With neither sport, physical activity, nor health being EU competences, it may come as a surprise that EU-level decisions and instruments impact these ecosystems as muchastheydo.Couldyouexplainhowthe European institutions and Member States worktogetheronsportandphysicalactivitycurrently, for the future Erasmus+ funding programmeforexample?
While it is true that the EU does not directly legislate on sport or physical activity, our "soft power " and funding instruments have a profound impact. We act as a catalyst and a convener. The relationship between the Commission and Member States is guided by the EU Work Plan for Sport, a roadmap we agree upon together. This ensures that when we propose priorities, such as good governance, health-enhancing physical activity,inclusion,orsustainability,wearealso aligned with the priorities of national governments
Moreover, the Erasmus+ programme is an important instrument for this cooperation It is not a top-down grant scheme, but rather a response to the needs identified by stakeholders active in the field of sport and physicalactivity

BysettingstrategiccriteriaforErasmus+calls, we encourage organisations across borders toinnovateandsharebestpractices.Through EU programmes like Erasmus+, we contribute to creating an ecosystem where good practices in one country can eventually be spreadacrossthecontinent.
The many health benefits of sport and physical activity were also highlighted in the recently adopted EU cardiovascular health plan: 'the Safe Hearts Plan' This is a strategic plan which will support Member States to tackle the EU’s leading health challenge By enabling and promoting regular physical activity, we can bring about healthier communitiesandcitizensthroughouttheEU
The Commission’s strategic revision of the EuropeanSportModeliswidelywelcomed!In light of Europeans’ growing appeal for nonorganised, non-competitive and community-based activities, could HealthEnhancing Physical Activity (HEPA) be grantedamorecentralpositioninthefuture model?
We must recognise that the way Europeans exercise is changing. The 2022 Eurobarometer onsportandphysicalactivity clearlyshowed thatmanycitizenspreferinformalsettingslike parks, home workouts, and fitness centres over traditional structures. A modern EuropeanSportModelmustreflectthisreality. [1] We should acknowledge that the social value of sport isn't just in winning medals, but in keeping our population healthy and mentally resilient. Therefore, acknowledging and supportingnon-organised,community-based activity is not just an option, it is a necessity foraEuropeanSportModelthatissustainable andreflectsreality.
What opportunities does the upcoming revision of the Council Recommendation on Health-Enhancing Physical Activity hold? In light of the proven, cost-effective and untappedpotentialofHEPAforpublichealth results, could cross-sectoral collaborations be further fostered and enabled as part of a whole-systemapproach?
The upcoming revision of the Council Recommendation in 2027 is a major strategic opportunity. Since 2013, we have seen great progressin"administrativecompliance"where most Member States now have national physical activity policies. However, we have not yet seen a corresponding rise in participation rates. The revision is an opportunitytoworkonclosingthisgap.
ThenewRecommendationwillaimtobefitter for the future. We want to update the monitoring framework to reflect today’s urgent needs, particularly the mental health crisis among young people and the role of digitalisation Regarding cross-sectoral collaboration, the revision is a crucial tool to push for a whole-system approach We want to empower Sport Ministries to knock on the doors of Health and Finance Ministries with harddata
We need to move from encouraging cooperationtoestablishingframeworkswhere sport is recognised and funded as a costeffective public health prevention tool The revision could also be our opportunity to help mainstream HEPA into healthcare, urban planning, and education systems more effectivelyintheyearsahead
Our2025#BEACTIVE DAY campaignfocused on HEPA, demonstrating how public health priorities can be tangibly addressed by the fitness and physical activity sector at community level. Thanks to the coordinated effortsofourmembersandpartners,this5th edition activated over 829 700 participants, delivering real impact for the many. How important are these campaigns for the European Week of Sport, and most importantly,forEuropeans?
I am grateful to EuropeActive for their support tothe#BeActivecampaignandtheEuropean Week of Sport throughout the years. The #BEACTIVEDAY is one of the most successful initiatives coming from our partners and it is crucialforitssuccess.
EuropeActive'sconsistentsupportunderscores the critical role of collaborative efforts in addressing public health priorities, especially incombatingthemodern-dayinactivitycrisis. The campaign's widespread activation effectively demonstrates the impact that community-levelinitiativescanhave.
These campaigns are essential in making sport and physical activities accessible, enjoyable, and inclusive for everyone, irrespective of background or fitness level. By organising free events, they give people the opportunitytoexplorenewhealthclubs andsportdisciplines,whichcouldbethestart of a more active lifestyle. The initiative truly embodies the spirit of the European Week of Sport, motivating people to integrate physical activities into their daily lives, moving towards healthier,moreactiveliving.

Embedding the campaign’s final conference within Exercise for Health ensured that these grassroots achievements were showcased directly to EU policymakers and health representatives, significantly expanding the campaign’s visibilityandinfluence

The 2025 edition placed a strong emphasis on HealthEnhancing Physical Activity (HEPA), highlighting the role of regular movement in the prevention and management of non-communicablediseases(NCDs)such as cardiovascular diseases, diabetes, cancer and respiratory conditions. By promotingadapted,accessibleandinclusivephysicalactivity, the campaign demonstrated how exercise can support longterm health outcomes, improve quality of life, and reduce the burden on health systems. This focus reinforced the message that physical activity is not only a lifestyle choice, but a key componentofeffectivepublichealthstrategies.
Across participating countries, #BEACTIVE DAY events showcased inclusive approaches to physical activity, engaging people with disabilities, older adults, young people, and individuals living with chronic conditions through tailored and supportive programmes delivered in a wide range of communitysettings

Building on the momentum of 2025, the next edition of #BE wellbeing,recognisingmentalhealthasanessentialcomponentofoverallhealthandqualityoflife.

Physicalactivityisoneofthemosteffectiveandaccessibleprotectivefactorsformentalhealth.AcrossEurope, aroundoneinsixpeopleliveswithamentalhealthcondition,andmentalhealthchallengesremainamongthe leading causes of reduced quality of life, particularly also for young people. Evidence consistently shows that regular physical activity can reduce symptoms of anxiety and depression, improve sleep and cognitive function,buildemotionalresilience,andstrengthensocialconnection.However, these benefits are strongest when physical activity takes place in environments that are inclusive, supportive and psychologically safe, whereindividualsfeelwelcome,respectedandfreefrompressureorstigma.
As part of the 2026 campaign, EuropeActive will support organisers through dedicated capacity-building activities, including workshops, expert sessions and the publication of a MentalHealthandWellbeingGuide in spring 2026 The guide will provide practical guidance for the fitness and physical activity sector on how everydaysettingscanbettersupportmentalwellbeinginaresponsibleandmeaningfulway
#BEACTIVEDAYisopentoeveryone.Fromuniversitiesandcommunitycentrestogyms, outdoorsportspacesandpersonaltrainers,anyorganisationorindividualcantakepart byorganisingafreeandinclusiveactivity.Bybecominganorganiser,participantsjoina Europe-wide campaign that promotes physical activity as a powerful tool for mental health, wellbeing and social connection. On 16 December 2025, the European Commission published the EU Safe Hearts Plan, the first comprehensive EU-wide strategy dedicated to cardiovascular health. EuropeActive and its National Association members welcome the Plan as a major milestone in the EU’s response to cardiovascular disease (CVD), following our contribution to the Commission’s Call for EvidenceinSeptember2025.
CVDs remain the leading cause of death and disability in the EU, claiming 1.7 million lives annually and affecting 62 million people. Beyond the human toll, CVDs cost over EUR 282 billion each year, including EUR 47 billion in lost productivity. Without decisive preventive action, prevalence is projected to rise 90% and deaths by 73.4% between 2025 and2050.
The Safe Hearts Plan addresses this challenge through three pillars: prevention, early detection and screening, and treatment including rehabilitation Cross-cutting actions on digital innovation, research, and tackling inequalities reflect a comprehensive understanding of the patient’s pathway and theneedforEU-widecoordination.
Strong recognition of prevention and physical activity
EuropeActive particularly welcomes the Plan’s emphasis on prevention, the most costeffective approach to reducing CVDs. Nearly 80% of cardiovascular diseases are preventable through lifestyle changes, yet prevention accounts for only around 3% of EU healthcarespending.
ThePlanexplicitlyidentifiesphysicalinactivity asamajormodifiableriskfactor.Over25%of adults and fewer than 1 in 5 boys and 1 in 10 girls aged 5–17 meet WHO-recommended physical activity levels. The Commission commits:

To strengthen awareness via EU-wide campaigns such as #BeActive and the EuropeanWeekofSport,
And to continue funding through Erasmus+andEU4Health,
signalling growing recognition of physical activity as a cornerstone of CVD prevention andimprovedhealthoutcomes.
EuropeActive also welcomes the focus on children and young people. A missing piece: targets, funding and implementation

The HealthyLifestylesforEurope(HL4EU) project has officially entered its third and final year. Since its launch in January 2024, the consortium, led by EuropeActive, has been working to address an important and ongoing issue in Europe: promoting healthy lifestyles through physical activity in a policy landscapethatisfragmented,complex,andoftensiloed.
One of HL4EU’s flagship achievements to date is the Cross-Sectoral Good Practice Library. This growing collection brings together concrete examples of successful cross-sector collaborationfromacrossEuropeandbeyond. Designed as a one-stop shop for policymakers and stakeholders, the platform aims to showcase positive examples, connect like-minded actors, and help turn inspiration intoaction.
At a time when physical activity policy cuts across health, sport, urban development, transport, and active mobility, such shared learningisincreasinglyimportant.

Unlike many other policy areas, physical activity does not sit neatly within a single competence.Theresultisahighlyfragmented ecosystem, where alignment between EU and national levels - and across sectors - can be difficult to achieve. If there is one field that truly demands cross-sector collaboration, it is thisone.HL4EU’sworkrespondsdirectlytothat reality, making the project both timely and highlyrelevant.
Building on extensive desk research and the good practices gathered through the Call for Good Practice Sharing, the HL4EU consortium has moved into a more interactive phase of the project. So far, three virtual focus groups havebeenheld,withtwomoreplannedinthe coming month. These sessions bring together implementers of showcased good practices alongside other relevant organisations, creating space for deeper conversations on enablersandbarriersofeffectivecross-sector collaboration.

Each discussion is supported by interactive elements and AI-assisted facilitation to help steer conversations, uncover shared challenges, and dig beneath the surface. The gathered insights will feed directly into one of the project’s most important outputs: policy recommendations which we aim to keep practical, grounded, and useful. Thanks to a robust methodology that combines quantitative research with qualitative insights from focus groups, the policy recommendations aim to reflect both evidenceandexperienceontheground.
