Andhra CID begins probe into Tirumala Parakamani theft case

Tirupati, Oct 14 (IANS) The Crime Investigation Department (CID) of Andhra Pradesh, on Tuesday, began a probe into the Parakamani theft case at Sri Venkateswara Swamy temple in Tirumala.

A CID team led by CID Director General Ravi Shankar Ayyanar began the probe into the case that dates back to 2023.

The team visited Parakamani (coins and currency notes counting centre) at the famous hill shrine and seized the records

pertaining to the case registered at Tirumala One Town Police Station.

The CID team launched the probe a day after the Andhra Pradesh High Court pulled up the police department and the DGP for not implementing its orders on the petition challenging the closure of the Parakamani theft case in the Lok Adalat.

The theft had occurred in March 2023. C. Ravi Kumar, an employee of Tirumala Tirupati Devasthanam (TTD), was caught while stealing 920 dollars from Parakamani.

Recently, a petition was filed in the Andhra Pradesh High Court stating that there was no investigation in the theft case. The

The exercise, which followed Defence Minister Rajnath Singh’s recent visit to Australia, reaffirmed the deepening defence cooperation between the two nations.

Around 120 troops from the Indian Army are in Australia to participate in the Exercise AUSTRAHIND with the Australian Army at the Irwin Barracks.

The joint drill, which runs until October 26, focuses on fostering camaraderie and reinforcing the spirit of partnership and mutual trust between the two forces.

AUSTRAHIND 2025 is aimed at enhancing military cooperation, improving interoperability and providing a platform for participating armies to exchange tactics, techniques and procedures in the domains of sub-conventional warfare in urban and semi-urban terrain. The exercise focuses on joint company-level operations in open and semi-desert terrain, wherein troops would undertake missions ranging from joint planning, tactical drills, and special arms skills.

General Dwivedi said that peacekeeping in the modern era faces challenges of "unprecedented scale and complexity," with the global order

standing "at an inflection point" marked by more than 56 active conflicts and the involvement of nearly 19 nations.

He cited the rise of disruptive technologies, the growing role of non-state actors, hybrid warfare, and disinformation as factors that have blurred traditional boundaries of conflict.

"A peacekeeper, apart from being a security provider, is a diplomat, a technology enthusiast, a nation builder in far-flung areas, and also may be the only media for the flow of information in conflict zones," he said.

Emphasising the need to adapt, he said nations must integrate advanced technology into operations, enhance rapid deployment capabilities, and foster interoperability among troop-contributing countries. "Collaborative training and innovative resource management will be essential to sustain missions in the long run," he added.

He said under Aatmanirbhar Bharat, India has developed costeffective indigenous technologies that strengthen peacekeeping missions in the form of land mobility platforms, secure communications, surveillance systems, UAVs and medical support solutions.

He highlighted the Indian contribution to involving women peacekeepers. “India has been a pioneer in this domain. Our all-women Formed Police Unit deployed to Liberia in 2007 became a global symbol of empowerment. Their professionalism and compassion inspired a generation of Liberian women to join their national police.”

FM Sitharaman highlighted that India’s institutional and policy framework has been instrumental in positioning the country as a global hub for emerging technologies like AI.

The Finance Minister also lauded the role of Andhra Pradesh Chief Minister N. Chandrababu Naidu in promoting technology-led growth, recalling his earlier contributions in developing Hyderabad as an IT hub.

“With his vision and experience, Andhra Pradesh is the right place to host India’s first AI hub,” FM Sitharaman said.

FM Sitharaman emphasised that both the central and state governments are working in harmony to ensure India stays ahead in the global AI race.

“India today is in a phase where policy is pushing ahead much before many others can even absorb it. This has created healthy competition among states, which is ultimately good for the country,” Finance Minister said.

Andhra CID begins probe into Tirumala Parakamani theft case

New Delhi, Oct 10 (IANS) Union Home Minister Amit Shah underscored that granting citizenship to persecuted minorities—Hindus, Sikhs, Christians, Buddhists, Jains, and Parsis—from Pakistan, Afghanistan, and Bangladesh fulfils a historic promise made by India’s leaders.

It is a commitment realised through the Citizenship Amendment Act (CAA) under Prime Minister Narendra Modi’s leadership.

HM Shah accused opposition parties of spreading misinformation about the CAA, asserting that it corrects decades of governance lapses by offering refuge to those facing religious persecution in neighbouring countries post-independence.

He emphasised that every minority victim of such oppression has a rightful claim to sanctuary in India, drawing a firm line between refugees and infiltrators—those entering illegally for economic or other reasons.

"India is a nation, not a dharamshala," HM Shah declared, stressing the duty to curb illegal entries. He highlighted demographic concerns, noting that while Gujarat and Rajasthan are border states, West Bengal has become a hotspot for infiltration

due to "vote bank politics."

HM Shah also criticised the Congress-led partition on religious grounds as a grave error, linking it to current challenges, and advocated for the Election Commission's Special Intensive Revision (SIR) as a constitutional mandate to purify voter lists.

TN to install rooftop solar panels on state govt buildings, reduce power bills

Chennai, Oct 7 (IANS) In a major push to cut power costs and promote clean energy, the Tamil Nadu Green Energy Corporation Limited (TNGECL) has invited bids to install 40 MW of gridconnected rooftop solar systems on government buildings across the state.

The move is expected to help state departments lower their electricity bills, many of which have been overdue for months, burdening the state’s power utility. “This is the first time we are taking up such a large-scale solar project for government office buildings across Tamil Nadu,” a senior TNGECL official said.

Previously, the Tamil Nadu Energy Development Agency (TEDA) -- now functioning under TNGECL -- installed solar panels in 250 schools with a combined

capacity of 1.5 MW.

“Though some government offices already have solar systems, we do not have proper data on them,” the official added.

TNGECL had initially planned a 200 MW rollout, but is starting with 40 MW in the first phase.

The projects will be implemented under the Renewable Energy Service Company (RESCO) model through tariff-based competitive bidding.

Developers will set up and maintain the systems at no upfront cost to the government and sell the power at a pre-fixed tariff. The installations will work under a net feed-in mechanism, feeding surplus power back into the grid.

In the initial phase, rooftop solar projects will come up in Chennai, Chengalpattu, Kancheepuram, and Tiruvallur.

The Chennai Corporation has already shortlisted about 105 buildings, and site inspections are underway.

Priority will be given to

government offices with electricity loads above 5 kW or bulk consumption. Roof areas required will range from 2,000 to 10,000 sq ft per building.

As per the tender, a pre-bid meeting will be held on October 8. Online bid submissions will be open from October 15 to 27, with technical bids scheduled to be opened on October 28.

Bidders must provide an earnest money deposit of Rs 50 lakh and a performance bank guarantee of Rs one crore per MW within 15 days of signing the agreement.

TNGECL has estimated installation costs at about Rs 6 crore per MW, though the final figure will depend on market conditions. Officials said once completed, the solar systems could reduce monthly electricity bills of government buildings by 40-50 per cent, easing the Tamil Nadu Generation and Distribution Corporation’s (Tangedco) struggle to recover nearly Rs 2,000 crore in unpaid dues from government offices and local bodies.

Arunachal targets 35,723 hectares under oil palm cultivation by 2025-26: Governor

Itanagar, Oct 6 (IANS) Arunachal Pradesh Governor Lt. General K.T. Parnaik (Retd.) on Monday said that the oil palm cultivation has already expanded by 4,690 hectares in the state, benefiting nearly 2,000 farmers under the ‘Per Drop More Crop’ scheme. Looking ahead, the Governor said the state has set an ambitious target of bringing 35,723 hectares under oil palm cultivation by 2025-26. Lt. General Parnaik (Retd.) on Monday visited a 4-hectare oil palm farm of progressive farmer Miti Megu Perme in Bosi Didum Village in Pasighat district. The Governor’s visit was aligned with the state government’s efforts to promote oil palm cultivation across Arunachal Pradesh.

The establishment of the country’s first crude palm oil mill at Roing and the new factory coming up at the Industrial Growth Centre, Niglok, are boosting farmer confidence and ensuring sufficient processing capacity for the future, he said.

palm cultivation is not merely an agricultural activity but a vision for economic growth, farmer empowerment, and national self-reliance or Aatma Nirbhar. He noted that India, despite being one of the largest consumers of edible oil, continues to depend heavily on imports.

Promoting oil palm, therefore, is a strategic step by reducing import dependency, strengthening the rural economy, and ensuring price stability for consumers. Highlighting Arunachal Pradesh’s potential, the Governor said that the state’s fertile soil, favourable climate, and abundant rainfall make it ideal for oil palm plantations. For farmers, it offers a steady income, long-term security, and better returns than most other oilseeds, while also creating opportunities for agrobased industries.

He commended the state government for prioritising oil palm cultivation, and the policy not only aims to enhance farmers’ livelihoods and generate employment but also supports the national goal of self-reliance. In doing so, it is attracting investment, improving rural infrastructure, and building stronger market linkages, he said.

SC directs notices to be served to Centre, TN on petition seeking decommissioning Mullaperiyar dam

New Delhi, Oct 13 (IANS) The Supreme Court on Monday directed notices to be issued to the Central government and the State of Tamil Nadu on a petition seeking decommissioning of the century-old Mullaperiyar dam in Kerala and construction of a new dam at the same site. The petition was filed by a Kerala-

based organisation, Save Kerala Brigade and it was the Bench of Chief Justice of India B.R. Gavai and Justice K. Vinod Chandran that directed the notices to be issued.

Gavai remarked that Mullaperiyar dam is one of the oldest dams.

Senior Advocate V Giri, appearing for the petitioner concurred and submitted that it was 130 years old.

However, he pointed to the problems with the dam. "But the life of about 10 million people are at the risk of loss," he said.

He further pointed out that, "but you have to explain what exactly

is the problem because if another dam is built then Tamil Nadu water...?" The Mullaperiyar Dam, constructed by the British over a century ago, has long been a source of friction between Tamil Nadu and Kerala.

Kerala has repeatedly raised safety concerns, citing the dam’s age and structural vulnerability, while Tamil Nadu maintains that the dam is structurally sound and safe.

Although the dam and its catchment area lie within Kerala, the reservoir’s water is vital for Tamil Nadu, serving as a lifeline for five districts in the state.

Committed towards delivering six more ASW SWCs to Navy within schedule: GRSE

The Navy will receive six more Anti-Submarine Warfare Shallow Water Crafts (ASW SWCs) well within schedule, Commodore P R Hari, IN (Retd), chairman and managing director, Garden Reach Shipbuilders and Engineers (GRSE) Ltd, assured during the commissioning ceremony of the INS Androth at the Naval Dockyard in Visakhapatnam.

The INS Androth is second in a series of eight ASW SWCs being built by GRSE for the Navy.

“GRSE is proud to build these highly potent ASW SWCs for the

Indian Navy, and we are confident of delivering the balance ships of the project as per the contractual delivery schedule,” Cmde Hari said.

The ship was delivered by GRSE on September 13, 2025.

Named after Androth Island in the Lakshadweep Archipelago, this warship is also the second warship of this class on which an indigenous 30 mm Naval Surface Gun (NSG), manufactured by GRSE, has been fitted.

The Indian Navy has placed an order for 16 Advanced ASW SWCs, with eight (08) to be built by GRSE and eight (08) to be built by Cochin Shipyard Ltd. GRSE has already delivered the first two of these 16 vessels.

ASW SWCs have nearly 88 per cent indigenous content, displaying GRSE’s commitment

towards the Government of India’s Atmanirbharta and ‘Make in India’ vision.

These ships are capable of fullscale sub-surface surveillance of coastal waters, as well as Search and Attack Operations. They can also carry out coordinated anti-submarine operations with aircraft. These ships have Combat Management Systems on board and will be armed with lightweight torpedoes as well as anti-submarine warfare rockets. These ships will have a complement of 57 personnel, including seven officers. With three water jets (fitted to marine diesel engines), Androth is extremely agile and maneuverable. A great advantage is that she only requires a draught of 2.7 metres, allowing her to access the coasts easily in search of sub-surface threats.

India-Qatar bilateral trade can surpass $28 billion by 2030: Piyush Goyal

New Delhi, Oct 7 (IANS) The bilateral trade between India and Qatar, standing at around $14 billion, could be doubled by 2030, with a renewed focus on promising sectors such as electronics, automobiles, pharmaceuticals, processed food, textiles, gems and jewellery, IT, and emerging high-tech industries and solar energy, according to Commerce Minister Piyush Goyal.

He also underscored the importance of greater business interactions, and the success of the first face-to-face Joint Business Council meeting in fostering deeper economic ties.

Goyal co-chaired the Qatar–India Joint Commission on Economic and Commercial Cooperation with H.E. Sheikh Faisal bin Thani bin Faisal Al Thani, Minister of Commerce and Industry of Qatar.

The event focused on strengthening bilateral trade and investment ties, addressing existing trade barriers and nontariff challenges, and identifying new opportunities to boost economic cooperation across key sectors.

Both sides reaffirmed their shared commitment to pursuing an ambitious India-Qatar Comprehensive Economic Partnership Agreement. Patna, Oct 6 (IANS) After the Election Commission announced the schedule for the Bihar Assembly elections, Jan Suraaj party founder Prashant Kishor expressed confidence that his party would emerge victorious this time.

Responding to media questions, Kishor laid out his party’s electoral arithmetic.

“Last time, both alliances together received 72 per cent of the votes. The remaining 28 per cent will come to Jan Suraaj this time. As per several surveys, both alliances will lose around 10 per cent of their vote share, which will shift towards us. This means our total vote share will rise to around 48 per cent,” he said confidently.

Referring to critics who called Jan Suraj a ‘vote-cutter’ party, Kishor said, “We take this as a medal. We will cut so many votes from both alliances that they will be wiped out.”

Welcoming the two-phase election schedule, Kishor said, “We have been studying all along, and now that the exam has been announced, our tension is gone.

Today marks the end of bonded labour for the people of Bihar. This time, people will not vote for Modi, Nitish, or Lalu, but for the future of their children.”

Outlining his vision, the Jan Suraaj Party founder added, “We want to build a Bihar where people from Uttar Pradesh and Maharashtra will come to study and work.”

He also took a sharp dig at Chief Minister Nitish Kumar, saying, “Nitish Kumar inaugurated the Patna Metro on Monday. That was his last inauguration. We have already said that next time, he will not eat curd and chuda at the Chief Minister’s residence on Anne Marg.”

Kishor also remarked that holding elections in two phases was a good move.

“Earlier, elections were held in several phases so that Narendra Modi could hold more rallies. But now, even the BJP has realised that Modi’s rallies won’t make a difference, so the elections should be completed quickly,” he said.

Meanwhile, Jan Suraaj Party’s national president Uday Singh also welcomed the poll announcement.

Wi Sung-lac on Monday stressed the need to swiftly repatriate South Koreans from Cambodia amid a rise in job scams and illegal detentions targeting nationals, the presidential office said.

Wi made the remarks while presiding over the inaugural meeting of a pan-government task force established to devise countermeasures amid public outcry and safety concerns, especially following the torture and death of a South Korean college student in the Southeast Asian country in August.

"Wi said that the immediate return of citizens in danger must be prioritised on humanitarian grounds, urging the authorities to respond without delay, while legal action against any criminal activities committed by detained

individuals is to be expected," presidential spokesperson Kang Yu-jung told a press briefing, Yonhap News Agency reported.

"He also instructed officials to consider a phased repatriation, if necessary. To prevent further harm, the government is reviewing the option of dispatching investigative personnel to Cambodia to coordinate with local authorities for investigation and to assess the situation regarding the rescue of the people," she added.

The meeting brought together officials from the ministries of foreign affairs and justice, and the National Police Agency, the office said.

Earlier in the day, Foreign Minister Cho Hyun said during a parliamentary audit of his ministry that the government is working to come up with "extraordinary measures" to address such cases in Cambodia.

"What we are currently discussing with Cambodia is the possibility of dispatching personnel to bring all those awaiting return back by plane," Cho said.

On August 8, a South Korean university student was found dead inside a black car near Bokor Mountain in Kampot Province, Cambodia. Two Chinese suspects, who were in the vehicle at the time, were arrested.

Lima, Oct 11 (IANS) Peruvian Congress leader Jose Jeri was sworn in as the country's president, shortly after the Congress removed former President Dina Boluarte from office.

Peru's lawmakers demanded that Boluarte appear at a Congress session to defend herself before voting to approve her impeachment on Thursday night. But Boluarte did not attend the meeting.The Congress passed the impeachment against her shortly afterward on Friday, Xinhua news agency reported.

Jeri, 38, took the oath of office shortly after midnight, pledging to serve until July 26, 2026.

In a brief televised address, Jeri said he assumed the presidency "through constitutional succession," as there was no vice president to replace Boluarte. He

vowed to take "immediate action" against insecurity, calling crime the main enemy Peruvians face every day.

"These criminal organizations are our enemies today," Jeri said, adding that the fight against crime would rely on the National Police and the Armed Forces. He also pledged to ensure "transparent, legal and neutral" elections in 2026, when Peruvians are scheduled to choose a new president, Congress and Senate. Jeri has served as Congress president since July 26.

Pakistan, under its Army Chief Asim Munir, has institutionalised a policy of exporting fear through which journalists are killed or silenced, party workers harassed abroad, families punished at home, and generals issue threats overseas with impunity, a report has cited.

It added that what started as censorship of domestic journalists has evolved into a system of transnational repression targeting entire political movements.

According to the report in European Times, Pakistan’s turn towards transnational repression has intensified under Munir due to the absolute power he has consolidated.

“In the last three years, since Munir became Army Chief, the state’s coercive arm has extended well beyond Pakistan’s borders, targeting journalists, activists, and increasingly, political opponents in the diaspora. What once seemed unthinkable, Pakistani authorities reaching into different countries to

intimidate citizens has now become routine. The message is clear: criticism of the army, whether from Karachi or New York, will not be tolerated, and retribution can follow anywhere,” the report detailed.

It stressed that the most visible casualties of this strategy are journalists, whose cases highlight the scope of Pakistan’s transnational reach. In October 2022, the report said, Pakistani senior television anchor Arshad Sharif, who had fled sedition charges and military threats, was gunned down in Kenya. Although Kenyan courts later ruled his killing unlawful, justice remained elusive, with doubts over the Pakistani military’s involvement lingering.

“In March 2025, investigative reporter Ahmad Noorani published a report exposing Munir’s expanding influence; within days, his brothers in Islamabad were abducted, and a colleague in Balochistan disappeared. Soon after, his YouTube channel was blocked in Pakistan as part of a cybercrime investigation. These cases were condemned internationally as examples of extraterritorial repression. They represent the bluntest signal that even the dissent abroad is no safer than dissent inside Pakistan,” the report stated.

120 Indian Army troops reach Australia for Exercise AUSTRAHIND

Canberra, Oct 13 (IANS) In a significant boost to defence cooperation between India and Australia, around 120 troops from the Indian Army have arrived in Australia to participate in the 4th edition of Exercise AUSTRAHIND 2025 with the Australian Army, starting Monday at the Irwin Barracks in Perth.

The joint drill, which runs until October 26, focuses on fostering camaraderie and reinforcing the spirit of partnership and mutual trust between the two forces.

“The High Commission welcomes 120 troops from the Indian Army to Australia for participation in the 4th edition of Exercise AUSTRAHIND 2025 with the Australian Army from 13 - 26 October. Exercise AUSTRAHIND 2025 will further strengthen Defence Cooperation and foster camaraderie between Indian and Australian Army troops, thereby reinforcing the spirit of collaboration and mutual trust,” the Indian High Commission in Canberra posted on X.

AUSTRAHIND 2025 is aimed at enhancing military cooperation, improving interoperability and providing a platform for participating armies to exchange tactics, techniques and procedures in the domains of sub-conventional warfare in

The teenager was transported to a local hospital with lifethreatening abdominal injuries before being airlifted over 1,000 kilometres to a hospital in the Queensland city of Townsville.

A spokesperson for Queensland Health said that the boy remained in a critical condition on Sunday morning.

Over 40 pc of Australian victims fall prey to multiple cybercrimes

Canberra, Oct 6 (IANS) Over 40 per cent of Australian cybercrime victims in 2024 were the victims of multiple forms of cybercrime, according to a new government report.

The Cybercrime in Australia 2024 report, which was published on Monday by the Australian Institute of Criminology (AIC), found that 42.1 per cent of all cybercrime victims fell victim to multiple cybercrime types in a single year.

The report looked at four key types of cybercrime: online abuse and harassment, malware, identity crime and misuse, and fraud and scams. It found that 47.4 per cent of Australians reported falling victim to any cybercrime in 2024.

Online abuse and harassment were the most common types of cybercrime, affecting 26.8 per cent of the 10,335 Australians who participated in the AIC survey, followed by identity crime and misuse.

Among all victims, 6.6 per cent were victimised across all four cybercrime types.

Australian Federal Police (AFP) Cyber Commander Graeme Marshall said the report shows that cybercrime prevention needs to be an everyday habit for Australians rather than a one-off effort.

"Cybercriminals don't just move on after one attack. If they find a vulnerability, whether that's a weak password, outdated software or a compromised email, they'll come back again and again -- often in different ways," he said in a statement.

Fraud and scams were the least common type of cybercrime, affecting 9.5 per cent of survey participants in 2024, but the victims were the most vulnerable to other types of cybercrime, Xinhua news agency reported. Victims of three or more types of cybercrime were at least three times more likely to experience health, financial and legal impacts than victims of one type, the report said.

Cybercrime is a criminal activity that uses computers, computer networks, or networked devices to commit offences like fraud, data theft, harassment, or to damage systems for profit or other motives.

Washington: In a move that could recalibrate the fragile balance of power in South Asia, the United States has added Pakistan to its list of buyers for the AIM-120 Advanced Medium-Range Airto-Air Missile (AMRAAM). This modification to an existing US arms contract with Raytheon represents more than just a defence transaction — it signals a potential rearmament of Pakistan’s air power at a time when the region’s security situation remains precarious. Pakistan’s inclusion in the programme, valued at over $2.5 billion, revives a defence partnership that had largely stagnated following years of strained relations with Washington. For Pakistan, whose air force still relies heavily on its fleet of American F-16 fighter jets, the acquisition of these advanced BVR (beyond-visualrange) missiles marks a major technological enhancement. For the region, however, it raises troubling questions about stability, deterrence, and the risk of escalation between nucleararmed rivals.

The AMRAAM, capable of engaging targets at distances beyond 150 kilometres, offers precision, speed, and a "fireand-forget" capability that allows pilots to disengage immediately after launch. In purely technical terms, it's a formidable addition to any air force. But in Pakistan’s context, such a system has farreaching strategic implications. The country’s military establishment has long pursued parity with India, despite a stark economic gap and persistent domestic crisis. Its historical record of aggressive posturing, coupled with its military’s disproportionate influence over foreign policy, makes the AMRAAM deal far more than a

observers of Pakistan’s civilmilitary dynamics, where the pursuit of military parity often overrides social and economic needs. From a regional security perspective, this missile deal could reintroduce an element of uncertainty into South Asia’s deterrence environment.

India and Pakistan have fought multiple wars, experienced countless border skirmishes, and nearly stumbled into escalation after the Balakot air strikes in 2019 — an episode where Pakistan’s F-16s, armed with earlier versions of the AMRAAM, were already involved.

The introduction of more advanced missile variants, such as the C8 and D3, only increases the lethality of potential confrontations.

Critics of the deal in policy circles argue that the US risks repeating historical mistakes. For decades, American support for Pakistan’s military has produced short-term tactical cooperation but long-term instability. Each wave of arms assistance has strengthened the military’s hand internally, often at the expense of democratic governance. It also emboldens the institution to act as an independent power centre — one that wields foreign policy and national security decisions without civilian oversight.

By rearming Pakistan under the guise of modernization, Washington may inadvertently empower an institution that has repeatedly destabilized both its own society and the broader region. For India, the development underscores the enduring asymmetry of US policy in South Asia.

While Washington describes New Delhi as a “strategic partner”, the continuation of military aid to Pakistan introduces contradictions into that narrative. It complicates India’s strategic calculus, forcing it to divert resources toward countering Pakistan’s enhanced air capabilities even as it focuses on its maritime and northern borders. The US, in attempting to maintain influence over both

South Asian powers, risks playing both sides — a balancing act that history suggests is unsustainable. Beyond the India–Pakistan dynamic, the broader concern lies in the precedent this sets.

If Pakistan’s procurement of advanced missiles is seen as a reward for engagement with Washington, it could encourage other regional actors to pursue similar deals to maintain balance. This could accelerate an arms race in one of the world’s most militarized regions. At a time when global powers are emphasizing restraint and dialogue in conflict-prone zones, the decision to expand missile sales in South Asia sends the opposite signal.

There’s also the issue of technology security. Pakistan’s track record in protecting advanced military systems has been questioned repeatedly, with concerns about unauthorized access and proliferation. Given the country’s history of nuclear proliferation through networks linked to A Q Khan, Western analysts have often urged caution in transferring sensitive defence technologies. The AMRAAM deal, despite its conventional nature, revives those anxieties — particularly as Pakistan continues to cultivate military partnerships with China and Turkey.

If history is any guide, such arms transfers rarely deliver stability. Instead, they create new dependencies and embolden military adventurism. Pakistan’s leadership has frequently leveraged its geostrategic location to secure Western military aid, only to later pursue policies contrary to US interests. Whether during the Cold War, the Afghan jihad, or the post-9/11 era, the pattern has been consistent: tactical alignment followed by strategic divergence. The AMRAAM deal risks perpetuating that cycle under a new label of "modernization".

The ultimate casualty of this arrangement could be peace itself. South Asia remains a nuclear flashpoint, with a long history of crisis triggered by

miscalculation. In such an environment, the infusion of more advanced air-to-air missiles doesn’t enhance deterrence — it compresses decision times and raises the risks of escalation. Each side, perceiving the other as emboldened, responds with heightened alertness and counter-measures. In that sense, the AMRAAM sale isn’t merely an arms deal; it’s a strategic signal that could unravel years of cautious restraint.

Washington’s rationale may be to preserve leverage in Islamabad, but the cost could be high. By reinforcing the Pakistani military’s capabilities at a moment of internal weakness, the US risks enabling a security apparatus that has historically prioritized confrontation over cooperation. The world has seen how easily tactical weapons superiority can morph into strategic recklessness — and in a region where two nuclear-armed neighbours share a disputed border, that is a gamble no one can afford.

Ultimately, the AMRAAM deal represents a missed opportunity. Instead of encouraging Pakistan to invest in stability, reform, and regional confidence-building, it reinforces old patterns of militarization. For a country that has yet to reconcile its internal political divides or economic fragility, the pursuit of cuttingedge missiles is not a symbol of strength but of misplaced priorities.

As South Asia stands on the edge of renewed tension, the world must recognise that peace cannot be built on firepower. True stability will only come when states are disincentivized from pursuing weapons superiority and are encouraged to pursue transparency, restraint, and dialogue. The AMRAAM sale to Pakistan does the opposite — it arms a volatile region and emboldens the very forces that thrive on instability. And in doing so, it risks turning South Asia once again into one of the most dangerous theatres of modern geopolitics.

A reckoning in a distant room: An Indian perspective on the budget debates of 1806

New Delhi, Oct 13 (IANS) In the quiet, half-empty chamber of the British House of Commons in July 1806, a series of debates unfolded concerning the "India Budget". To the handful of parliamentarians present, it was a matter of accounts, of deficits and debts, of a colossal commercial enterprise teetering on the edge of financial distress.

But viewed from the perspective of India — the vast, silent land whose fate these numbers represented — the discussion was something else entirely. It was a stark and damning audit, not of finances, but of the very nature of colonial rule itself. It was a reckoning that laid bare a system of ruinous exploitation, staggering hypocrisy, and a profound, almost casual, indifference to the millions of lives being governed and drained from half a world away.

The "India Budget": A Ledger of Extraction, Not Governance

The very term "India Budget" is a colonial fiction. It was not a budget for the Indian people, but

an accounting of the resources extracted from Indian lands to fuel a British enterprise. Lord Morpeth’s candid presentation on July 10th revealed a financial situation of utter ruin.

He unveiled enormous deficits, including an estimated shortfall of 2,655,957 pounds for the 1804-5 fiscal years alone.

The total estimated charges for that year, including interest on debts, were projected to exceed revenues by that staggering amount. This was not a sudden crisis.

By July 15th, members were openly debating a total India Debt figure not of 30 million pounds, but "nearer 40 million

than 30". Just three days later, this figure was reiterated, alongside accusations that the East India Company was, for all intents and purposes, insolvent or bankrupt.

From an Indian perspective, these numbers are not abstract figures but the quantifiable measure of our own impoverishment. This was not the Company’s debt; it was India’s debt, incurred in the name of our subjugation and administered by our foreign masters.

The "charges" that created these deficits were the costs of the armies that conquered our provinces, the salaries of the officials who administered our territories for their own benefit,

and the crushing interest on loans taken out to perpetuate this system.

As the debates revealed, loans contracted in places like Lucknow and Benares, though nominally at 8 per cent, carried a real interest rate of 12 to 14 per cent due to currency differences, further draining our local economies. Every pound of deficit discussed in London was a pound extracted from the Indian peasant, artisan, and zamindar.

The parliamentary anxiety over this debt was not a concern for India's welfare, but a fear for the stability of the imperial machine that had grown too expensive for its own architects to maintain.

Institutional investments in India’s real estate hit $4.3 billion in Jan-Sep

New Delhi, Oct 7 (IANS) Led by domestic capital, institutional investments in the Indian real estate sector stood at $4.3 billion during the first nine months of 2025, a report showed on Tuesday.

The nine-months investment volumes remained above the average of $4 billion inflows in the January-September period of last five years, according to a Colliers India report.

The trend underscores ongoing investor confidence in the fundamentals of Indian economy and real estate market.

This also reflects the cautious investor approach amid prevailing global headwinds, trade frictions and other external volatilities.

"Institutional investments in Indian real estate touched $1.3

billion in Q3 2025 — an 11 per cent increase year-on-year (YoY).

This reflects continued investor confidence in India’s economic fundamentals and resilience of the real estate sector,” said Badal Yagnik, Chief Executive Officer, Colliers India.

Domestic institutional capital surged 52 per cent year-on-year to $2.2 billion, signifying the growing depth of institutional investors in Indian real estate.

Domestic capital contributed 60 per cent of the quarterly inflows, with strong interest in office and residential segments. Notably, office assets accounted for over three-fourths of the domestic investments during the quarter, indicating a continued appetite for both ready and developmental commercial properties.

"With sustained demand across core asset classes and increasing depth of domestic capital, investment momentum is likely to hold steady, even as global headwinds may keep foreign investors cautious in the near-

term,” said Yagnik. Looking ahead, while domestic institutions are expected to remain a steady source of capital, global investors are likely to maintain a cautious stance in the near-term, amid evolving global economic narrative and stricter cross-border capital deployment, the report noted.

Institutional inflows in the office segment touched $1.5 billion in the first nine months of 2025, almost at par with the levels seen in the corresponding period of 2024, driving 35 per cent of the inflows in the year so far.

“After a relatively subdued first half, institutional investments in India’s office segment rebounded strongly in Q3 2025, rising 27 per cent year-on-year to $0.8 billion. Office assets accounted for over 60 per cent of total quarterly inflows, led by notable acquisitions of ready commercial properties, particularly in Chennai and Pune,” said Vimal Nadar, National Director and Head of Research, Colliers India.

New Delhi, Oct 7 (IANS) The adoption of AI technologies in India is rapidly accelerating across various user sectors -reshaping competition dynamics, business operations and regulatory response, according to a new study by the Competition Commission of India (CCI).

While advent of AI offers substantial benefits in efficiency, innovation, and consumer experience, there are emerging issues that may directly or indirectly have a bearing on competition and may hinder realisation of its full potential, the study noted.

It examined each of these aspects in detail, along with reviewing the evolution of legal and regulatory frameworks in India and other jurisdictions to keep pace with the rapid advancement of AI.

The report, titled ‘Market Study on Artificial Intelligence and

Competition’ and conducted through the Management Development Institute Society (MDIS), aimed to understand AI markets and ecosystems, identify emerging and potential competition issues, and review existing and evolving regulatory frameworks governing AI systems.

The study relied on both secondary and primary research methods, including literature review, database analysis, semi-structured and structured interviews, and stakeholder surveys to provide in-depth and holistic understanding of the various objectives.

“The study has helped gather useful insights and information on the structure of the AI ecosystem, market trends, application of AI in user industries, potential competition issues in AI industry and user industries and other relevant aspects,” said the CCI.

In order to promote the development of a competitive AI ecosystem in India, prevent AI driven anti-competitive practices and protect consumer welfare, the report proposes certain measures.

Chief Minister Siddaramaiah said on Monday that Kannadigas rank number one in per capita income across the country.

“This is the economic achievement of our government. In terms of tax contributions, Karnataka ranks number two nationally. This is our government’s non-partisan achievement,” said the Chief Minister while speaking at an event organised by the Koppal District Administration, Zilla Panchayat, and the Welfare Department for Backward Classes.

Siddaramaiah inaugurated and laid foundation stones for various development works worth Rs 2,000 crore across Koppal district and distributed benefits under multiple departmental schemes to beneficiaries.

He added, “In two years, we have put Rs 1 lakh crore directly into the pockets of the people through guarantees. This has increased the purchasing power of the

state’s residents, raised per capita income, and contributed to the growth of the state economy.”

He emphasised that his government has designed schemes for the progress of all castes and religions, adding, “People from all castes and religions have collectively driven the state’s economic development.”

Detailing specific schemes, Siddaramaiah said that in Koppal district alone, 9.22 lakh women have travelled for free, costing Rs 330 crore.

He added that under the Gruha Lakshmi scheme, Rs 1,283 crore has been distributed to 3,17,776 beneficiaries. Under the Gruha Jyothi scheme, Rs 290 crore was given to 2,75,903 beneficiaries. Under the Anna Bhagya scheme, 39,097 metric tons of food grains, worth Rs 320 crore, were distributed to 1.96 crore people in the district.

He questioned, “If the BJP were in power, would this much money have been given to the people?”

Siddaramaiah highlighted the economic achievements of his government, stating that Kannadigas rank number one in per capita income across the country.

Indigenous innovation to drive new era for Indian automotive sector

New Delhi, Oct 10 (IANS) India is taking decisive steps to ensure that its technological backbone is built on indigenous innovation for the automative sector, according to the government.

Towards this, the Centre for Development of Advanced Computing (C-DAC) under the Ministry of Electronics and Information Technology (MeitY), and the International Centre for Automotive Technology (ICAT), an autonomous body under the Ministry of Heavy Industries, have signed a memorandum of understanding (MoU) to drive a new era of swadeshi solutions for the automotive sector.

The MoU covers joint technology

development, identification of new R&D areas, development of testing standards, and cybersecurity solutions for the automotive sector, while also exploring emerging business opportunities in this domain.

The partnership will include carrying out joint research and development, with the aim to transform mobility for the future through indigenous technology development, according to the ministry.

While ICAT will collaborate with the automotive industry to define technological requirements, C-DAC will design and develop indigenous solutions tailored to those needs.

For new technologies, C-DAC will undertake the development and innovation component, and ICAT will provide testing, validation, and certification facilities, as well as facilitate industry linkages with

end-user automobile companies.

“With this collaboration, the dependency on foreign solutions is expected to reduce significantly, as home-grown ‘Swadeshi’ technologies will increasingly power India’s automotive innovations,” the ministry noted.

The partnership marks a significant stride in shaping India’s journey toward selfreliant, future-ready mobility in alignment with the national vision of Atmanirbhar Bharat and Make in India.

Business leaders plan $25 million on new tech talent and $24 million on customer experience initiatives in the next 12 months.

The consultancy identified India as a natural testbed for largescale adoption due to its massive scale, data richness (over 18 billion UPI transactions monthly), supportive policy reforms, and a thriving AI startup ecosystem. The report further said that India leads the global telecom growthstory with over 1.2 billion mobile subscribers and around 800 million broadband users.

Average mobile data consumption is nearly 32 GB per month, one of the highest globally. The sector’s financial health is improving, with average revenue per user (ARPU) rising to about Rs 174.46 per month and wireless data revenues growing 15.5 per cent annually to Rs 2.15 trillion in FY24–25, the report said.

RRI scientists deploy coffee-stain effect to spot deadly dyes in food

New Delhi, Oct 13 (IANS) Scientists at Raman Research Institute (RRI), an autonomous institute supported by the Department of Science and Technology (DST), have exploited the phenomenon that makes coffee stains to spot deadly dyes in food. When a coffee drop evaporates on a tabletop, it creates a distinctive dark circle around the edge. This daily phenomenon, or the coffee-stain effect, is due to the fact that as the liquid dries, particles suspended in the liquid move outward and cluster along the edge. Using the phenomenon, the team developed a method to detect Rhodamine B -- a fluorescent

synthetic dye used in textiles and cosmetics -- in food.

The dye is toxic and causes damage to the skin, eyes, and even the respiratory system. It is also an important environmental contaminant reported to persist in water.

“Dye molecules such as Rhodamine B are banned in products such as food and cosmetics due to their toxicity, but regulators face challenges in monitoring their illegal use, including usage of small quantities in products and a lack of availability of detection equipment,” said A. W. Zaibudeen, researcher at RRI.

“Once these dyes mix with food or water bodies, they may become diluted to concentrations as low as parts per trillion, making it difficult to detect them using conventional characterization techniques. Therefore, a more sensitive method of detection, such as SurfaceEnhanced Raman Spectroscopy (SERS), may be required,” added Yatheendran K. M, Engineer B, Soft Condensed Matter.

According to Abhishek Singh, Additional Secretary MeitY, CEO of IndiaAI and DG-NIC, the IndiaAI Mission, approved last year, is addressing key gaps by enabling affordable compute, creating a national data platform, supporting foundation models, advancing AI skilling, and ensuring safe and trustworthy AI.

MeitY hosted a set of pre-summit events for the upcoming India–AI Impact Summit 2026 at the India Mobile Congress (IMC) 2025 here. These events mark a pivotal step in the journey toward the India–AI Impact Summit 2026,

At low concentrations of gold nanorods, only relatively high amounts of Rhodamine B could be detected -- roughly equivalent to a drop of dye in a glass of water. As the nanorod concentration increased, the detection limit improved sharply.

With the densest ring deposits, the system could detect Rhodamine B down to one part in a trillion. Remarkably, a hundred-fold increase in nanorod concentration translated into nearly a million-fold enhancement in sensitivity.

Bengaluru, Oct 13 (IANS) Spacetech startup GalaxEye on Monday said it is planning to launch its maiden ‘Mission Drishti’ in Q1 2026, which is world’s first multi-sensor Earth observation satellite.

Weighing 160 kgs, ‘Mission Drishti’ is India’s largest privately-built satellite and also the highestresolution one developed in the country.

The launch will also mark the beginning of GalaxEye’s satellite constellation programme, comprising 8-12 satellites to be launched successively until 2029, aiming to achieve near real-time Earth observation for global applications.

“With Mission Drishti, we are unlocking a new era of actionable data through space exploration. For the first time in the world, we are deploying a satellite that combines multiple sensing technologies on a single platform, enabling us to observe the Earth in ways that were previously impossible,” said

According to the National Mental Health Survey (2016), around 13.2 per cent of Indians experience a diagnosable mental health condition in their lifetime, while 10.6 per cent are currently affected.

In other words, roughly one in 10 Indians lives with conditions such as depression, anxiety, or substance use disorders, with depression being the most common -- particularly among women.

To tackle the problem, the government launched initiatives like Tele-MANAS, which offer valuable first-response counselling in multiple languages. About 53 Tele MANAS cells have been set up in 36 states. It provides 24/7 mental health services in up to 20 languages. It has received more than 23,82,000 calls since its launch in 2022 till mid-March 2025.

Further, the National Mental Health Programme (NMHP), now implemented as the District Mental Health Programme (DMHP), covers over 700 districts, with teams including psychiatrists, psychologists, social workers, and nurses.

The government is also taking steps to strengthen mental healthcare services at the primary healthcare level with Ayushman Arogya Mandirs.

"Cashless healthcare services have been approved for 22 procedures under Mental Disorder Speciality under AB PM-JAY," said the Ministry of Information and Broadcasting on X.

Celltrion wins US FDA approval for eye treatment biosimilar

Seoul, Oct 10 (IANS) South Korean biopharmaceutical company Celltrion on Friday said its biosimilar for eye diseases has received approval for sale in the US.

The US Food and Drug Administration (FDA) has approved Eydenzelt, Celltrion's biosimilar referencing Eylea, for the treatment of wet age-related macular degeneration and other ophthalmic conditions, the company said, in a statement, Yonhap news agency reported.

Both the Eydenzelt injection and Eydenzelt prefilled syringe (PFS) formulations have been approved, it added.

The global market for Eylea, developed in the United States, was valued at 13.33 trillion won (US$9.52 billion) last year, with the US sales alone reaching 8.36 trillion won, according to the company.

"Timely access to effective therapies is essential for individuals affected by retinal

diseases. We are proud to have Eydenzelt approved by the FDA, and we look forward to expanding the availability and access of biological treatments across the US," said Dr Juby Jacob-Nara, Senior Vice President and Chief Medical Officer at Celltrion US.

Behavioural therapies may be effective for treating irritable bowel syndrome (IBS) -- an intestinal disorder causing pain in the stomach -- according to a study on Friday.

IBS affects around 5 per cent of people worldwide and is characterised by abdominal pain and changes in bowel habits. There is no cure, and treatments such as diet changes and medications often only provide partial relief of symptoms; therefore, medical guidelines also recommend considering behavioural therapies. The study, published in The Lancet Gastroenterology &

Hepatology, showed that brain-gut behaviour therapies, including forms of cognitive behavioural therapy (CBT) and gut-directed hypnotherapy (GDH), can be effective. “The study highlights the potential of brain-gut behavioural therapies such as CBT and GDH as treatment options for managing IBS,” said Prof Alexander C Ford, corresponding author, from the University of Leeds, UK.

New Delhi, Oct 8 (IANS) A team of Australian researchers has decoded important genetic differences in how females and males experience depression for the first time, an advance that could pave the way for more targeted intervention and treatments.

In the study, published in Nature Communications, scientists found that genetic factors contribute more to depression risk in females than in males.

The team from QIMR Berghofer Medical Research Institute discovered about twice as many genetic "flags" for depression in the DNA of females as they did in that of males.

"We already know that females are twice as likely to suffer from depression in their lifetime than males," said Dr. Brittany Mitchell, Senior Researcher at QIMR Berghofer's Genetic Epidemiology Lab.

"And we also know that depression looks very different from one person to another. Until now, there hasn't been much consistent research to explain why depression affects females and males differently, including the possible role of genetics," Mitchell added. The team identified about 7,000 changes in the DNA that could cause depression in both sexes,

and about a further 6,000 DNA changes (a total of 13,000) that could cause depression in females only.

Researcher Dr. Jodi Thomas said the study also pinpointed how depression could show up differently for females and males.

The team found that the genetic factors linked to depression overlap more with those associated with metabolic traits in females.

"We found some genetic differences that may help explain why females with depression more often experience metabolic symptoms, such as weight changes or altered energy levels."

For the largest global study of its kind, the scientists analysed DNA from hundreds of thousands of people with and without depression, including around 130,000 females and 65,000 males with depression.

The changes in DNA that the scientists have identified are genetic differences people are born with, not changes that happen because of life experiences.

Traditionally, most drug trials and therapies are tested on males, but Drs Mitchell and Thomas hope their work will also translate to a greater clinical understanding of female depression.

"Unpacking the shared and unique genetic factors in males and females gives us a clearer picture of what causes depression -- and opens the door to more personalized treatments," Dr. Thomas said.

Anubhav Sinha, who earlier announced his tour to small towns and cities of India, is set to visit the city of Nawabs Lucknow on Friday.

On Thursday, the filmmaker took to the Stories section of his Instagram, and shared a picture of himself with the date of visit to Lucknow.

He wrote in Hindi, “I’m coming to your city Lucknow to know about your Lucknow from you”. He then mentioned that date of his visit as October 10, 2025 notifying his followers to register early as the gathering will have limited entries.

Earlier, the filmmaker, who is known for ‘Mulk’, ‘Thappad’, ‘Bheed’ and others, had shared a video in which he spoke about the purpose of his tour to the small towns and cities of India.

He shared that the purpose of the tour is to talk to the cinema enthusiasts, and the consumers of films, and understand what is leading to the gaping difference between the demand and supply curve in cinema.

I understand small cities, I know what they are thinking, what they want. But I had gone to Banaras before and this time I roamed the streets of Banaras, I met a lot of people I met youngsters, and I realized that the Banaras that I had left 30 years ago has also moved on from its place. So I don't know as much as I think I know and I felt that as a filmmaker, as a writer, as a producer I need to know what the audience is asking for and I have decided”, he added.
