Can the Eslate Machines that are Currently Being Used by Harris County Voters be Manipulated?

Complaints are regularly filed by Texas voters in regards to the eSlate machines. In fact, Texas election officials have received a bunch of complaints from voters who claim the machines flipped their votes over the years. Which prompted election officials, back in the 2018 midterms to advise Texas voters to take their time while casting their ballot. Back then, a whole slew of complaints had been received from across the state from early voters who were trying to cast straight-tickets; but believed that the eSlate machines had actually changed their votes. Two of the complaints were lodged over in Tarrant County. However, after investigating the issues, according to published reports, the Tarrant County officials determined that there was no indication of a technical issue with the voting machines. However, if you ask Evelyn Brown a longtime Fort Worth, Texas voter, who believed her vote got flipped (according to published reports) she might tell you a different story. According to her, when she went to the Southwest Community Center on Welch Avenue and had cast a straight-party vote, upon reviewing the summary page, she saw that her choice in the U.S. Senate race was

different than the selection she’d made. She said, according to published reports, that in the U.S. Senate race, between Republican U.S. Senator Ted Cruz and his Democratic challenger U.S. Representative Beto O’Rourke – the eSlate machine had flipped to the candidate in the other party. According to this 63-year-old longtime voter, she ended up spending seven or eight minutes trying to move back to change the candidate but was unsuccessful. So, she ended up calling the election judge over who eventually ended up calling the Tarrant County Elections Office. In the end, the eSlate machine in question was temporarily placed in out-of-service mode. And Evelyn Brown was moved to a different machine, where she was able to cast a vote for all of the candidates of her choosing.

KEVIN'S PEAR PLAN Kevin developed his PEAR Plan to help move Pearland forward in keeping with the city's economic development, crime and safety issues, infrastructure and managing the city’s budget and resources.

PROTECTION

One of the key responsibilities of local government is to PROVIDE PROTECTION for its citizens. As Mayor, Kevin will take this responsibility seriously. POLICE PROTECTION is vitally important to Pearland and Kevin will focus on the City’s efforts to keep a low crime rate. FIRE PROTECTION is key in keeping both property safe and threats to life at a minimum. The City has been upgrading staffing and facilities to make sure the City has proper coverage for both fire and EMS calls. Maintaining and increasing PROPERTY VALUES is important to both the City and to property owners. FLOOD/DRAINAGE: Certain areas of the City continue to suffer from repetitive losses during large flooding events. Kevin understands drainage and the importance it plays. He will dedicate continuing efforts to resolve these long-standing issues. On the far west end of Pearland, the BLUERIDGE LANDFILL COMPLIANCE ISSUES are also a drag on property values for homeowners. These issues should be important to Pearland as a whole because of the loss of property value in that area. The rest of the City has to make up the difference.

ECONOMIC DEVELOPMENT

Homeowners pay the bulk of property taxes in Pearland, so it is important that we EXPAND PEARLAND'S TAX BASE through attracting clean industry and high paying jobs. It is also important for us to DIVERSIFY PEARLAND'S TAX BASE so as not to be too heavily weighted in any particular industry. (Oil and gas is an example). Pearland has existing businesses that contribute a great amount to the overall community. We need to RETAIN AND EXPAND PEARLAND'S EXISTING BUSINESSES. One of the biggest keys to attracting or retaining companies is making sure they have an available and skilled workforce. WORKFORCE DEVELOPMENT IS CRUCIAL. Kevin has experience through the Northern Brazoria County Education Alliance to help with this effort. Partnering with the ISDs, Community Colleges, and UHCL Pearland Campus will be important in making our workforce the best in the area. Kevin has always been a believer in a MARKET-BASED APPROACH when it comes to growth and development. There are certain areas of the City that have not experienced economic development and the zoning needs to be looked at through the eyes of the market. Small business is the backbone of the Pearland economy. Kevin will focus on making sure rules, regulations, and permitting are done in an efficient manner to FOSTER THE GROWTH OF SMALL BUSINESS.

ACCESSIBILITY (MOBILITY AND TRAFFIC)

COLEFORPEARLAND Kevin will focus on transportation needs in the city. This will include an emphasis on both SAFE AND RELIABLE TRAFFIC FLOW throughout the city which is key to our growth and quality of life. Kevin will advance innovative ways to improve the traffic signal technology so we can MANAGE TRAFFIC FLOW MORE EFFICIENTLY. TIME RELIABILITY of our corridors. Our travel in Pearland should not vary from day-to-day. Under Kevin’s leadership, our transportation system will be dependable. Kevin will work closely with the Transportation Policy Council to leverage regional dollars to help us with local project funding. He knows H-GAC, how they operate and will lead the city into the future to ADDRESS OUR NEEDS FOR GROWTH AND MOBILITY. Kevin will lead Pearland as we update the city Major Thoroughfare Plan which will be our ROADMAP FOR THE FUTURE OF SMART CITY GROWTH AND PROSPERITY.

RESOURCE MANAGEMENT Kevin believes both that the City's TAX RATE IS TOO HIGH and that its DEBT BURDEN IS TOO HIGH, and that both are huge concerns for the city. Kevin will lead Council to direct staff to get SPENDING ACCOUNTABILITY OF EVERY LINE ITEM IN THE BUDGET. Kevin led a similar effort when serving on Council in 2007/2008. As a result, they REDUCED SPENDING by $600,000 by asking two questions: Is the line item still meeting its intended purpose? Is the intended purpose still needed? Kevin will ensure that the same effort is applied to future budgets. Kevin will use his City Council and professional experience in challenging staff to KEEP THE 2019 VOTER-APPROVED BOND PROJECT SPENDING TO A MINIMUM.

Covid-19 and Maintaining Your Voter Registration

In these trying times, we are all experiencing new hardships--including loss of income and even eviction. You still have the right to vote. Covid-19 might have affected you personally or your family, but you will still have a chance to shape the future of Houston and Harris County by voting. Recently evicted, homeless, etc.? --you have certain rights under the law regarding your right to vote. Those rights are determined by whether you were registered before or after your involuntary change in address. Registered beforehand? Notify the local voter registrar about your change in status and where you intend to live next. You will receive a new, corrected certificate. You will be able to vote with your new precinct information 30 days after your notice has been received. Meanwhile: You may vote a full ballot with your former precinct information if your registration has not become effective with your new precinct information in time for the current election.

Didn’t get a chance to register? The law is clear that you have the right to register to vote so long as you meet the residency requirements, even if that is a shelter, church, park, etc. The key is to provide a mailing address that you can easily receive mail at in addition to the approximate physical address you maintain your current (hopefully temporary) residency. Your new registration card will have both the approximate physical location and the mailing address where you are sending the card. The goal is to maintain your precious right to vote. Some may still find themselves on the voter suspension list. If your registration is in “suspense”, you can still vote. Your voter registration is NOT cancelled. “In order to maintain the accuracy of the voter roll, voters put on suspense who have not provided the voter registrar with a new Harris County address are to be removed from the voter roll in accordance with Sec. 16.032 of the Election Code. The Election Code specifies that a suspended voter is to be removed (purged) from the voter roll on the November 30, of the even year after the voter has been

on suspense for two general elections. The voter registrar maintains a list of suspended voters purged from the voter roll.” A voter whose status is on suspense is eligible to vote in an election provided that the voter completes a Statement of Residence either when voting by mail or at the polls prior to voting (within the same county as the voter’s current registration) or (if the voter has moved to a new county) completes a Limited Ballot application during Early Voting at the main early voting polling place. A voter on Suspense who has moved within the same county would be allowed to vote on Election Day by returning to the precinct in which the voter previously resided and completing a Statement of Residence at that time. A voter may also complete a Voter Registration Application to update his/her address prior the Registration Cutoff deadline for any election and send the newly updated application to the Voter Registrar in the county in which the voter resides.--Texas Secretary of State Don’t let Covid-19 deter you from keeping our country free and our democracy safe.
