PAYROLL OUTSOURCING DROPS OFF
The majority of HR departments polled in the US are making the move to paperless operations. This is according to a recent survey presented by Archive Systems at the 2015 Society for HR Management (SHRM) conference. From the HR professionals polled, a combined 77% claimed their departments were at least half digital, while only 23% still relied on paper for HR operations. Additional highlights from the survey revealed that: • HR managers who claimed their HR files were more than 50% digital, cited spending 35% of their time on administrative paperwork. Other industry surveys suggest that up to 60% of HR resources are spent on administrative activities. • HR managers dealing with only paper records are still utilising a majority of their time on ordinary activities and concentrating less on key business schemes. • HR managers that still possess paper records are on average 50% confident that they have all the required documents for audits and compliance, but organisations that are totally digital are on average over 70% confident.
Organisations are increasingly less prone to outsourcing their payroll functions. According to the Payroll Benchmarks and Analysis 20152016 report, unveiled by Bloomberg BNA recently, only 12% of companies are outsourcing most or all of their payroll functions, down from 56% in 2011, and 21% in 2013. The reduction in the number of firms outsourcing their payroll functions is unlike other important operational aspects, such as information technology and HR. “This seminal report offers a wealth of insights into critical payroll department operations and trends, and provides valuable intelligence for HR and payroll executives that want to stay on top of changes in the field and benchmark their operations against their peers,” said Matt Sottong, Bloomberg BNA’s Managing Editor of Surveys and Research Reports. The Payroll Benchmark and Analysis 2015-2016 provides insights from over 200 payroll professionals representing a wide variety of enterprises, institutions and industries.

TECH BUDGETS RISING Indian companies are certainly on the ball when it comes to strategic HR. According to the People Matters HR Technology Study, 2015, six out of 10 organisations there are planning to boost their budget allocations for technology focusing on strategic HR. The study highlighted that areas where investments in HR technology is increasing include HR Analytics (72%), Recruitment Technology (69%), learning and development technology (69%), bringing mobility to HR processes (65%), and social media for HR (60%). For 80% of the respondents, HR technology had attained two clear objectives: transparency in HR workflows and operating efficiencies in HR delivery. HR leaders say the rise of the Chief HR Officer role has been key to increased investment in HR technology
in India. The report revealed that 45% respondents signalled that the CHRO has become the final decision-maker for HR technology investments. A significant 67% also cited that the Chief HR Officer in their organisation was a key influencer. “Historically, it has been the head of IT and the Chief Financial Officer who have been major stakeholders in putting technology in place, based on the requirements of the HR executives. But now, in a big shift, it is the Chief HR Officer or the Managing Director of HR who makes major parts of the decision regarding selection, adoption and management of HR technology,” said Aaron Green, Vice President-HCM Strategy, Oracle. Along with the decision-making position of the CHRO, there are other key drivers that are boosting the adoption HR technology.
“Organisation scale and the need for employer branding are two of the core drivers of technology adoption. Other factors behind the need for HR technology are effectiveness and data accuracy,” explained Deepa Chadha, Head of HR at Bharti Airtel. A total of 155 HR leaders from Indian and multinational companies of various sizes and sectors responded to the study.

Although raw data may not make much sense, it is all about getting insights by amalgamating a range of measurements and using analysis to test questions or theories which could be useful to the company.
Wealth of data The biggest advantage HR can get from HR analytics is to understand data, Eric Teong, Frontier e-HR’s Director and Software Architect says. “While being a HR practitioner is all about managing staff data, approving staff leave and so on, with HR analytics, these can be enhanced to a higher level of productivity for the benefit of the company,” he explains. Firstly, analysing patterns can improve the quality of the company’s performance. “Once you understand patterns, you will be able to diagnose current problems and even predict future ones,” Teong adds. For example, leveraging on big data allows employers to have a more analytical and strategic approach to hiring, by sorting information to identify suitable talent, focusing on the right talent pool, and avoiding bad hires. Besides using analysis to identify each talent’s qualifications, it is also possible to predict whether a candidate will get along with the potential employer by looking into their interpersonal connections. Besides hiring from a talent pool outside, companies can also look at existing data to identify internal staff who might be a good fit for a vacancy, thus helping to reduce recruitment and workforce costs. Low investment priority The big data journey is still in its infancy for many organisations. A study of more than 1,200 businesses by SAS in 2013, showed 6,400 organisations (which have 100 employees or more) planned to implement big data analytics by 2018. However, a worldwide survey of executives at more than 1,200 companies by Tata Consulting Services showed that HR was also one of the lowest priorities for big data investment. According to Tata’s The Emerging Big Returns on Big Data report, also from 2013, HR departments only spent five percent on total big data investments, the lowest percentage out of ten departments. Marketing and sales, customer service, and product development received most of the attention and investment for big data. Granted, these business segments use big data for results which are tangible and easily recognisable. However, HR can also play a part in solving business problems, achieving a company’s business goals and identifying revenue streams by helping to spot specific areas that can be improved upon, such as recruitment and performance. “Staff with proper training who are equipped with decent knowledge have an important role to boost the company’s revenue,” Teong adds. In summary, Teong affirms that talent is a company’s most valuable asset, and tapping on the company’s data will help to find the right members of a workforce. “Analyse your staff’s strength and weaknesses and then develop their values, in accordance to your business goals, by sending them for courses or training,” he advises. “Last but not least, HR analytics also enables you to identify staff who have performed well. In that case, appreciate and retain them. In short, HR data analytics will play a big part in company growth if one can use it wisely,” he adds.

hether it is an attempt to get more than an organisation’s fair share of talent in short supply, or simply to get an extra helping hand, companies are increasingly hiring third party services to handle critical business functions. In fact, there has been an upsurge in demand for HR outsourcing in the UK alone. ISSUE 15.9 SUPPLEMENT

According to the UK Outsourcing Index, HR services made up one-fifth of all outsourcing deals in 2014. The study also identified that there had been £126 million (S$276 million) worth of HR outsourcing contracts in the same year, with private-sector companies behind 90% of the contracts signed. Other markets are also showing an increase in demand for HR outsourcing. HR services and staffing firms in India are expanding their teams and operations to cater to the demand for recruitment services, The Economic Times has reported. The industry there is expected to grow by more than 40% a year over the next few years. In Singapore, SMEs are now able to
tap on public funding to help them outsource HR tasks. In April, Minister of State for Trade and Industry Teo Ser Luck announced a new initiative under which, enterprise development agency SPRING Singapore will fund up to 70% of qualifying costs incurred by firms in HR outsourcing. Currently, the republic has five main SME centres which offer a variety of support for companies. From June, they have been staffed with business advisors to provide HR and training advisory services. This is expected to help more than 700 SMEs over the next two years.

functions in house. Despite this, some may want to increase productivity by handling only specific tasks. This is where HR outsourcing comes in handy. “This enables HR to focus on more strategic roles rather than wasting resources by dealing with nonstrategic and repetitive tasks,” Peter Lee, Director of Info-Tech says. “The Ministry of Manpower, Central Provident Fund, and Inland Revenue Authority regulations constantly change, so it may be difficult for HR to keep up with updates.” In the case of SMEs, the broad nature of HR functions may appear complex to maintain. That’s where HR outsourcing can be particularly beneficial, Lee says. “Many SMEs still manage HR systems manually, by using Microsoft Excel to calculate salaries, and having manual punch cards and paper to record staff working hours,” he adds. “By addressing HR gaps and promoting good HR practices, SMEs’ HR management capabilities can be improved and strengthened.” Global player Resource Solutions specialises in recruitment process outsourcing (RPO) and is a managed service provider (MSP) for permanent and temporary recruitment. Its managing director Simon Bradberry says companies engage its services for a wide range of reasons.

According to research by British Insurance Brokers’ Association (BIBA), a quarter of SME leaders spend time finding insurance and another 26% find themselves drowned with IT issues. This has costed them 53 hours on average, a year. Nearly a quarter of respondents said they waste about three hours completing tasks that are not core to their business. In total, 624,000 hours are lost each week on non-business critical tasks.

For example, companies may not feel comfortable sharing confidential data with RPO providers. To overcome this, Bradberry says

Increased support for HR in SMEs In line with efforts to help local businesses enhance their employee training and HR policies, a new non-profit group Workforce Advancement Federation (WAF) will collaborate with the Singapore Workforce Development Agency. In July, the Minister of State for Trade and Industry Teo Ser Luck signed a Memorandum of Understanding between the organisations. Among the deliverables that WAF will seek to provide are a platform for SME owners to discuss manpower management methods and mentorship programmes with leaders from matching industries.
