Billie Ingram, a challenger for one of two open seats for Howe City Council, has been very boisterous against Howe Mayor Bill French on social media. Ingram, on March 3, complained on his campaign Facebook page that the city was restricting the citizens’ abilities to address the city leadership at the council meeting.
