Findings highlight the relative strengths and weaknesses of each model, with recommendations for optimizing delivery mechanisms. A focus on digital tools and improved stakeholder coordination is presented, along with policy recommendations.

Key research gaps are identified, including the need for better risk-sharing strategies, the integration of digital tools in project monitoring, and the need for more comprehensive post-project evaluations. Several scholars have proposed performance-based contracts, enhanced financial structuring, and the adoption of advanced technologies to improve project outcomes.

3. METHODOLOGY

This research adopts a case study-based methodology to evaluate the effectiveness of the EPC, BOT, and PPP models used in NHAI highway projects. The study examines three selected case studies representing these models: NH44 (EPC), NH48 under HAM (BOT), and Eastern Peripheral Expressway (PPP). Data was collected through a combination of primary interviews, secondary project reports, and field observations. Performance metrics such as cost efficiency, time adherence, quality of construction, and risk allocation effectiveness were analyzed using SWOT analysis, comparative analysis, and thematic analysis techniques.

1.INTRODUCTION India's road transport infrastructure plays a critical role in economic growth and development. The National Highways Authority of India (NHAI) is responsible for the planning, development, and maintenance of over 1,45,000 km of national highways. As the demand for efficient transportation systems grows, NHAI has adopted various Project Delivery Models (PDMs), including Engineering, Procurement, and Construction (EPC), Build-Operate-Transfer (BOT), and Public-Private Partnership (PPP). However, challenges such as cost overruns, delays, and quality compromises persist. This research investigates the effectiveness of these delivery models by analyzing the performance of selected NHAI highway projects. The study aims to identify best practices, evaluate model-specific strengths and weaknesses, and provide recommendations for improving project delivery outcomes.

2. LITERATURE REVIEW This chapter critically examines existing literature on project delivery models, focusing on EPC, BOT, and PPP models in highway infrastructure. Various international studies have explored the effectiveness of these models, highlighting challenges such as cost overruns, delays, and stakeholder satisfaction.
