Case Study 1 Quasi-Governmental Organization Key learnings • Key gender equality and inclusion (GEI) changes: The organization shifted from minimal, ad hoc women’s participation (8–10%) and male-dominated structures to institutionalized GEI systems, including gender indicators in planning, cross-functional integration, and increased women in leadership and technical roles.
• The main accelerators of change were strong leadership commitment, government performance contracts requiring gender indicators, donor influence, and structural reforms
