Adnan Cheema With rising seas, a changing economy, and a bold vision for 2040, the Maldives stands at a pivotal moment in its development journey. UNDP’s presence has spanned over four decades in the country, and under the leadership of newly arrived Resident Representative Adnan Cheema, its mission is entering a new chapter. In this interview, we explore how global expertise, sustainable finance, and inclusive innovation can power a resilient future for the Maldives.
Hotel Insider: Your arrival in the Maldives coincides with the country's ambitious pursuit of developed country status by 2040. How do you see UNDP’s role in accelerating this national vision? Adnan: UNDP’s priorities are always aligned with national priorities. We align our work with the country’s plans and vision, from fiscal and sectoral strategies to climate and social inclusion policies. We are supporting fiscal resilience by mobilising new financing and ensuring inclusive financial growth for all Maldivians. In this endeavour, we also hope to engage partners beyond government to create an enabling environment that provides policy frameworks, financing Hotel Insider

tools, and innovation platforms. This will allow the private sector to play a greater role. Hotels, resorts, and investors will have the opportunity to contribute as we shape an inclusive, climate-resilient future. Hotel Insider: Climate change is an existential challenge for the Maldives. What new or strengthened approaches will UNDP prioritise to build resilience and support adaptation at both community and policy levels? Adnan: UNDP is turning global expertise into local action. We are helping to pioneer blended finance for the blue economy and nature-based insurance for coral reefs. These innovations will preserve ecosystems while unlocking new investments. Resilience is not just a policy issue—it is also a business issue. Rising sea levels, extreme weather, and reef degradation are already affecting key sectors in the Maldives, such as tourism, fisheries, and agriculture. By advancing nature-based insurance, blended finance for the blue economy, and renewable energy, we are creating a win–win situation for both community development and sustainable investment. Hotel Insider: The upcoming Country Programme Document (CPD) 2026–2030 will set the tone for UNDP’s work in the Maldives. What are the key priorities you envision for this new framework, and how will they align with the government’s longterm strategies? Adnan: The CPD is currently in progress. It will begin in 2027, with the consultation process starting very soon. We will be engaging with our national partners to identify priorities that reflect the aspirations of the Maldives as a country. In the next phase, we aim to build on areas where the Maldives has already demonstrated leadership—for example, in climate resilience, sustainable financing, and inclusive governance—which will support the government’s long-term vision. We can contribute global expertise, new partnerships, and innovative financing to help realise this vision in a sustainable way. Development and progress must be sustainable, and that is what we will strive to achieve. In this endeavour, as mentioned previously, the private sector can play a vital role. Business innovation and capital can help to build financial and climate resilience, while also establishing inclusive development for the 12

Hotel Insider: With your extensive experience in crisis, post-conflict, and stabilisation contexts, how do you plan to translate those lessons into supporting the Maldives’ governance reforms and economic diversification agenda? Adnan: One of the key lessons to emerge from crisis situations is the need for strong, inclusive institutions. This means advancing access to justice, civic engagement, and gender equality, while also diversifying beyond tourism and fisheries. Future prosperity will depend on inclusive institutions and

UNDP can help translate these priorities into practice by building confidence in the private sector, attracting investment into renewable energy, blue economy ventures, and digital innovation. Hotel Insider: UNDP has partnered with the Maldives for over four decades. In your view, what has been the most impactful area of this partnership so far, and where do you see the greatest potential for deepening collaboration? Adnan: Yes, in fact, UNDP’s support to the Maldives has spanned more than 60 years. Our in-country presence has spanned 45 years, but our work with the Maldives began even before that. We have helped to strengthen governance systems and advance gender equality, justice, and climate action. Most recently, we have focused on sustainable finance for climate change, which is proving to be a real game-changer. We played a pioneering role in developing SDG finance tools, in collaboration with the government and donor partners such as the EU, UK, Japan,
China, and Australia. The priority now is to scale these efforts and mobilise both public and private finance for inclusive growth and climate-resilient interventions that benefit all Maldivians. Here again, the private sector—such as resorts, banks, and investors—can channel capital into protecting reefs, diversifying the economy, and ensuring long-term prosperity. Hotel Insider: As the Maldives seeks to diversify beyond tourism and fisheries, what role can UNDP play in establishing inclusive economic opportunities, especially for youth and women? Adnan: Diversification must be inclusive, which means working to expand opportunities for women, youth, and persons with disabilities. Here, we are focusing on skills development, creating digital entrepreneurs, supporting the blue economy, and strengthening systems that enable full participation, so that these groups can play a greater role in the economy and governance. Skills training and digital entrepreneurship will help create a workforce that is both prepared and empowered to become decisionmakers. This also builds a pipeline of talent and leadership that leading industries can draw upon. Hotel Insider: You’ve worked across Asia, the Middle East, and Africa in complex settings. What excites you most about this new chapter in the Maldives, and what do you hope your legacy will be as UNDP Resident Representative? Adnan: I’m very excited — the Maldives has the potential to be a pioneering nation globally, especially in developing bold and innovative solutions for climate resilience and financing. We hope that, during my tenure, UNDP will play a key role in supporting this endeavour and ensuring that the Maldives remains on a path of sustainable and inclusive development. Together with the private sector, we aim to create a hub for innovation, where tourism leaders and businesses drive inclusive and climate-smart development. The Maldives has done exceptionally well to reach this point — let us not forget these achievements. It has been a strong trajectory so far, but sustaining it will be the real challenge. Reefs, Revenue, and Resilience: Why the Maldives Can’t Afford to Lose Its Coral Reefs Opinion Piece: by Pek Chuan Gan and Ariane Kaploun What’s a Coral Reef Worth? In the Maldives, Everything Home to over 3% of the world’s reef area— the seventh largest globally—the Maldives is built on coral. Literally. More than 2,000 coral formations, 1,100 species of fish, and 180 types of coral¹ form the foundation of this island nation. More than just natural wonders — they are powerhouses of the blue. Without them, the country could face annual flood damage costs reaching 8% of GDP, about USD 442 million². It’s not merely a climate projection; it’s the potential price of inaction. The Hidden Economy of Nature Coral reefs generate at least 20% of the

Maldives’ GDP, mostly through tourism and fisheries³. But this figure only scratches the surface. New research—including a striking study by the University of Cambridge—warns that countries like the Maldives, heavily reliant on natural capital, could see their sovereign credit ratings suffer as biodiversity declines. In short: if we don’t protect our reefs, it could hit our wallets—and our credit scores. Investing in High-Value Natural Assets Faced with the rising threat of climate-driven disasters, a bold new idea is gaining traction— coral reef insurance: a forward-thinking financial tool designed to deliver swift support when reefs are hit hardest. Instead of relying on lengthy assessments
and delayed payouts, parametric insurance uses science-based triggers—like prolonged spikes in ocean temperature—to automatically release funds. It's fast, targeted, and built for the urgency of climate impacts on coral ecosystems. Our new report developed for the Maldives Monetary Authority, exploring the feasibility of this approach in the Maldives shows just how transformative it could be: turning abstract climate risk into tangible, rapid funding for reef recovery. For a nation built on coral, it goes beyond the need for innovation. It’s essential. Why This Insurance Is Different Corals are critical natural assets that provide
economic, ecological, and protective value. Like any high-value asset, they deserve financial protection. Many existing reef insurance models—like those in the Mesoamerican Reef— focus on cyclones. But for the Maldives, the greatest threat comes from marine heatwaves driven by rising ocean temperatures, which lead to mass coral bleaching. This makes the Maldives' approach a new chapter for coral reef financing efforts, and a global first: a parametric insurance model targeting extreme ocean heat, using satellite temperature data and a metric called Cumulative Degree Days (CDD) to trigger payouts. If reefs are exposed to damaging heat for too long, the model activates, releasing emergency funds to kickstart restoration. Yes, it’s technical—but the result is simple: faster recovery, better protection, and a lifeline for our reefs. The Cost—and the Opportunity We identified 12 major threats to coral reefs. Extreme temperature emerged as the most important risk for parametric insurance coverage due to its frequency, severity, and measurable triggers. Simulations suggest a premium of around 8%, on the higher end of global benchmarks (typically 4–12%) for similar products reflecting the real and growing risk facing coral ecosystems. But here’s the real shift: we can bring that cost down through blended climate finance. Think of it like layering your insurance—using parametric insurance for big, rare disasters, and reserve funds for smaller, more frequent events. It's a smart, costeffective, and resilient model.
Insurance Alone Isn’t Enough To make this work, beyond policy—we need a plan. That means a national coral bleaching response strategy to ensure funds are used wisely and quickly to restore reefs. It also means appointing a neutral “conservation aggregator” to coordinate responses and manage funds. And for long-term sustainability? A Conservation Trust Fund that pools public, private, and donor investments—backed by transparent governance and accountable spending. With global support, including emerging instruments like the Loss and Damage Fund, this model could scale beyond the Maldives. A Blueprint for the Islands, and the Planet Let’s be clear: reef insurance is not a silver bullet. But it is a critical piece of a broader climate resilience strategy in shifting from post-facto restoration to an early-warning systems approach that uses proactive financing. The Maldives, as a small island and big ocean developing state on the frontlines of climate change, has a unique opportunity to lead—not just in climate adaptation, but in redefining how we finance nature. As much as saving the fish, and our pretty dive sites, it’s also about securing livelihoods, shielding coastlines, and strengthening the economy. It means treating coral reefs not as fragile decorations, but as vital infrastructure worth protecting—financially, politically, and ecologically. Saving coral reefs isn’t just an environmental priority — it’s an economic imperative,
especially for small economies like the Maldives. At the same time, coral reefs deliver global benefits, serving as vital public goods for the planet. Hotel Insider: Your career spans marketing, PR, events, and business development. How have these different roles influenced the way you approach communications today? Maiz: Over the past eight-plus years, I’ve had the opportunity to work across marketing, PR, events, and more recently, business development, which has given me a holistic perspective on communications. Marketing taught me how to craft messages that connect with audiences; PR sharpened my ability to manage narratives and build trust; events showed me the power of
creating experiences that bring brands to life; and business development trained me to align these skills with tangible outcomes, driving measurable results. Hotel Insider: Think Advertising has a reputation as the leading creative agency in the Maldives. What do you believe sets the agency apart in such a competitive industry? Maiz: I believe it’s a three-pronged approach that has guided the agency for over 20 years. First, we have a deep understanding of the local context and audience, which allows us to create work that truly connects. Second, we place strong value on relationships with clients and suppliers, prioritising trust and timely delivery over seeing projects purely through a commercial lens. stakes environments. Hotel Insider: As agency director, what are some of the biggest challenges you face in balancing creativity with business results? Maiz: The biggest challenge is usually time. Great ideas need space to develop—whether it’s design, video, events, or campaigns—but deadlines are often tight and we’re managing several projects at once. That said, these pressures also push us to be sharper in how we work as a team, streamlining processes and supporting each other so we can deliver on time without compromising creativity. Hotel Insider: The creative industry often requires balancing artistry with results. How do you ensure campaigns remain both innovative and effective? Maiz: For me, it comes down to how we structure and execute campaigns. Having one of the larger teams in our market gives us the ability to delegate strategically—allowing our creative talent to focus on innovation, while others ensure execution stays aligned with client goals and timelines. This way, ideas remain strong but are also backed by solid implementation. Combined with a deep understanding of the local market and client needs, we’re able to filter creativity through a practical lens that delivers real impact. Hotel Insider: The communications ecosystem is evolving rapidly with digital platforms, influencer culture, and AI-driven tools. How do you see these changes impacting the Maldivian market? Maiz: The Maldivian market is experiencing these shifts in its own unique way. Digital platforms have made it easier for businesses to reach audiences directly, while influencer culture is growing as people here place strong value on personal trust. AI-driven tools are still new, but they offer exciting opportunities to better understand audiences and personalise campaigns. The key is adopting these changes in ways that fit the local context, so innovation feels authentic and genuinely serves client needs. Hotel Insider: What has been one
of your most rewarding projects or campaigns to date, and what made it special for you personally? Maiz: In our line of work, we’re usually behind the scenes, making sure everything runs seamlessly. Over the years, we’ve delivered standout campaigns, inspiring designs, and large-scale events for both local and international clients. Alicia: The Maldives is such a magical place and requires resourcefulness and respect for nature, the ocean and its phenomenal marine life. For me, challenges are part of the magic, where every logistical puzzle is worth solving when you can offer magical experiences to both our guests and hosts. Hotel Insider: Sustainability is a growing priority in luxury hospitality. What are some of the key focuses in sustainability at Six Senses Kanuhura? Alicia: Sustainability at Kanuhura is about caring for the island home that gives us so much. From protecting our thriving seagrass meadows, which provide vital habitats and
help combat climate change, to restoring coral reefs and safeguarding turtles in partnership with the Atoll Marine Centre, every effort is made to nurture the delicate ecosystems of the Maldives. Over time, plastic waste has become an exponentially growing threat to the ocean. Having our own water bottling plant helped us avoid 120,000+ plastic bottles in 2024, while sourcing local ingredients and thoughtful daily practices reflect a commitment to leaving the environment better than we found it. We also focus on creating awareness on sustainability and eco-friendly habits. Guests are invited to join us on this journey, whether it’s participating in an ocean clean-up, going on a guided snorkel with our in-house marine biologist or creating exciting keepsakes from upcycled materials at the Earth Lab. Every decision, from banning single-use plastics to creating experiences that connect people with nature, is guided by the belief that every small action matters. Hotel Insider: Looking ahead, how do you see the standards of luxury hospitality evolving, and how do you plan to lead Six Senses Kanuhura in setting new benchmarks? VMC’s Annual General Meeting The month also saw VMC’s Annual General Meeting—one that celebrated a landmark year distinguished by a return to profitability, strong fiscal discipline, and strategic reforms. Hotel Insider: From apprentice to Executive Chef, what was the defining moment that steered your culinary philosophy? Adil: The turning point for me was when I began working closely with local fishermen and farmers in the Maldives. I realised the best food doesn’t always come from far away—it’s right here, from the people around us. That experience shaped my philosophy: respect local produce, support communities, and create dishes that tell a story. Winning the FHAM Best Maldivian Chef award in 2016, while still a young chef, was another milestone. It gave me the motivation to push harder, 32

keep learning, and inspire the next generation. Hotel Insider: You’ve worked with chefs from diverse nationalities. How has that influenced your style and creativity in the kitchen? Adil: Every chef I’ve worked with has left a mark on me. Chef Bir Kumar Yadav was my greatest influence—he taught me to stay true to myself, create my own food and menus, and above all, to grow as a person. From Chef Philo and Chef Kato I learned Japanese techniques that opened my world and remain one of my biggest strengths today. Master Benito’s lessons in charcuterie were invaluable—a skill I use every day. I also had the chance to learn Mediterranean cuisine from Chef Aldo, and Chef Stéphane Brallet, who trusted me with my first promotion and gave me the chance to move across departments, helping me become versatile. Chef Luca and Chef Hameed encouraged me in desserts, always guiding and supporting my growth. All of these experiences shaped not just my cooking style but my outlook: honour local produce, embrace global techniques, and cook with curiosity and respect. Hotel Insider: Post-pandemic recovery was challenging for many resorts. How did you maintain high standards with limited resources? Adil: The post-pandemic period was tough, but it taught me the value of creativity and adaptability. With limited resources, we made the most of what we had—producing homemade yogurt, charcuterie, smoked salmon, cheeses, breads, jams, preserves, infused oils, pickles, sauces, and condiments. These not only elevated our offerings but gave them a unique touch. At the same time, I put strong focus on teamwork, training, and discipline so our standards never slipped. It was about turning challenges into opportunities, staying resourceful, and ensuring guests continued to enjoy exceptional experiences. Hotel Insider: You’re known for reducing food costs without compromising quality. What’s your secret to successful menu engineering? 34

Adil: For me, good menu engineering starts with knowing your property’s positioning and your guests’ spending power. From there, I design menus carefully, source from the right suppliers at the right price, and manage procurement in the right quantities. Using versatile ingredients across dishes and producing items in-house—like charcuterie, breads, sauces, and jams—adds value while keeping costs in check. Standardised recipes help reduce waste and ensure consistency, while ongoing training, close monitoring, and listening to guest feedback keep the quality high. It’s about being smart, resourceful, and creative with every decision. Hotel Insider: Winning multiple ‘Best Maldivian Chef’ titles is no small feat. Which competition challenged you the most and why? Adil: Winning the Best Maldivian Chef title in 2016 was very special—I worked hard for it, though I never expected to win. The 2018 competition, however, was the most challenging, with many well-known chefs competing. I knew how tough it would be, so I gave it everything. Honestly though, each competition has been unique. Every time I represented my country, it pushed me to grow, improve, and innovate as a chef. Hotel Insider: What’s your approach to mentoring and developing your team in a high-pressure luxury kitchen environment? Adil: My approach to mentoring in a highpressure luxury kitchen is about guidance, leading by example, and empowering others. I believe in continuous training and hands-on learning, making sure the team understands the techniques, standards, and philosophy behind each dish. I encourage creativity while maintaining discipline, showing them that mistakes are lessons, not failures. Clear communication and feedback are key, but so is recognising achievements—celebration motivates the team. Above all, I want to build their confidence and help them grow as professionals and as people. Hotel Insider: If you could design a signature Maldivian dish for the world stage, what would it be and what story would it tell?

Although globally regarded as a quintessential luxury destination, the Maldives has slowly been venturing into the sports tourism scene; by leveraging new opportunities and capitalising existing spaces, the country is gradually discovering its footing in this emerging market. The sports tourism boom At its heart, sports tourism refers to any kind of travel where people visit different destinations to participate in or observe a sporting event. From this, ‘active’ sports tourism are instances where people go abroad directly to participate in competitions, whereas ‘passive’ sports tourism refers to fans who travel to watch or follow various competitions. While sports tourism used to be mainly spectator-based or ‘passive,’ the industry has flourished over the decades to accommodate ‘active’ sports tourism. In particular, for a country like the Maldives, which has long been known for its pristine beaches and cerulean waters, it highlights the opportunity to showcase its potential in a new light and reach a whole new type of visitor. Organised with local actors, in partnership with global associations, competitions like the Asian Surfing Championships, the IBC World Bodyboarding Tour and the Four Seasons Maldives Surfing Champions Trophy has put the country on the map as one of the top destinations for aquatic sports. This, in turn, has attracted several elite athletes to its shores, inadvertently providing more exposure and bringing in a new wave of enthusiasts who are eager to experience the surf breaks of the Maldives. The establishment of the Burunu Boma International Sport Fishing Tournament earlier this year by the Visit Maldives Corporation is another such example. By bringing in some of the top angler teams to the country for the three-day competition, this has both kicked off a new side of sustainable tourism but also boosted the Maldives’ profile as a premier destination amongst sport fishing enthusiasts. This was further reinforced by the appointment of prominent sport fishing icon, Robert “Fly” Navarro as the ‘Global Ambassador for Maldives,’ whose influence and social media following are helping to amplify the Maldives’ visibility to a global audience. Other than sea sports, tournaments like the Thoddoo Masters Table Tennis Tournament (TMTT), recently held in Alifu Alifu Thoddoo island, also plays an important step towards achieving this goal. With Visit Maldives Corporation as the ‘Official Destination Partner,’ it opens doors to have more international players and tourists visit, providing more exposure to the natural beauty and quintessential hospitality that the Maldives has to offer. But a new trend is emerging as well. With the organisation of international runs like the Dhiraagu Maldives Road Race, the Maldives is also positioning itself as an attractive prospect for non-professional athletes who are looking to combine their passion for fitness with a visit to a luxurious, tropical destination – all at a more affordable price. Luxury joins the game In the Maldives, the luxury resort market is also tapping into the benefits paved by sports 38

As a geographically dispersed island nation with one of the most fragile ecosystems in the world, an important facet of the country’s tourism centres around marine conservation and environmental sustainability. Pollution, overcrowding, and repeated stress pose serious threats to the Maldives’ coral reefs, which is the primary tourist attraction for its bread-and-butter visitors. Ensuring that ocean-based sports and more visitors do not jeopardise the natural environment and sustainability efforts presents a significant challenge. Another aspect to manage is the Maldives’ image as an elite luxury tourism destination while offering more affordable options for middle-class travellers and sporting groups at
the same time. Promotion and development of local tourism options i.e., guesthouses, Airbnb rentals, and public transportation are lucrative avenues that can help to manage these different markets. Looking ahead For the Maldives, sports tourism offers fresh, new possibilities to position itself as a vibrant hub for sustainable sports. Tournaments like the Asian Surfing Championships, IBC World Bodyboarding Tours and Thoddoo Masters Table Tennis Tournament held in local islands have the potential to attract more budget travellers. This provides exposure to local tourism and the more urban, residential side of the Maldives, while also opening avenues for other markets such as cultural and urban tourism. What started with a handcart, with founder Richard Sump delivering foodstuffs such as eggs, meat, and butter to ships in the Port of Hamburg, evolved over the decades into one of the most successful international food wholesalers. the hotel and cruise industries. Milestones of Growth A decisive step came with the merger into the Transgourmet Group, Europe’s largest supplier for the hospitality industry, in 2015. “By joining the group, we were able to expand our reach significantly and broaden our range of products for hotel and resort supply,” says Sauter. Another milestone was the relocation to new premises in the Port of Hamburg in 2018 – a move designed to meet growing demands. At the current site, approximately 25,000 square meters provide space for around 27,000 pallets of frozen, fresh, and dry goods. Most products are ordered globally in full containers and stored here. The core assortment comprises about 3,000 items, but through access to the parent company Transgourmet’s portfolio, Sump & Stammer can offer around 20,000 products in total. Crises as Turning Points The COVID-19 pandemic hit the tourism and cruise industries hard. Sump & Stammer felt the massive impact immediately. “From one day to the next, orders collapsed. But at the same time, we seized the opportunity to strengthen our hotel and resort business and diversify further,” Sauter recalls. This flexibility helped the company weather the crisis and tap into new markets. Balancing Tradition and Future Today, Sump & Stammer supplies a growing number of international hotels and resorts— from boutique hideaways to large holiday complexes. Sustainability, new dietary trends such as vegetarian and vegan offerings, and modern logistics are central to its strategy. “Our future also lies in supplying resorts even more flexibly and sustainably – with tailored assortments and efficient supply chains,” emphasises Sauter. “Our portfolio is specially designed to meet the needs of our cruise and hotel clients. He has led human capital strategy for renowned hospitality brands including Mövenpick, Centara, and Accor, and brings deep expertise in hotel and resort management, talent development, and aligning people strategies with business success—all supported by a strong academic foundation.
I’ve been fortunate to work across different business sectors throughout my career, with a consistent focus on leading Human Resources functions — except for a brief and memorable time when I worked as a cabin attendant in aviation in the early days of my career. My HR experience spans across the telecommunications and hospitality industries, supporting a variety of hotel chains and brands, each bringing its own set of dynamics, cultures, and expectations. I’ve had the opportunity to contribute to diverse organisational environments, from largescale corporate structures to more boutique operations. Of course, the journey hasn’t been without its challenges. Today, the Maldives is home to over 175 operational resorts, along with a growing number of guesthouses, hotels, and liveaboards, attracting over a million visitors annually. Tourism: the economic lifeblood Tourism contributes more than 25% of the Maldives' GDP and accounts for over 60% of its foreign exchange earnings. It also creates thousands of jobs, supports local businesses, and funds essential infrastructure and public services. But as the global tourism landscape shifts— with travellers seeking more immersive, personalised, and sustainable experiences—the Maldives must adapt. It’s no longer enough to rely solely on natural beauty. Service quality, operational excellence, and cultural authenticity are the new benchmarks of success. The growing importance of human capital At the heart of this transformation lies a critical factor: human capital. In a sector as service-intensive as hospitality, the people behind the experiences are just as important as the destinations themselves. Skilled, welltrained, and motivated staff are essential to delivering the world-class service that tourists expect. However, despite the sector’s economic importance, human capital planning remains a persistent challenge. The Maldives continues to rely heavily on expatriate labor, especially in technical and managerial roles. Local talent often faces barriers such as limited access to vocational training, skills mismatches, and fewer career development opportunities. 50
