It was the dawn of a new decade and the dawn of the digital era. Music videos were on television. Progressive rock bands with their soulful lyrics and pulsating synthesizers met the heavy metal guitars of the big hair bands on the airwaves. And video game arcades rose to legendary status. It was the early 1980s and no video game was more acclaimed, celebrated, or iconic than PAC-MANTM. The dot gobbling, ghost evading PAC-MANTM became a cultural phenomenon that led to spin-offs and eventually sparked the in-home video game entertainment revolution. And now, PAC-MANTM is coming to retail stores across the Gem State as the latest, exciting Scratch Game!

The new Idaho Lottery Scratch ticket, PAC-MANTM, has a top prize of $50,000 and features all the images that made and keep the game a classic. Players scratch the five PAC-MANTM icons to uncover WINNING NUMBERS. Players then scratch YOUR NUMBERS under the ghosts, keys, cherries, strawberries, and oranges. When players match a WINNING NUMBER to YOUR NUMBER, they win the prize shown for that number. If they reveal a “NOM NOM”

symbol, they win double the prize shown. PAC-MANTM features all the classic images, look, and feel of the original arcade game, just without all the 80s sound effects and a joy-stick. So put on a little Air Supply as the in-store background music, or maybe some 38 Special, and tell your players to try PAC-MANTM for the chance to chomp their way to $50k!

LOTTERY BULK PURCHASING LEGISLATION

Last year, Idaho was visited by lottery syndicates who swept into the state purchasing huge quantities of tickets on select games. This activity accounted for roughly 1% of all Lottery sales, but these syndicates claimed 50% of all top prizes over $200,000 and took the winnings out of state.

The Idaho Lottery worked with the Legislature this year to pass a measure to curtail large lottery bulk purchase transactions. House Bill 504 has officially been signed by Governor Little and will become Idaho law on July 1, 2026, with the addition of Idaho Code 67-7449: Bulk Purchase Transactions. This bill was brought by the Idaho Lottery to help combat the increasing trend of these corporations coming into Idaho and purchasing large amounts of tickets in an attempt to sway the odds and “buy” the jackpots. This affects both our players and you, our retailers alike. Players lose the fair chance of winning when facing the resources the corporations have to play the lottery. In addition, retailers have had to deal with the disruption of the corporation’s representatives coming in and monopolizing staff time in purchasing the tickets.

Below are the key points of the new law. Starting July 1, 2026: • Bulk purchase transactions shall be prohibited in the State of Idaho.

Fiscal Year and the Lottery is working diligently to ensure we have another outstanding year for our beneficiaries.

We celebrated the first big winner on our newest game, Millionaire for Life. Our first big winner was one number away from winning either $100,000 a year for life, or $1,000,000 a year for life. Although she won $7,500, she is determined to keep playing, and win, the jackpot.

Last month I told you about a piece of legislation that places a $5,000 limit on purchases of Lottery tickets. This bill was signed into law by Governor Brad Little a few weeks ago. We were grateful for your feedback, counsel, and partnership throughout this entire process.

This edition highlights some of the key provisions in the measure that will become law on July 1 this summer. We also plan on an educational campaign for you on this important precaution. As the effective date gets closer, you will start to see those materials.

• Bulk purchase means “a purchase by any person or persons acting in concert of lottery tickets exceeding $5,000 within a 24-hour period.”

• Acting in concert means “persons coordinating their purchases, sharing funds for purchases, or acting on behalf of a common interest or strategy to exceed the bulk purchase transaction limit.”

• The $5,000 cannot be exceeded at one location or when spread over multiple locations and cannot be exceeded by one person or multiple people working in concert.

• The Lottery has the right to deny any prize determined to have been won from a purchase in violation of the bulk purchase prohibition.

• Any licensed retailer, or any agent of employee thereof, who is determined to have knowingly assisted a bulk purchase transaction, shall be subject to penalties that could include the termination of the retailer’s contract.

• Retailers can protect themselves by listening to how players request information on tickets and ask questions. If the player asks how many tickets are in stock for high-tier games. If they ask about buying all the inventory. Listen if the player asks to spend more than $5,000. Ask the player if they have been other places buying tickets.

If a lottery retailer suspects an attempt to make a bulk purchase is occurring, they should call the Idaho Lottery Enforcement Division at 208.334.2277 for assistance.

Homedale Man Becomes a Big Dill Winner

Over a weekend in early March, Christopher Contreras-Benites from Homedale, his wife, and young daughter were in Meridian on their way to shop for a new car.

Does lightning strike twice for Idaho Lottery winners?

It just might for Eduardo Machuca Basulto from Meridian. You might remember him from December when he won $1,000,000 playing the game $1,000,000 King on a ticket he purchased from the Stinker Store on Meridian Road and McMillan. Well, serious players keep scratching.

Just two months later, Eduardo was back in the Lottery lobby… this time cashing in $5,000 from the same game. “I got my ticket from the Jacksons on Cherry Lane, in Meridian. The team there is amazing!” said Eduardo.

He says it’s his go-to stop thanks to the friendly service and smiles every time he walks in.

And hey… don’t be jealous. But Eduardo… if we were you, we might start keeping an eye out for lightning.

“We’ve gone from looking for a car to now looking for a house,” said Christopher about what the couple plans to do with their winnings.

The Contreras-Benites family knows Eduardo Machuca Basulto’s family. They live in the Homedale area. Christopher’s wife had seen that Eduardo’s cousin had shared his story about him winning twice, once $1,000,000 and the other $5,000 (see related story).

“I told Christopher we need to buy some tickets. We might win,” she said. The couple stopped at Jacksons on Pine and Eagle Rd in Meridian and bought a bunch of tickets, including two Big Dill tickets. Both tickets won,

AND WIN BIG AT SCRATCH FOR SCHOOLS

Each year, the Idaho Lottery has a theme for the schools and participants in its annual Scratch for Schools events. This year, the game name is Library Loot and the artwork features a mythic purple dragon guarding a library of books.

Schools frequently come dressed for the theme. And true to form, those schools this year who’ve come dressed as dragons have done well, winning big. At the Nampa event, which featured 96 schools, Nampa Prep arrived in full dragon masks and costumes. “It’s the fun of the event, dressing up, and having a good time, plus winning extra money for our school,” they said. The magic in the dragon outfits worked as Nampa Prep was one of only 5 schools to find and claim a $500 winning ticket. The school took home $774!

Scratch for Schools is the fastest five-minute fundraiser in Idaho. Statewide, the Lottery is hosting a total of 11 events with more than 500 schools registered to participate in the annual fundraising event to benefit public education. This is the 25th edition of Scratch for Schools, a program that has returned over $2 million to benefit public education in Idaho.

DREAM TOUCH MAKES DREAMS COME TRUE

Sometimes the smallest moments say the most.

A new Dream Touch Smart (DTS) terminal had just been installed and loaded at the Big Smoke at Maple Grove and Franklin in Boise. Minutes later, a familiar face walked in. Nick Rex, a longtime Lottery player known at stores across the valley, became the first person to play the machine.

The first ticket printed. The first interaction. A $50 win.

Not a headline jackpot. But a meaningful one.

For the store, it was a smooth launch. For the manager, it was exciting to watch someone immediately engage with the new system. And for the player, it was one of those everyday lottery moments that feels oddly well-timed.

That’s the quiet truth about innovation in this space. It isn’t only about scale or speed of a new machine. It’s about reliability,

trust, and creating experiences that feel effortless when they matter most.

The system is called Dream Touch for a reason. Not because every play leads to a life-changing win, but because the lottery lives in that small space between routine and possibility. Sometimes the dream is millions. Sometimes it’s simply being in the right place at the right moment, touching the screen first.

“I just had a good feeling about it.”

That is what Teresa Porath from New Plymouth said after becoming Idaho’s first big Millionaire for Life winner when she claimed $7,500.

If her name sounds familiar it should. In 2024 she was a Love Your School winner after donating her points, which meant the Idaho Lottery gave $1,000 to New Plymouth Elementary through our Do Good program in her name.

Now she is back in the spotlight as the first big winner on Millionaire for Life.

At the time she claimed her prize, she had not told anyone yet of her big win. Instead, she planned to surprise her friends and family by showing them a post from the Lottery’s social media channels.

Porath had a great philosophy on playing the new game. “I was playing Lucky for Life. Instead of getting five lines, I buy two lines of Millionaire for Life for the same price. I wanted to give it a try. You can’t win if you don’t have a ticket, but, I won!

Porath’s winning ticket was sold at the Jacksons at I-84 and Exit 3 in Fruitland.

Millionaire for Life gives you the chance to win $1,000,000 a year for life. Even non-winning tickets can still win until April 22. Players can enter their non-winning Millionaire for Life tickets for a chance win the live like a millionaire trip of a lifetime to Paris, France.
