Starting early in the morning, about a dozen Colton Lions members, led by club President Carlos Araiza, set up tables and

sorted hundreds of donated toys for the event. Ahead of the 8 a.m. start time, children arrived with their parents and lined up from the Pepper’s Park starting point. The line stretched down Fifth Street and around the corner onto West N Street.

“We were happy to receive the support of so many people,” he said. Board members said toys were donated by Lions Club members, CR&R, Living Spaces, the Colton Chamber of Commerce, Pizzadilly and many Colton residents.

“The turnout of kids was terrific,” said Evelyn Lopez, the Lions Club’s secretary. “And we were definitely ready with the toys, tables and decorations.”

“Every donation helps,” said Soledad Morden, a founding member of the Colton Lions Club. Morden helped check in children at the starting point and keep the line moving.

Araiza said the event’s success was driven by volunteers and community donations.

After the Legislature sends bills to the governor and they are signed, most “regular session” statutes take effect on Jan. 1 of the following year unless a law sets a different date or is passed as an urgency measure, according to the California Secretary of State.

1) Plastic checkout bags: the rules tighten again (SB 1053, 2024).

California is moving to a stricter phase of its bag law. Under SB 1053, stores that charge for checkout bags will be limited to recycled paper carryout bags that meet state requirements. This builds on California’s earlier single-use bag restrictions — notably SB 270 (2014) — and is aimed at reducing litter and waste while standardizing what qualifies as an allowable “checkout bag.” 2) IVF and infertility coverage: delayed, then expanding (SB 729, delayed by AB 116). One of the most closely watched health-policy changes is SB 729, which requires large-group health plans in California to cover infertility diagnosis and treatment, including in vitro fertilization. The requirement was pushed back to Jan. 1, 2026 after lawmakers and the governor approved a delay through AB 116 (a budget-related meaNew Laws, cont. next pg.

3) State minimum wage rises again (annual adjustment under California minimum-wage law). California’s minimum wage will increase to $16.90 per hour starting Jan. 1, 2026, under the state’s minimum-wage framework that includes an annual adjustment. State labor officials say the update is designed to keep pace with economic conditions while providing a statewide wage floor for employers. 4) CARE Act eligibility expands to a new diagnosis category (SB 27). California’s courts will broaden eligibility for the Community Assistance, Recovery, and Empowerment (CARE) Act beginning Jan. 1. Under SB 27, eligibility will include individuals who have bipolar I disorder with psychotic features, expanding beyond the program’s earlier diagnostic categories. Supporters describe the change as a way to reach more people living with severe mental illness who may cycle through crises without stable treatment. 5) Red-light camera tickets shift to civil penalties (SB 720). Under SB 720, local governments can use an alternative automated red-light camera program where violations are treated as civil penalties. State summaries describe the approach as allowing tickets to be tied to the vehicle captured by the system rather than treating the incident like a traditional criminal-style infraction, and it is intended to reshape how automated enforcement is administered. 6) DUI ignition interlock program extended through 2033 (AB 366). California is extending its statewide ignition interlock device framework for certain DUI offenders. AB 366 keeps the program in place until Jan. 1, 2033, continuing the approach that allows eligible drivers to seek restricted driving privileges if an ignition interlock device is installed. State transportation officials describe the extension as part of an effort to reduce repeat impaired driving. 7) “Slow down, move over” expands to more stopped vehicles (AB 390). The existing “move over” rule is getting

AB 390 expands the requirement to slow down and move over when approaching a stationary vehicle to include any stationary vehicles displaying flashing hazard lights or other warning devices, including certain maintenance vehicles. The goal, state safety agencies say, is to reduce roadside crashes that endanger workers, stranded drivers and emergency responders. 8) License plate “blockers”: new penalty targets California manufacturers (AB 1085). California is cracking down on devices designed to defeat plate readers and toll cameras. AB 1085 makes it an infraction — with a $1,000 fine — to manufacture in California a product intended to obscure or interfere with the visual or electronic reading of a license plate. State officials describe the law as a response to toll evasion and other crimes linked to plate-obscuring products. 9) E-bike rear visibility requirement expands beyond nighttime (AB 544). Under AB 544, electric bicycles must have a rear red reflector or a red light with a built-in reflector during all hours of operation, not only after dark. The measure also allows completion of a CHP-developed online safety course to satisfy certain training requirements tied to youth helmet violations. The change is aimed at improving visibility and safety as e-bike use grows. 10) E-bike and battery safety standards tighten for sales statewide (SB 1271). Beginning Jan. 1, California will require many e-bikes, powered mobility devices, batteries and charging systems to meet specified safety standards verified by accredited laboratory testing, and products must be labeled to show compliance. State safety officials say the intent is to reduce hazards such as battery fires and electrical malfunctions by keeping noncompliant products out of the marketplace. NSG Impact’s 2026 Food Supply Threatened as PBS SoCal Honors Founder Darious Harris as Local Hero By Manny Sandoval

ever Stop Grinding Impact has spent years building a reliable lifeline for families who line up for its drive-up food and diaper distributions in Rialto. Now, founder and CEO Darious Harris says the food portion of that support is in jeopardy heading into 2026 — even as PBS SoCal recognizes him as a 2025 Local Hero. “We’re actually at our greatest challenge now,” Harris said in a Dec. 30 phone call. “The monthly food and diaper distribution that we’ve been doing for the past three years, where we serve over 500 families monthly, is facing disruption as our partner for the program no longer has the funds to give us next year.” Harris said a partner notified NSG Impact earlier this month that it may not be able to continue providing food, and he expects clarity in January. “They’re supposed to let us know in January if we’re going to be able to continue,” he said. “So we’re currently looking for other partners or food banks or somebody that can help us to keep it going.” The uncertainty is already landing in his Instagram messages. “I just received an Instagram message from a community member right before this call, asking, ‘Hey, are you guys having a food distribution next month?’” Harris said. “And I don’t have the answers yet.” In December, Harris said, Community Action Partnership of San Bernardino County helped keep the distribution afloat when food supplies tightened. “They supported us last month and provided us with chickens to give out, as well as cereal boxes,” he said. “They saved the distribution for the month of December.” The possible disruption comes during what Harris called the organization’s biggest funding year, one that included a Bank of America grant, participation in the IEHP Foundation’s Champions for Vibrant Health Leadership Network, and city-supported programming for Rialto youth. As NSG Impact searches for new food partners, Harris is also stepping into a wider public spotlight after PBS SoCal named him a 2025 Local Heroes honoree. Harris said the award was presented Dec. 4 during a ceremony at PBS SoCal’s headquarters in Burbank and that a segment about him and NSG Impact is expected to begin airing in January.

“I didn’t even know that I was nominated,” Harris said. He credited the nomination to Rialto Police Department Lieutenant Lamont Quarker, saying Quarker told him the decision was rooted in personal experience. “Lieutenant Quarker said that when he grew up as a kid, he always wanted to know the faces behind the people that were helping others, giving food, giving backpacks, because he was one of those kids in line,” Harris said. “So the work that I do impacts him because it reminds him of the young Lamont.” For Harris, the recognition was unexpected and emotional. “When it all settled in, it just felt like such a blessing,” he said. “I never got into this type of work to receive big awards…but it definitely felt good.” Harris also spoke to growing public skepticism toward nonprofits and the pressure organizations face to prove where money goes and what impact it creates. “For us…everybody that knows NSG knows we’re out in the community consistently,” he said. “My advice to other nonprofits is to start highlighting your work. Let people see what you are accomplishing.” He described NSG Impact’s pace as steady and visible. “Throughout the year, we’re doing at least two events a month. Every single month,” he said, pointing to major seasonal efforts. “We distributed 1,000 turkeys in November and we provided 4,000 toys to children this month,” he said. Harris said he understands how optics can shape public trust, even when spending is legitimate. “What people don’t understand is, some of the funding is to pay your staff,” he said. Raises or bonuses, he added, can look suspicious from the outside even if they’re earned. Looking ahead to 2026, Harris said NSG Impact plans to use its Bank of America grant to create internship opportunities and workforce development programming focused on job readiness and mentoring. Harris said the goal is to help young people build basic jobreadiness skills. “For young men and young women to know how to dress when they go on the job, talk when they go on a job interview,” he said. “Not everybody has a mother and father to teach them those things.” Read the full story at IECN.com.

rightwood California, to residents and visitors, is a picturesque Christmas town. The streets are lined with log cabins and mountain-style homes. Businesses and residents cover their buildings with Christmas lights, and the spirit of the holidays permeates the air. This community sits around 6,200 feet with a population under 5,000 residents. In the winter months, this small town nestled in the San Gabriel mountain range is usually blanketed with snow. However, Mother Nature seemed to have other plans this year for Christmas in Southern California. Between ten and 11 inches of rain fell in a matter of hours on the already devastated soil of Wrightwood and its surrounding forests. In early September of last year, the “Bridge Fire” ripped through the Los Angeles National Forest, burning 56,030 acres in its nearly 3 month lifespan. This removed much of the healthy foliage and root systems that help prevent erosion. Fast forward to Dec. 25th, 2025, where a massive coastal storm dumped an atmospheric river of moisture onto the town of Wrightwood. Very quickly, the top soil became over-saturated as the system of washes that drain water out to the high desert filled. Soon, the water level rose over the banks of the wash. This caused the deluge of water to make its own path through the streets. Carrying with it organic and

man-made debris. The new river system dragged itself through houses and roads soaking and burying everything in its path. Ryan Beckers, a spokesman for the San Bernardino County Fire Department, stated that somewhere around 50 homes were severely damaged, along with an additional 20 homes showing moderate damage. I spoke with long-time Wrightwood resident John Burcher as we watched the new river in his backyard sweep his back deck away into the distance. He told me in all his years of living here, he has never seen so much destruction. He lamented that if temperatures had been just a bit colder, all of this rain could have been snow. This sentiment was carried by many Wrightwood residents. Brittney Ladd, owner of local business, Traded Threads, said that the slow months of the summer are coasted through by how much tourism arrives in the winter months. With several sections of the road to the local ski resort, Mt. High collapsed, it is unclear whether winter tourists will be able to make it up to indulge in Los Angeles’s closest winter ski resort. However, residents are much more concerned with the amount of damage that has been done to their town and homes. With road collapses, home damage, loss of property and raw water damage, the community of Wrightwood is reeling from this latest natural disaster.

spirits are still surprisingly high despite this setback. Many residents were seen pitching in to clean up debris and restore access to the road for those trapped on the northern side of the wash that runs the length of the town. The upcoming days will show how much can be restored for those affected in this Christmas flood. For the affected members of the community, resources are available. The Wrightwood Community Center is distributing bottled water, coffee and a charging station for those without power. A shelter at Serrano High School was open to the public for people and small pets; but has since been changed to the Phelan Pinion Hills Community Services District and the Wrightwood Community Center. The Red Cross is also available via phone assistance at 800-7332767. Local businesses also pitched in. Pizzas were provided free of charge to residents by “Mile High Pizza”. Free sandwiches were also given out by the “Wrightwood Brew Co.” With plenty of readily available resources, and a community that is banding together to clean up the aftermath. Chaffey College Rising Scholars Expands Access in Local Men’s and Women’s State Prisons— Nearly 1,000 Served, 94% Pass Rate By Daniel Graham

haffey College’s Rising Scholars program aims to provide higher education to an often-forgotten population — people in California state prisons and those affected by the prison system. The program is part of California Community Colleges’ statewide network that “is committed to supporting system impacted students both during and after incarceration,” according to Chaffey’s equity and engagement website. With Rising Scholars programs at 91 campuses and 68 correctional facilities across California, the network seeks to empower incarcerated individuals as well as students who are impacted through family in the system by providing them resources to pursue a higher education. Formerly known as “Turning Point,” Chaffey College’s Rising Scholars program already has an established on-campus program that provides support through access to a community of educators and students that are navigating or

impacted by the justice and carceral systems. The program provides access to laptops, counseling and financial aid as well. Students within the Rising Scholars program also have access to Extended Opportunity Programs and Services (EOPS), counseling, Disability Programs and Services (DPS), and the student success centers that are led by other incarcerated students who are trained as tutors. These programs and services allow students to complete an associate’s degree within three years, even when incarcerated. Additionally, Chaffey College works with students at California Institution for Men (CIM) and the California Institutions for Women (CIW); the programs at these facilities have “served nearly one thousand students, with students passing 94% of the courses they’ve attempted,” according to their website. Following their release from prison, students who have completed the program have reportedly gone on to continue their education at Chaffey or other community colleges, while others have

pursued education at four-year universities such as UC Berkeley and San Diego State University. Bolstered by the credentials offered by a degree, graduates have found a 10% increase in employment after gaining the skills and connections necessary to overcome recidivism. The goal of the program is to “make it as equal as possible so they can have access to an [associate’s] degree, without any barriers,” said Charmaine Phipps, who has taught at both CIM and CIW since 2018. She claimed that the students in the program are “the highest students that we have at Chaffey across the board … Statistically, they get more A’s and A pluses much more than any other Chaffey students.” Beginning this year, Chaffey College began offering classes for students in the Rising Scholars program to earn their associate’s degree in journalism. According to the Chino Champion, Professor Ian Jones said that “[they]

were hoping to attract 25 students to the class and [they] ended up with 50.” With support from journalism students at Chaffey’s Rancho Cucamonga campus, the Rising Scholars program aims to lay the foundation for students at CIM to begin their own reporting through data collection and digital publishing. Chaffey’s student publication, The Breeze, will work alongside students at CIM to help them along in their journey by developing an external support team and providing research assistance. Following a trend in the state, there is a strong local effort to have the prison shut down. Already, the California Rehabilitation Center in Norco (just 20 minutes away from CIM) is slated to close in 2026. Despite this, the program serves as a testament to those behind the barbed-wire fence that they are not forgotten and a path to success is still available to them.
