Pak Socialite Arrested after Beheading of Former Diplomat’s Daughter By Pallavi Pundir

Islamabad: The son of a prominent businessman in Pakistan is currently in police custody after a woman was found beheaded at his house in a posh neighbourhood in Pakistan’s capital, Islamabad. The victim, 27-year-old Noor Mukadam, is the daughter of former diplomat Shaukat Mukadam, who served as Pakistan’s ambassador to South Korea and Kazakhstan. The Islamabad Police arrested Zahir Jaffer at the crime scene on July 20 and are charging him with premeditated murder. The gruesome killing has sent shock waves through the capital’s tight-knit influential community. In a press conference on July 22, Senior Superintendent of Police (Investigation) Ataur Rehman said, “Whenever someone’s brutal murder is carried out, we shouldn’t care about the financial position of the culprit even if they are the son of a very influential father.” Pakistanis are “watching” this case very closely, lawyer and women’s rights activist Nighat Dad told VICE World News. “There are fears that the accused will get bail and leave the country,” she said. “If the accused ends up going scott-free, it will feel like all women in the country have died. It will really show the reality of our

criminal justice system.” In a Twitter statement, Islamabad Police officials said that a special investigation team is “conducting a fact-based and strict investigation in accordance with the law.” In his report to the police, the victim’s father said he received a phone call from his daughter on July 19 saying she was going to Lahore with friends as they were preparing for Eid al Adha. The next day, he got a call from Jaffer, a famNoor Mukadam: Victim of a beheading. ily acquaintance, who told Police say they’re currently inhim that Mukadam was not terrogating Jaffer and household with him. Islamabad Police justice. Iyla Hussain-Ansari, a U.S. resitweeted photos from the crime scene that showed blood on the dent who had been friends with Mukadam for 13 years, told VICE floor and furniture.

World News that she remembers her as an innocent, talented and sweet person. “She was an artist and spent a lot of time volunteering in Islamabad,” Hussain-Ansari said. It is not clear what relationship Mukadam and Jaffer had, but Hussain-Ansari said it was “complicated.” She also said Mukadam had recently raised red flags about Jaffer. “Noor was an innocent, talented and sweet person. She was an artist and spent a lot of time volunteering in Islamabad,” said Iyla Ansari. “She was very kind to people, and Zahir’s negative behaviour caught her off guard,” she said. “He was not the nicest [person] to her by any measure even though they had been friends for a very long time.” Islamabad journalist Elia Rathore, who had also known Mukadam for over a decade, added that Jaffer was a well-known “harasser and predator” in the “tightly-knit” Islamabad elite social circle. “There are speculations that he used nefarious means to prey on and manipulate Noor’s innate kindness,” she said. Some tweeted about Jaffer suffering from schizophrenia. VICE

World News could not independently confirm this. In the press conference, Rehman said Jaffer was “completely in his senses,” adding that they’re focusing on his “mental frame of mind.” He also denied rumours that Jaffer was under the influence of drugs. “Initial findings indicated that the suspect was completely aware of his actions,” Rehman stated. “His mental health is not an excuse for what he did,” said Rathore. “I was informed by my friends that at the police station, he was laughing to appear like he is not in his senses.” Jaffer is also said to have received certification from an upscale psychotherapy and rehabilitation centre called TherapyWorks, through which he conducted counselling sessions with children. On July 21, the organisation distanced itself from Jaffer and stated that he did not complete his course, was “never ever given permission to see clients,” and is not on their list of authorised therapists. Jaffer’s mother is listed as one of their authorised therapists. “We’ve also seen our laws consistently allowing the rich and powerful to get away with crimes. In this case, too, the rich and powerful are involved,” said lawyer Imaan Zainab Mazari-Hazir. -Vice

New Delhi: Prime Minister Narendra Modi on Wednesday met US Secretary of State Antony Blinken and welcomed US President Joe Biden’s strong commitment towards strengthening the India-US strategic partnership. “Good to meet US Secretary of State @SecBlinken today. Harappa Site of Dholavira and Ramappa Temple Get UNESCO Status

Ruins of Harappan city Dholavira in Rann of Kutch, Gujarat. (Photo: Getty/Thinkstock).

New York: The Harappan city of Dholavira in Gujarat’s Rann of Kutch has found a place in UNESCO’s World Heritage list, making it the 40th world heritage property in the country. The UNESCO announcement on Dholavira, which was made Tuesday, follows the agency’s announcement listing Rudreswara Temple, also known as the Ramappa Temple, in Telangana as a world heritage site. India had submitted the nomination dossier for ‘Dholavira: A Harappan City to the World Heritage Centre’ in January, 2020. The site was on the UNESCO’s tentative list since 2014. It is one of the very few wellpreserved urban settlements in south Asia dating from the 3rd to mid-2nd millennium BCE. Spread over 22 hectare, the Harappanera metropolis is the fifth largest archaeological site of the Indus Valley Civilisation, dating back to around 3000 BC and is believed to

have been occupied till 1500 BC. It draws its name from present-day village Dholavira. Locally known as Kotda Timba, the expansive site was discovered in the 1960s by archaeologist Jagat Pati Joshi, who served as director general of Archaeological Survey of India (ASI) between 1987 and 1990. The site was excavated under the supervision of ASI archaeologist Ravindra Singh Bisht in the 1990s. Talking to The Indian Express, Bisht: “This is recognition of my work. I am surely very happy. It is also a great thing as Dholavira is the first Harappan site from India to be inscribed on the world heritage sites list of UNESCO. I am doubly happy because I worked on Rani Ki Vav in Patan which has also been declared as world heritage site of UNESCO.” The 77-year-old retired as joint director general of ASI in 2004. Gujarat Chief Minister Vijay

The Rudreswara (Ramappa) Temple is situated near Warangal. (Twitter/@narendramodi)

Rupani said: “It is a matter of immense pride that the @UNESCO has conferred the World Heritage tag to Dholavira, a Harappan city in Kutch. This shows the firm commitment of our Honourable Prime Minister Shri @narendramodi ji towards promoting Indian culture and heritage.” Prime Minister Narendra Modi described the site as an important link to India’s past. “Absolutely delighted by this news, Dholavira was an important urban centre and is one of our most important linkages with our past. It is a must visit, especially for those interested in history, culture and archaeology. I first visited Dholavira during my student days and was mesmerised by the place. As CM of Gujarat, I had the opportunity to work on aspects relating to heritage conservation…” The Rudreswara (Ramappa) Temple is situated near Warangal. An inscription dates it to 1213 and

says it was built by a Kakatiya General Recherla Rudra Reddy, during the period of the Kakatiya ruler Ganapati Deva. “Ramappa is the main Shiva temple in a larger walled temple complex, which includes several smaller temples and structures,” Raghvendra Singh, Secretary, Ministry of Culture (under which the ASI functions), told The Indian Express. It is built of sandstone with decorated beams and pillars of carved granite and dolerite. The inner sanctum is made of lightweight porous bricks. The sculptures, especially bracket figures, have their lustre intact. The temple was proposed by the government as its only nomination for the UNESCO World Heritage site tag for 2019. It has been in UNESCO’s tentative list since 2014. The World Heritage Convention’s operational guidelines say that a tentative list is like an inven-

tory of properties a country thinks should be on the World Heritage Site. After UNESCO includes a property in the tentative list, the country prepares a nomination document that will be considered by the UNESCO World Heritage Committee. In this case, the nomination was under Criterion I (Masterpiece of human creative genius) and Criterion III (bearing a unique or at least an exceptional testimony to a cultural tradition, which is living or which has disappeared). Earlier, the International Council of Historic Monuments and Sites (ICOMOS) had evaluated Ramappa’s heritage status. On Sunday, 17 of the 21 member nations supported the inscription. With this, India now has 39 sites on the UNESCO’s World Heritage List, and the Archaeological Survey of India is now the custodian of 23 world heritage sites. -- Indian Express

Olympics: Sindhu, Satish, Men’s Hockey into Qs, Mary Kom Bows Out

Tokyo: After Mirabai Chanu won the first medal for India on the opening day of the Tokyo Games, hopes of a second medal continue to grow. It was a good start to Day 6 for Team India. After the rowing team of Arjun and Arvind finished 11th, India’s best show at Olympics, Indian shuttler PV Sindhu beat Mia Blichfeldt in straight games to advance to quarters. Indian hockey men team gave a confident performance to beat reigning champions Argentina 3-1 and advance to quarterfinals. Boxer Satish Kumar won his first match to advance to quarterfinals. Archer Atanu Das stunned London Olympics gold medallist Oh Jin-Hyek to enter pre-quarterfinals. Meanwhile, Manu Bhaker finished 5th with a score of 292 while Rahi Sarnobat stands at 18th spot with a score of 287 in 25m women’s pistol qualification precision stage. Mary Kom put up a valiant fight but lost by a 3-2 margin in her Round of 16 clash to bow out. Anirban Lahiri and Udayan Mane are also in golf action for India. The big setback in the day from an Indian perspective came in the second half of the day as Mary Kom lost by a 3:2 verdict in her Round of 16 match. Who is to question the heart and willpower of Mary Kom? But if Thursday was the last bow, it was a fitting way for her to leave the ring. With high stakes and odds stacked against her, Mary Kom

Badminton star PV Sindhu, boxer Mary Kom and archer Atanu Das made news for India in the Olympics

went down fighting. In the flyweight quarterfinals at Tokyo Olympics, Ingrit Valencia of Colombia beat Mary by a 3-2 split decision. The 38-year-old Indian lost the battle of the bronzemedallists by a razor-thin verdict, despite winning the last two rounds. With the Olympics having an age cap of 40, Thursday’s outing proved to be her last bout at the event. The result, for all means and purposes, was decided in the first round. The bell rang, and Valencia ran at Mary, almost to prove a point. Had she persisted with the pressure, Mary would have countered her way to victory. But Valencia dropped back after the opening skirmish, and played the waiting

game. More than the punches she threw, Valencia impressed with the punches she evaded. The Colombian, through sharp footwork and clever feints, made Mary miss. Mary, on the other hand, whiffed on a combination in the dying seconds, Valencia landed a punch at the bell. And that was that. Valencia took the first round 4-1. With the open scoring system at the Olympics, the corners know where their boxers stand. The Colombian decided to sit on the lead, but Mary used years of experience and grit to close the gap. The exchanges were even, but there was urgency in her movement. She won the second round on three scorecards. The stakes were high — but

when have they never been. Two years ago, Mary had beaten Valencia in the World Championships quarterfinal to become the most decorated boxer at the event. More importantly, it was the six-time champion’s first Worlds medal in the 51kg Olympic category. The pandemic stole all momentum, leaving Mary older, and slower, by a year. “You have to press if you want to win this,” women’s high performance director Raffaele Bergamasco bellowed at the end of the second round. There was no frustrated crosstalk. Mary nodded, and she pressed. Mouth open, legs and lungs burning, Mary kept bouncing. She kept looking for openings, kept setting traps for the

Colombian. Three of the five judges thought she had done enough to win the final round. Playing in his second Olympics, India’s Anirban Lahiri got off to a solid start, carding a 4-under 67 in the first round to be placed tied 8th at the weather-hit Tokyo Games golf competition at the Kasumigaseki Country Club here on Thursday. The former Asian Tour No. 1 Lahiri had six birdies against two bogeys and shared the 8th spot with Paul Casey (Great Britain) Alex Noren (Sweden) and Sebastian Munoz (Mexico) at the end of the day. The other Indian in fray, Udayan Mane, who made the field of 60 at a late stage, had a fine start at 2-under after eight holes. But he finished at 5-over 76 and was last on the leader-board. Swimmer Sajan Prakash finished second in his Heat but that was not enough to advance the semifinals of the men’s 100m butterfly event as India’s underwhelming campaign at the Tokyo Olympics ended here on Thursday. Prakash, who also competed in the 2016 Rio Olympics, finished second in the second-slowest heat with a time of 53.45s The cut was placed at 51.74s. The 27-year-old from Kerala, finished 46th among 55 swimmers. The top-16 progressed to the semifinals. -- Indian Express

‘Hungama 2’: Stale Wine in an Old Bottle

By Shubhra Gupta ‘Hungama 2’, a remake of the Malayalam original ‘Minnaram’, gives us characters who keep popping up in Priyan’s universe. A patriarch (Ashutosh Rana) is kept busy barking at his son (Meezan) who is about to tie the knot, who in turn has to solve a knotty problem in the shape of a young woman (Pranitha) and a baby. A wannabe

cuckold (Paresh Rawal) keeps a very suspicious eye on his much younger, attractive wife (Shilpa Shetty). A would-be father-in-law (Manoj Joshi) shows up, and some random worthies swan in and out of the storyline at will, without either them or us batting an eyelid, because this is a Priyan comedy, and no one’s wasting any time looking

for sense. If the action had been confined to the colourless characters played by Meezan and Pranitha, the film would have been a non-starter; both compete for blankness, and the former wins hands down. Only a couple of people keep you from fleeing. Ashutosh Rana does a marvellous job of a martinet who is, by turn, censorious and silly, bushy walrus moustache to the fore. And Shilpa Shetty looks as astonishingly svelte as she used to: her jhatkas in “Chura Ke Dil Mera” redux are jaw-dropping, even though you never really buy her odd couple ‘jodi’ with Paresh Rawal. The latter, a Priyan staple, is as comfortable here as he has been in all his appearances. -IE even though the films themselves are firmly set upon a curve of diminishing returns. -Indian Express

‘Feels Like Ishq’: Breezy & Sweet

Netflix is on a roll with its slate of anthologies. After exploring fear, lust, absurd and Satyajit Ray, they have zeroed in on love with Feels Like Ishq. Eschewing messy relationships and the dark side of romance, Feels Like Ishq embraces first rush of love. Breezy, endearing and with a lot of heart, Feels Like Ishq explores the various shades of love and affection with a small baggage of complications and uncertainties. The latest offering from Netflix features six stories from directors Ruchir Arun, Tahira Kashyap Khurrana, Anand Tiwari, Danish Aslam, Jaydeep Sarkar and Sachin Kundalkar. From commitment phobia to meet-cute tales and crushes, the series sets out to explore romantic notions of love at different stages of life. While Tahira Kashyap’s Quaranteen-Crush portrays the heartaches of school crushes, Ruchir Arun’s Save The Day(te) is the story of a wedding planner and a bridesmaid trying to find a missing bride. In

Danish Aslam and Sulagna Chatterjee’s story of She Loves Me, She Loves Me Not, a woman falls in love with her colleague, but is unsure of revealing it to her. Meanwhile, in Jaydeep Sarkar’s Ishq Mastana, two activists fall in love, during a protest. In Anand Tiwari’s Star Host, Rohit Saraf’s Aditya collides into Simran Jehani’s Tara by accident, literally. Opposites attract, as he loves nature and she doesn’t want to go anywhere near it. Aditya is the quirky host, who has put up his Mahabaleshwar home for rent, so that he can save enough to go and see the Northern Lights. Enter Tara, who is in the midst of a break-up. After several moments of awkwardness, an affectionate bond begins to develop between the two, albeit tentatively. The little story is wholesomely enjoyable and the most endearing part of it is that it has no sermon to preach, or a life lesson to bestow on the viewer. -- Indian Express

Mama’s Punjabi Recipes

In the cold, rainy weather that we’ve been having lately, nothing tastes better than some warm breakfast full of wonderful aroma to brighten up the morning! And this super-easy recipe can do just that as it enhances plain bread into a cross between a French toast and a donut. Below is a reprint of Mama’s Mitthi Bread or Shahi Tukdre recipe, which is a favorite treat made and eaten in the winter months. It is reprinted with some

Mitthi Bread or Shahi Tukdre (SWEETENED FRIED BREAD)

Most people think that Punjabis enjoy their paranthas the most of all types of breads, but the truth is that they enjoy breads cooked in many ways. And when they can’t get any kind of cooked roti, they will just as easily turn to regular bread with sabzi, toast with butter and jam or the crispy ready-made husks eaten dipped in a cup of milky tea. Sometimes when there isn’t enough time to make a delicious sweet dish, an imaginative Punjabi will turn to this easy recipe, which uses bread and is not only simple but also greatly appreciated by guests. If you happen to have some left over chasni (sugar syrup), then this dish is even faster to make. Mitthi bread, better known as shahi tukde, is also popular in Rajasthan and Hyderabad, but some say it is best connected to a region called Awadh in Uttar Pradesh. This region was sometimes referred to as Oudh (derived from the Hindi name Ayodhya) whose capital was Lucknow.

The other ingredient in this dish is rabdi or thickened, evaporated milk that is poured all over the bread which soaks it up. Ingredients: • 6 slices of bread - (bleached white and sliced) • 1 ½ cups chinni (sugar) • 1 cup pani (water) • ½ gallon doodh (milk) – whole milk is best • Vegetable or sunflower oil for frying • Condiments to your taste: kishmish (raisins); saunf (fennel seed) • Dry fruits to your taste: badam (almonds – peeled and slivered); piste (pistachios – halved or pieces) Directions: 1. To make the chasni, pour sugar into a bowl and slowly add warm water while mixing thoroughly with a spoon. 2. Meanwhile, pour the milk into a large saucepan and bring to a boil. Turn the heat down to medium and

keep stirring to make sure it is not sticking to the bottom otherwise it will give a burnt smell. Keep stirring till the milk is thickened and only ¼ remains, take off the heat and set aside. 3. Cut the slices of bread into four squares, then fry in the oil till each side is golden brown. 4. Dip the hot pieces into the chasni and take them out with a strainer to drip. 5. Spread the pieces in a large flat pyrex baking dish and arrange in two layers. 6. Pour the rabdi, covering the layer of fried bread.

7. Sprinkle the top with slivered almonds, pistachios, raisins and fennel seeds. Place in the fridge to chill before serving. .
