asha Chandramouli visited the institute and the school. The students were inspired by him and interacted with him. This quarter brought in several training sessions. Four psychology interns from Acharya College attended a half day sign language training session. In addition, 3 people joined the level ‘A’ sign language course. One of them works with Giftabled India and aims to teach the Deaf about Information Technology. Five people enrolled for the functional sign language course. One of them is a PIL Lawyer of Supreme Court and is undergoing the course for the purpose of teaching Law to Deaf students. Two hearing impaired individuals are being trained in functional English. Sign Language Interpreter services were provided for victims in a criminal case.
Sign language course for the 1st year BSLPA batch concluded and all the students faired well in the exam. Classes for the Students of D.Ed. SE (HI) are still in progress. A sign language workshop was conducted on 14th and 15th December, 2016 at Koppal District for teachers, staff and students of Samuha Samarthya, an organization that trains and helps the disabled farmers, women and children. The course was conducted bilingually and the participants were enthusiastic about the sign language activities. The group was provided with learning material. 14 | ISH LINK | January 2017

On 28th of October 2016, Diwalii was celebrated. The children listened, captivated to the stories of Narakasura and Bali Chakravarthi. They learned about the activities and celebrations of the festival, while being cautioned about the safety measures while bursting crackers. Puja to Goddess Lakshmi was performed, and sweets (Kajjaaya) were prepared by Mrs. Menaka (mother). Sweets were shared and crackers burst under strict supervision of the mothers and teachers. Children’s day was celebrated on the 11th of November 2016. The children participated in drawing and painting competitions, memory tests and sports. Mrs. Lovely George, Administrator of Dr. SRCISH distributed the prizes to the children. During the week preceding Christmas, children and their mothers visited the Saint Basillica Church, Shivajinagar. They were taught the spirit of Christmas and the nativity of Jesus. They visited the stalls which sold stars, Christmas trees and cakes. A crib was set up in the unit and cakes were baked. In the spirit of Christmas, gifts were exchanged.

Speech and Hearing Premiere League was held on 16th October 2016 by the Speech and Hearing Students Forum (SHSF) in Veterinary College Grounds, Hebbal. The matches were between the 3 speech and hearing institutes in Bengaluru. Students and staff of Dr. SRCISH secured first place in Girls’ Cricket, Boys’ Volleyball, Girls’ Throwball and Boys’ Football, and secured second place in Girls’ Tug-of-war and Boys’ Tug-of-War. Titles were awarded to players for their exceptional performance in the field. ‘Woman of the match/Series’ was awarded to Ms. Kusuma B.P. (2nd BSLPA) for Girls’ Cricket, ‘Player of the league’ to Mr. Anil Kumar (2nd BSLPA) and Mr. Suman N. (Clinical Supervisor, Department of Hearing Studies) for Boys’ Volleyball, ‘Player of the league’ to Ms. Tanvi (1st BSLPA) for Girls Throwball and ‘Best Player’ to Mr. Pradyumna Rao (2nd BSLPA) and
Mr. Darwin Jacob (1st BSLPA) for Boys Football. Hearty congratulations to the winners! As part of Sports and Culturals, indoor games including Chess, Carrom, Badminton, Table Tennis, Arm Wrestling, Darts and Skipping were played. Third year BSLPA students scored 450 points, followed by 2nd year BSLPA batch with 385 points. The 2nd year Masters Students secured 3rd place with 190 points, the 1st year BSLPA students with 75 points and the 1st year Masters with 40 points were in 4th and 5th position. Diwali was celebrated on 30th October, 2016. The entire campus was lit with traditional lamps and sweets were distributed to all. The spirit of Diwali was captured with the bursting of crackers and watching their beautiful display across the sky.

“The Rights of Persons with Disabilities Act - 2016” 1. “The Rights of Persons with Disabilities Act - 2016” is notified vide Gazette No.59 of 28th Dec., 2016. The salient features of the Act are: 2. Disability has been defined based on an evolving and dynamic concept. 3. The types of disabilities have been increased from existing 7 to 21 and the Central Government will have the power to add more types of disabilities. The 21 disabilities are given below: 4. Blindness 5. Low-vision 6. Leprosy Cured persons 7. Hearing Impairment (deaf and hard of hearing) 8. Locomotor Disability 9. Dwarfism 10. Intellectual Disability 11. Mental Illness 12. Autism Spectrum Disorder 13. Cerebral Palsy 14. Muscular Dystrophy 15. Chronic Neurological conditions 16. Specific Learning Disabilities 17. Multiple Sclerosis 18. Speech and Language disability 19. Thalassemia 20. Hemophilia 21. Sickle Cell disease 22. Multiple Disabilities including deafblindness 23. Acid Attack victim 24. Parkinson’s disease iii. Speech and Language Disability and Specific Learning Disability have been added for the first time. Acid Attack Victims have been included. Dwarfism, muscular dystrophy have has been indicated as separate class of specified disability. The New categories of disabilities also included three blood disorders, Thalassemia, Hemophilia and Sickle Cell disease. iv. In addition, the Government has been authorized to notify any other category of specified disability.
v. Responsibility has been cast upon the appropriate governments to take effective measures to ensure that the persons with disabilities enjoy their rights equally with others.
vi. Additional benefits such as reservation in higher education, government jobs, reservation in allocation of land, poverty alleviation schemes etc. have been provided for persons with benchmark disabilities and those with high support needs.
For strengthening the Prime Minister’s Accessible India Campaign, stress has been given to ensure accessibility in public buildings (both Government and private) in a prescribed time-frame.
Reservation in vacancies in government establishments has been increased from 3% to 4% for certain persons or class of persons with benchmark disability. The Bill provides for grant of guardianship by District Court under which there will be joint decision – making between the guardian and the persons with disabilities. xii. Broad based Central & State Advisory Boards on Disability are to be set up to serve as apex policy making bodies at the Central and State level. xiii. Office of Chief Commissioner of Persons with Disabilities has been strengthened who will now be assisted by 2 Commissioners and an Advisory Committee comprising of not more than 11 members drawn from experts in various disabilities. xiv. Similarly, the office of State Commissioners of Disabilities has been strengthened who will be assisted by an Advisory Committee comprising of not more than 5 members drawn from experts in various disabilities. The Chief Commissioner for Persons with Disabilities and the State Commissioners will act as regulatory bodies and Grievance Redressal agencies and also monitor implementation of the Act. xvi. District level committees will be constituted by the State Governments to address local concerns of PwDs. Details of their constitution and the functions of such committees would be prescribed by the State Governments in the rules. xvii. Creation of National and State Fund will be created to provide financial support to the persons with disabilities. The existing National Fund for Persons with Disabilities and the Trust Fund for Empowerment of Persons with Disabilities will be subsumed with the National Fund. xviii. The Bill provides for penalties for offences committed against persons with disabilities and also violation of the provisions of the new law. xix. Special Courts will be designated in each district to handle cases concerning violation of rights of PwDs.
The New Act will bring our law in line with the United National Convention on the Rights of Persons with Disabilities (UNCRPD), to which India is a signatory. This vii. Hearing Aids... From The Consumer’s Perspective Hearing aids have improved over decades making listening comfortable. But even now there is a stigma attached to it, there is always a population which refuses to wear the hearing aids on a regular basis. In this article I have focussed on addressing this issue from a client’s perspective.
1. I am having difficulty in hearing, what do I do now?
The thought of losing your hearing can be worrying. However, if you experience any of these situations, you may have hearing loss. • Others seem to mumble rather than speak clearly to you. • People often have to repeat things for you before you understand what they say. • You have difficulty understanding what is being said in noisy places, such as wedding or restaurants, even though other people manage to have conversations. • You find it hard to understand conversations when talking to a group of people. • You find it tiring to listen to conversations because you have to concentrate a lot to understand what is spoken to you. • Others think your television or music is too loud but you cannot hear it properly if they turn it down • You often have difficulty hearing on the telephone. In any case, if you experience any of the situation(s) listed above, or you are worried about your ears or hearing, contact your family doctor or take an appointment with an ENT specialist or an Audiologist near you.
2. Ok, what next?
Acknowledging that you might have hearing loss and accepting that you may need to take action is an important step, but remember that there is plenty of help and support available. Talk to your family, friends and colleagues. Make them aware of any difficulties you are having, so that they can provide you with the help and support that you need. And also get your hearing evaluation done.
3. Where do I get my hearing evaluation done?
Hearing evaluation can be done at any hospital, Institutional setup or private clinics offering audiological services. You also need to check if the practitioner working as Audiologist is registered under Rehabilitation Council of India (RCI). The educational level of the audiologist should at least be a Bachelor Degree in Audiology and Speech Language Pathology, obtained after a four year degree program. Often persons with Diploma in

4. What could have caused my hearing loss?
Most cases of hearing loss in adults are from damage to the inner ear, where tiny hair cells turn sound vibrations into nerve impulses that nerve cells carry to the brain. The most common causes are aging and cumulative effect of exposure to loud noises. A family history of severe hearing loss could signal that you’re at increased risk. As this kind of hearing loss is irreversible, and hearing aids are the best proven solution. A second, easier-to-treat type of hearing loss originates in the middle or outer ear and reversible problems such as impacted earwax, fluid build-up from an infection, or the use of certain medications. Older adults often have a mix of both types of loss.
5. Now that I have hearing loss due to ageing, what kind of hearing aid can I wear?
Hearing aids come in all different shapes, sizes and types. They have a built-in microphone that picks up sound, which is processed electronically in the hearing aid. The resulting ‘signals’ are then passed on to a receiver – like a tiny loudspeaker – where they are converted back into louder sounds that you can hear. Hearing aids can: • make sounds louder • help you hear on the telephone • some can reduce certain background noises, and above all • increase comfort in listening Some people think hearing aids will make your hearing poorer. This is not true – hearing aids will not make your hearing worse. But they won’t necessarily make sounds perfectly clear and you may still find it difficult to follow what people are saying in noisy places. Even then you will be comfortable wearing them then without them.

The different types of hearing aid are as follows: Behind the ear (BTE) hearing aids BTE aids have a earmould or a ear-tip that fits snugly inside your ear, while the rest of the aid rests behind your ear. Some models have twin microphones, which let you switch between all-round sound and a more directional setting that helps you focus on what you want to hear in noisy places.
BTE hearing aids with ‘open ear fitting’ have a small, soft earpiece at the tip of the tubing instead of an ear-mould.
Receiver in the ear (RITE) hearing aids Receiver in-the-ear / canal (RITE/RIC) aids are often smaller than BTE aids because some part of the device sits inside the ear. Like open ear BTEs, they can be easier to put in than an ear-mould. There are different RITE hearing aids for different levels of hearing loss. If your hearing loss is severe, you may need a type where the receiver sits in an earmould.
In the ear (ITE) hearing aids These fit entirely into your ear. The working parts are either in a small compartment clipped to the ear-mould or inside the moulded part itself.
Body worn hearing aids These have a small box that you clip to your clothes or put in your pocket. This is connected by a lead to the earphone. Some people find the controls less fiddly than those on smaller hearing aids. Some body-worn aids are very powerful. Bone conduction hearing aids These are for people with conductive hearing loss or people who can’t wear conventional hearing aids. They deliver sound through the skull via vibrations.
6. How much does a digital hearing aid cost?
Digital Hearing aids range from approximately 14,000/- to 2,50,000/- per unit. It depends on how the processing takes place in the hearing aid and also how natural the speech sounds in your hearing aid. The more natural your hearing aid sounds, the higher is the cost.
7. Should I take trial before buying a hearing aid?
Of course ‘yes!’ Based on the recommendations made by the Audiologist, you would be asked to try out each hearing aid and give accurate feedback regarding your hearing through that hearing aid. For making the fitting better, your audiologist would do some tests with and without hearing aid which would show which hearing aid helps you. You may also receive a sheet with questions which you would need to answer concerning the outcome with hearing aid. This would help your audiologist to ensure that the hearing aid recommended to you is useful. The trial of the hearing aid would be done in clinical setup. Some practitioners also give hearing aid on trial for some time, so that you can try them out at your home.
8. Is taking trial with one company hearing aid is better or should I try multiple brands? Company outlets will deal with only their hearing aids. Many other clinics may deal with more than one company hearing aids.
Completely in the canal (CIC) hearing aids These are even smaller than ITE aids, so they are less visible. They are unlikely to be suitable if you have severe hearing loss or frequent ear infections.
Each company hearing aid has its own technological advantage and the company that benefits one may not benefit the next. Anyhow you will be asked about your hearing preference on a day to day basis and then your audiologist would try hearing aids for you.
9. I have seen people wearing aid in one ear, should I wear two?
It depends on how much of loss is present in both the ears. More often than not, it would be best to wear both due to following reasons: a. Better understanding of speech b. Better understanding in group and noisy situations

As you know, inner ear problem can’t be cured. Hearing aids are like spectacles, they help to hear better and not cure the problem. As the aging progresses hearing may worsen, so there is a need to have follow-up evaluations every 6 months or as advised by your Audiologist.

The day you buy your hearing aid/aids, your audiologist will ask you to come for follow up after a week or two. You would need to observe the response from hearing aid and report it back to your audiologist so that sound from your hearing aid can still be made better so that it would provide maximum benefit.
It can take time – sometimes several months – for you to get used to wearing new hearing aids, as they will change how you experience sound. Things might not sound completely natural at first and your own voice might sound strange. But keep trying and you will find that hearing aids can make a huge difference to your life.
11. Should I wear hearing aid all the time, and will it cure my hearing problem?
Hearing aids can be worn all the time apart from when u sleep and take bath. You can’t wear them while you take bath because they are not completely water proof but splash proof. While sleeping, if you sleep with the hearing aid touching the pillow or bed, then it would result in whistle from hearing aid and is annoying.
In India, as of now devices such as hearing aids, spectacles are excluded from the health insurance policies. Some companies may have health policies which would cover the cost for their employees. Government employees have some schemes which would provide financial aid. Enquires about these can be done at the respective human resource department.
13. What should I expect from my hearing aid?
Your hearing aid is a device which is helping you in communicating in your natural environment. It is neither a replacement nor a complete solution to what your natural ears can do. Whatever is the level of hearing, most people find it helpful to watch people’s faces when in conversation. Everybody lip-reads to some extent, especially in noisy places. Gestures and expressions are also an important part of communicating. Even with hearing aids, learning to lip-read can be useful. Acceptance of outcomes and being practical about the solution will give you a sense of happiness.
