MAKING IT HAPPEN Tech guru Jahan De Silva on diving for leisure – and diving in to save lives love my job. Designing and building corporate networks for clients who want to link their regional offices and vessels gives me the opportunity to travel and visit many offshore rigs in India, Vietnam and the Philippines. Whenever there is a long weekend, I take the chance to go diving. I organise dive trips and try to get at least 300 dives a year. I love to go off the beaten track to places such as Palau, Sipadan and Bohol. During my NSF days, I was a Rota Commander at Central Fire Station. It was tiring to be on duty for 24 hours, write reports the next day and then be on standby again the day after, but I really enjoyed those days. After my BMT in Tekong, I was slated to go Officer Cadet School, but then I was posted to SCDF instead. It turned out to be the best NS experience I could have hoped for. My first SCDF “dive” was when a car went into the canal near KK Hospital. I went into the water with

I
my breathing apparatus and used my steel boot cap to break the window. It was 3am and I was groping around in murky water. Unfortunately we were not able to revive the driver, but thankfully there were no passengers. I had also jumped into the Kallang River to rescue an old man who had tried to kill himself by jumping off the Geylang Road Bridge. Every time the alarm sounds, the decisions I make as a first responder could mean the difference between life and death for someone. It is a great responsibility. I have performed CPR on three people, and one of the victims made it. It is not always possible to save everyone, but even if I could save just one, it’s all worth it. I got to do a lot of good when I was with the SCDF. I can still remember the faces of people I had responded to – alive and dead, accident victims, those who took their own lives – and I hope I have made a difference.

STANDING TALL Gentle giant and SEA Games judo medallist Ho Han Boon is now giving back to the sport as a coach hen I was young, I was bullied in school. My sister was doing judo, and it looked fun and was a skill I could use. That’s how I got started. Judo is full of surprises. A smaller guy can defeat a bigger guy. It has happened to me. I am now a judo coach at my alma mater East View Secondary School, as well as Nanyang Polytechnic. Competing in the heavyweight category means I need to keep my weight at more than 100kg. I’m now more than 180kg and I’m 1.92m tall. If a competition is coming, I train six times or more every week. It was a surprise for me to win the gold in last year’s SEA Games, because I had lost to the same Thai opponent in another international event before that.

In judo people do get injured during competitions. I actually keep count of the number of people I’ve sent to hospital – it’s now around 10. My worst injury was a dislocated shoulder when I got thrown during my first competition. The doctor told me to rest for half a year, but I went back to training after one month.
I didn’t even know I had dislocated my shoulder until I got home and found that I couldn’t remove my shirt. I collect Gundam models and miniature weapons from anime and games. I love to bake and I have a pet hamster. If you have a dream, go for it. Don’t wait till it’s too late.

r Jimmy Yap remembers his days as a rookie Volunteer Special Constabulary (VSC) officer at the old police station at Pearls’ Hill, where he was posted in 1988 after six months of basic training. He would report for duty, go on patrols or attend meetings on Monday and Thursday evenings. On weekends he would take part in operations. Today the 58-year-old dentist is a Deputy Superintendent of Police (V) who manages 120 VSC officers as Head VSC in the Central Police Division.

Becoming a volunteer During his NS days, Dr Yap served in
the Military Police and helped out with investigation work. This got him interested in policing work, which led to a dilemma – be a dentist like his father, or be a fulltime police officer? Dr Yap decided on a career as a dentist, but it turned out he did not have to give up entirely on becoming a police officer. After completing his studies, he found out that he could join the police force as a VSC officer, who work alongside police regulars, do similar work and wear the same uniform. The SPF had sent Dr Yap on a study visit to the Shanghai Police College. Many other VSC officers
have also gone on similar study trips to London, Hong Kong and Malaysia. Serving the community So what made Dr Yap stay as a police volunteer for 26 years? In addition to the support he gets from his family – his wife and two children – it is the rewarding nature of police work that keeps him going. “In the VSC, you get to meet people from all walks of life, and that broadens your perspective in life,” he says. “You actually go out and patrol, and then you see day-to-day cases and things that happen on the streets. to render assistance, said Dr Ng, who noted how regulars, NSFs and NSmen work together in lifesaving operations. The NSmen and NSFs shared with the CSNS SC members their concerns and their work in SCDF. “Mr Chan Chun Sing (Minister for Social and Family Development and Second Minister for Defence) was interested in what I do in the Operations Control Room,” said CPL Xu Ning from the Operations Branch in HQ 4th SCDF Division. “He asked for suggestions to improve full-time NS and even invited me to visit my NSF counterparts in the SAF.” The CSNS SC members learnt how
NSmen could add value in their NS role with their experience in their civilian life. “The CSNS SC members asked about my civilian job and how my knowledge and skills can be applied in my NS experience,” said CPT (NS) Sulaiman Bin Alwie, Deputy Commander of Tuas View Fire Station. The CSNS is actively gathering feedback from the ground to motivate NSmen in performing their NS duties, help them balance NS and personal commitments, increase support for NS in the community, and to recognise the contributions of NSmen and their families. The recommendations by the CSNS are expected to be released later this year.

Around 50 NSFs and NSmen had lunch with Defence Minister Dr Ng Eng Hen and the CSNS SC members. Topics ranged from the roles played by the NSFs and NSmen in rescue operations to NSmen having to juggle their ICTs and work commitments. Airport Police Division to deploy PNSmen on anti-crime foot patrols he Airport Police Division (APD) is stepping up their game with a new initiative to better harness PNSmen. This will see our APD PNSmen taking on new responsibility in anti-crime patrols to reinforce regular patrol resources on a more structured basis. With the support of Commander APD, DAC Sam Tee, PNSmen are now performing independent anti-crime patrols in the airport terminals. Their new responsibilities include foot patrols to increase police presence. PNSmen will visit retail shops in transit areas to project police presence to deter potential shop theft. Apart from the transit areas, they will also visit the Baggage Sorting Area and Early Baggage Storage Area to prevent pilfering. PNSmen are now also the first responders to low-risk calls such as unattended vehicles and bags.

The APD kicked off this initiative with two trial runs in November 2013 and January 2014. During each trial, 16 selected PNSmen were split into two shifts and went on independent anti-crime patrols, supplementing the regular patrol teams during peak hours. This programme has been well received by both PNSmen
and regular patrol teams. Besides boosting police presence in terminals, this initiative also allows APD’s regular officers to focus on higher-risk cases. The independent patrols have also allowed PNSmen officers to play a more proactive role during their ICT recall. This program is expected to be rolled out fully in FY14.
