Minutes of the 82nd Senate Hofstra University Student Government Association

March 1st, 2018 Student Center Greenhouse Meeting called to Order at 6:11pm 1. Quorum Call 2. Approval of Senate Minutes from February 15th, 2018 a. Comptroller Kutsch moves to pass the Senate Minutes i. Motion seconded ii. Motion passes unanimously 3. Approval of the Cabinet Minutes from February 28th, 2018 A.

Senator Battipaglia moves to pass the Cabinet Minutes i.

Motion is seconded

ii.

Motion passes unanimously

4. New Business A.

B.

Chairperson Labrie moves to amend the Senate Agenda to reflect the accurate title of S.A.2018.82.001 for the legislation being brought today i.

Motion seconded

ii.

Motion passes unanimously

S.A.2018.82.001 i.

President Cinquemani and Comptroller Kutsch present

ii.

President Cinquemani explains that this senatorial action is in reference to the Elections Commission - there were stipulations that only students who are not assisting in a campaign can sit on the Elections Commission

iii.

Comptroller Kutsch explains that this Senatorial Action formalizes some rules that have been in place for a while - no conflicts of interest

2

iv.

President Cinquemani - before it was only the Rules chair and President who could nominate but now it is everyone

v.

Vice President Normandin asks for background on the Elections Commission

vi.

vii.

1.

President Cinquemani explains they are a group of people not running in the Spring Election so that they have no stake in the election. They table and conduct the elections in an impartial way as well as work on PR for the elections and run election information sessions

2.

Comptroller Kutsch - they also go over all the packets being submitted to check the 700 numbers

Chairperson Labrie asks to reiterate what happens if there are not enough people to sit on the committee 1.

2 members may be nominated by Cabinet and subject to a vote for ratification at Senate

2.

This legislation allows current members of Senate to sit on the commission

Chairperson Labrie asks in other words people who are running for the 83rd Senate would be able to sit on the Elections Commission? 1.

Yes, this is correct and it opens the commission up to associates as well who do not run

viii. Senator Craig asks if this addresses people sitting on the commission if they’ve been on a campaign before 1.

This legislation makes it that if you have aided in a campaign before it doesn’t matter, you are only ineligible if you are helping in a campaign for the election of the year you’d be on the commission

ix.

The only stipulation is that no person on the commission can run on a ticket or help with a campaign for that election year

x.

Chairperson Hinson moves to amend SA.2018.82.001 to change the requirement from “by the second Senate meeting of November” to “by the second Senate meeting of February” 1.

Motion seconded

2.

Chairperson Labrie objects a.

xi.

Chairperson Hinson rescinds her motion

Chairperson Hinson moves for an unmoderated caucus for 5 minutes in which Senate stays at the table to discuss the motion a.

Chairperson Hinson suggested the 2nd meeting of February so that SGA is far enough into February to be thinking about the elections but not so far that the commission gets behind on PR and planning

3

2.

b.

Senator Ramirez says SGA would already have broken the November and February dates this semester; also the 2nd week of February is very soon after the start of the semester and will be a lot to do so soon after the start of the semester

c.

Chairperson Tomasso says the second week of February is very specific so maybe saying by the 5th Senate meeting of the semester would leave a deadline but less specific

d.

Chairperson Denton says SGA should not contradict their own legislation even the first semester

e.

Chairperson Labrie suggests not setting a specific week - the Elections Commission is something that needs to happen so it will definitely get done but if it’s left to discretion of the Vice President setting the agenda each semester it can go on a year by year basis- whichever week it works best for that Senate

f.

Comptroller Kutsch thinks February might be a bit early in the semester but thinks a specific date to shoot for is good so that SGA has a goal - every year he’s been involved in SGA they have broken this Elections Commission rule that it was to be established in November and that’s not good either

g.

Chairperson Hinson says she thinks some date even if it’s not especially set - maybe “by the end of March” would be good as long as not totally open ended

h.

Senator Narain says it’s not good for SGA to break their own policies so setting a time frame but not a specific date that will be difficult to hold to would be better

i.

Chairperson Read says in her head November makes sense because that’s after the Rules committee is done with their fall responsibilities it might not be bad to organize the Elections Commission right away

j.

Senator Crofts says flexible is good but having some deadline - his suggestion: by spring break because that could be a good time of reference, so that the commission can start working

k.

Comptroller Kutsch - waiting until second semester is a good idea but thinks before spring break is best

Senator Ramirez moves to extend speaking time by one minute a.

Senator Ramirez agrees with Chairperson Labrie that it should be left to future Senates and leaving no deadline because the commission will have to meet regardless so when letting Senate’s decide when is most convenient for them will allow flexibility and it’s certain that it will be done

4

3.

b.

Senator MacCarthy says a lot of club elections that she has ran in general contradict their constitutions because of deadlines for their elections that their constitutions establish; they then have to vote to overrule their constitutions before electing anyone and SGA should set an example and not do this with SGA’s own rules

c.

Senator Ramirez- also if the need changes and needs to be more specific about dates in the future they can change it then

Senator Craig asks for a point of information - is SGA behind schedule with the Elections Commission right now? a.

4.

Senator Crofts asks if this is from SGA's Constitution does this count as an amendment a.

5.

Yes and it requires a 3/4 vote today to pass

Senator Crofts follow up question- to change it back in the future would it need 3/4 also? a.

xii.

From a constitutional and advisor standpoint, yes because SGA has violated the current constitution and SGA Advisor Boneta says she would like information as soon as possible so she can book rooms, etc.

Chairperson Labrie responds yes

Chairperson Labrie moves to amend SA to strike “by the last senate meeting of November” 1.

Motion seconded

2.

Chairperson Hinson objects

3.

Debate:

4.

Chairperson Labrie for - setting deadlines in Constitutions are always overlooked or ignored and clubs wind up breaking these deadlines (as SGA has in the past); by not setting a deadline it allows each Senate to work at their own pace each year and SGA will need an Elections Commission so it will happen for sure; also as SGA Advisor Boneta has demonstrated SGA’s advisor keeps SGA on task if it’s getting late

5.

Chairperson Hinson against - it is not the advisors’ job to keep SGA on task - setting a date in general “by [a certain time frame]” to guide SGA by themselves is showing responsibility a.

6.

Yields time to the chair

Senator Ramirez for- she doesn’t think it looks good for SGA to go back on the same standards that we hold clubs too- setting a deadline sets SGA up to miss the deadline and this is a bad look as a body trying to set an example - this will continue in the future that SGA’s might miss these specific dates - also it is our advisor’s job is to keep SGA on track

5

7.

Senator Craig against - thinks because SGA is already behind, we should not leave it open and since we are already behind, leaving a deadline for future senates is important so they do not wait as long as we have this year also in the future the advisor might not be as on top of what needs to be done either a.

8.

Yields time to the chair

Vote to strike a deadline for the Elections Commission a.

By a vote of 24-7-1 this motion passes

xiii. Chairperson Labrie moves to pass S.A.2018.82.001 1.

Vice President Normandin explains that because this is an amendment to SGA’s constitution Senate will debate and require a 3/4 vote to pass

2.

Debate

3.

Comptroller Kutsch for - this codifies the existing practices which is a good thing and allows SGA to run elections in a way that does not violate the policy series a.

4.

Senator Crofts against - he likes the amendment and would want it to pass - his issue is that it should not pass as is because he would like the amendment to be perfect and there is a “the” that needs to be put before “Rules” at the bottom of the page

5.

Senator Ramirez for - this needs to be passed since it clarifies how the Elections Commission will be carried out this year - we do not want to create legislation that we violate already this year

6.

Senator Fletcher against - if it comes to a situation where there are not enough people on the Elections Commission he can see how there would be an issue

7.

Senator Ramirez asks if they can make a friendly motion to change the “the” that Senator Crofts has an issue with a.

8.

Chairperson Labrie agrees it is friendly and this amendment is made

Vote to pass S.A.2018.82.001 a.

V.

Yields time to chair

By a vote of 32-0-0 this motion passes

iii. Saturday 3/3/18 is the MARK Conference iv. Senaor Algarin has a question - what is homesteading 1. Senator Ramirez responds that this is where you apply to stay in the room you live in currently 2. Senator Craig adds that if you homestead you still have to move out for the summer and move back in the fall 3. Senator Crofts - freshmen cannot homestead in freshman dorms and some rooms in towers 4. Senator MacCarthy adds that if you can’t homestead you will have received an email saying so already C. Chairperson Read - what are the guidelines for hanging things on walls - 6 in for RA, 18 for RD checks, and 24 for fire Marshall? O. Chairperson Radeva - concerned that Public Safety is not equipped or trained to respond to a serious situation - they are not a police force was repeated and they can’t help with any situations - in particular they do not carry guns/how would they help with any scenario - for example where an RSR would have to press a panic button and her and others she knows do not feel very safe or secure - will be requesting a meeting/information personally

8

Senator Leighton- Public Safety in Monroe - they kick people out early or lock people in the building because don’t check well - also a friend had his ID taken by an officer and then left; students work irregular hours and they want opportunity to work at night in buildings that are not just Hammer lab W. Senator Greenberg - knows it’s hard with dining hours but have heard that people would like the seating area of Netherlands to stay open later even if the dining area is closed because people do homework there X. Senator Schmidt - any time her friends are sick - no one wants to go to wellness center - people are still concerned about mental health issue - are we moving forward with that? Also hearing that the RSR booths are not bullet proof glass was concerning Y. Senator Ramirz - wellness center issues - when they said they track food issues from there it was concerning because people do not go because they do not trust it and especially if you’re a female you’re just asked if you’re pregnant multiple times i.

Not a lot of seating on memorial quad or Roosevelt quad- this was clear with warm weather

ii.

Queer students at Public Safety event were not satisfied with responses about situations with suicide and mental health - when they say Public Safety has training feels like not enough - they want to know what types of training/details

Z. Senator Battipaglia - during health and safeties the inspectors knock and then open right away and there was an incident where a girl was in the shower and the people just came into her room and she was very uncomfortable - also the inspector was very rude last semester AA. Responses

9

i.

Senator Craig - if Public Safety at least sends an email to everyone outlaying the ambulance policy so that people know about it, it would be better than the shock in the moment

ii.

President Cinquemani - mental health counseling updates - they are supposed to advertise how they have changed from 3 sessions free a year to 3 free a semester and she will follow up with him if this is not happening

iii. Senator Chiagozie - last semester Public Safety took her to the hospital if you go through the wellness center and wellness center requests that they drive you, they will 1. RSR area: a friend of hers mistakenly pressed the panic button once and then Public Safety came an hour later 2. Sasha said the booth is protection and was surprised to know not bullet proof - she would like more training as an RSR now also they said it’s a ‘gun free’ campus but how do they know this or monitor this iv. Chairperson Denton -there are a lot of unanswered questions about Public Safety and a representative mentioned she’d like to do a focus group and that would be a great thing to bring to SGA v.

Senator Narain - in reference to the inches from the ceiling rules- there is a new Fire Marshall and he is much stricter than the old Fire Marshall so there is confusion with the transition

Minutes of the 82nd Cabinet Hofstra University Student Government Association

March 7th, 2018 Google Hangout Meeting Called to Order at 6:45 p.m. 1. Call to Order 2. New Business a. SGA at The Corner Questions i. Chairperson Denton briefly goes over the questions that Student Services have come up with - in particular questions related to Senators’ initiatives ii. Vice President Normandin says that the franchises asked about should be the ones from the survey that received the most votes iii.

Comptroller Kutsch and President Cinquemani asked about goals for question 11 - the yearbook was not technically free in the past - students paid at least $5 per book 1.

Comptroller Kutsch asks if it’s to help Senator Crofts’ initiative

2.

Chairperson Denton says she can’t speak to this

14

3.

Chairperson Radeva says that this is in relation to Senator Crofts’ initiative - the only other person interested is a graduating senior and she is passionate because she wants a yearbook this year - Senator Crofts thinks this is a shared sentiment but they don’t know also in the 2018 Facebook group it was brought up that students were wondering why there were no yearbooks - thinks that Senator Crofts can help with explaining the language of the question at Senate

4.

President Cinquemani is confused though and thinks it’s misleading to say that SGA was in charge of creating and distributing the yearbook - SGA funded the Nexus budget a.

Chairperson Radeva agrees but says it was SGA who gave the money and signed the contracts

b.

Comptroller Kutsch says that could be said about any club event - his signature is on almost all club transactions - doesn’t mean SGA is responsible for/in charge of all those things

c.

President Cinquemani doesn’t think we signed the contracts anyway

d.

Chairperson Radeva says - this question can be changed and she’s open to discussion

15

e.

Comptroller Kutsch suggests a follow up question about how SGA is trying to find people interested in helping with a yearbook initiative i.

Chairperson Radeva thinks there are already a lot of questions and doesn’t want to make the survey too long

f.

Chairperson Denton suggests asking if people are aware there won’t be a yearbook for 2018 and then suggests a drop down that asks if they are aware SGA is interested/working to bring a yearbook back next year i.

Chairperson Radeva doesn’t think drop down is appropriate because it implies it’s going to be worked on and happen for next year but it not

ii.

President Cinquemani suggests making the drop down the main question and a drop down to ask if they are aware that the yearbook is a student run initiative

iii.

Vice President Normandin says unless the data is helping us directly with initiative the survey is long already and it’s not helpful even if people are interested in helping the survey is

16

anonymous so we won’t be able to use this iv.

Chairperson Radeva will talk to Senator Crofts and figure out the wording with Senators Doan and Chiagozie; also to see if the data from it will be useful

Vice President Updates a.

No pressing updates

V.

Chairperson Denton goes back to SGA at corner - it is 3 days now and need help with tabling so she moves to require Senators to table for one hour in lieu of their office hour that week (9-5) on March 13th, 14th, and 15th

Chairperson Labrie reminds Senate that due to the snow day yesterday this is a non-operational week and this meeting was called for time sensitive business that needs to be passed - also Senators are not responsible for their office hour this week b. S.A. 2018.82.002 i. Chairperson Denton and Student Services present ii. Senator Schmidt says the first survey question is about composting on campus iii. Chairperson Denton says the second is about Senator MacCarthy’s initiative on recycling bins on campus iv. Senator Harley explains the third question is her initiative about getting color printers on campus v. Senator Schmidt says questions 4 and 5 are included based on her sexual assault initiate vi. Senator Ramirez -question 6 is based on her initiative related to sexual assault reporting as well vii. Senator Osner - the question is based on her initiative about menstrual products on campus viii. Senator Spann- her question relates to her initiative on active shooter and emergency situation protocol with Public Safety ix. Chairperson Denton -is asking about Narcan; a nasal spray that can be used to save lives in occurrence of overdose

20

x. Chairperson Denton about question 10: to help dining with the decision on what to put in Bits xi. Chairperson Denton about question 11: this is about the yearbook and if people are aware there isn’t one this year xii. Senator Crofts moves to edit question 10 to read “what dining option would you like to see at the BYOB (at Bits and Bytes) location in the future” and the choices would be the same with an addition of an option that reads “BYOB (no change)” 1. Motion seconded 2. By a vote of 26-1-1 that motion passes xiii. Senator Ramirez asks if we can leave the Build Your Own Burger spelled out with BYOB in parenthesis xiv. Chairperson Denton adds a point of information for Senator Crofts since he is the lead- what does he want to gain from the data from asking the question about the yearbooks 1.

Senator Crofts wants to know if students are aware that they can request a yearbook and they wouldn’t have to pay for it - he is open to changing the wording

xv. Chairperson Hinson moves for an unmoderated caucus for 5 minutes where Senate stays at the table to discuss the yearbook question 1.

Motion seconded

2.

Motion passes unanimously

3.

Senator Crofts says he talked with President Cinquemani before the meeting and saw her wording which made more sense than his own a.

4.

President Cinquemani adds a point of information: the idea is to make the sub question the main question and ask something to the effect of “are you aware the yearbook is a student led initiative and needs a group of students to operate”

Chairperson Hinson asks if this is Senator Crofts goal - does he want people to know SGA is trying to start a group a.

Senator Crofts - if students didn’t know before then they would reach out to get it started now that they see it is based on student initiative

5.

Senator Fletcher clarifies again about the question order between sub and main question

6.

Senator Ramirez thinks we should shy away from directly asking if people want to join the yearbook initiative because this does not seem fair for SGA to be playing favorites. There are other clubs in need of SGA help as well

21

7.

Chairperson Radeva - doesn’t think this is a problem because they aren’t a normal club - people are used to receiving a yearbook and since there is negative feedback form a large part of the student body it would be helpful to have this information

8.

Senator Narain thinks the question should gauge if people want a yearbook before trying to make a club because we have a closet of unclaimed yearbooks and don’t want a repeat of that

9.

Senator Craig agrees and thinks the current question is worded like that

10. Comptroller Kutsch - the survey is anonymous so if students were interested we would need to add a fill in section for them to add their name for this to have meaning 11. Chairperson Denton - instead of asking this in the SGA at the Corner survey it might be better to address this in an SGA press release to explain what is going on xvi. Comptroller Kutsch moves to add an additional 3 minutes discussion time 1.

Chairperson Radeva thinks it’s appropriate because it gauges the interest in a yearbook and if all the effort her committee members are putting in is worth it

2.

Chairperson Hinson - comments on yearbook question

3.

Chairperson Radeva - right now people are blaming SGA for not having a yearbook; from the perspective of the students they see SGA’s at fault because SGA fund this - students need to be aware that it is not us there are a lot of circumstances

4.

Senator Craig says even though the survey is anonymous, if there is a lot of interest in joining versus not a lot it’s good information to know

5.

Senator MacCarthy - changing it to asking about a student led initiative that needs a group to operate makes it sound like it will be difficult - doesn’t like the wording

6.

Chairperson Radeva - all the other questions are for other senators initiatives and this is an initiative for 3 of her senators and if the data will be useful for them it should be on the survey

xvii. Senator Crofts moves to reword question 11 to have it be the sub question “are you aware a Hofstra Yearbook will not be produced for this year (2018)” and then with yes or no answer options - he would then like a sub on both options that reads “does this information upset you” 1.

Debate:

22

a.

Senator Crofts for: he is open to changing the wording but thinks it should be worded like this because it’s important to know that if they don’t know about the yearbook, whether or not they don’t care; beyond knowing or not, if they’re upset or not about it tells if the effort should be put in to keep the yearbook initiative going

b.

Senator Ramirez against: asking “are you upset” is not very quantifiable maybe “would you like to see in the future” or “would you be interested in the club” gives a more direct answer, “upset” is also leading i.

c.

Senator MacCarthy for: the question now makes it seem like SGA was providing yearbooks and now SGA is not so asking if students are upset tells us if they care/how they feel about it - not just if they would like one if it was an option i.

d.

4.

Yields time to the chair

Yields chair

Comptroller Kutsch against: likes the spirit of the question; it’s great to see how students are feeling but if there is anger from students but no commitment from students to actual join and work on it, it doesn’t matter; it should be on commitment not feeling because we do not have the man power or capability to do it ourselves

Vote a.

By a vote of 1-26-1 this motion does not pass

xviii. Senator Craig moves to change the question to have the sub question become the main question and then have a sub question for yes and no to ask if students would be interested in joining a student led initiative to create a yearbook and then another sub question: would you want a physical yearbook in the future 1.

Chairperson Denton asks for a point of information from Senator Crofts - does he want us to use “free” before yearbooks a.

Senator Crofts is fine with this

2.

Senator Ramirez asks if the yearbook will be physical or is digital a consideration? Because then we could make “physical, digital, none” as options for the last question

3.

Senator Craig adds to her motion the word “free” before the first question and adjusts the question to include Senator Ramirez’s suggestion

4.

Motion seconded

5.

6.

Debate

23

a.

Senator Craig for: while the question seems lengthy it will give us the data that will actually be useful and even though it is anonymous just hearing about the option to get involved will get the idea out there i.

b.

Chairperson Radeva against - the questions are on point but the way it is phrased is ambiguous - like if it’s not available for “free” does that mean you can pay (you can’t) and asking about interest in working on it is misleading i.

c.

Yields time to Senator Craig also in regards to if this will give students hope for this semester - the first part says there is not one, it should be clear

Senator Doan against: with the word “free” it will be easy for people to say they want it but people won’t want to join the group and put in work so the question about that doesn’t make sense i.

7.

Yields time to Chairperson Tomasso - thinks a physical or not physical question is not necessary since we’ve already polled on this and the important part is if people want the yearbook or not

Senator Fletcher for: yearbooks this semester isn’t going to happen and these questions get to the point of that but work forward i.

d.

Senator Ramirez - each question has a specific goal to accomplish - if people aren’t interested in a yearbook there’s no point in pursuing the initiative farther also the digital inclusion is important for students to know there are options and for the initiative to know what to focus on

Yields time to Senator Crofts - he agrees about the word “free” - he was for it before but agrees that removing the “free” would actually clarify the question a lot

Senator Ramirez asks if taking “free” out would be friendly a.

Chairperson Labrie says no, this would require a motion

xix. Vote: 1.

By a vote of 9-18-1 this motion does not pass

xx. Senator Ramirez moves to keep the wording the same as Senator Craig’s suggestion just without “free” 1.

By a vote of 26-2-0 this motion passes

xxi. Senator Algarin asks if it would make sense to add a question for people to identify if they are a commuter/resident and what year they are 1.

Chairperson Labrie says she can motion to do this

2.

Senator Ramirez asks why this data would be beneficial a.

Senator Algarin - for example the res-hall printer question and the Public Safety/night shuttle ones could be different for commuter/resident and for the yearbook is it upper or lower classmen expressing interest

xxii. Comptroller Kutsch moves to add an additional question that reads “do you believe that there is a need for a smoothie venue on campus” “south (academic side), north (residential side), no” 1.

Motion seconded

2.

Objection

3.

Chairperson Radeva asks for a point of information - is this in reference to Red Mango

4.

Senator Spann asks “do you believe there is a need?” Why would this question be necessary

5.

Debate: a.

Comptroller Kutsch for: this is from communication between Vice President Normandin and administration so if the administration wants this it would be good to ask - they are not in the habit of asking useless questions so it would not be asked if it wasn’t needed i.

b.

Senator Narain against : there are a lot of questions already and the wording is weird - there are already smoothie places on both sides of campus i.

c.

Yields time to Senator Fletcher - this would be good because vegetarians would have more options if there were more smoothie places

Yields time to Chairperson Tomasso - she doesn’t think SGA’s job is all about food and the smoothies at just freshens are fine

Chairperson Denton for: it’s important to continue to foster a relationship with the administration and this should be in place -we know that dining is always changing especially this year so it’s important to have data on what students want i.

Yields time to Senator Algarin thinks that in the past there was too little questions and its beneficial to have more data

25

ii.

d.

Senator Spann against: we already have a lot of smoothie options on campus and we have Freshens and Dutch and Dunkin should have smoothies too also the dining app has a thing for feedback if people feel that strongly i.

e.

Senator Ramirez - she’s confused where this is coming from and she knows more about dining than other students from the SGA focus groups and thinks that it’s not right to ask with no background and the answer will be different depending on what people think this is in reference too

Senator Craig moves extend speaking time by one person for one person against, one minute each i.

Motion seconded

ii.

Motion passes unanimously

f.

No one speaks for

g.

Senator Craig against: thinks that people aren’t going to think there’s an additional need for this question unless it is clear for sure the Red Mango is leaving

h.

6.

Yields time to Comptroller Kutsch- thinks adding more questions might be annoying to some but it’s important to get information to advocate for students accurately

i.

Yields time to Senator Ramirez - it’s irresponsible to ask this without giving the scope of what this would mean

ii.

Yields time to Chairperson Radeva - Compass had their own survey so they could have asked it then

iii.

Yields time to Senator MacCarthy- the word “need” is a lot - we definitely don’t “need” anything

Chairperson Hinson for: understands the need for the background but also always thinks if the students think worst case scenario (example): what if there’s none, what would you say

Vote a.

By a vote of 3- 24- 1 this motion does not pass

xxiii. Senator Farooqui moves to add to number 7 option “c: not applicable” 1.

Motion seconded

2.

Objection

26

3.

Debate a.

Senator Farooqui for: thinks this is absolutely necessary because the “not applicable” will be needed so that there isn’t an overwhelming amount of “no” data from people that don’t experience periods

b.

Senator Crofts against: thinks a not applicable option is important but that it should be the “a” option so that guys look at it and realize that they should choose that option first

c.

Senator Fletcher for: agrees - people who don’t experience periods should not sway this choice and don’t want to ask gender as a new question i.

4.

Yields time to Senator Ramirez - good way to keep data succinct and not skewed

d.

Senator MacCarthy against: only concern is that if half the population says “not applicable” than the “yes” option will look like a smaller proportion of responses and data might look less important

e.

Senator Farooqui asks for clarification - the question is worded as “would you utilize” not are you in favor

Vote: a.

By a vote of 23-5-0 this motion passes

xxiv. Senator Doan moves to move the “c: not applicable” to be option “a: not applicable” 1.

xxv. Senator Algarin moves to add a question number 1 that reads “are you a resident or commuter at hofstra” with a sub question of “which year are you” “freshman, sophomore, junior, senior” 1.

Senator Craig asks - in the past has this question been asked a.

Chairperson Denton - usually yes this is asked

2.

Motion seconded

3.

Objection

4.

Debate: a.

Senator Algarin for: thinks beneficial because it will help clarify data for the other questions if we understand the year and if they student is a resident or commuter

27

i.

b.

c.

Senator Fletcher against- asking these questions loses anonymity so might as well get all personal information than and the difference between commuter and resident isn’t that different i.

Yields time to Senator Harley - if we’ve asked before than the data should be there

ii.

Yields time to Senator Ramirez - if you’re a commuter you can still be in favor of res hall related issues like color printers or composting

Senate Doan for - there are 4 questions that have to do with residence halls and yes commuters can contribute but they might not care or think like a resident would i.

d.

e.

Yields time to Senator Crofts - doesn’t hurt to have additional information about the data

Chairperson Tomasso against: all for it but thinks it should be two separate questions because it will make it easier to separate the data i.

Senator Leighton - thinks more questions loses validity and too many question makes people not care

ii.

Comptroller Kutsch as a clerical thing - it’s not usable unless the questions are fully a drop down under each of those answers at the beginning

Vote: i.

5.

Yields time to Senator Craig - if a lot of seniors want one option it doesn’t make sense to go with what they want if they’re leaving

By a vote of 1-25 -2 this motion does not pass

Senator Ramirez moves to delete the first question and make it “would you be in favor of having compost bins on campus” with responses “in res halls, in dining facilities, both, none” a.

Motion seconded

b.

Objection

c.

Debate i.

Senator Ramirez for: thinks the “are you aware part” adds a question to the survey that is not useful - we are not trying to educate them - even if people say no because they don’t understand the no data will not impact the initiative

ii.

Senator MacCarthy for - thinks if you’re not aware of benefits than you should not have a

28

say and this data should not be taken into consideration iii.

d.

2.

Yields time to Senator Doan adds that people could google the topic or ask the people tabling what it is if they do not know

3.

Yields time to Senator Leighton - it is not ethical to say certain people cannot have a say

i. 7.

By a vote of 26-1-0 this motion passes

Senator Osner moves to add an 11th option to number 7 “JC Adams Playhouse” a.

Motion seconded

b.

Objection

c.

Debate i.

Senator Osner for: wants to add this because it’s a popular location on campus 1.

Yields time to Senator Craig - this would be helpful for drama students

29

3.

Senator Algarin - agrees it’s beneficial for students who are in the playhouse often

4.

Senator Harley - might as well get the data.

Senator Doan against: there are already 10 options and that seems like a lot and there aren’t that many students who would use the playhouse - it’s redundant

iii.

Chairperson Denton for: no new points 1.

Yields time to Senator Fletcher even though it has academic buildings listed already it would clarify that Adams is included since it may not be considered an academic building depending on the definition

2.

Yields time to Senator Osner - people in plays/shows have long shows and rehearsals there

3.

Yields time to Chairperson Tomasso they should be in every possible bathroom you could go to

Senator Crofts against: no new points

Vote: i.

9.

12. Comptroller Kutsch moves to add additional franchise options to the Bits and Bytes question a.

Senator Fletcher asks about why.8

b.

Senator Spann asks why only the 4 listed are on it currently i.

Chairperson Labrie says that originally SGA only knew certain ones from dining but these additional ones would include all possible franchises even if they were lower on dining’s polling list

c.

Motion seconded

d.

Object

e.

Debate i.

Comptroller Kutsch for: thinks that by giving students all options would get more accurate data - realizes it adds more options but will increase data accuracy 1.

Yields time to Senator Ramirez - thinks it’s important to give students all possibilities instead of us making a decision for them

ii.

Senator Leighton against- no problem with list - just concerned that a longer list will create no majority or weaker preferences across the board and indecisiveness about BYOB is part of whats holding up issues and if there is no good winner in this survey this might have building implications

iii.

Senator Harley for: students like options and if we give them a limited amount knowing they could have more it would be upsetting and the information will be valuable

iv.

1.

Senator Narain - it’s important for students to see all options

2.

Comptroller Kutsch suggests making it a “check all that apply” which would allow for the most data

Senator Doan against: dining already had a survey on this and got the top 4 choices so it seems redundant to ask all of the options again

31

1.

f.

Senator Crofts point of information - how were these 4 options chosen i.

g.

Yes

Senator Crofts asks if we know about the ranking that came from the previous survey i.

i.

Chairperson Denton explains that these were just chosen temporarily - they were random not the top 4 from the dining survey because they were waiting to find out the full list

Senator Spann asks if the other options come from the dining survey i.

h.

Yields time to Senator Ramirez - thinks it’s important to keep current options for condensing the survey options

President Cinquemani adds a point of clarification - it was not a compass survey it was sent by the University and they did not share the data with SGA

Vote i.

By a vote of 24-3-0 this motion passes

xxvi. Senator Fletcher moves to make the options “check all that apply” 1.

Motion Seconded

2.

Objection

3.

Debate a.

Senator Fletcher for: if people have to choose just one they will be conflicted on their choices and the numbers might not be as valid, but if check all then some might be significantly higher than the others

b.

Senator Ramirez against: agrees data is important but maybe top 3 or top 2 is better so they aren’t open as much but still not forced to choose just one i.

Yields time to Senator Leighton - thinks a better way is to have students rank to eliminate least popular choices

c.

Senator Crofts for: thinks top 3 is a good idea but also thinks SGA should put check all because maybe people are okay with certain ones which is more valuable than what people want above all else

d.

Senator Narain against: the top 3 option is much better for information purposes

32

Senator Ramirez - if it’s what everyone would find acceptable - it could result in data that is not as substantial

Chairperson Labrie will now take additional nominations; Senators, Cabinet, Associates, Justices, can all be nominated but they cannot be running on a ticket for the elections this semester

iii.

Senator Crofts clarifies if this means you cannot run for the 83rd Senate

iv.

v.

1.

Chairperson Labrie say no - because of the legislation that was passed last week, this year even people on the Elections Commission can run and this nomination process is to ensure that those nominated are a non-biased source

2.

President Cinquemani adds the only exception is anyone on a ticket - so if people are running for President or Vice President or plan to aid in a campaign they cannot

Minutes of the 82nd Cabinet Hofstra University Student Government Association

March 14th, 2018 DSA Conference Room Meeting Called to Order at 6:32 p.m. 1. Call to Order 2. New Business a. No New Business 3. President Updates a. Panhellenic Event - has been rescheduled again and will take place sometime in April b. SGA is funding a table for students nominated for Student Leadership Awards c. Compass Updates i. There was a soft-opening of Dunkin Donuts earlier today ii. Overall feeling is that people were confused, and they will be having another soft opening tomorrow iii. Chairperson Labrie asks why they are doing this 1. President Cinquemani - they do this usually and did it with Smashburger but it was over break so it wasn’t noticed

36

2. SGA Advisor Boneta - it was supposed to be a targeted audience only got vouchers today so it got a little mixed up because the vouchers wound up being given out haphazardly because of the snow day which did make confusion; also this is for the workers - to get them used to orders and customer service iv.

Chairperson Tomasso asks about the Dunkin Donuts coffee to go in the student center - it has not been there in weeks 1.

President Cinquemani says to bring this up with Compass

v.

The Grand Opening of Dunkin Donuts will be on the Wednesday after break and Compass wants President Cinquemani to do the ribbon cutting and SGA to be present thoughts: 1.

Chairperson Read -she would like to be there

2.

Chairperson Denton doesn’t like the idea of SGA being “VIP” invitees - perhaps her and Vice President Normandin should be there but not everyone else especially

3.

Vice President Normandin - Cabinet being there very much links SGA to all things Compass and Dining good or bad

4.

Chairperson Tomasso - doesn’t know why President Cinquemani would even do it - it’s Candace and Rich

37

and the food committee’s work it wasn’t all SGA’s work 5.

Comptroller Kutsch - it’s not misrepresentation to say that SGA is involved with Dunkin Donuts - SGA does have focus group and input into changes of dining on campus

6.

President Cinquemani - the grand opening will be open to all of campus

7.

Vice President Normandin - yes we should all be there as a supportive part of the student body but doesn’t know if going as VIP guests or as ribbon cutters is appropriate

d.

Still waiting to hear back from Dr. Guthman on mental health concerns and Pak Ho has been reaching out as well i.

Chairperson Denton says there will be an open activity/mixer/field/food/picnic/social event for students and mental health counselors coming up in the Liberty Republic field next to the center

IV.

Vice President Updates a.

University Senate updates: i.

Passed legislation outlining more clearly that faculty is required to follow rules about students who have to miss class for religious observances

38

ii.

Legislation passed - if you have a 2.0 GPA but are in good standing with the University you no longer have to take a CUA skills based course because they found there was no statistical evidence of a correlation between grade improvement and the class so now students who have this issue must make a plan and schedule with advisors so that they can get individualized help

iii.

Bookstore Advisory Committee 1.

President Rabinowitz’ cabinet appointed this committee to determine what students want to see in a bookstore wants to get student input about who uses the bookstore or the website and want to make the space more welcoming with a cyber hangout on the top floor

2.

Chairperson Radeva - she received and filled out a survey from the bookstore - maybe SGA can promote the survey because it covers everything from structural changes to what you use the bookstore for and the questions are well thought out so that could be great a.

Vice President Normandin says that they want more data because it was a long survey and did not get statistically significant data and so they want SGA to informally feel the vibe on campus as well

39

b.

President Cinquemani says - this was from a Corporate survey not the bookstore here specifically

iv.

The Amazon lockers are coming to campus- they will be located in the basement of the Student Center

b.

There is a friend of Senator Harley who wants to do a gun violence campaign - she wanted to do a vigil/protest and also wants to start a letter writing campaign for students to write letters: writing that they support the victims, etc. i.

Chairperson Hinson - CCE is doing a conversation on 20th of April (anniversary of Columbine) and they want to screen “walk out but they have limited funding if SGA is interested in getting involved

ii.

Chairperson Hinson says to tell the student interested to get in contact with her 1.

Vice President Normandin says whether or not SGA partners with this event - CCE can come for the 5% legislation allocation as this would be a campus wide event

c.

Nominations for Student Leadership Awards are still open until tomorrow- nominate people!

V.

Matters at Hand a.

Appropriations - Chairperson Read

40

i.

The sign up last week was messed up because of the snow day and so was this week’s meeting - those who had been signed up were invited for next week

ii. b.

Met with ALPFA and it was good to create a positive dialogue

Public Relations - Chairperson Hinson i.

Elections Commission dates 1.

SGA Advisor Boneta - Senator Craig will be reaching out about the specifics - the election dates are set but information sessions are not

ii.

Spirit Week 1.

Chairperson Tomasso says everything besides Wednesday is set

iii.

Chairperson Hinson is still figuring out the Spotlight issue just email her suggestions of SGA members to Spotlight 1.

Chairperson Tomasso asks if it can be associates a.

iv.

Yes, as well as justices, anyone in SGA

Earth Day - During Common hour on April 18th different clubs/organizations will be tabling on the Quad and people will be speaking and performing - would SGA be interested in participating

41

1.

Vice President Normandin asks if SGA would need an activity - no they have this pretty set it would mostly just be to have a presence there

2.

Chairperson Hinson suggests talking to Compass even about their farm - information about where the food on campus comes form

3.

Chairperson Read suggests moving the farmers market to the quad that day too

c.

Club Relations - Chairperson Radeva i.

No meeting this week

ii.

Last week - continued organizing yearbooks and could not find recycling or other offices on campus who would want them but there is nothing else to do - she will be putting in a work order to throw the rest of the yearbooks out

iii.

The legislation for the club storage space should be going to Rules soon

iv.

Will be working on legislation for reallocating vacant offices from derecognized clubs

v.

Committee brought up a concern: 1.

Activities during Senate - the club mingle - the overall attitude on the committee was they do not like the idea because they were planning an event at the end of the semester so it would be like the same event and they will cancel their event

42

a.

Vice President Normandin - what she is foreseeing does not fit a Senate meeting because she would like them to stay for Senate so if her event is different it could be better and she would like to help

b.

Chairperson Radeva suggests making the event at the end of the semester an office hour for Senators so that there is an SGA presence and it can include the SGA aspect that Vice President Normandin was thinking about for Senate

d.

Student Services - Chairperson Denton i.

Chairperson Denton mentions having an open cabinet 1.

ii.

Vice President Normandin says yes, they discussed this

Chairperson Denton also says Public Safety will be coming to do a focus group with SGA and they will most likely come to one of the Open Cabinet meetings so it can be whoever would want to be there 1.

Chairperson Labrie asks if this would be educational to ask questions or a time to give suggestions to Public Safety a.

Chairperson Denton says both - there were concerns still coming up after the event so to ask these and also give our suggestions

43

iii.

The SGA on the Corner surveys - more active tabling and increase response numbers 1.

Chairperson Read - she heard a lot of complaints that the surveys were too long so keep this in mind for the future

iv.

OSAPA meeting about stress busters – for organizational purposes, the first 10 clubs who respond to a proposal can work with SGA on an event this week

e.

Rules - Chairperson Labrie i.

Committee did not meet this week

ii.

Last week - the Constitution audit is in progress 1.

The biggest concern they are looking for is elections issues

iii.

Public Relations covered elections this week

iv.

Chairperson Denton says two students from a music organization came in and will be emailing him about recognition

f.

Spirit - Chairperson Tomasso i.

Spirit Week 1.

Monday - food truck parked near Breslin - students will get free food up to an allotted amount and then the truck will be done

2.

Tuesday -prize wheel tabling with T-shirts

44

Wednesday - legal procedure for a dunk tank seems too much for right now but is asking the athletics department to look into this because they might be able to move the process along a.

Name: thoughts on Dunk a Hunk i.

Some like it, Vice President Normandin thinks it might make her uncomfortable but also personally loves it

ii.

SGA Advisor Boneta: as a governing body the word “hunk” has a connotation

iii.

Chairperson Tomasso explains it would be the Mens’ Lacrosse team and their coaches are on board to be dunked too and other spring sports could be involved too like the Baseball team so it wouldn’t be labeling one group

iv.

Chairperson Labrie thinks it’s the Spirit Week from the Spirit committee - it’s fun and will get people excited and interested to come

4.

Now - if it doesn’t work out because of legal - it would be a waterballoon event a.

Deandra suggests “Spring Splash” for the event

45

5.

Other idea - making it a philanthropy event as well so that students have to pay a dollar to throw it and then the funds could go to a philanthropy a.

President Cinquemani suggests donating to the Relay for Life

Chairperson Hinson - Senator Firooz is trying to raise money for her Syrian event

6.

Thursday - cotton candy

7.

Friday - cornhole in the atrium - athletics has multiple boards a.

Vice President Normandin suggests getting putput from the Fitness Center

8.

Mitch Holson is making the Spirit Week video - he has already been to the Spring sports teams and gotten clips to edit together

meetings - an SGA newsletter of sorts and will compile a message to send to anyone registered with GIHU - would like this by the Tuesday after spring break 1.

Chairperson Tomasso - will send blurbs for the portal to her as well for approval

ii.

Club Advisor meeting tomorrow to discuss processes and clubs they have concerns about 1.

Chairperson Radeva asks if she can remind the advisors to tell their clubs to be in communication with the Club Relations chair often with any issues a.

SGA Advisor Boneta reminds her to always CC advisors on her communications with clubs

2.

Comptroller Kutsch asks if it’s okay if he CC’s SGA Advisor Boneta on everything for her to forward to appropriate advisors

iii.

Relay for Life and Spring Fest -neither was allocated for food and they will not be getting a compass donation because of the compass contribution this semester so they need to reallocate or come to appropriations

Rules Midsemester Report 82nd Senate -----Rules Chairman Labrie Appointed Positions Senator Mana Tadbiri holds the position of Ethics and Conduct chair over the course of the spring semester of the 82nd Senate. Senator Catherine MacCarthy was appointed as the Archivist.

Club Elections Last semester, the Rules Committee had the idea of delegating the task of assigning Senators to club elections to individual committees on a week-to-week basis. This has been fully implemented this semester and has gone swimmingly. Every week, committee(s) have been assigned the task of staffing the club elections that are to occur that week. This has been executed very well thanks to the great work and collaboration between the Rules Committee and the other SGA committees who have aided in this effort. Club Constitution Audits The Rules Committee has conducted audits of a large portion of club constitutions of SGA recognized organizations. The purpose of this is to moderate clubs who may have not attended a Rule Committee meeting in some time and ensure that their constitution aligns with SGA’s current policies. This is also to proactively address issues in constitutions before they become larger problems for the club as well as to keep lines of communication open between the Rules Committee and club leaders.

Valentine’s Day – completed a. Spirit, along with members of senate who volunteered, tabled during common hour on Valentine’s Day. Spirit Committee made goodie bags that included a corny pick-up line and candy. The event seemed to be a success, but next year we will move any tabling done for Valentine’s Day to the atrium. CAA Watch Party – completed a. The CAA Watch Party took place in Hofstra USA this year. There was a lot of free food for students to come and enjoy the game. Hopefully next year we can work on getting more attendance. Overall, the event ran smoothly. Spirit Week – upcoming a. Spirit Week is something new we are starting this year. Similar to Pride Unleashed Week, it will include a week of programming to increase awareness of spring sports. The week starts April 9th through April 14th and will include the men’s lacrosse game that Saturday. The tentative schedule for the week includes giving out cotton candy in the atrium, giving out t-shirts, and throwing water balloons at the men’s lacrosse team. To help increase PR for the week we’re also creating a promotional video for the week, something that SGA has never done before. Miscellaneous a. Tabling at Basketball Games – completed i. We’re changed face tattoos which were extremely difficult and messy to apply to face glitter. A small change, but it’s been easier on our part and people love it! ii. We’ve also been giving our Mardi Gras beads and rally towels at every game we table at which students seem to like. b. Pride Den Plaque – upcoming
