With the National Civil Defence Cadet Corps (NCDCC) now a recognised national uniformed group alongside the National Police Cadet Corps (NPCC), students can have a taste of the Home Team experience as a cocurriculum activity. Founded in 2005, the NCDCC is a much newer outfit than the NPCC, which was established in 1959 and is now the largest uniformed group for youths in Singapore. Two families tell Frontline why they like to be part of the Home Team. “When I entered my school, my NCDCC seniors put up an emergency rescue display, and that made me want to join them,” said WO (NCDCC) Syed Isa Aljunied, 16, a Unit Drill Instructor with the NCDCC unit in Anglo-Chinese School (Independent). “My dad was also in the SCDF, and when I saw what he and his men did during Operation Lionheart to Pakistan in 2005, I wanted to learn about the SCDF and I figured by joining the NCDCC unit, I could!” Tiffany Ling, 18, an NPCC cadet inspector with her alma mater Nan Chiau High School, also cites her father as an influence. “My dad is a volunteer policeman with the Police Coast Guard, and he would tell me stories of what he did as a VSC (Volunteer Special Constabulary),” said Tiffany. “Some of it could be big news on TV. We also watch CSI together and talk about what it is like in the SPF.” So what do our cadets learn in the NCDCC and NPCC? “I get to try new things every year,” said Isa, who learnt first aid, campcraft and fire safety in his first year and CPR and rescue techniques in his second year, before taking on more leadership roles in his third and fourth year.

“I’ve gained useful skills in courses such as the Senior Non-Commissioned Officer’s Course and the Unit Drill Instructor Course, which I apply as a leader in my NCDCC and water polo CCAs,” said Isa. “Joining the NCDCC has taught me the importance of teamwork, empathy, loyalty and perseverance.” For Tiffany, the NPCC values are values she can use for life. “The NPCC’s PICARD values (punctuality, initiative, commitment, attitude, respect and discipline) are not just applicable to our training – they are relevant to school and work as well,” said Tiffany. “As a cadet inspector, I help my juniors in planning courses and training them in drill and campcraft. These event planning and people management skills gained are useful no matter where I go.”

All in the family Isa’s father, LTC (NS) Syed Abdul Malik Aljunied, 45, is proud that his son is an NCDCC cadet. “I’m glad we share the same passion in rescue work and civil defence operations,” said the Battalion Commander of 22A Rescue Battalion, 2nd CD Div, SCDF. “Over the past four years, I’ve seen how the NCDCC experience has moulded his character and made him a better leader.” Tiffany’s father, SSS (V) Ricky Ling, 43, is also glad that their common police experience has given them so much more to talk about. “Sometimes Tiffany has her NPCC activities at Pulau Ubin, and if I happen to be there on patrol (as a VSC with PCG), I’d drop by her campsite to say hi,” said the veteran volunteer officer who served with the Police Coast Guard from 2002 to 2013. Added Tiffany: “That’s when my friends all go: ‘It’s so cool your dad is a police officer!’” “It has always been my dream to be a police officer,” said Ricky, “but I did not meet their educational qualifications then. So joining the VSC was my way of fulfilling my dream.” Said Tiffany: “I hope to be a forensics expert in future. Joining the NPCC and being in the Science stream in JC will bring me closer to making my dream come true.” The Lings will soon have even more Home Team experience to share, as Ricky’s 13-year-old son also joined the NPCC this year. Wearing the same uniform has made Malik and Isa closer as father and son. “We enjoy the times when we both happen to be in uniform, during his CCA and my ICT. Isa will always pride himself for having more NCDCC badges than my SCDF service medals!” said Malik. “I hope Isa will continue this noble family tradition.”

When it comes to perfecting a craft, there’s plenty that we can all learn from SC2 Benny Lim. Frontline catches up with this young clarinetist who has been playing with the best symphonic bands in the world. What do you do in the SPF? I am a clarinetist in the Singapore Police Force Band. I have performed in many key events such as the National Day Parade and Police Day Parade. How did you get started in playing the clarinet? I started playing the clarinet at the age of 13 with the Saint Andrew’s School Military Band. I remember when I was in Saint Andrew’s Junior School, the secondary school held regular performances to promote both the school and the band. Their sound and the beautiful music they played sparked my interest, which grew with each and every performance. This led me to join the band when I went on to Saint Andrew’s School, and that’s how I started my journey in music.

How did you become so good in what you do? After I graduated from Saint Andrew’s School, I joined several groups in the music scene to explore my playing and gain more experience. These include the Philharmonic Winds, Singapore National Youth Orchestra, the Orchestra Collective and Windstars Ensemble. These groups gave me many opportunities to perform both locally and internationally, in foreign competitions and exchange programmes, and I have performed in Germany, Taiwan, Brisbane and America. These wonderful experiences have played an instrumental role in moulding my music and have made me a better person. What’s next in your music career? During my polytechnic days I did not have the time to take up any music courses. Now I wish to take my clarinet playing to the next level by enrolling in a good music school, where I can learn more about the instrument and develop my skills under trained professionals. Any advice for aspiring musicians? Always practice hard, and most importantly, also practice smart. You’ll find that you can focus better if you remember to take breaks in between practising!

Supreme Mastery LTA Lee Tze Yuan is a taiji exponent who practises zen with zest With a maturity that belies his youthful demeanour, LTA Lee Tze Yuan combines the philosophy of this ancient martial art with a modern sensibility of training smart for excellence. Frontline finds out what’s behind the fluid moves of a taiji talent to look out for in the coming SEA Games. What do you do in the SCDF? I am a Platoon Commander in the Special Rescue Company @ HQ 1st CD Division. I respond to incidents involving chemical agents and mass casualties. I am also called upon to be on standby in major events like the F1 Singapore Grand Prix and National Day Parade. How did you get started in taiji? It was pretty much a coincidence. When I was 14, a family friend set up a wushu training centre and I was invited to give him my support. I started off playing catching and badminton with the students there while watching the others practise taiji. Gradually I got interested, and before I knew it, I was training 12 times a week! I used to practise taekwondo before I switched to taiji. How did you become so good in what you do? I love what I do and I do what I love. This includes NS. I believe in finding a purpose in whatever you do, and to give it your all. If you’re not giving it your best, then don’t do it, because that’s wasting your precious time. We only live once, so treasure the moment. What’s next in your taiji career? I am aiming to represent Singapore in the 2015 SEA Games. Leading up to the SEA Games would be the 12th World Championships and the SEA games in 2013, as well as the Asian Games in 2014. Any advice for aspiring martial artists? Be efficient in what you do. Never waste time. Unlike athletes from other countries, here in Singapore we don’t have much free time to pursue sports. We can only use our brains more and train smarter than the rest of them. This way we can achieve the best results in the shortest time possible to be on par with others in the international arena.

Show of Force Jen Li Sheng is Singapore’s strongest man – for the fourth time! It was a sweaty afternoon as hulking bodies heaved and grunted their way to glory on 23 March at Toa Payoh HDB Hub. Held annually since 2005, the HomeTeamNS Strongman Challenge sees contestants attempting feats such as pulling a six-tonne SCDF Red Rhino and SPF Jeep, walking with a 135kg log on each hand, flipping a 350kg tyre and deadlifting a 1.5-tonne car as many times as possible. After a gruelling four-hour competition, it was Jen Li Sheng, 28, and Cheryl Foo, 22 – both personal trainers – who proved their mettle as Singapore’s strongest man and woman. Jen made history as a four-time champion (2008, 2010, 2012 and 2013) while Cheryl, who was last year’s runner-up, blew the competition away with her impressive speed and strength.

SGT(V) Welkers may look like an actor or tourist, but he’s a true-blue VSC officer

ith his SPF uniform on, SGT(V) Stijn Welkers, 42, looks nothing like your ordinary policeman, because of his dark blond hair and sharp features.

The managing director of a software company moved to Singapore from the Netherlands in 1999, and joined the Volunteer Special Constabulary in 2008. For 40 to 50 hours a month, SGT(V) Welkers would patrol the Toa Payoh neighbourhood to check on areas where crimes have been recently committed, and responds to 999 calls just like a regular officer. Shopkeepers, parents and kids would often stop to chat with him.

Once, a young boy mistook SGT(V) Welkers for a famous actor. “He didn’t believe my firearm was real,” said SGT(V) Welkers. Being different has its perks for SGT(V) Welkers – lawbreakers often mistake him for a tourist when he is on plainclothes duty. “I can play many roles and uncover illegal activities where Singaporean police officers may have difficulty gaining access to,” he said. SGT(V) Welkers applauds Singapore’s low crime rate and wants to help keep it that way. “I think the situation of ‘low crime doesn’t mean no crime’ is already quite amazing. Just think about it – where in the world do people need to be reminded that crime exists?” Being a law enforcer in Singapore has given SGT(V) Welkers a sense of fulfilment, especially when he deals with abuse cases and the return of lost children. “Almost always, that’s where you can immediately contribute to someone’s safety and well-being, and that makes it all worthwhile,” he said. An enthusiastic volunteer who is always ready to lend a helping hand, SGT(V) Welkers is here to stay, together with his Singaporean wife. “Volunteer work takes up a lot of time, but if you enjoy it, you’ll never get tired of it,” he said.

Sharing for Success

Reaching out to future NS leaders with the APEX programme

The APEX dialogue with the top SPF leadership and future NS leaders was an enriching experience for all the NSmen involved.

Sharing their views were Mr Masagos Zulkifli, Senior Minister of State for Home Affairs and Foreign Affairs; Commissioner of Police, Mr Ng Joo Hee; Deputy Director PNS, DAC Manimaran Pushpanatan; and several NS Key and Command Appointment Holders. The evening started with a presentation by APEX members CPL (NS) Hozefa Shakir and INSP (NS) Chua Tong Hern, who shared the strategic role APEX plays in achieving the SPF-HomeTeamNS Mission – managing the changing needs of a younger generation, enhancing the mutual value proposition of NS and better engaging the NS family. They also proposed setting up a HomeTeamNS Youth Club and called for APEX to play a greater role in finetuning and testing NS policies. Another issue discussed was the role APEX could play in NS policy making. Mr Masagos and Mr Ng highlighted the Community Policing System (COPS) as an example. COPS was designed to improve with ground feedback, and idea gathered from this feedback was a Facebook

page. Many NPCs now have their own Facebook page, and this enables the SPF to harness the power of social media to reach out to the public and fight crime at the same time. One key takeaway was an insight shared by Mr Masagos. He asked the group a question that was posed to Jack Welch, former CEO of General Electric: “If you were a boss, would you choose someone with value, or someone with competence?” Welch’s answer was simple. Take the one with value, and train him to be competent. Mr Masagos said that while competence can be trained, values such as resilience and perseverance should already be present in leaders. That was one of the key learning points gained from this APEX dialogue.

n 27 March, the SCDF expressed its appreciation to its outgoing NS Key Appointment Holders (KAHs) and Responsibility Appointment Holders (RAHs) in a ceremony at the Civil Defence Academy. The ceremony also welcomed 247 ORNSmen who were re-appointed or newly appointed as KAHs and RAHs for the new work year. In his opening address, Comr Eric Yap, SCDF Commissioner thanked the outgoing appointment holders for their services and welcomed the new ones on board. He also shared with them some upcoming developments, such as the Home Team Tactical Centre and NS Hall of Recognition. AC Chong Hoi Hung, Senior Director (Corporate Services), presented tokens of appreciation to the outgoing NS Feedback Panel members, and certificates to those newly appointed on the Panel.

The event ended with a sumptuous buffet spread for all the NSmen. SGT (NS) Mohammad Norman Bin Gatot Isman, Company Sergeant Major of MRT Shelter Company (Mountbatten), was excited about his new appointment: “Although I’m new, I am ready to accept the challenge. There are many responsibilities that come with the appointment, and it’s a rather big change from my previous role, but I am confident I can handle it.”

Talk the Walk SCDF holds annual dialogues to engage and seek feedback from ORNSmen

he SCDF values the views of its NS leaders, as they enable the Force to fine-tune its policies before implementing them. To engage and build rapport with these NSmen, the SCDF has been organising annual dialogues since 2009 as a platform to communicate new initiatives to NS leaders. In WY 2012/13, three such dialogues chaired by AC Chong Hoi Hung, Senior Director (Corporate Services), were held for the ORNS Deputy Commanders of Fire Stations and appointment holders of the Rescue Battalions and Shelter Battalions. Representatives from NS Personnel Department, Operations Department, Training Department, NS Training Institute and Fire Safety & Shelter Department shared upcoming changes to the NS organisation structure, ICT programme and other initiatives that would affect the NS units. The SCDF engages NS appointment holders through dialogues such as this one chaired by Senior Director (Corporate Services) AC Chong Hoi Hung at the City Campus, which is situated at Central Supply Base, HQ SCDF.

These annual dialogues with different functional groups of appointment holders have enabled the SCDF to obtain insightful and constructive feedback. They also provide great opportunities for NSmen from different units to interact and learn from one other.

What is the Education Award? This award is for students from lower income families (not exceeding a total monthly family income of $5,000) who perform well academically and in CCA & CIP (Community Involvement Programme) for the year 2012.

What is the Achievement Award? This award is for students who excel academically as well as for their CCA & CIP (Community Involvement Programme) for the year 2012. The financial status of the family is not taken into consideration. Applicants must have a minimum B grade (Primary Level) or B4 (Secondary Level) or D (Pre-U / JC Level) or C (Polytechnic Level) for all subjects to be eligible to apply.

Destination Desaru The Auto Adventure Club takes on the seaside town for the weekend This March, the AAC had a fun weekend of sea, seafood and shopping on a road trip to Desaru. Led by AAC Chairman Mr Low Lai Choon and his committee, 24 AAC members set off from the Bukit Batok clubhouse at 7am. The convoy breezed through the Tuas Second Link to Gelang Patah for a hearty breakfast, before heading to the Johor Premium Outlets to indulge in a favourite Singaporean pastime. With discounts galore, many members were spotted leaving the outlets with bags of clothing and leather products. After a good shopping fix, it was time to refuel. The group stopped at a small town called Taman Gaya for lunch. The Muslim members were treated to halal western food with steaks and lamb chops as their main course, while the non-Muslims had steamed fish and dishes such as the signature “Dong Po” pork at a Chinese restaurant. Time for check-in! The group had some free time at the Lotus Desaru Resort, where they admired their duplex rooms by the beach, have some wet fun at the Water Park and Lazy River, or enjoy a therapeutic post-shopping massage at the resort. Dinner that night was a sumptuous seafood spread of lobsters, pepper crab and durian, which many had to struggle to finish! The next morning, the group visited a ostrich farm, where they got to try some ostrich satay and omelette – a single ostrich egg can serve 20 people! Next was a tour of a fruit farm, which ended with a refreshing pack of chilled fruits after a hot day of walking. Then it was time for the final stop, the KSL Mall near Johor Bahru, where the members parted and shopped at their own leisure before returning home to Singapore. This eventful and action-packed trip was definitely worth every cent paid. Be sure to catch the next AAC event in June 2013!
