Spirit of Cricket

Cricket owes much of its appeal and enjoyment to the fact that it should be played not only according to the Laws, but also within the Spirit of Cricket. The major responsibility for ensuring fair play rests with the captains, but extends to all players, match officials and, especially in junior cricket, teachers, coaches and parents.

Respect is central to the Spirit of Cricket.

- Respect your captain, team-mates, opponents and the authority of the umpires.

- Play hard and play fair.

- Accept the umpire’s decision.

- Create a positive atmosphere by your own conduct, and encourage others to do likewise.

- Show self-discipline, even when things go against you.

- Congratulate the opposition on their successes, and enjoy those of your own team.

- Thank the officials and your opposition at the end of the match, whatever the result.

Cricket is an exciting game that encourages leadership, friendship and teamwork, which brings together people from different nationalities, cultures and religions, especially when played within the Spirit of Cricket.

Bowled, spectacularly, on Readers T20 Finals Day, was Dom Chatfield of Radlett, in their semi-final against Bishop’s Stortford. He had scored 31 before he was snared by Stortford youngster Cameron Krauth, but his team went on to win comfortably, by 60 runs. Dom also contributed 22 in the final, to help Radlett beat Harpenden by six wickets. In league matches, Dom scored 418 runs in his 17 innings. Dom is a member of the Hertfordshire League executive committee and his day job is ECB Liaison & Executive Officer and Head of Participation, at Hertfordshire Cricket Ltd.

Introduction

This book provides all the match day information about the Hertfordshire Premier Cricket League, for captains, players and officials.

Check you are looking at the correct match rules for the division in which you are playing/officiating.

Also check the various administrative tasks than must take place such as swapping of team sheets, naming teams online, reporting results and marking facilities. NOTE that all results must be recorded on the League’s play-cricket.com website.

Towards the back of this book are contact details for the umpires and captains, together with location details for all clubs.

Playing Conditions 2026 - Premier Divisions

1. Playing Conditions

1.1 The conduct of all matches will be governed by The Laws of Cricket (2017 Code 3rd Edition - 2022) and all relevant ECB regulations and guidelines, except as stated otherwise in these rules.

1.2 In each Division, all clubs will play each other home and away. Matches shall be one innings each.

1.3 Matches in Weeks 1 to 5 and 15 to 18 will be played under the 50 Overs match rules specified in Section A.

1.4 Matches in Weeks 6 to 14 will be played under the match rules specified in Section B.

2. Umpires

2.1 The Umpires Panel will appoint umpires.

2.2 Umpires will be paid by the League and each club will be charged for the cost of its umpire fees. The level and method of reimbursement will be determined from time to time by the League Executive Committee.

2.3 For the Premier League relegation Play Off match the umpires will be paid the agreed fee by the League Executive Committee.

2.4 All teams playing in the Premier Divisions are required to provide a Qualified umpire to the League Umpires Panel. They should make themselves available to umpire through the Who's the Umpire (WTU) system for a minimum of 9 games in the season.

Failure to meet this requirement will result in a 5-point penalty for each game below the minimum requirement that the team is able to provide umpire availability for. The penalty will be applied on a weekly basis at the point in the season where it is clear that the team will be unable to meet the minimum requirement. Note that the required minimum number of games can be covered by more than one suitably qualified umpire that is associated with the relevant team.

3. Scorers & Duckworth-Lewis-Stern Match Managers

3.1 All clubs will appoint their own scorers, who shall be qualified to Level S4 of the ECB Scoring Pathway or have been granted dispensation by the League, and shall be full members of the ECB ACO.

3.2 Failure to provide a registered scorer for the duration of the match will result in a 5-point penalty and the side will be required to nominate a player to score for the duration of the match, who shall take no playing part in the match.

3.3 The home club is responsible for providing a competent Duckworth-LewisStern Match Manager (DLSMM), as defined in the Duckworth-Lewis-Stern Procedure document and failure to do so will result in a 5-point penalty.

3.4 The umpires shall be responsible for reporting any breach of rule 3.2 and 3.3 and their decision shall be final.

4. Cancellation

No game shall be cancelled without the explicit agreement of at least one of the appointed umpires, or a deputy from the Umpires Panel nominated either by one of the appointed umpires or the Umpires Co-ordinator. An umpire attending to inspect the ground may request reasonable travelling expenses not exceeding £10 from the home club, which will be payable as specified in 2.2 above.

5. Ground

The umpires shall be responsible for decisions concerning the fitness of the ground for play and the use of covers from one hour before the scheduled start time.

6. Covers

Up to one hour before the scheduled start time covers shall be used at the discretion of the home club and its groundsman to protect the pitch. When one hour or less remains before the scheduled start time rule 5 will apply. Clubs must make covering available throughout the match day, to be used at the direction of the umpires. The minimum requirement is to cover the pitch; reasonable efforts must be made to cover the bowlers’ run-ups to a minimum of ten (10) yards. The umpires will report any deficiency in covering to the League, which may result in disciplinary action being taken against the club.

7. Clock

The home side shall provide a working match clock which is visible and clear from the square.

8. Team Sheets

Captains must pass team sheets to the umpires prior to the toss taking place. Team sheets will contain names of players and, if applicable, identify all players aged under 20 so that all applicable ECB Regulations with respect to young players can be monitored.

9. Balls

9.1. All league fixtures will be played with cricket balls that have been approved by the League (see inside back cover).

9.2. One new ball will be used from the commencement of each innings. New balls are to be supplied by the home club.

9.3. Home clubs must ensure that at least two spare new balls (one for use in each innings if required), of the correct make and grade and a selection of suitable spare balls of varying ages and use are available to the umpires prior to the start of the match. The umpires may delay the start of a match if suitable spare balls are not provided.

10. Results

10.1. The standard HPCL rules will apply to the reporting of match results.

10.2. In addition to 10.1 the home team is responsible for posting the match result on play-cricket, as follows:

a) By 9pm on the day of the match: the team totals, wickets taken, overs bowled and result. Penalty for late report - 5 points deduction.

b) By 11pm on the Tuesday following the match: the full scorecard including names of match officials. Penalty for late/no report - £30 fine.

11. Marking

11.1. Captains will mark umpires’ performance using the facility on Who’s The Umpire in accordance with the rules set out within this handbook.

11.2. Umpires will mark the pitch, team discipline and facilities as well as reporting any instances of misconduct.

12. Discipline & Disciplinary Points

12.1 The standard HPCL Disciplinary rules will apply.

12.2 Law 42 will apply except that when a Level 1 or Level 2 offence has been committed by a member of the batting side, Laws 42.2.2 and 42.3.2 shall be replaced by ‘Together the umpires shall inform the batters at the wicket and each incoming batter that an offence at this level has occurred and, as soon as practicable, inform the captain of the batting side.’ Refer to the table within this handbook for guidance concerning dissent and serious dissent.

13. Junior Players / Fast Bowling Regulations

13.1 A player under the age of 13 at midnight on 31st August in the year preceding the current season is not permitted to play in the Premier League or Championship.

13.2 Any player under the age of 14 at midnight on 31st August in the year preceding the current season shall be eligible to play in the Premier League or Championship provided the player has been selected for the County at U14 or above in the current season and has both sign off from an independent Level 2 coach and written parental consent to play in Open Age cricket. Such evidence shall be lodged with the Club’s Safeguarding Officer prior to that player’s registration with the League. The League may request evidence of compliance with these requirements.

13.3 The ECB fast bowling regulations (published in the league handbook) shall apply to all league games and failure to comply will result in a 10 point penalty on each occasion.

14. League Positions

League positions in each Division will be determined by the total number of points gained. In the event of two or more clubs finishing on equal points, league position will be determined in the following order:

• The side with the highest number of wins, but if still level

• The side with the fewest defeats, but if still level

• The side with the highest runs per wicket, calculated by aggregating all runs scored in completed matches divided by the total number of wickets lost.

15. Promotion and Relegation

At the end of each season a system of promotion and relegation will operate as follows:

a) The side finishing 10th in the Premier Division will be relegated to the Championship.

b) The side finishing 1st in the Championship will be promoted to the Premier Division.

c) The side finishing 9th in the Premier Division and the side finishing 2nd in the Championship will play a Play-Off under the 50 over match rules, using balls approved for use in the Premier Division. For the purpose of match rules 3.1.1 and 3.5.2, the Start Time will be 11.00am, the Close of Play will be 6.30pm and the latest start time if the match is reduced to 20 overs per side shall be 3.40pm. The winner will play in the Premier League and the loser will play in the Championship in the following season. The match will be played on the Saturday of Week 19 at the ground of the side finishing 2nd in the Championship unless agreed otherwise by the two clubs. In the event of adverse weather, the reserve date for this match is the following Saturday i.e. seven days later.

d) The sides finishing 9th and 10th in the Championship will be relegated to div. 1.

e) The sides finishing 1st and 2nd in Division 1 will be promoted to the Championship.

f) In the event of a side that qualifies for promotion from the Championship or Division 1 not wishing to accept, or not meeting the criteria for promotion, then the League Executive Committee shall determine the composition of the sides in the Premier Division and Championship for the following season.

g) If it is agreed to admit an additional side:

• To the Premier Division then the sides in 9th and 10th place will be relegated and the side finishing in 8th place shall play in the Play Off.

• To the Championship then only the side finishing in 1st place in Division 1 shall be promoted.

h) Promotion into the Premier Division and Championship is dependent on the clubs concerned meeting the criteria for facilities, youth teams and financial security specified by the League.

16. Entitlement To ECB Premier League Payment

The ECB payment to the HPCL & clubs is subject to the HPCL and clubs fulfilling certain conditions specified by the ECB. These include but are not limited to:-

a) Complying with club audit requirements, adhering to disciplinary procedures, player registration, umpire marking, facility reporting, result reporting on playcricket and adhering to ECB Code of Conduct & Spirit of Cricket.

b) In the event of non-compliance by any club with any ECB condition HPCL may withhold payment and/or impose, in addition to any penalty imposed by a disciplinary hearing, a penalty determined by the HPCL committee.

Section A: Premier Divisions Match Rules

for 50 Over Matches (weeks 1-5 & 15-18) 2026

1 Coloured clothing

All sides are required to wear coloured clothing in this playing format. Batters and wicket-keepers are recommended and encouraged to wear coloured pads.

2. Pitch Markings

Additional Crease Markings: An additional crease marking shall be made 17” inside and parallel with each return crease, joining the popping and bowling creases. The crease is the inside edges of both these and the return crease markings.

3 Duration

3.1 Hours of Play and Intervals

3.1.1 Play will start in weeks 1-5 at 12.00noon and in weeks 15-18 at 11.00am. For the purpose of determining the overs remaining in an interrupted match the Close of Play will be 7.30pm in weeks 1-5 and 6.30pm in weeks 15-18.

3.1.2 There will normally be two sessions of play of 3 hours 15 minutes each, separated by an interval of 30 minutes between the innings.

3.1.3 If the innings of the team batting first is completed prior to the scheduled time for the interval then the interval shall, if considered practicable by the umpires, take place immediately and may be extended with the agreement of the captains and umpires, if necessary, by up to 15 minutes (to a maximum of 45 minutes).

3.1.4 In delayed or interrupted matches, the captains may agree to forgo the interval, in accordance with Law 11.9, in which case there shall be an interval between innings of 10 minutes.

3.1.5 Drinks intervals shall be agreed but no more than two breaks per innings are permitted, unless in exceptional circumstances. Time taken for drinks shall be regarded as an interval in accordance with Law 11.8.

3.2 Each match shall consist of a maximum of 50 overs per innings except where time is lost after the scheduled start time due to inclement weather or for any other cause the umpires deem reasonable, when the number of overs shall be reduced as hereinafter provided.

3.3 If the side batting first is dismissed before the overs to which it is entitled have been bowled, the team batting second shall be entitled to bat for its full entitlement of overs or as further reduced due to inclement weather or other cause. Declarations are not permitted.

3.4 In the event of delays due to weather or other causes, a minimum of 20 overs per side is required to constitute a match.

3.5 Delayed start or interrupted matches

3.5.1 If there is a delayed start or an interruption or interruptions at any time during the match due to inclement weather, or for any other cause the umpires deem reasonable, the first 30 minutes of aggregated time lost will be disregarded. In calculating the time lost, the time for the interval may be altered in accordance with Law 11.4.

3.5.2 The latest start time for a match reduced to 20 overs per side in weeks 1-5 shall be 4.40pm (in weeks 15-18 the latest start time shall be 3.40pm), unless the captains and umpires agree to abandon the match earlier.

3.5.3 The umpires shall inform the captains and the scorers of the number of overs lost, the revised timings, the number of overs to be bowled and the applicable fielding and bowling restrictions.

3.6 Interrupted matches

3.6.1 First innings - When there is a delay to the start of the match or an interruption during the first innings, the object shall be to rearrange the number of overs so that both sides have the opportunity to bat for the same number of overs. The number of overs lost to be calculated based on one over per innings for each full 8 minutes of playing time lost. In calculating the time lost, the time for the interval may be altered in accordance with Law 11.4 or forgone in accordance with Law 11.9.

3.6.2 Second innings - If, owing to a delayed start to the second innings or a suspension of play during the second innings, there is insufficient time for the side batting second to face the same number of overs as the side batting first, the umpires will re-calculate, on every occasion, the number of overs to be bowled and, in consultation with the DLSMM, the new target score that is required. Before taking the field to resume play, the umpires will inform the captains and scorers accordingly. The number of overs to be faced by the team batting second will never be increased after an interruption.

3.6.3 The number of overs to be bowled in 3.6.2 shall be calculated based on the time remaining in the match to the scheduled close of play, based on 4 minutes per over. In calculating the number of overs remaining to be bowled the number shall be rounded up. The number of overs available to the team batting second should never be more than those that were available to the team batting first following the last recalculation of the number of overs available in the first innings.

3.6.4 If the home club has provided a DLSMM or someone from the away club has agreed to act as the DLSMM, then the Duckworth-Lewis-Stern Method (DLS) will be used to calculate the target score of the side batting second using the DLS regulations as provided by the League to every club. The umpires shall agree with the scorers and shall inform the captains of the target score before play is resumed. In the event of a miscalculation of the target score the original score shall not be altered once the captains have been informed. The target score shall be displayed clearly on the scoreboard.

3.6.5 If a competent DLSMM is not available throughout the match, then:

3.6.5.1 The away side shall have the option of dispensing with the toss and electing to field first.

3.6.5.2 The target score of the side batting second shall be calculated using average run rate, calculated by dividing the runs scored by the number of legitimate deliveries received by the side batting first following the last recalculation of the number of overs available in the first innings.

3.7 An over that is incomplete at the time of an interruption in play shall be completed on any resumption and that part over shall be ignored in calculating the overs remaining to be bowled in the match.

3.8 If the loss of time results in less than 20 overs being available to the team batting second, the game shall be abandoned.

4 Number of Overs Per Bowler

4.1 In a 50 overs match, no bowler may bowl more than 10 overs in an innings.

4.2 In a match of less than 50 overs no bowler may bowl more than one fifth of the total overs available. Where the total overs are not divisible by 5, an additional over shall be allowed to the minimum number of bowlers necessary to make up the balance. e.g. in an innings of 37 overs, a maximum of 2 bowlers may bowl 8 overs.

4.3 If a reduction in overs results in one or more bowlers having exceeded the newly calculated maximum, then the umpires shall calculate the overs allowed for the remaining bowlers. A bowler who has exceeded the new maximum shall be permitted to complete an incomplete over. e.g. match reduced to 33 overs, one bowler has bowled 10 – 3 bowlers may bowl a maximum of 6 overs and 1 bowler may bowl a maximum of 5.

4.4 A part over shall count as a full over only insofar as each bowler’s limit is concerned.

5 Restrictions on the Placement of Fielders

5.1 Throughout the innings, at the instant of delivery, no more than five fielders shall be permitted to field on the leg side.

5.2 Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. The fielding restriction area should be marked by ‘dots’ at five-yard intervals, each ‘dot’ to be covered by a white plastic or rubber (but not metal) disc measuring seven inches in diameter. At the instant of delivery:

5.3 Powerplay 1 – no more than two fielders shall be permitted outside this fielding restriction area. In an innings of 50 overs, these are overs 1 to 10 inclusive.

5.4 Powerplay 2 – no more than four fielders shall be permitted outside this fielding restriction area. In an innings of 50 overs, these are overs 11 to 40 inclusive.

5.5 Powerplay 3 – no more than five fielders shall be permitted outside this fielding restriction area. In an innings of 50 overs, these are overs 41 to 50 inclusive.

5.6 At the commencement of Powerplays 2 and 3, the bowler’s end umpire shall inform the captain of the fielding side and the batters at the wicket and shall then signal the Powerplay by making a large circular motion with one arm.

5.7

Infringement of Fielding Restrictions

5.7.1 In the event of an infringement of any of the fielding restrictions specified in 5.1, 5.3, 5.4 and 5.5 above the umpire at the striker’s end shall call and signal ‘No Ball.’

5.7.2 If, in the opinion of either batter, the striker’s end umpire fails to call and signal ‘No Ball’ when either these fielding restrictions or Law 28.4 (Limitation of On-side fielders) have been breached, then immediately the ball becomes dead, either batter may draw the matter to the attention of either umpire. If the striker’s end umpire is able to verify the breach, he/she shall call and signal No Ball. If the striker’s end umpire is unable to verify the breach, then he/she shall confirm that the events of the delivery shall be unchanged.

6 Powerplays – Effects of Interruptions

6.1 In circumstances when the number of overs of the batting team is reduced, the number of overs within each phase (Powerplay) of the innings shall be reduced in accordance with the table in appendix 1. For clarity, it should be noted that the table shall apply to both the 1st and 2nd innings of the match.

6.2 If play is interrupted during an innings, overs are reduced and the table in appendix 1 applied, the Powerplay overs take immediate effect. For the avoidance of doubt this applies even if the interruption has occurred mid-over.

Illustrations of 6.2:

A 50 over innings is interrupted after 8.3 overs and on resumption has been reduced to 32 overs. The new phases are 7+19+6. Therefore, the middle phase (Powerplay 2) fielding restrictions take immediate effect when play resumes and last for a further 17.3 overs. The final phase (Powerplay 3) begins after 26 overs have been bowled. A 40 over innings is interrupted after 18.5 overs, and on resumption has been reduced to 22 overs. New phases are 5+13+4. When play resumes, the final phase (Powerplay 3) fielding restrictions apply for the remaining 3.1 overs.

7 No Ball

7.1 Underarm bowling is not permitted. If a bowler bowls a ball underarm the umpire shall call and signal ‘No Ball’ and follow the procedures in law 21.3.

7.2 Free Hits after a No Ball

7.2.1 The delivery following a No Ball shall be a free hit for whichever batter is facing it. Note: this applies to all modes of No Ball except for the first short pitched delivery that passes or would have passed clearly over head-height of the striker standing upright at the popping crease. For clarity, such a delivery to be called a No Ball and considered the one short pitched delivery for the over.

7.2.2 If the delivery for the free hit is not a legitimate delivery (any kind of No Ball or a Wide Ball) then the next delivery will become a free hit for whichever batter is facing it.

7.2.3 For any free hit, the striker can be dismissed only under the circumstances that apply for a No Ball, even if the delivery for a free hit is called a Wide Ball.

7.2.4 Field changes are not permitted for free hit deliveries unless there is a change of striker, or the No Ball was the result of a field restriction breach in which case the field may be changed to the extent of correcting the breach. However, in all circumstances, any fielder within 15 yards of the striker may retreat to a position on the same line no more than 15 yards from the striker.

7.2.5 When the ball is dead and after signalling No Ball to the scorers, the bowler’s end umpire will call and signal a free hit by extending one arm straight upwards and moving it in a circular motion.

7.2.6 The free hit delivery counts as a ball in the over unless it in turn is a Wide Ball or a No Ball.

8 Wide Ball

Law 22 shall apply with the following addition:

8.1 Umpires are instructed to apply a very strict and consistent interpretation regarding this Law in order to prevent negative bowling wide of the wicket.

8.2 A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the striker and the leg stump, unless the striker moves as outlined below.

8.3 The interpretation to be followed for calling a wide when a switch hit or reverse sweep is played or the batter gets in a position to play the shot and then aborts it, is as follows: From the moment the ball ceases to be dead, whenever a batter has changed their grip and/or their batting position as per Appendix A6.8 in the Laws (or feinted to do so) or has attempted a reverse sweep or switch hit, then they lose the tight definition of the leg side wide and the wide guidelines are employed on both sides of the wicket, not just the off side.

8.4 A ball that passes between striker and leg stump shall not be judged a wide.

8.5 An off side wide shall be called if, in the umpire’s opinion, the delivery has passed between the 17-inch line and the return crease, and the striker has not brought it within reach of a run-scoring stroke.

9 The Bowling of Fast, Short Pitched Deliveries

Law 41.6.1 shall be replaced with:

A bowler shall be limited to one fast, short pitched delivery per over. The umpire at the bowler’s end will make it clear to both the bowler and the batters at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his/her bat, person or equipment. A short pitched delivery is defined as one that passes or would have passed clearly over shoulder height of the striker standing upright at the crease. It is unfair if the limit is exceeded, and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of law 41.6.3 and 41.6.4.

10 Over Rate Penalties

10.1 All sides are expected to be in position to bowl the first ball of the last of their 50 overs within 3 hours 15 minutes playing time.

10.2 In the event of them failing to do so, one fewer fielder shall be permitted outside the fielding restriction area in 5.3 to 5.5 than would normally be the case in the Powerplay overs in progress at the time. All penalties in this regard will be imposed at the end of the over in progress when the scheduled or re-scheduled cessation time for the innings was exceeded. The full quota of overs will be completed.

10.3 Time may be added at the discretion of the umpires for any stoppage or delay in play. Under rule 3.1.5, time shall be added for a drinks interval. When the

umpires agree that time is to be allowed for a stoppage, they shall inform the captain of the fielding side of the time to be allowed at an appropriate opportunity. In the event of frequent moving of the sightscreens, the batting side shall assume responsibility unless other arrangements have been made.

10.4 If the innings is completed before the scheduled or re-scheduled cut off time no over rate penalty shall apply.

10.5 If the start of an innings is delayed or an innings is interrupted, the over rate penalty will apply based on the revised number of overs and the re-scheduled cessation time for that innings. The umpires shall inform the fielding team captain when taking the field for the first time and on every subsequent occasion if play is interrupted by the weather or other cause, of the scheduled time for that innings (by which the fielding side must be in position to bowl the first ball of the last over). The time allowed to bowl the overs shall be calculated on the basis of 4 minutes per over.

10.6 In addition, in all reduced overs matches, the fielding team will be given one over’s leeway, such that the fielding side must be in position to bowl the first ball of the penultimate over by the scheduled or rescheduled cut off time.

11 Result

11.1 A result may only be achieved if both teams have had the opportunity of batting for at least 20 overs, unless the team batting second has scored more runs than its opponents or has achieved its target score as hereinafter defined in less than 20 overs.

11.2 Except as provided in 11.4, a match shall be won by the team which has scored the most runs in its completed innings.

11.3 Except as provided in 11.4 and 11.5, a tie shall be achieved if the scores are level at the conclusion of the match, irrespective of the number of wickets lost by either team.

11.4 If, after an interruption in play after the start of the match, the number of overs to be received by either side is reduced to a lesser number than allocated before the start, then a revised target score shall be set for the side batting second to achieve. This will be calculated using the Duckworth-Lewis-Stern Method as specified by the League. If the target is reached or exceeded, the side batting second shall be deemed to have won. If the par score is equalled, the match is a Tie, except as provided in 11.5. If the par score is not reached, the side batting first shall be deemed to have won. Such result shall be reported as “A win under the D/L method.”

11.5 In the Play Off match specified in clause 14 and 15c of the Playing Conditions: Clause 11.3 above will be replaced by: Where the number of overs available to both sides remain equal throughout the match, if the scores at the conclusion of the match are level the winner shall be determined as follows:

i) The side that has lost fewest wickets, but if still equal.

ii) The side with the highest scoring rate over the first 20 overs of its innings, based on legitimate balls received and calculated to three decimal places, but if still equal.

iii) The side that has lost fewest wickets over the first 20 overs of its innings, but if still equal.

iv) The side with the highest scoring rate over the first 10 overs of its innings, based on legitimate balls received and calculated to three decimal places, but if still equal.

v) The side that has lost fewest wickets over the first 10 overs of its innings. 11.5.2 In Clause 11.4 above the words “If the par score is equalled, the match is a Tie” shall be replaced by “If the par score is not exceeded, the match shall be won by the side batting first.”

12 Points

Win: 25 points; Tie: 13 points; Cancelled: 5 points

No result:5 points, or bonus points gained, whichever is the greater Bonus points awarded to the losing side or, in the event of a match without a result, to both sides. No bonus points will be awarded for a match ending as a Tie (a Tie being a match in which the scores are level, irrespective of the number of wickets lost by each side).

Batting Bonus points: 1 point for reaching 125, 150, 175, 200, 225, 250 and 275 runs.

Bowling Bonus points: 1 point for taking 2, 4, 6, 7, 8, 9, 10 wickets.

Full bowling bonus points will be gained if a side is all out, regardless of the number of wickets taken.

Appendix 1 - Powerplays – Effects of Interruptions

Section B: Premier Divisions - Match Rules

for ‘Timed’ Matches (weeks 6 to 14) 2026

1. Hours of Play

1.1 Play will commence at 11.00am.

1.2 The Lunch Interval will be 30 minutes commencing at 1.00pm, unless changed under the provisions of Law 11.

1.3 There will be an interval of 10 minutes between innings.

1.4 The Tea interval will be 20 minutes, commencing at 4.30pm, unless changed under the provisions of Law 11.

1.5 The home club will provide hot and cold drinks during the intervals.

1.6 The umpires shall signal the Last Hour at the later of 5.45pm or when 17 overs remain to be bowled in the match. The Last Hour shall be a minimum of 60 minutes from its commencement and a minimum of 17 overs shall be bowled unless play is interrupted, in which event rule 2.8 shall apply.

1.7 Unless a result is achieved earlier, the game shall finish at the later of 6.45pm or when the Last Hour has been completed.

2. Overs

2.1 Each match will consist of a minimum of 115 6-ball overs except where the match is affected by weather, or a result is achieved sooner.

2.2 In an uninterrupted match the side batting first shall face no more than 60 overs.

2.3 If considered appropriate, in matches affected by weather or other causes, the captains and umpires together may agree to either revise the times and durations of the intervals or agree to forgo the lunch and/or tea interval. In all cases there will be an interval between innings of a minimum of 10 minutes.

First Innings Interruptions:

2.4 Any match in which play does not or will not commence by 2.45pm shall be cancelled.

2.5 If, owing to a delayed start to the match or if, after the match has started and during the innings of the side batting first, there are one or more interruptions for weather, or for any other cause the umpires deem reasonable, the number of overs available shall be as per the table in Appendix 1 (page 21).

2.6 If the time lost under 2.5 leads to fewer than 65 overs being available for the match and the number of overs received and now available in the first innings to be fewer than 34 overs, then the match shall be abandoned.

2.7 If, after the side batting first has received at least 34 overs, any interruption or interruptions in the first innings are of a duration that, in calculating the overs remaining using Appendix 1 (page 21), the side batting first has received or exceeded the number of overs now available, the following shall apply:

a) The innings of the side batting first shall be regarded as complete.

b) The umpires shall calculate the time remaining from the time which they consider

that conditions are such that play can resume, to the scheduled close of play. The minimum number of overs available to the side batting second shall be calculated by dividing the minutes left for play by 3.5 and rounding up if necessary.

c) If such calculation gives a minimum of 25 overs for the side batting second then play shall commence at the re-scheduled start time as directed by the umpires.

d) If such calculation results in less than 25 overs being available to the team batting second then the match shall be abandoned, except as described in 2.10 below.

Second Innings Interruptions:

2.8 If, owing to a delayed start to the second innings or if during the second innings there are one or more interruptions for weather, or for any other cause the umpires deem reasonable, the minimum number of overs available to the side batting second shall be reduced by one for each complete period of 3.5 minutes of interruption or interruptions.

2.9 If the loss of time under 2.8 results in fewer than 25 overs being available to the team batting second, the game shall be abandoned, except as described in 2.10 below.

2.10 Under 2.7 d) or 2.9 above the match will continue if, at the request of at least one captain and in the sole opinion of the umpires, a positive result remains achievable. For the avoidance of doubt, a match continued under this clause will be considered a completed match for the purpose of awarding bonus points and, if applicable, winning/losing draws, unless there is a further interruption in play, in which case the match shall be abandoned.

2.11 If at any time during the last hour both captains (the batters at the wicket may act for their captain) agree that there are insufficient overs remaining for either side to either achieve a result or gain more points, then the game will end at that point in a draw.

3. Bowling Restrictions

3.1 In an uninterrupted match no bowler shall be permitted to bowl more than 20 overs.

3.2 If the number of overs available is reduced as a result of a delayed start or any interruptions in the first innings, the maximum number of overs for each bowler in both innings shall be one-third (rounded down) of the reduced number of overs available in the first innings.

3.3 If there are interruptions during the second innings, then the maximum number of overs for each bowler in that innings will be one-third (rounded down) of the overs now available in the second innings. The maximum number of overs per bowler cannot increase as a result of this recalculation.

3.4 A bowler may exceed the limit solely as a result of such a recalculation of overs due following an interruption in play. Should the interruption happen in the course of an over, upon resumption of play, the bowler shall be allowed to finish the over even if they have exceeded the new limit.

Example: Bowler has bowled 14 overs when an interruption reduces the innings to 40 overs, reducing the limit to 13.

3.5 Short Pitched Bowling - Law 41.6.1 shall be replaced with:

A bowler shall be limited to two fast, short pitched deliveries per over. The umpire at the bowler’s end will make it clear to both the bowler and the batters at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his/her bat, person or equipment. A short pitched delivery is defined as one that clearly passes or would have passed over shoulder height of the striker standing upright at the crease. It is unfair if the limit is exceeded, and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of Laws 41.6.3 and 41.6.4.

3.6 Negative bowling:

If the bowler’s end umpire considers that the bowler is bowling negatively with the intention of preventing the striker from scoring runs, he/she shall caution the bowler and inform the captain, the bowler, the other umpire and the batters that on any repetition the rules for judging a Wide in the 50-Over match rules will be applied.

4. Points

Side winning the toss and fielding first:

Win - 30 points Tie - 15 points; Cancelled or abandoned - 6 points

Winning Draw – 6 points, Losing Draw – 0 points

Bonus points:

Batting – 1 point for reaching 125, 175, 225, 275, 300

Bowling – 1 point for taking 2, 4, 6, 8, 10 wickets

All other circumstances (side losing toss or winning toss and batting first):

Win – 30 points Tie – 15 points; Cancelled or abandoned – 6 points

Winning Draw – 6 points, Losing Draw – 2 points

Bonus points:

Batting – 2 points for reaching 125, 175, 225, 275, 300

Bowling – 1 point for taking 2, 4, 6, 8, 10 wickets

The Winning and Losing draw is calculated on run-rate for the innings, based on legitimate balls received. Run rate shall be calculated to three decimal points. If the two sides have identical run-rates the side losing the fewest wickets shall be deemed to have the higher run rate. If still equal, then each side shall receive 4 points.

5. Over Rate Penalty Points

5.1 The umpires will agree timings with the scorers and calculate the over rate taking into account the following allowances:-

• 2 minutes per wicket for the fall of each wicket up to and including the ninth wicket, except if the wicket falls immediately before any interval or interruption.

• The time taken for any Drinks Interval.

• The actual time lost for any reasonable stoppage. This will be solely at the discretion of the umpires and will not be subject to negotiation. The captains and scorers to be informed of any such time added during the next interval.

• During periods when inclement weather necessitates frequent drying of the ball the umpires may, at their sole discretion, allow up to 5 minutes per hour of playing time as additional stoppages. The umpires shall inform both captains and the scorers in advance if they judge conditions justify this additional stoppage allowance for any period of the match.

5.2 The penalties will not apply if the duration of an innings is less than two and a half hours of actual playing time after any allowances.

5.3 The following penalties will apply for slow over rates. The umpires will be the sole judges of over rates in consultation with the scorers:

On the first occasion in the season:

• Fewer than 17 but greater than 16 overs per hour - 1 point

• 16 overs or fewer but greater than 15 overs per hour - 2 points

• 15 overs per hour or fewer - 5 points

If a penalty is imposed for a second or subsequent match in the season the above penalty points are doubled.

Appendix 1 – Reduced Overs In Interrupted Matches

Playing Conditions - Readers 20/20 Competition

1. Match Rules

This version of the rules is effective in all matches in the 20/20 Competition (“The Competition”). Except as varied hereunder, the Laws of Cricket (2017 Code 3rd Edition 2022) and all relevant ECB Regulations and guidelines shall apply.

2. Management

2.1. The Competition shall be under the control of the League and all decisions relating to these rules or to matches played in the Competition shall be final and binding.

3. Competition Structure

The Competition will be organised on a group basis comprising four groups (the ‘Group Stage’) of four sides each. The winner of each group will progress to the ’Finals Day’ which will comprise two Semi-Finals and a Final. See 9.

4. Eligibility

4.1. All players shall be bona fide members of the club registered with the League.

4.2. Eligibility of all players must fall within one of the following categories:

• An unlimited number of players registered under Category 1

• A maximum of one player registered under Category 3

• Category 2 players - contact the League Registration Officer at least 7 days prior to the match for confirmation.

4.3 A player under the age of 13 at midnight on 31st August in the year preceding the current season is not permitted to play in the Competition.

4.4 Any player under the age of 14 at midnight on 31st August in the year preceding the current season shall be eligible to play in the Competition provided the player has been selected for the County at U14 or above in the current season and has both sign off from an independent Level 2 coach and written parental consent to play in Open Age cricket. Such evidence shall be lodged with the Club’s Safeguarding Officer prior to that player’s registration with the League. The League may request evidence of compliance with these requirements.

4.5. No other players shall be eligible and any club that fields an ineligible player shall be disqualified.

5. Balls

5.1. All balls used in the Competition shall be those approved by the League (see inside back cover).

5.2. A new ball shall be used from the commencement of each innings.

5.3. Balls for the group matches and for Finals Day will be provided by the League.

5.4. The umpires are to be provided with at least two spare new balls (one for use in each innings if required) of the correct make and grade and a selection of suitable spare balls of varying ages and use prior to the start of the match. As soon as a ball is hit out of the playing area and not immediately found the umpire will obtain a replacement ball and continue with the match. The fielding side should not search for a lost ball.

6. Clothing

Players in all matches in the Competition shall wear coloured clothing.

7. Umpires

7.1. Umpires will be appointed by the League from the Umpires Panel for all matches.

7.2. All clubs must submit a report on the umpires for each match in the Competition.

7.3. Umpires appointed by the Panel shall be entitled to receive a fee to be agreed by the League Executive Committee. Fees will be paid by the League and clubs will be invoiced for the costs. On Finals Day the umpires will be paid by the League.

8. Scorers

Each team shall provide their own competent, non-playing scorer in all matches. If a team fails to provide a scorer a player has to be nominated from the team to take up the duty for the entire duration of the match and who shall take no playing part in the match.

9. Fixtures

9.1. Dates and venues for the Group Stages and Finals Day (including reserve dates) will be advised by the League Executive Committee. The winners of the first two matches will contest match 3.

9.2. A side is not permitted to concede a match; any side that concedes a match may be denied entry into the Competition in the following season.

10. Team Sheets

Captains must pass team sheets to the umpires prior to the toss. Team sheets will contain names of players and, if applicable, identify all players aged under 20 so that all applicable ECB Regulations with respect to young players can be monitored.

11. Results

All results must be reported on the day of the match using the standard League Results Service. They should also be reported on Play Cricket within 48 hours of the end of the match.

12. Group Winners

12.1. The winners of the four groups referred to in 9.1 will play in the Semi-Finals on Finals Day.

12.2. For Finals Day the sides to contest the Semi-Finals will be drawn at random from the four group winners.

13. Discipline

Section 12 of the Premier League Playing Conditions, setting out sanctions for breaches of the League’s Disciplinary Code, shall apply to this competition. For the avoidance of doubt a Level 3 offence shall carry a suspension of 4 overs.

14. Complaints

All complaints regarding this competition must be made to the organiser, Mark Shepherd, within 72 hours of the completion of the match. All queries should be directed to the organiser via e-mail: facilities@hertspremiercl.co.uk. The League Executive Committee’s decision in these matters is final.

Playing Rules - Readers 20/20 Competition

1 Duration

1.1. One innings per side, each limited to a maximum of 20 overs.

1.2. In a match that has a delayed start or is interrupted each side must have faced (or had the opportunity to face) a minimum of 5 overs to constitute a match.

2 Hours of Play

2.1. The recommended start times where there are no interruptions shall be 10.00am, 1.15pm and 4.30pm, subject to a minimum of 30 minutes between the 2nd and 3rd matches. The Close of Play for the purpose of clause 4 shall be agreed between the captains and the umpires and shall not be later than 8pm. In the event of disagreement, the umpires’ decision will be final.

2.2. The interval between innings shall be 10 minutes.

3 Over Rate

3.1. The fielding side must be in position to bowl the first ball of the 20th over within 75 minutes of playing time.

3.2. In the event of them failing to do so, one fewer fielder shall be permitted outside the fielding restriction area in 6.2 and 6.3 than would normally be the case in the Powerplay overs in progress at the time. All penalties in this regard will be imposed at the end of the over in progress when the scheduled or re-scheduled cessation time for the innings was exceeded. The full quota of overs will be completed.

3.3. In reduced over matches, the fielding side has a one over leeway in addition to any time that the umpires may allow for stoppages.

3.4. Umpires are instructed to apply a strict interpretation of time wasting by the batters (5 run penalties). Batters are expected to be ready for the start of a new over as soon as the bowler is ready to bowl.

3.5. Time may be added at the discretion of the umpires for any stoppage or delay in play. When the umpires agree that time is to be allowed for a stoppage, they shall inform the captain of the fielding side of the time to be allowed at an appropriate opportunity. For frequent moving of the sightscreens, the batting side shall assume responsibility unless other arrangements have been made.

4 Delayed Start and Interruptions

4.1. The objective of rearranging overs is to give the greatest opportunity for a match of equal overs. If, in the view of the umpires, taking into account the prevailing ground, weather and light conditions, it is considered unlikely that the full quota of overs will be bowled in any match it is recommended that a pre-emptive decision is made to reduce overs in both innings equally. Any reduction in the number of overs shall be at the sole discretion of the umpires.

4.2. If there is a delayed start to, or interruptions occur in, either the first or second game, the umpires shall be responsible for determining if any overs are to be deducted, having regard for the available playing time for all matches scheduled for the day. If overs are to be reduced, the calculation shall be based on one over for every complete four minutes of playing time lost, with a view to making all remaining games scheduled of approximately equal length.

4.3. If only one match remains in the day: one over for every 4 minutes of the total time available for play up to the scheduled close of play, allowing 10 minutes for the Interval between innings. In any calculation of overs remaining, the number of overs to be received by the side batting second shall not exceed the number of overs available to the side batting first.

4.4. The DLS Method will be used to calculate the target score of the side batting second using the DLS regulations as provided by the League to every club. The umpires shall agree with the scorers and shall inform the captains of the target score before play is resumed. In the event of a miscalculation of the target score, the original score shall not be altered once the captains have been informed. The target score shall be displayed clearly on the scoreboard.

5 Timed Out

The incoming batter must be in a position to take guard, or for his/her partner to be ready to receive the next ball, within 1 minute 30 seconds of the fall of the previous wicket. Any infringement of this rule shall result in the incoming batter being dismissed Timed Out by the umpires. An appeal by the fielding side is not required.

6 Fielding Restrictions

6.1. Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. The fielding restriction area should be marked by ‘dots’ at five-yard intervals, each ‘dot’ to be covered by a white plastic or rubber (but not metal) disc measuring seven inches in diameter.

6.2. For the first 6 overs of each innings, at the instant of delivery, no more than 2 fielders shall be permitted to be outside the restriction marking defined in 6.1.

6.3. After the first 6 overs of each innings, at the instant of delivery, no more than 5 fielders shall be permitted to be outside the field restriction marking.

6.4. Throughout the innings, at the instant of delivery, no more than five fielders shall be permitted to field on the leg side.

6.5 In the event of an infringement of any of the fielding restrictions specified in 6.2, 6.3 or 6.4, the umpire at the striker’s end shall call and signal ‘No Ball.’

6.6 If, in the opinion of either batter, the striker’s end umpire fails to call and signal ‘No Ball’ when either these fielding restrictions or Law 28.4 (Limitation of On-side fielders) have been breached, then immediately the ball becomes dead, either batter may draw the matter to the attention of either umpire. If the striker’s end umpire is able to verify the breach, he/she shall call and signal No Ball. If the striker’s end umpire is unable to verify the breach, then he/she shall confirm that the events of the delivery shall be unchanged.

6.7. In circumstances when the number of overs of the batting team is reduced, the restrictions in 6.2 and 6.3 shall be reduced. In a reduced overs match, the number of overs with fielding restrictions, is as follows: 5-6 overs: 1 over restriction. 7-9: 2 overs. 10-13: 3 overs. 14-16: 4 overs. 17-19 overs: 5 overs

7 Overs Per Bowler

7.1. No bowler may bowl more than 4 overs. In a match with an innings of less than 20 overs, no bowler may bowl more than one fifth of the total overs available. Where the total overs are not divisible by 5, an additional over shall be allowed to the minimum number of bowlers necessary to make up the balance.

7.2. If a reduction in overs results in one or more bowlers having exceeded the newly calculated maximum, then the umpires shall calculate the overs allowed for the remaining bowlers. If the interruption occurs mid-over and upon resumption that bowler has exceeded the new maximum allocation, that bowler shall be allowed to finish the incomplete over.

7.3. In the event of a bowler breaking down and being unable to complete an over, another bowler will bowl the remaining balls. Such part of an over will count as a full over only in so far as each bowler’s limit is concerned.

7.4. Where possible, the number of overs bowled by each individual bowler shall be indicated on the scoreboard, from the commencement of an innings.

8 No Ball

8.1 Underarm bowling is not permitted. If a bowler bowls a ball underarm the umpire shall call and signal ‘No Ball’ and follow the procedures in Law 21.3.

8.2 The delivery following a No Ball shall be a free hit for whichever batter is facing it. Note: this applies to all modes of No Ball except for the first short pitched delivery that passes or would have passed clearly over head-height of the striker standing upright at the popping crease. For clarity, such a delivery to be called a No Ball and considered the one short pitched delivery for the over.

8.3 If the delivery for the free hit is not a legitimate delivery (any kind of No Ball or a Wide Ball) then the next delivery will become a free hit for whichever batter is facing it.

8.4 For any free hit, the striker can be dismissed only under the circumstances that apply for a No Ball, even if the delivery for a free hit is called a Wide Ball.

8.5 Field changes are not permitted for free hit deliveries unless there is a change of striker, or the No Ball was the result of a field restriction breach in which case the field may be changed to the extent of correcting the breach. However, in all circumstances, any fielder within 15 yards of the striker may retreat to a position on the same line no more than 15 yards from the striker.

8.6 When the ball is dead and after signalling ‘No Ball’ to the scorers, the bowler’s end umpire will call and signal a free hit by extending one arm straight upwards and moving it in a circular motion.

8.7 The free hit delivery counts as a ball in the over unless it in turn is a Wide Ball or a No ball.

9 The Bowling of Fast, Short Pitched Deliveries

Law 41.6.1 shall be replaced with: A bowler shall be limited to one fast, short pitched delivery per over. The umpire at the bowler’s end will make it clear to both the bowler and the batters at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his/her bat, person or equipment. A short pitched delivery

is defined as one that passes or would have passed clearly over shoulder height of the striker standing upright at the crease. It is unfair if the limit is exceeded, and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of law 41.6.3 and 41.6.4.

10 Wide Ball

10.1 Umpires are instructed to apply a very strict and consistent interpretation regarding this Law to prevent negative bowling wide of the wicket.

10.2 A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the striker and the leg stump, unless the striker moves as outlined below.

10.3 The interpretation to be followed for calling a wide when a switch hit or reverse sweep is played or the batter gets in a position to play the shot and then aborts it, is as follows:

From the moment the ball ceases to be dead, whenever a batter has changed their grip and/or their batting position as per Appendix A6.8 in the Laws (or feinted to do so) or has attempted a reverse sweep or switch hit, then they lose the tight definition of the leg side wide and the wide guidelines are employed on both sides of the wicket, not just the off side.

10.4 A ball that passes between the striker and the leg stump shall not be judged a wide.

10.5 An off side wide shall be called if, in the umpire’s opinion, the delivery has passed between the 17-inch line and the return crease and the striker has not brought it within reach of a run-scoring stroke.

11 The Result

11.1 At the completion of an uninterrupted match, in which both sides have the opportunity to bat for the same number of overs:

(a) the side scoring the highest number of runs shall be the winners.

(b) if the scores are level, then the side that has lost fewest wickets shall be the winners.

(c) if both sides have lost the same number of wickets, then the side with the highest score at the end of the 6th completed over shall be the winners.

(d) if still equal, then at the end of the 5th, 4th, 3rd, 2nd, and 1st completed over.

(e) If still equal, then rule 12 shall apply.

11.2 If, after an interruption in play after the start of the match, the number of overs to be received by either side is reduced to a lesser number than allocated before the start, then a target score shall be set for the side batting second to achieve. This will be calculated using the League's DLS Method.

(a) If the target score is reached or exceeded, the side batting second shall be deemed to have won.

(b) If the par score is not reached, the side batting first shall be deemed to have won.

(c) If the par score is equalled, then rule 12 shall apply.

Such result shall be reported as “A win under the DLS method.”

12 Super Over

A ‘Super Over’ will be bowled by each side as follows:

12.1 Each captain will nominate three batters and one bowler.

12.2 The side that batted second in the match shall bat first in the Super Over and face one over of six legitimate balls bowled by the nominated bowler. The other side shall bat second and face one over of six legitimate balls bowled by the nominated bowler.

12.3 If either side loses two wickets in its over then its innings will end. The winner will be the side which scores most runs.

12.4 If the scores are equal, then there will be a second super over with different batters and bowlers nominated under 12.1, except that a batter who has not commenced their innings may be nominated again.

12.5 The sequence of 12.1 to 12.4 will continue with the side batting first alternating until a result is achieved.

12.6 Fielding restrictions under rule 6.3 and 6.4 shall apply.

12.7 The umpires will allow 10 minutes between the end of the match and the Super Over and a maximum of 10 minutes between each Super Over.

13 Bowl Out

13.1 In the event of no result being obtained by other methods and where there is no reserve date on which to play the game, a bowl-out (outdoors or indoors) will take place to achieve a result. Five players from each side will bowl two over arm deliveries each at a wicket (conforming to Law 8) from a wicket pitched at a distance of 22 yards with, if practicable, bowling, popping and return creases marked (conforming to Law 7).

13.2 The side which bowls down the wicket (as defined in Law 29.1) the most times, shall be the winner. If the scores are equal, the same players will bowl one ball each alternately to achieve a result on a ‘sudden death’ basis.

13.3 The following shall also apply in respect of bowl-outs:

(a) The same suitably acceptable ball (not new) will be used by both teams. If this ball becomes wet, it may be changed subject to the umpires’ approval.

(b) If a bowler bowls a No ball, it will count as one of the two deliveries but will not count towards the score of the team.

(c) If the original match has started, then the five cricketers nominated to take part in the bowl-out must be chosen from the eleven cricketers and 12th man selected to play in the match. If there has been no play in the original match (the toss has not taken place), the five cricketers may be selected from any of the players in the squad as registered on Play-Cricket.

(d) Each side will appoint a wicket-keeper to stand behind the wicket but out of reach of the stumps.

13.4 In the event of a bowl out not being possible, the result will be determined by the toss of a coin with both captains and their representatives present.

Duckworth-Lewis-Stern Procedure

General

1 The Professional Edition of Duckworth Lewis Stern, Version 5, requiring the use of a working laptop computer and printer, or the Play Cricket Scorer app on Apple or Android applications, will be used to calculate the Target Score.

2 Where the DLS Professional Edition is used, all clubs shall use only the Duckworth-Lewis-Stern (DLS) software provided by the league in making the calculations. The DLS software embedded within PCS-PRO software may be used, provided it has been updated with the latest version.

3 The Professional Edition will give a Target Score and a table of Par Scores. The Target Score equals the Par Score plus 1.

Duckworth-Lewis-Stern Match Manager

4. The Home club is responsible for ensuring that a person competent in the way DLS calculations should be performed is appointed for each match. That person should be responsible for all DLS calculations and for the communications for such information to all relevant parties. The person appointed will be referred to as the DLS Match Manager (DLSMM).

5. The DLSMM will ensure that the approved current version of the DLS software is available and can be operated in a location where there is instant communication with the scorers.

6. Where a PA system announcer and/or representatives from the media are at the ground, it is the responsibility of the home club to ensure that they are informed as necessary of all DLS Target Scores.

7. When Team 1’s innings has been completed: If overs have been lost during Team 1’s innings or before Team 2’s innings can start, as soon as Team 2’s allocation of overs is known, the DLSMM will confirm Team 2’s revised Target Score and communicate this to the persons specified in the Appendix.

In all matches, the DLSMM will run the DLS software and produce an over-byover print-out of the Par Score and make as many copies as are needed. The print-out should be distributed to the persons specified in the Appendix. If he/she judges that it may be required, the DLSMM will also distribute the ball-by-ball print-out to persons specified in the Appendix.

8. When the Umpires have decided to resume play, they will inform the DLSMM promptly, whenever possible not less than 10 minutes before play is due to start, of the revised number of overs. The DLSMM will run the software and confirm Team 2’s revised Target Score to the umpires and, if applicable the scoreboard operator. He/she will the produce over-by-over and/or ball-byball print-outs of the Par Scores, make copies and distribute over-by-over/or ball-by-ball tables (at his/her discretion) as quickly as possible to the parties specified in the Appendix, ensuring that both captains and, if applicable, the scoreboard operator, receive their copies immediately.

9. If, during Team 2’s innings, Team 2 incurs a penalty for which 5 runs are awarded to Team 1, the DLSMM will ensure that the scoreboard operator adds these 5 runs to Team 2’s Target Score and to all Par Scores. The DLSMM will enter the penalty runs in the DLS software but not produce revised Par Score print-outs until these are required by virtue of a further loss of overs. After such an interruption, the DLSMM should maintain a check that the correct revised Target Score and Par Score are displayed on the Scoreboard.

10. At the end of the game, the DLSMM should enter the final match information into the DLS software and confirm that the winning margin is correctly recorded and announced.

Duties of a Scoreboard Operator

11. Any revised Par Score should be displayed as soon as it has been communicated to them. On scoreboards where there is insufficient room to display both the score actually made by Team 1 and the Par Score that Team 2 must exceed, the scoreboard should show the Par Score.

12. From time to time, when half of the minimum overs required for the game to be viable have been received by Team 2 (or earlier if desired), the DLS Par Score should be displayed. This should be the figure relating to the end of the over in progress and it should be updated as each new over is about to commence. (For example, the matches where 20 overs per side would constitute a valid match, the Par Score should be displayed no later than the start of the 11th over.) It should also be updated upon the fall of a wicket and before the new batter has walked out to bat. It should be the figure as printed in the Par Score print-out for the end of that over (remembering to add any penalty runs incurred as described in item 9 above.)

13. When play is suspended during Team 2’s innings the scoreboard should display the Par Score for the exact number of overs and balls bowled and retain this display for the duration of the stoppage. When play resumes, the display should revert to the Par Score for the end of the over in progress, as per item 12, or whatever the new Par Score for that over in the game is, if a new Target Score has been set.

Appendix

List of people whom DLS information shall be communicated;

• The umpires, both team captains, scoreboard operator if applicable.

• Other parties at the discretion of the DLSMM

Playing Conditions 2026 - Divisions 1 & below

1. Playing Conditions

1.1 The conduct of all matches will be governed by The Laws of Cricket (2017 Code 3rd Edition - 2022) and all relevant ECB Regulations and guidelines, except as stated otherwise in these rules.

1.2 In Divisions 1 to 2B, all teams will play each other home and away. Matches shall be one innings each, played in accordance with the match rules specified in this handbook, starting at page 37.

1.3 In Divisions 3A to 6B all teams will play each other home and away. Matches shall be one innings each, played in accordance with the match rules specified in this handbook, starting at page 43.

1.4 In the Regional Divisions all teams will play each other home and away (other than in Division 15 where teams will play each other 3 times). Matches shall be one innings each, played in accordance with the match rules specified in this handbook, starting at page 49.

2. Umpires and Scorers

2.1 Each club with a team in Divisions 1 to 6B is required to register with the League every umpire that it considers to be attached to the club. The categories to be used are as follows:

• Panel: a qualified umpire who has been supplied to the League Umpires Panel.

• Qualified: an umpire not on the League Umpires Panel who is a member of the ECB ACO, with a valid DBS, who has completed both the ECB Umpiring Course and the ECB Umpire Development Course or their equivalents.

• Dispensation granted: an umpire who has received dispensation from the League on the grounds that he/she is a long-standing experienced umpire. A subcommittee will review and agree any dispensation, which is granted annually and does not carry over to subsequent seasons.

• Club Umpire: any other umpire which the club expects to use to cover absence of a qualified umpire, or one who has been granted dispensation, due to illness, injury or holiday.

2.2 Divisions 1 – 2B:

Umpires for matches will be appointed from a panel by an appropriate subcommittee, subject to availability. Umpires will be paid by the League and each club will be charged for the cost of its umpire fees. The level and method of reimbursement will be determined from time to time by the League Executive Committee.

In the event of cancellation umpires should be notified no later than 2 hours before the scheduled start time. If one or both umpires arrive at the ground a reduced fee will be payable. In the event of a cancellation, the HOME club is responsible for contacting BOTH umpires.

If only one panel umpire is appointed to a match, he/she shall be entitled to receive an additional fee.

2.3 Provision of panel umpires:

All teams playing in Divisions 2B and above (note this is per Team not Club) are required to provide a Qualified umpire to the League Umpires Panel. They should make themselves available to umpire through the Who's the Umpire (WTU) system for a minimum of 9 games in the season.

Failure to meet this requirement will result in a 5-point penalty for each game below the minimum requirement that the team is able to provide umpire availability for. The penalty will be applied on a weekly basis at the point in the season where it is clear that the team will be unable to meet the minimum requirement. Note that the required minimum number of games can be covered by more than one suitably qualified umpire that is associated with the relevant team.

2.4 Insufficient panel umpires:

If there is only one appointed panel umpire to a match in either Div 2A or 2B, the home club will be notified in advance by the panel coordinator and must provide a qualified umpire for the match, who will take a full part in the match.

If there are no appointed panel umpires to a match in either Div 2A or 2B, both clubs will be notified in advance by the panel coordinator and must each provide a qualified umpire for the match.

Failure to meet this requirement will result in a 5-point penalty for each match. The provision of qualified umpires to cover for insufficient panel umpires must take precedent to providing qualified umpires in lower divisions.

2.5 Divisions 3A – 6B:

Clubs must provide for every match, other than exceptionally (e.g., holidays or illness) either a qualified umpire or one who has been granted dispensation. Failure to meet this requirement will result in a 5-point penalty for each match.

2.6 Umpires’ positions:

If there is only one non-playing umpire, he/she shall stand at the bowler’s end throughout the match. If a non-qualified umpire is provided to stand with a panel umpire in Div 2A or 2B then he/she shall stand at the striker’s end only.

2.7 Scorers

In Divisions 1-2B each club is required to register with the League a minimum of one scorer who either:

• Has completed the ECB Online Scoring Course and is a full member of the ECB ACO; or

• Has received dispensation from the League on the grounds that the club has a long-standing and experienced scorer. A League sub-committee will agree any dispensation on this basis. It is expected that the scorer(s) so registered will be appointed in all matches other than, exceptionally, in the case of holidays or illness. Failure to provide a competent scorer for the duration of matches in Divisions 1-2B will result in a 5-point penalty.

2.8 Penalties

2.8.1 The penalties of 5 points (umpires & scorers) will not be applied as follows:

• In 2.4 where the club has supplied at least as many umpires as it has teams playing in Divisions 2B and above to the Umpires Panel

• In 2.5 where the club has supplied at least as many umpires as it has teams playing in Divisions 6B and above to the Umpires Panel or has supplied a qualified umpire to a match as required in 2.4, and

• In 2.7 where the registered scorer is also a registered umpire and that umpire is a member of the Umpires Panel.

2.8.2 It is expected that in cases where a club is able to claim exemption from the penalty of 5 points that it will make every effort to provide, in all matches, an umpire or scorer as applicable for the benefit of the participants.

2.8.3 It is the responsibility of every club to ensure that its umpires and scorers are correctly registered on the League website and a claim for exemption under 2.8 will be determined from those registration details.

3. Cancellation

3.1 In Divisions 1 to 2B no game shall be cancelled without the explicit agreement of at least one of the appointed umpires, or a deputy from the Umpires Panel nominated either by one of the appointed umpires or the Umpires Co-ordinator. An umpire attending to inspect the ground may request reasonable travelling expenses not exceeding £10 from the home club, which will be payable as specified in 2.2 above.

3.2 For all other divisions, prior to the toss the home team is the ground authority for all games and is the sole arbiter as to whether or not the ground is fit for play.

4. Ground and Covers

4.1 Up to one hour before the scheduled start time covers shall be used at the discretion of the home club and its groundsman to protect the pitch.

4.2 When one hour or less remains before the scheduled start time and either panel umpires or non-playing umpires have been appointed, the umpires shall be responsible for decisions concerning the fitness of the ground for play and the use of covers.

4.3 Covering of pitches and bowlers’ run-ups shall be allowed after play has commenced. Where only partial covers are available, to ensure play can resume as quickly as possible, bowlers’ run-ups shall be covered up to a distance not exceeding five feet in front of the popping crease.

5. Pitches

5.1 Grounds on which matches are to be played shall be listed in the handbook. Alternative grounds may be used, providing the visiting team and umpires are advised of the change before 8pm on the Thursday prior to the date of the match, and formal acknowledgement of the change obtained from an officer of the opposing club and the umpires (where appropriate).

5.2 No game shall be switched to a ground (or pitch) other than the one on which the game is scheduled and/or is normally used by the home team, after 8pm on the Thursday prior to the date of the match. Exceptional circumstances may apply, if a late change of ground is approved by the League.

5.3 Artificial pitches may be only be used in games in Divisions 10 and below of the Regional Divisions.

6. Team Sheets

Captains must pass team sheets to the umpires prior to the toss taking place. Team sheets will contain the names of players and, if applicable, identify all players aged under 20 so that all applicable ECB Regulations with respect to young players can be monitored.

7. Number of Players

Both teams are required to field a minimum of 8 players during both innings to constitute a league match. Subject to the following conditions, any team that does not have at least 8 players available and at the ground after 1 hour of actual playing time, shall be deemed not to have fulfilled the fixture:

• In matches where panel umpires are appointed, should there be fewer than 8 players present at the scheduled start time, the umpires shall decide whether the game shall start or if there is to be a concession.

• In all other matches, where both captains agree, a match may start, even though the batting side has fewer than 8 players at the ground, providing missing players, with names on the team sheet, are expected to arrive.

• In all matches, there will be a general allowance that games may start up to 15 minutes after the scheduled start time, at the request of either or both captains, to take account of traffic or similar problems and there shall be no reduction in overs on account of this allowance. For clarity, beyond these 15 minutes, there shall be no further delay to the start, regardless of the number of players available to either team.

8. Balls

8.1 All league fixtures will be played with cricket balls that have been approved by the League (see inside back cover).

8.2 One new ball will be used from the commencement of each innings. New balls are to be supplied by the home club.

8.3 Home clubs must ensure that at least two spare new balls (one for use in each innings if required), of the correct make and grade and a selection of suitable spare balls of varying ages and use are available to the umpires prior to the start of the match. The umpires may delay the start of a match if suitable spare balls are not provided.

9. Marking

9.1 For matches played in Divisions 1 to 2B, captains will mark umpires’ performance using the facility on Who’s The Umpire in accordance with the rules set out within this handbook. Umpires will mark the pitch, team discipline and facilities as well as reporting any instances of misconduct.

9.2 For matches played in Divisions 3A and below, captains will mark the facilities using the facility on the Play-Cricket website and report any instances of misconduct requiring a disciplinary report.

10. Discipline & Disciplinary Points

10.1 The standard HPCL Disciplinary rules will apply.

10.2 Law 42 will apply except that when a Level 1 or Level 2 offence has been committed by a member of the batting side, Laws 42.2.2 and 42.3.2 shall be replaced by ‘Together the umpires shall inform the batters at the wicket and each incoming batter that an offence at this level has occurred and, as soon as practicable, inform the captain of the batting side.’ Refer to the table within this handbook for guidance concerning dissent and serious dissent.

11. Fast Bowling Regulations

The ECB fast bowling regulations (published in the league handbook) shall apply to all league games and failure to comply will result in a 10 point penalty on each occasion.

12. Penalty Runs

Penalty runs to be awarded under the Laws of Cricket (2017 Code 3rd Edition 2022), shall only be awarded as follows:

• In all divisions, for illegal fielding (Law 28.2).

• In all divisions, for a ball striking a protective helmet placed on the ground (Law 28.3).

• In Divisions 1 to 2B, where there is at least one panel umpire, the awarding of penalty runs shall apply in full.

• In Divisions 3A to 6B, for breaches of the law on player behaviour (Law 42) provided there is at least one qualified non-playing umpire.

Match Rules - Divisions 1 - 2B

1. Duration

1.1 Hours of Play and Intervals

1.1.1 Matches will start at 12.00noon (except week 18 at 11-30am). For the purpose of determining the overs remaining in an interrupted match the Close of Play will be 7pm (week 18 will be 6-30pm).

1.1.2 There will normally be two sessions of play of 3 hours 15 minutes each, separated by an interval of 30 minutes between the innings.

1.1.3 If the innings of the team batting first is completed prior to the scheduled time for the interval then the interval shall, if considered practicable by the umpires, take place immediately and may be extended with the agreement of the captains and umpires, if necessary, by up to 15 minutes (to a maximum of 45 minutes).

1.1.4 In delayed or interrupted matches, the captains may agree to forgo the interval, in accordance with Law 11.9, in which case there shall be an interval between innings of 10 minutes.

1.1.5 Drinks intervals shall be agreed but no more than two breaks per innings are permitted, unless in exceptional circumstances. Time taken for drinks shall be regarded as an interval in accordance with Law 11.8.

1.2 Each match shall consist of a maximum of 50 overs per innings except where time is lost after the scheduled start time due to inclement weather or for any other cause the umpires deem reasonable, when the number of overs shall be reduced as hereinafter provided.

1.3 If the side batting first is dismissed before the overs to which it is entitled have been bowled, the team batting second shall be entitled to bat for its full entitlement of overs or as further reduced due to inclement weather or other cause. Declarations are not permitted.

1.4 In the event of delays due to weather or other causes, a minimum of 20 overs per side is required to constitute a match.

1.5 Delayed start or interrupted matches

1.5.1 First innings - When there is a delay to the start of the match or an interruption during the first innings, the object shall be to rearrange the number of overs so that both sides have the opportunity to bat for the same number of overs. The number of overs lost to be calculated based on one over per innings for each full 8 minutes of playing time lost. In calculating the time lost, the time for the interval may be altered in accordance with Law 11.4.

1.5.2 Second innings - If, owing to a delayed start to the second innings or a suspension of play during the second innings, there is insufficient time for the side batting second to face the same number of overs as the side batting first, the umpires will re-calculate, on every occasion, the number of overs to be bowled.

1.5.3 The number of overs to be bowled in 1.5.2 shall be calculated based on the time remaining in the match to the scheduled close of play, based on 4 minutes per over. In calculating the number of overs remaining to be bowled

the number shall be rounded up. The number of overs available to the team batting second should never be more than those that were available to the team batting first following the last recalculation of the number of overs available in the first innings. The number of overs to be faced by the team batting second will never be increased after an interruption.

1.5.4 If the loss of time results in less than 20 overs being available to the team batting second, the game shall be abandoned.

1.5.5 An over that is incomplete at the time of an interruption in play shall be completed on any resumption (with the exception of where the first innings is curtailed) and that part over shall be ignored in calculating the overs remaining to be bowled in the match.

1.5.6 The umpires shall inform the captains and the scorers of the number of overs lost, the revised timings, the number of overs to be bowled and the applicable fielding and bowling restrictions.

1.5.7 The latest start time for a match reduced to 20 overs per side shall be 4.10pm (week 18 shall be 3.40pm), unless the captains and umpires agree to abandon the match earlier.

1.5.8 Please refer to section 9 (Result) for the methodology of calculating target scores in interrupted matches.

2 Number of Overs Per Bowler

2.1 In a 50 overs match, no bowler may bowl more than 10 overs in an innings.

2.2 In a match of less than 50 overs no bowler may bowl more than one fifth of the total overs available. Where the total overs are not divisible by 5, an additional over shall be allowed to the minimum number of bowlers necessary to make up the balance. e.g. in an innings of 37 overs, a maximum of 2 bowlers may bowl 8 overs.

2.3 If a reduction in overs results in one or more bowlers having exceeded the newly calculated maximum, then the umpires shall calculate the overs allowed for the remaining bowlers. A bowler who has exceeded the new maximum shall be permitted to complete an incomplete over. e.g. match reduced to 33 overs, one bowler has bowled 10 – 3 bowlers may bowl a maximum of 6 overs and 1 bowler may bowl a maximum of 5.

2.4 A part over shall count as a full over only insofar as each bowler’s limit is concerned.

3 Restrictions on the Placement of Fielders

3.1 Throughout the innings, at the instant of delivery, no more than five fielders shall be permitted to field on the leg side.

3.2 Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. The fielding restriction area should be marked by ‘dots’ at five-yard intervals, each ‘dot’ to be covered by a white plastic or rubber (but not metal) disc measuring seven inches in diameter. At the instant of delivery:

3.3 Powerplay 1 – no more than two fielders shall be permitted outside this fielding restriction area. In an innings of 50 overs, these are overs 1 to 10 inclusive.

3.4 Powerplay 2 – no more than four fielders shall be permitted outside this fielding restriction area. In an innings of 50 overs, these are overs 11 to 40 inclusive.

3.5 Powerplay 3 – no more than five fielders shall be permitted outside this fielding restriction area. In an innings of 50 overs, these are overs 41 to 50 inclusive.

3.6 At the commencement of Powerplays 2 and 3, the bowler’s end umpire shall inform the captain of the fielding side and the batters at the wicket and shall then signal the Powerplay by making a large circular motion with one arm.

3.7 Infringement of Fielding

Restrictions

3.7.1 In the event of an infringement of any of the fielding restrictions specified in 3.1, 3.3, 3.4 and 3.5 above the umpire at the striker’s end shall call and signal ‘No Ball.’

3.7.2 If, in the opinion of either batter, the striker’s end umpire fails to call and signal ‘No Ball’ when either these fielding restrictions or Law 28.4 (Limitation of On-side fielders) have been breached, then immediately the ball becomes dead, either batter may draw the matter to the attention of either umpire. If the striker’s end umpire is able to verify the breach, he/she shall call and signal No Ball. If the striker’s end umpire is unable to verify the breach, then he/she shall confirm that the events of the delivery shall be unchanged.

4 Powerplays – Effects of Interruptions

4.1 In circumstances when the number of overs of the batting team is reduced, the number of overs within each phase (Powerplay) of the innings shall be reduced in accordance with the table in appendix 1. For clarity, it should be noted that the table shall apply to both the 1st and 2nd innings of the match.

4.2 If play is interrupted during an innings, overs are reduced and the table in appendix 1 applied, the Powerplay overs take immediate effect. For the avoidance of doubt this applies even if the interruption has occurred mid-over. Illustrations of 4.2:

A 50 over innings is interrupted after 8.3 overs and on resumption has been reduced to 32 overs. The new phases are 7+19+6. Therefore, the middle phase (Powerplay 2) fielding restrictions take immediate effect when play resumes and last for a further 17.3 overs. The final phase (Powerplay 3) begins after 26 overs have been bowled.

A 40 over innings is interrupted after 18.5 overs, and on resumption has been reduced to 22 overs. New phases are 5+13+4. When play resumes, the final phase (Powerplay 3) fielding restrictions apply for the remaining 3.1 overs.

5 No Ball

5.1 Underarm bowling is not permitted. If a bowler bowls a ball underarm the umpire shall call and signal ‘No Ball’ and follow the procedures in Law 21.3.

5.2 Free Hits after a No Ball

5.2.1 The delivery following a No Ball shall be a free hit for whichever batter is facing it. Note: this applies to all modes of No Ball except for the first short pitched delivery that passes or would have passed clearly over head-height of the

striker standing upright at the popping crease. For clarity, such a delivery to be called a No Ball and considered the one short pitched delivery for the over.

5.2.2 If the delivery for the free hit is not a legitimate delivery (any kind of No Ball or a Wide Ball) then the next delivery will become a free hit for whichever batter is facing it.

5.2.3 For any free hit, the striker can be dismissed only under the circumstances that apply for a No Ball, even if the delivery for a free hit is called a Wide Ball.

5.2.4 Field changes are not permitted for free hit deliveries unless there is a change of striker, or the No Ball was the result of a field restriction breach in which case the field may be changed to the extent of correcting the breach. However, in all circumstances, any fielder within 15 yards of the striker may retreat to a position on the same line no more than 15 yards from the striker.

5.2.5 When the ball is dead and after signalling No Ball to the scorers, the bowler’s end umpire will call and signal a free hit by extending one arm straight upwards and moving it in a circular motion.

5.2.6 The free hit delivery counts as a ball in the over unless it in turn is a Wide Ball or a No Ball.

6 Wide Ball

Law 22 shall apply with the following additions:

6.1 Umpires are instructed to apply a very strict and consistent interpretation regarding this Law in order to prevent negative bowling wide of the wicket.

6.2 A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the striker and the leg stump, irrespective of any movement by the striker.

6.3 A ball passing between the striker and the leg stump shall not be judged a wide.

6.4 An additional crease marking shall be made 17 inches inside and parallel with each return crease, joining the popping and bowling creases. The crease is the inside edges of both these new markings and the return crease markings. An off side wide shall be called if, in the umpire’s opinion, the delivery has passed between the 17-inch line and the return crease, and the striker has not brought it within reach of a scoring stroke.

7 The Bowling of Fast, Short Pitched Deliveries

Law 41.6.1 shall be replaced with:

A bowler shall be limited to one fast, short pitched delivery per over. The umpire at the bowler’s end will make it clear to both the bowler and the batters at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his/her bat, person or equipment. A short pitched delivery is defined as one that passes or would have passed clearly over shoulder height of the striker standing upright at the crease. It is unfair if the limit is exceeded, and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of law 41.6.3 and 41.6.4.

8 Over Rate Penalties

8.1 All sides are expected to be in position to bowl the first ball of the last of their 50 overs within 3 hours 15 minutes playing time.

8.2 In the event of them failing to do so, one fewer fielder shall be permitted outside the fielding restriction area in 3.3 to 3.5 than would normally be the case in the Powerplay overs in progress at the time. All penalties in this regard will be imposed at the end of the over in progress when the scheduled or re-scheduled cessation time for the innings was exceeded. The full quota of overs will be completed.

8.3 Time may be added at the discretion of the umpires for any stoppage or delay in play. Under rule 1.1.5, time shall be added for a drinks interval. When the umpires agree that time is to be allowed for a stoppage, they shall inform the captain of the fielding side of the time to be allowed at an appropriate opportunity. In the event of frequent moving of the sightscreens, the batting side shall assume responsibility unless other arrangements have been made.

8.4 If the innings is completed before the scheduled or re-scheduled cut off time no over rate penalty shall apply.

8.5 If the start of an innings is delayed or an innings is interrupted, the over rate penalty will apply based on the revised number of overs and the re-scheduled cessation time for that innings. The umpires shall inform the fielding team captain when taking the field for the first time and on every subsequent occasion if play is interrupted by the weather or other cause, of the scheduled time for that innings (by which the fielding side must be in position to bowl the first ball of the last over). The time allowed to bowl the overs shall be calculated on the basis of four minutes per over.

8.6 In addition, in all reduced overs matches, the fielding team will be given one over’s leeway, such that the fielding side must be in position to bowl the first ball of the penultimate over by the scheduled or rescheduled cut off time.

9 Result

9.1 A result may only be achieved if both teams have had the opportunity of batting for at least 20 overs, unless the team batting second has scored more runs than its opponents or has achieved its target score as hereinafter defined in less than 20 overs.

9.2 Except as provided in 9.4, a match shall be won by the team which has scored the most runs in its completed innings.

9.3 Except as provided in 9.4, a tie shall be achieved if the scores are level at the end of the match, irrespective of the number of wickets lost by either team.

9.4 If, after an interruption in play after the start of the match, the number of overs to be received by either side is reduced to a lesser number than allocated before the start, then a revised target score shall be set for the side batting second to achieve. This will be calculated using Profession Edition version 5 of Duckworth-Lewis-Stern. If the target is reached or exceeded, the side batting second shall be deemed to have won. If the par score is equalled, the match is a Tie. If the par score is not reached, the side batting first shall be deemed to have won. Such result shall be reported as “A win under the DLS method.

9.5 In the event of a miscalculation of the target score the original score shall not be altered once the captains have been informed, unless there is a subsequent recalculation due a further loss of overs. The target score shall be displayed clearly on the scoreboard.

10 Points

Win: 30 points; Tie: 20 points; Loss: Bonus Points

Cancelled / Abandoned: 10 points, or bonus points, whichever is the greater Batting Bonus points: 1 point for every 15 runs scored from 110 to 245 (i.e. a maximum of 10 points).

Bowling Bonus points: 1 point for every wicket taken.

Full bowling bonus points will be gained if a side is all out, regardless of the number of wickets taken.

If any side fails to fulfil a fixture, the opposing team shall be awarded the full 30 points available for that fixture. Any side which fails to fulfil a fixture shall additionally be deducted 10 points from its points total in the division in which it plays.

Appendix 1

Powerplays – Effects of Interruptions

Match Rules - Divisions 3A - 6B

1. Duration

1.1 Matches will start at 12.00 noon and shall consist of a maximum of 50 overs per innings, except where time is lost after the scheduled start time due to inclement weather or other unavoidable cause, when the number of overs shall be reduced as detailed in 2 below. For the purpose of determining the overs remaining in a match interrupted in the second innings, the Close of Play will be 6.45pm. Declarations are not permitted.

1.2 Both sides are expected to be in a position to bowl the first ball of the last of their 50 overs within 3 hours of playing time. If the fielding side fails to meet this requirement one fewer fielder shall be permitted outside the fielding restriction area than would normally be the case as set out in 6.2. All penalties in this regard will be imposed at the end of the over in progress when the scheduled or re-scheduled cessation time for the innings was exceeded. The full quota of overs will be completed.

1.3 Tea, taken between innings, will last for a maximum of 30 minutes. At the discretion of the umpire(s) or, if there are no non-playing umpires, by the agreement of both captains, tea may be taken during any stoppage for rain or other causes.

1.4 Any time lost due to drinks intervals (which must have been agreed before the toss) or late starting of the match, or late resumption after any interval, or any other unavoidable cause including injury to a player, shall be aggregated and taken into consideration in calculating the time allowed for the completion of an innings.

2. Interference by Weather

2.1 Whenever possible, the Duckworth-Lewis-Stern (DLS) method will be used to calculate the Target Score – see 2.6.

2.2 In the event of a delayed start the length of the match will be reduced at a rate of one over per innings for each full 7 minutes of playing time lost. See the lost time reckoner on page 48. If there are no further disruptions, the winner of the match will be the team scoring the most runs.

2.3 First innings - When play is suspended during the first innings, the object shall be to rearrange the number of overs so that both sides have the opportunity of batting for the same number of overs. The number of overs lost to be calculated based on one over per innings for each full 7 minutes of playing time lost.

2.4 If, owing to a delayed start to the second innings or a suspension of play during the second innings, there is insufficient time for the side batting second to face the same number of overs as the side batting first, the umpires will re-calculate, (on every occasion) the number of overs to be bowled. The number of overs to be faced by the team batting second will never be increased after an interruption.

2.5 The number of overs to be bowled in 2.4 shall be calculated based on the time remaining in the match, based on 3½ minutes per over. In calculating the

number of overs remaining to be bowled the number shall be rounded up. The number of overs available to the team batting second shall never be more than available to the team batting first following the last recalculation of the number of overs available in the first innings.

2.6 If a player or representative from either side has the means to use the DLS method, either by using the DLS software on a laptop computer, or via the Play Cricket Scoring App, then this will be used to calculate the target score of the side batting second resulting from a loss of overs under 2.3 and 2.4. The version of the DLS software to be used is Professional Version 5.

• In matches where there is either at least one non-playing umpire, the umpire(s) must agree with the scorers and shall inform the captains of the target score before play is resumed.

• In matches where there are no non-playing umpires, the captains and scorers together must agree the target score before play is resumed.

• In the event of a miscalculation of the target score the original score shall not be altered once the captains have been informed, unless there is a subsequent recalculation due a further loss of overs. The target score shall be displayed clearly on the scoreboard.

2.7 If the target is reached or exceeded, the side batting second shall be deemed to have won. If the par score is equalled, the match is a Tie. If the par score is not reached, the side batting first shall be deemed to have won.

2.8 If the umpires (or captains, where there are no non-playing umpires) decide that it is not possible to obtain a target score by using the DLS method, this decision shall be agreed before the toss and the scorers informed.

Duckworth Lewis Stern in Divisions 3A – 6B

If someone from either side has the means to use the DLS method, either by using the DLS software on a laptop computer, or via the play-cricket scorer app, then this will be used to calculate the target score of the side batting 2nd whenever there is an interruption in play that results in a loss of overs.

Please read ALL paragraphs of rule 2 of the match rules for divisions 3A to 6B, relating to weather and the use of DLS.

• If DLS is not used, then where applicable, a target score for the team batting second will be set calculated based on the average run rate (to two decimal places) achieved in the 1st innings multiplied by the number of overs available in the 2nd innings. The winner of the match will be the team scoring the higher number of runs per over, with the exception that, if the side batting second reach or exceed the target score at any point during their innings, they will be deemed to have won. If either side was dismissed before receiving the full allocation of overs the runs per over calculation shall be based on the number of overs the side was entitled to receive (either at the commencement of its innings or as reduced due to subsequent interruptions to play).

2.9 Whatever method is to be used, (either DLS or average run rate), this MUST be agreed at the toss, prior to the start of the game, and cannot be changed thereafter under any circumstances.

2.10 Both sides must have the opportunity to receive a minimum of 20 overs to constitute a match, unless one side is dismissed or a result is achieved.

2.11 The latest start time for a match reduced to 20 overs per side shall be 3.50pm, unless the captains and umpires agree to abandon the match earlier.

2.12 Prior to the toss the home side is the ground authority for all games and is the sole arbiter as to whether or not the ground is fit for play.

2.13 After the toss, the following shall apply with respect to the fitness of ground and the weather:

• Where there are two non-playing umpires, they shall be the sole arbiters.

• Where there is one non-playing umpire, then if there is no agreement between the captains, the umpire’s decision shall prevail.

• Where there are no non-playing umpires the responsibility for determining the suitability of the conditions shall be with the two captains. They are to act having proper regard for their responsibilities in relation to the safety and safeguarding of all participants. If the two captains are unable to reach agreement a non-playing committee member of the home club shall be responsible for the decision. If no non-playing committee member is available then play will be suspended. Having suspended play it shall only be resumed with the consent of both captains. The conditions are to be regarded as unsuitable if there is a foreseeable risk of injury to any participant or where the conditions are such that it would be unreasonable to continue. Conditions are to be regarded as unsuitable where the ground is so wet that the movement of fielders or batters is restricted, or where there is surface water on the square. Note: If the tea interval takes place during a stoppage for bad weather in the first innings, 30 minutes will be deducted from the total time lost and the total number of overs to be bowled and the time limits will be recalculated accordingly. If the change of innings takes place during a stoppage for bad weather, no additional adjustments shall be made to the number of overs to be received by the team batting second after any recalculation of the number of overs to be received.

3. Result

3.1 Except as provided in 2.7 & 2.8 with respect to interrupted matches, a match shall be won by the team which has scored the most runs in its completed innings.

3.2 Except as provided in 2.7 & 2.8 with respect to interrupted matches, a tie shall be achieved if the scores are level at the conclusion of the match, irrespective of the number of wickets lost by either team.

4. Points System

The league tables will be produced on a total points basis awarded as follows: Win - 30 points; Tie - 20 points; Loss - Bonus Points

Cancelled / Abandoned -10 points or bonus points, whichever is the greater.

Batting Bonus Points: 1 point for every 15 runs scored from 110 to 245 (i.e. a maximum of 10 points).

Bowling Bonus Points: 1 point for every wicket taken.

If a team takes all the available wickets of a team playing with fewer than 11 players, they shall receive 10 bowling bonus points.

If any side fails to fulfil a fixture, the opposing team shall be awarded the full 30 points available for that fixture. Any side which fails to fulfil a fixture shall additionally be deducted 10 points from its points total in the division in which it plays.

5. Number of Overs Per Bowler

5.1 No bowler may bowl more than 10 overs in an innings.

5.2 In a match reduced to less than the scheduled number of overs, no bowler may bowl more than one fifth of the total number of overs available. Where the total number of overs are not divisible by 5, an additional over shall be allowed to the minimum number of bowlers necessary to make up the balance. (E.g., in an innings of 37 overs, a maximum of 2 bowlers may bowl 8 overs)

5.3 If a reduction in overs results in one or more bowlers having exceeded the newly calculated maximum, then the umpires shall calculate the overs allowed for the remaining bowlers. A bowler who has exceeded the new maximum shall be permitted to complete an incomplete over. (E.g., Match reduced to 33 overs, one bowler has bowled 10 – 3 bowlers may bowl a maximum of 6 overs and 1 bowler may bowl a maximum of 5.

5.4 A part over shall count as a full over only insofar as each bowler’s limit is concerned.

6. Restriction on the Placement of Fielders

6.1 Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the same side of the pitch.

6.2 At the moment of delivery, only five players may be permitted outside the line described in 6.1 at all times.

6.3 At the moment of delivery, no more than five fielders shall be permitted to field on the leg side.

6.4 In the event of an infringement of the fielding restrictions in either 6.2 or 6.3 the umpire at the striker’s end shall call and signal ‘No Ball’.

6.5 If in the opinion of either batter, the striker’s end umpire fails to call and signal No Ball when the fielding restrictions have been breached, then immediately the ball becomes dead, either batter may draw the matter to the attention of either umpire. If the striker’s end umpire is able to verify the breach, he/she shall call and signal “No-Ball.” If the striker’s end umpire is unable to verify the breach, then he/she shall confirm that the events of the delivery shall be unchanged.

7. No Ball

7.1 Underarm bowling is not permitted. If a bowler bowls a ball underarm the umpire shall call and signal “No Ball”.

7.2 There will be no “free hits” for any no balls.

8. Wide Ball

8.1 Law 22 shall apply with the following additions:

8.2 Umpires are instructed to apply a very strict and consistent interpretation regarding this Law in order to prevent negative bowling wide of the wicket.

8.3 A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the striker standing in his/her normal guard position and the leg stump.

8.4 A wide shall not be called if the striker moves towards the off-side and the ball would have struck any part of his/her person had he/she not moved.

8.5 A ball passing between the striker and the leg stump shall not be judged a wide.

8.6 An additional crease marking shall be made 17 inches inside and parallel with each return crease, joining the popping and bowling creases. The crease is the inside edges of both these new markings and the return crease markings. An off side wide shall be called if, in the umpire’s opinion, the delivery has passed between the 17-inch line and the return crease, and the striker has not brought it within reach of a run-scoring stroke.

9. The Bowling of Fast, Short Pitched Deliveries

Law 41.6.1 shall be replaced with:

A bowler shall be limited to one fast, short pitched delivery per over. The umpire at the bowler’s end will make it clear to both the bowler and the batters at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his/her bat, person or equipment. A short pitched delivery is defined as one that clearly passes or would have passed over shoulder height of the striker standing upright at the crease. It is unfair if the limit is exceeded, and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of law 41.6.3 and 41.6.4.

6. Restriction on the Placement of Fielders

There shall be no additional restriction of fielders (other than those applied in the Laws of Cricket) in the Regional Divisions.

7. No Ball

7.1 Underarm bowling is not permitted. If a bowler bowls a ball underarm the umpire shall call and signal “No Ball”.

7.2 There will be no “free hits” for any no balls.

8. Wide Ball

The umpires and captains shall ensure that consistency is achieved across both innings for determining what constitutes a wide delivery. The division in which the match is being played should be taken into consideration when deciding what should constitute a wide delivery. The principles set out in Law 22 should be used when umpires and captains are reaching agreement.

9. The Bowling of Fast, Short Pitched Deliveries

Law 41.6.1 shall be replaced with: A bowler shall be limited to one fast, short pitched delivery per over. The umpire at the bowler’s end will make it clear to both the bowler and the batters at the wicket when such a delivery within this limit is bowled. A minimum of 15 minutes and maximum of 30 minutes before the start time, both captains shall hand a completed team sheet to the umpires or, where no nonplaying umpire, to the opposing captain.

In accordance with Law 13.4, where either panel umpires or qualified club umpires are appointed, it is a requirement that the two umpires are present at the toss. If only one umpire is appointed, then that sole appointed umpire is required to be present at the toss. This is to ensure that all relevant match rules and regulations are discussed and agreed, including but not limited to the various ECB regulations.

Umpires

Cancellation: In the event of cancellation through wet weather, umpires should be notified where possible no later than 2 hours before the scheduled start time, otherwise both umpires’ expenses will be payable. In the event of a cancellation, the HOME club is responsible for contacting BOTH umpires. Umpires positions. If there is only one non-playing umpire he/she shall stand at the bowler’s end throughout the match.

Cricket balls

The home club is required to supply umpires with all match balls and sufficient spare balls (which must be of the make and specification in line with the League rules - see the inside back cover for details).

Home team to report the result on play-cricket, by 9pm on match day. The home XI is the side that appears first in the fixture list in this handbook, regardless of where the game is played. All results, including cancelled and abandoned games, are to be reported.

Penalty: 5 point fine for failure to report by the deadline. This applies to ALL DIVISIONS, with the team required to report the two team totals, wickets taken, overs bowled and the result.

In addition, for divisions from Premier to 2B, by 11pm on the Tuesday following the match, the full scorecard should be recorded, including names of match officials

Penalty: a fine of £30 for failure to report by the Tuesday deadline, on each occasion.

Team sheets

Each captain (or designated person) must record their players’ names, via hertspremiercl.co.uk and https://hertfordshirecl.play-cricket.com/ by 9pm on the day of the match. Any substitutes used shall be added to the team sheet. Please note, Team Sheets cannot be entered through the League website. A list of registered players is presented on the HPCL play-cricket site and the players for the particular match can be selected by tapping on each player.

All physical team sheets must be countersigned as valid by one non-playing umpire (where there are umpires) and by the opposition captain.

Penalty: 5 points deducted for each occurrence of not entering your team sheet by 9pm deadline, on the day of the match.

Any player who takes part in a league match and is not registered on the League web site by the stated deadlines, or incorrectly registered, shall be deemed ineligible for that match. In the event of an allegation against an ineligible player being proven (subject to appeal) the team fielding the ineligible player will have 5 points deducted on each occasion (10 points after 1 August)

Facilities Marking

Divisions 3A-6B: Facilities marks must be entered by the visiting captain for all matches, excluding cancelled or abandoned, by 9pm on the Wednesday following the match.

Penalty: Failure to submit a report or late submission by a team will incur a deduction of 5 points on each occasion.

(Note that the date and time of each report is automatically recorded.)

In the Premier to div. 2B, facilities will be the sole responsibility of the umpires and will be entered into the www.whostheumpire.com.

Umpires Marking

Reporting Procedure

In the Premier division to div. 2B, facilities will be the sole responsibility of the umpires officiating on the day and will be entered into the whostheumpire website.

For divisions 3A-6B, it is the responsibility of the visiting captain or his/her appointed representative to submit marks for the relevant facilities. The marks must be entered by 9pm on the Wednesday following every match. Note that the date and time of each report is automatically recorded. Failure to comply with the above deadline will result in the team incurring a deduction of 5 points for each offence. Please note that inaccurately entered data, e.g. the wrong opponent, wrong date or division, etc. will render the report void (not reported). Penalties will also be incurred in such circumstances.

For regional divisions, if a visiting captain believes that the facilities of the home club do not meet those required by clause 3d of the constitution the captain shall report the ground in question to facilities@hertspremiercl.co.uk with an explanation of the reasons.

The results of each club./team will have a bearing on the it’s ability to be either promoted or in extreme cases to remain in their current division or even in the League itself. The Constitution sets out minimum facilities required in each division. As a general rule, to be considered for promotion a team needs to attain an overall average mark in excess of 6.5 for the top two divisions and 6.0 for all divisions thereafter, over a 2-3 year period.

Clubs failing to meet the marking criteria can expect an inspection of their facilities and will need to agree appropriate action before promotion (probably with conditions attached) can be confirmed.

Clubs will have the right of appeal (in writing) if there have been significant variations in the level of marks awarded or if for the ensuing season the club has specific and finalised arrangements for the necessary improvements. The committee will be able to exercise discretion but its decision will be final.

Notification of Facilities Marks

Clubs perceived to have problems with any facility will be advised approximately halfway through the season of its own results compared with the average for the division, which should enable clubs to start to take action on necessary improvements. At the end of the season full details on a club-by-club basis will be made available.

Here are the umpires' guidelines for marking pitches and outfields in divisions from the Premier to division 2B.

Facilities Reporting Scheme Guidelines

Divisions 3A - 6B

Marks below 7: These represent an area where there may be a shortfall in the basic requirements and where possible remedial action or extra effort is required. Marks of 6 and below must be accompanied by helpful comments on the reporting system and in exceptional cases a letter may be sent. A mark of 7 should indicate that the basic requirements have been met as described below.

Marks between 8 to 10: For achieving “additional” standard, described below, or making an outstanding and obvious effort.

Please Note: The Facilities Committee would like to remind all clubs that the marks awarded should be a clear reflection of the facilities provided on the day of the match and that the result of the match should not influence these marks unduly unless there are good reasons for doing so. In such instances please provide helpful clear comments explaining the reasoning for any apparent levels of marks awarded.

The marks should only be entered on to the website by a designated member of the visiting club that was present on the day of the game.

1. Pitch

Basic: Properly prepared (mown and rolled) to a width of 10 feet. Properly and clearly marked to conform to MCC Regulations and Recommendations (i.e. 5 foot and 1 foot lines). Be of reasonably consistent bounce throughout match and not affording excessive spin or movement off the seam. Adequate set of stumps and bails to be provided together with bowling markers (not left to umpires to provide). Sawdust and cloths available during wet conditions. Roller available for use between innings. Pitch ends to be cleaned up between innings and necessary re-marking to be done.

Additional: Pitch to offer reasonable pace throughout match. 1st XI matches to be located in central area of square. Whole square to be closely and evenly mown and old wicket-ends repaired to give as true a fielding surface as possible. Stumps and bails to be properly matched sets and in good condition. Heavy set of bails to be available for windy conditions.

2. Outfield

Basic: Adequately mown to provide reasonably true fielding surface. Properly maintained and repaired so that it is free from stones, holes and other hazards. Reasonably flat (slight slopes and undulations not to be penalised)

Additional: Finely mown, free from grass cuttings and rolled to provide fast and true surface. Flat and spacious. Well grassed over entire area.

3. Sightscreens

Basic: One provided at each end of ground. Adequate size (width and height), in good repair and of acceptable white/light coloured facade. Easily moved and in position before commencement of play. (No sightscreen = no points. 1 sightscreen = 4 points maximum). Positioned wholly outside playing area with boundary line adjusted where necessary.

Additional: Very large if single variety or two (split) screens at each end. Clean and in really good condition giving excellent sighting for batters.

4. Boundaries

Basic: Marked as per divisional requirements. Adequate number of flags and markers. Straight and uniform within contours of ground. At least 50 yards from centre of pitch.

Additional: Numerous and prominent markers or flags. Separately mown to give added prominence. Reasonably equidistant in relation to siting of pitch on square.

5. Scorebox

Basic: Main total to be clear and moveable (flip-over or lights) to ensure promptness. Overs, wickets and 1st innings score also to be clearly displayed and easily changed. To be a score box and not just a board, internal seating and table for scorers, providing adequate protection from the elements Box should be clean and tidy. (Old fashioned “telegraph” type scoreboard limited to a maximum of 5 points). A clock, visible from the wicket, must be provided. If no clock is provided this must be reported

Additional: Flip-over numbers or lights for all items mentioned above. Facility for recording individual scores of batters. Light or other clear method of acknowledging signals from umpires. Home” and “Visitors” boards available. Large, clear clock suitably positioned.

6. Pavilion

Basic: Changing rooms to be lockable, clean and tidy with rubbish from previous matches removed from the premises. Toilets and wash basins (with separate facilities for ladies) to be in a sanitary condition with adequate supply of requisites. Showers to have good supplies of hot water with temperature safely controlled. Cubicles to be clean and clear of debris / dirt from previous use. Tea to be served on clean crockery and hygienically protected until tea is taken by all players, umpires and scorers.

Additional: Changing rooms of above average size with adequate space for all kit bags. Showers separate from opponents with 4 or more shower spaces. Individual cubicles are of particular benefit. Toilets to be housed separately from changing rooms and showers. A separate changing area for umpires.

Safety Guidelines

Helmets

Any player under the age of 18 playing in the Saracens Hertfordshire Premier Cricket League or County 20/20 matches must wear a helmet with a faceguard when batting and when standing up to the stumps when keeping wicket. The Umpires must be provided with a team sheet before the start of each match identifying any player who is under 20, with their age on the day of the match. Captains, Coaches, Managers, and umpires must always ensure that a young player wears a helmet with a faceguard.

Youth players as umpire

Where youth players are required to stand as an umpire, only as a last resort should players aged under 18 umpire any part of a match, unless qualified as an umpire or by agreement between both captains. Where possible, any under 18 Umpire should stand only at the striker’s end, (i.e., square leg), with an adult at the bowler’s end.

Captains’ responsibilities.

The Captain is responsible for the safety of all youth players in his/her team. Captains must ensure young players wear a helmet in adult cricket regardless of the speed of the bowling or the circumstances of the match. Captains must also ensure when placing their field that young players do not infringe the fielding regulations for young players issued by the ECB.

Responsibility and action of umpires

Umpires should establish before the start of any match the age of all young players taking part in the match. Such players MUST be identified on the HPCL Team-sheet exchanged at the beginning of a game. This may require a meeting with the manager, coach, or captain. When the captain has indicated that there are young players taking part, the umpires should remind the captain that he/she is responsible for the safety of the young players throughout the match. The umpires should not allow play to proceed if the young player is not wearing a helmet in line with League and ECB regulations.

What are the legal implications?

If a young player receives a head injury in a situation where the guidance had not been followed, there is a material risk that the person responsible for the player at the time the injury was sustained would be potentially liable for damages for negligence. To establish negligence, it would be necessary to show:

• that a person owes the cricketer a duty of care • that the person acted in breach of that duty of care; and • that the cricketer suffered loss or damage because of that breach.

Normally, the Captain will be responsible for identifying who was responsible for the safety of the player at the time the injury was sustained.

Helmets

All players under 18 must wear a helmet with a faceguard when batting or when standing up to the stumps when keeping wicket, with their ages identified on the team sheet. Captains and umpires must ensure that a young player wears a helmet. The ECB strongly recommends that all adult recreational cricketers should wear helmets. Attempting to Run out the Non-Striker

Following a change to the Laws, this dismissal has moved from Law 41 Unfair Play to Law 38 Run Out. In summary:

At any time from the moment the ball comes into play until the instant when the bowler would normally have been expected to release the ball, the non-striker is liable to be Run out if he/she is out of his/her ground. The instant when the bowler would normally have been expected to release the ball is defined as the moment the bowler’s arm reaches the highest point of his/her normal bowling action in the delivery swing.

Guidance

The key aspect of the law are “the bowler would normally have been expected to release the ball” and “highest point of his/her normal bowling action”. This is the point in the action when the bowler would normally release the ball. The bowler attempting to run out the non-striker must stop their run up before their arm reaches the point when the ball would normally be released. If so, and they break the wicket with the non-striker out of their crease and there is an appeal, then the non-striker is out.

High Full Tosses

The Law states that any delivery that passes (or would have passed) above waist height of the striker standing upright at the popping crease is unfair. The umpire must judge whether there is a risk of injury to the striker and consider the speed, height and direction of the delivery, the skill of the striker, and frequency of such deliveries. On the first occasion, the bowler must be given a final warning (plus other protocols) and if there is a 2nd occurrence then the fielding captain must be told to take the bowler off and he/she cannot bowl again in the match. The following must always be regarded as dangerous: every slow high full toss that passes, or would have passed, the Striker above shoulder height or every non-slow high full toss directed at or close to the Striker that passes, or would have passed, above waist height. If a high full toss is bowled deliberately, the bowler must be suspended immediately.

Ground Weather and Light

One of the greatest challenges for cricket umpires at all levels of the game is the management of ground, weather and light as set out in Laws 2.7, 2.8 and 6.2. These laws require umpires to suspend play, or not to allow play to start or recommence, when, in their opinion, the conditions of ground, weather or light, or any other circumstances are either dangerous or unreasonable.

Law 2.7.2 states that “Conditions shall be regarded as dangerous if there is actual and foreseeable risk to the safety of any player or umpire”.

This is the standard that must be applied to all decisions relating to the ground, weather and light.

Lightning: What Should You Do?

Go Indoors Immediately if: There is sudden thunder without lightning, You see lightning in the clouds; You see lightning strike the ground or building etc. nearby; apply the ’40/30 Rule’ – get indoors when thunder is audible within 40 seconds after you see the associated flash (the ‘flash to bang time’) and don’t venture out until thunder has not been heard for 30 minutes.

ECB Fast Bowling Regulations

The fast bowling regulations are designed to raise awareness of the need to nurture and protect young fast bowlers through their formative years. Limits are as follows:

Aged 11 and below: 4 overs per spell, 8 overs per day;

Aged 12 & 13: 5 overs per spell, 10 overs per day;

Aged 14 & 15: 5 overs per spell, 12 overs per day;

Aged 16 & 17: 6 overs per spell, 15 overs per day;

Aged 18 & 19: 7 overs per spell, 18 overs per day.

Ages refers to ‘age in years’ (i.e. age on the day of the game). A fast bowler is defined as a bowler who attempts to deliver the ball at high intensity, which therefore includes seam bowlers, swing bowlers and medium pace bowlers. ECB ACO Concussion Guidance

Concussion is a serious and on occasion potentially life-threatening condition. It can be caused by a relatively innocuous blow to the head. Umpires are among those consistently present at matches who have a Duty of Care to the players.

Umpires are (in general) not qualified to determine whether anyone is suffering from a concussion, but they do have an ongoing general duty of care to players during a match. The discharge of this duty will be different in every circumstance but generally, the umpire should be deemed to be acting reasonably if they follow the steps outlined below.

Although the most likely cause of concussion is by a direct blow to the head caused by being hit by the ball, players may also suffer concussion from a blow to the head through collisions with each other, running into walls/fences around the boundary, or hitting their head on the ground. Therefore, where a blow to the head occurs, however mild, the umpires shall proceed with the following steps:

1. Either umpire shall immediately call and signal dead ball irrespective of the state of play. Runs completed, plus the run in progress, if the batsman have crossed, shall be allowed.

2. In the event of what is felt to be a serious / significant injury to a player, such as the player is rendered unconscious or is bleeding significantly or upon reasonable inspection by the umpire, exhibits any symptoms which give the umpire cause for significant concern, umpires should ask the host ground authority to call for emergency medical support (most likely an ambulance) and should discourage the player from moving or being moved until medical assistance arrives.

3. If the umpire(s) determine that they do not have immediate and significant concern that requires ground authority to call for emergency medical support, the umpires shall ask the Responsible Adult from the injured player’s team to immediately assess whether the player is fit to continue.

4. The umpires are not required to take part in this assessment.. If the Responsible Adult advises the player can continue, unless the umpire has concerns about the player continuing, the umpires shall recommence play. If the umpire(s) have any concerns about the player prior to play continuing or as play continues (either where the player has stayed on the field or returned), the umpire(s) should repeat Steps 1 to 3.

5. If the Responsible Adult advises the player can continue but subsequently either umpire has further concern about them, they shall repeat Steps 1 and 3. If the Responsible Adult continues to advise that the player is fit to continue and the umpire(s) continue to have any concerns about the player, the umpires shall leave the field of play and refuse to umpire the match. They shall report the issue to the authority responsible for the game.

Safeguarding Responsibilities

All clubs have a duty of care to all juniors and vulnerable adults who participate in cricket, as set out on the League website

Every club must appoint a trained Club Safeguarding Officer (CSO). It’s part of a club’s membership to ECB, Hertfordshire Cricket and SHPCL. Failure to have a trained CSO negates the club’s membership, and the club will then be penalised as per league rules

Paid player/coach

A survey of clubs in 2020 showed that a large majority is strongly in favour of keeping the existing rule prohibiting payment of any player (in divisions below the Championship). The problem, mentioned in the survey itself, is enforcement. The League Executive Committee took that survey outcome as a signal to beef up its ability to enforce compliance. The result is a form which requires the Chairs of all clubs to sign, to confirm that their club will adhere to the rule. In addition, clubs wishing to register player/coaches will have to supply copies of their coaching contracts with the club and other information.

The form requires Chairs to confirm the following:

The club will abide by ALL of Saracens Hertfordshire Premier Cricket League rules and codes of conduct and Disciplinary Regulations and in particular with reference to constitution 13 b) detailed below, I will ensure that the above club abides by this rule . Constitution 13b) ‘No player shall receive any payment or payment in kind whether from the club or anyone associated with the club for playing for the club in Division one or below. No overseas player entering the country under a Tier 5 Visa will play in division one or below

No British, Irish or overseas coach who receives payment for coaching at the club will be allowed to play for a team in division one or below unless the club chairman has signed this form and provided the league’s registration committee with the documents required and set out in sub-paragraphs a, b and c below.

a. A copy of the Government Licence allowing the employment of an overseas national as required under the new Brexit regulations. (Not required for British or Irish coach)

b. Copies of the coach’s coaching certificate(s), insurance cover and DBS (or equivalent) clearance

c. A copy of the contract given to the coach by the club with payment details redacted if the club so require.

Applying the Player Behaviour Law 3A to 6B

Background

Playing Condition 12 on page 36 provides for Law 42 on player behaviour to apply in Divisions 3A to 6B where there is at least one non-playing Qualified Umpire standing. The term 'Qualified Umpire' is defined in Playing Condition 2 on page 32.

The Law

The law sets out four levels of offence (Levels 1 to 4) and specifies the actions to be taken by the umpires in the event of an offence.

Guidance

1. Two qualified non-playing umpires: If both umpires are qualified and non-playing then the provisions of law 42 shall be applied.

2. One qualified non-playing umpire:

Where there is only one qualified non-playing umpire if he/she considers that there has been an offence under law 42 he/she must take responsibility for applying the law. In particular he/she must:

i) Consult with the other umpire in order to confirm the event(s) and explain as necessary the process that will be followed.

ii) Inform the captain(s) of the offence(s) that have occurred, remind them of their responsibilities for the actions of their players, and follow the applicable course of action set out in the law.

3. No qualified non-playing umpires:

The captains are responsible for the behaviour of the players in their team. Where there are no qualified umpires standing in the match and an incident occurs that may be an offence under law 42 it is the responsibility of the captain(s) of the player(s) concerned to cooperate with the umpires as necessary to deal with the situation in accordance with the law.

In the event that a serious offence occurs that requires the suspension or removal of a player then both captains, cooperating with the umpires as necessary, must use their best efforts to agree the appropriate course of action. A player may only be suspended or removed from the game with the agreement on both captains. The law specifies the following:

Suspension: Intimidating an umpire by language or gesture; threatening to assault a player or any other person at the ground (except an umpire).

Removal: Threatening to assault or making inappropriate and deliberate physical contact with an umpire; physically assaulting a player or any other person at the ground.

Any alleged offence must be reported, by the captains together, under the disciplinary procedures. Action will be taken if the Disciplinary Committee becomes aware of an incident in a match that has not been reported by the captains.

Disciplinary Procedures

The following sets out a summary of the Disciplinary Procedures adopted by the HPCL. The League has adopted the ECB’s General Conduct Regulations for the Premier and Championship Leagues and the Recreational Conduct Regulations for Division 1 and below, with some minor modifications. For full details of The League’s approach to discipline, see the main handbook, page 68.

Summary of discipline penalties

Level 1 offences:

An automatic 7-day or 14-day ban depending upon incident.

A 2-point deduction for that player’s team. (only in matches with independent panel umpires).

A second Level 1 issued to any player from that same team in the same season - an automatic 5-point deduction for his/her team (only matches with independent panel umpires).

Any subsequent Level 1 offences - a 10-point deduction.

Level 2 offences:

A prospective ban of not less than 14-days

An automatic 5-point deduction for the player’s team.

A second Level 2 issued to any player from same team in same season - an automatic 10-point deduction for his/her team (only matches with independent panel umpires)

Any subsequent Level 2 offences - a 20-point deduction.

Level 3/Level 4 offences:

A 25-point deduction (minimum) for his/her team.

Note: All above procedures shall also apply in Divisions 3A to 6B with at least one non-playing qualified umpire standing.

The Spirit of the Game requires all players to respect their opponents, their own captain and players, the role of the umpires and the game and its traditional values.

5 There are numerous examples of behaviour that exceeds the required standard in each of these groups. For example; players showing genuine warmth and congratulations to their opponents or both sides, working to get the covers on/off, withdrawing an appeal to assist the umpire. These things should be recognised and where possible the reasons for the higher mark noted.

4 No need for umpires to intervene to ask the captain to do anything relating to managing an individual.

3 No more than one instance of the umpires asking the captain to deal with an unacceptable situation.

Players ignoring their captains request for improved behaviour and continuing to act as before. Captain is losing control.

Excessive and/ or unnecessarily aggressive appealing and any obvious dissent when a decision goes against a player/ team. A score at this level shall result in player(s) being reported under the disciplinary code.

When umpires are required to intervene and ask a captain to deal with players whose behaviour towards their opponents they consider unacceptable. A score at this level shall result in an individual being reported under the disciplinary code.

Not acceptable

1 Multiple instances of the captain being spoken to and/or not acting as requested. A score at this level must result in the captain being reported under the disciplinary procedure.

Player’s behaviour worsening rather than improving. A score at this level must result in a player(s) and/or the captain being reported under the disciplinary procedure

Obvious attempts to intimidate the umpire and/or refusal to accept a decision. A score at this level must result in a player/team being reported under the disciplinary code

Obvious attempts to distract or disturb the concentration of an opponent by word or action. A score at this level must result in a player/team being reported under the disciplinary code

0 Any score of 0 should be regarded as totally unacceptable and would result from behaviour worse than that identified above. Any score of 0 shall be reported immediately to the authority responsible for the game and it is clear that a number of people, including the captain, will be reported under the disciplinary procedure.

Umpires Marking Guidance

The captains’ reports on umpires are an important part of their development. Many of them aspire to do the best games possible and whilst the marks awarded are not the only criteria used, they play an important role in helping us decide which umpires move up and down the pyramid.

As last year, the same process will be used for all matches in the Premier division, the Championship and divisions 1, 2A and 2B.

At the end of the game an icon will appear on Who’s The Umpire, within the fixtures section, against the name of the umpire standing in each game and when it is opened there will be five main headings. These will be:

Decision Making – Umpire appeared always calm, well positioned, confident and offered clarity if explaining decision making.

Match Management – Ensured a safe and positive playing environment and applied the Laws and playing conditions accurately.

Player Management – Worked well with players and captains pre, during and postmatch and dealt with player behaviour challenges early and fairly.

Presence and Image – Used a variety of communication styles to interact positively with players and captains for the benefit of the game.

Teamwork – Showed effective co-operation with officiating colleagues for an effective game.

A maximum of five marks can be awarded for each category: 5 = outstanding, 4 = Above standard expected, 3 = Standard expected, 2= Below standard expected and 1= Poor

It is MANDATORY to provide comments when giving a score of 2 or below.

Please remember that umpires can be involved in the game for several hours and need good powers of concentration. Sometimes mistakes will be made but just because one mistake may have been made there should be an awareness of the OVERALL performance when marking.

In previous years some clubs have routinely given the same mark (be it a mark of, for example, 15 or 25) which does not assist either the umpire concerned or those of us trying to make assessments on them.
