As we move through the heart of winter, I want to take a moment to reflect on the year behind us and the work ahead in 2026. The momentum we carry into this year comes directly from you, our members. The skill, expertise, and accountability you bring to the jobsites and beyond them are what power our Union.

We closed out 2025 with meaningful milestones, including our members showing up in full force for our annual holiday toy drive. Once again, we broke records, collecting toys and winter clothing for families across Greater Boston. That effort makes a real difference in our communities every year, and I have no doubt we will raise the bar again next season.

I am also honored to have accepted an appointment to the IBEW International Executive Council representing the Second District. It is a privilege to bring the voice of IBEW Local 103 to the international level while continuing to focus on protecting and advancing our membership here at home.

In addition, Kristen Gowin of NECA Greater Boston and I were recognized with the 2025 Cushing-Gavin Awards from The Labor Guild. These honors reflect the continued growth

of our Local and the strength built through strong labor-management partnerships. This recognition belongs to all of us. No one person carries this Local. Our strength comes from working together.

That same strength is evident on our jobsites in Quincy, where momentum remains strong on major projects. From the MBTA’s electric bus facility upgrades to the AvalonBay residential development, 103 members are helping build and power Quincy’s future.

Winter brings challenges, but work continues to move forward, and demand for 103 remains strong. We deliver projects on time, on budget, and done safely without cutting corners. That is why cities like Quincy and development teams across Greater Boston continue to choose our power professionals.

JOB SPOTLIGHT: AVALONBAY COMMUNITIES IN QUINCY, MA

Members of IBEW Local 103 are on the job at Avalon Quincy Adams, a major new residential development at 269 Centre Street in Quincy. The project will add 288 apartment homes just a half mile from the Quincy Adams Red Line station, helping address the growing demand for housing across the Commonwealth.

As housing demand continues to rise, it is important that this work is built union. On this site, our members are

installing the electrical service, power distribution, wiring, lighting, and building systems that will support these homes for years to come.

Projects like this demonstrate why developers and communities continue to rely on IBEW 103. We deliver skilled, safe, and dependable work every time.

JOB SPOTLIGHT:

MBTA ELECTRIC BUS FACILITY IN QUINCY, MA

Public transportation in Greater Boston is undergoing a major transformation, and our members are helping power it.

As the MBTA moves toward an all-electric bus fleet by 2040, IBEW Local 103 members are playing a critical role in modernizing bus facilities across the region. The MBTA operates more than 170 bus routes in 44 communities, carrying nearly 30 percent of its weekday riders. A $400 million investment is now upgrading yards with expanded electrical service, new substations, and high-capacity charging infrastructure.

A key milestone in that effort is the new Quincy Bus Maintenance Facility, a 300,000 square foot building designed to service up to 120 buses. The facility is built specifically to support electric buses, with the systems required to power, charge, and maintain them safely and efficiently.

On this project, our members are installing and energizing the highvoltage electrical and charging systems that will keep this fleet moving. This is complex, technical work that positions IBEW 103 at the forefront of the region’s clean energy transition.

JOBS ON THE HORIZON

When Greater Boston builds, Local 103 goes to work. Check out some of the major projects where Local 103 will be leading the way in the months ahead:

MADISON PARK TECHNICAL VOCATIONAL HIGH SCHOOL

A proposed $700 million renovation or rebuild of Boston’s only vocational high school in Roxbury that would create a modern, expanded campus of more than half a million square feet and serve up to about 2,200 students by adding grades 7 and 8 to the current enrollment of around 1,100. The project would upgrade decades-old facilities and expand hands-on training programs in construction, health sciences, technology, and more. The project is currently in the planning stages.

BRAINTREE LOGAN EXPRESS GARAGE

A two-phase project in Braintree that will transform the existing lot into two 7-level parking garages totaling 1,098,500 sq. ft. in Phase I and 905,600 sq. ft. in Phase II, along with a 26,000 sq. ft. remote terminal building connected by a 117,600 sq. ft. core. The project will add expanded parking, a dedicated bus lane, improved pick-up and

drop-off areas, and upgraded site infrastructure for Logan Express riders from Braintree and surrounding communities. It is currently in the planning stages, with Phase I expected to begin in August 2026 and full completion anticipated by August 2030.

ENCORE BOSTON HARBOR HOTEL EXPANSION

Wynn Resorts has reached an agreement with the City of Everett to expand Encore Boston Harbor with up to two new non-gaming hotels on Lower Broadway. The deal includes up to $25 million in funding toward a proposed Commuter Rail stop and additional transportation improvements, along with commitments tied to environmental cleanup and future development approvals. If approved, the hotels could be completed by 2028. The project adds to other major development plans nearby, including a proposed soccer stadium by the Kraft Group for the New England Revolution along the Mystic River.

ANNUAL HOLIDAY TOY DRIVE

This past holiday season, our union hall was filled with energy and holiday spirit as we hosted our 12th Annual Holiday Toy Drive.

Together, we sorted, packed, and organized more than 20,000 new, unwrapped toys and winter clothing items for families across Greater Boston. At a time when many families are facing increased financial pressure, we stepped up — just like we always do.

The donations we collected were distributed to organizations across multiple cities, including South Boston Neighborhood House, Salvation Army Quincy, Somerville Housing Authority, and Wonderfund, helping ensure thousands of families and children had something special to open during the holidays.

Thank you to everyone who showed up, donated, and/or volunteered. Giving back has

always been at the core of who we are. We take care of our communities, and we take care of each other.

103 COMMITTEE AND CLUB NEWS

46TH ANNUAL ELECTRICAL WORKERS MINORITY CONFERENCE

Delegates from across the United States and Canada gathered for the annual conference of the IBEW Electrical Workers Minority Caucus, bringing together leaders and members committed to strengthening our Union and expanding opportunity throughout the Brotherhood.

The conference featured working sessions on real issues impacting our members, including organizing, apprenticeship access, retention, mentorship, political education, and community engagement. These discussions are designed to produce practical strategies that locals can bring home and put into action.

A highlight of the week was the Day of Service, where attendees stepped outside the conference setting and into the community to give

back through hands-on volunteer work. It was a powerful reminder that our responsibility as union members extends beyond the jobsite and into the neighborhoods we serve.

We are proud to share that our own Renee Dozier serves as the International EWMC Treasurer, overseeing financial transparency and accountability at the international level. In addition, Brother Tom Long was appointed to serve as International EWMC/RENEW

At-Large Board Member, helping connect the next generation of members to leadership development and active union involvement.

IBEW Local 103 continues to have a strong presence at the international level, ensuring our members are represented and engaged in shaping the future of our Brotherhood.

Mark your calendars for the 103 Sports Spring Classic on Saturday, April 4! Join us for an afternoon of friendly competition during the journeymen vs. apprentices hockey and basketball games, and enjoy a free skate with your family on the ice afterward. A family buffet will be available following the hockey game.

CLEAN ENERGY

PRE-APPRENTICESHIP

PROGRAM

Our Clean Energy Pre-Apprenticeship Program is now in its second year and continues to create new pathways for students in Greater Boston. Running from late January through early April, the program introduces 18–24-year-olds to careers in renewable energy and gives them hands-on exposure to what a future in IBEW Local 103 can look like. As clean energy work expands across our region, IBEW 103 is strengthening the pipeline into our apprenticeship program.

GREATER BOSTON & WILMINGTON JOINT APPRENTICE TRAINING CENTERS

Construction at the Wilmington JATC campus remains on schedule, with plans to begin holding apprentice classes in the newly renovated space in early spring. In addition to our Greater Boston campus, this expansion will provide state-of-the-art training in a modern, high-tech learning environment.

A new wind turbine has been installed at the Greater Boston campus and is now generating clean energy. To further support renewable energy training, a wind turbine training tower will soon be installed on campus. This tower will provide hands-on learning for members preparing to work on wind turbine projects.

JATC APPRENTICE GRADUATION CLASS OF 2026

The JATC is happy to announce that we’ll be celebrating our 5th-year apprentices at their graduation ceremony on Thursday, June 4. We hope to see you there!

JATC INSTRUCTOR THOMAS SPELLMAN IN IBEW’S THE ELECTRICAL WORKER

We’re proud to share that JATC instructor

Thomas Spellman was recently featured in IBEW’s The Electrical Worker for his long career and dedication to both the union and training the next generation of electricians. His story reflects the leadership and commitment that define Local 103. Read a short excerpt from the feature below:

“Growing up in Everett, Thomas was surrounded by union families and introduced early to the electrical trade through relatives who were members of the IBEW.

Inspired by their work and guided by a strong work ethic instilled by his father, he knew from a young age that he wanted to become a union electrician. That path was not without challenges. After taking a job at a nonunion shop to get his career started, Thomas was seriously injured while working on energized equipment.

After recovering, Thomas took an unexpected turn, training as a commercial hardhat diver in Seattle and working in underwater construction before returning

home and applying to the IBEW. Although not initially accepted into the electrical program, he embraced an opportunity in telecommunications work.

After years in the field, Thomas brought his experience to the classroom, beginning as a part-time instructor at the Joint Apprentice Training Center before becoming a full-time educator. For more than a decade, he has continued to sharpen his skills through National Training Institute instructor programs, helping prepare the next generation of IBEW members for long, successful careers.

Recently celebrating 35 years in the union, Thomas credits the IBEW and IBEW Local 103 with providing not just a career, but a family. A family that offered mentorship, stability, and the ability to support his loved ones with good wages and strong benefits.”

Trust Funds Update

| Health Plan Quarterly Eligibility letters for work during October–December 2025 pertaining to coverage for the April–June 2026 eligibility period were mailed on February 3, 2026, to all Participants with hours reported during the work period. Non-retired members should check the mailing to ensure continued coverage.

| The 1099 forms for calendar year 2025 were mailed in January to any Participants who received distributions from either the Pension or the Deferred Income Plan.

| Forms 1095-B were mailed to Health Plan Participants during January as well. The Deferred Income Plan return

was 9.45% for the plan year that ended November 30, 2025. Statements were sent to all Deferred Income Plan Participants on February 10, 2026.

| Please inform the Trust Funds Office of any change in status for Participants and Dependents. This includes a change of address, marriage or divorce, or birth of a child, and other health coverage, to name a few.

| Under the Health Plan, any retiree or dependent of a retiree, who is eligible for Medicare MUST elect Part B coverage. Medicare has an enrollment window for individuals surrounding the individual’s 65th birthday or their retirement date, if later than age 65.
