The Hungarian Government and Embraer signed today a contract for the acquisition of two new generation multi-mission transport aircraft Embraer C-390 Millennium, in its air-to-air refueling (AAR) configuration, designated KC-390. Additionally, pilots and technicians training as well as other services and support are included in the contract as part of the process to strengthen the Hungarian Defence Forces capabilities specifically on the tactical airlift, AAR and medical evacuation roles as well as in other missions of public interest. Deliveries are scheduled to start in 2023. “Following the procurement of personnel air transport capabilities in 2018, we will see the arrival of KC-390 aircraft to Hungary in 2023-24, able to deliver large military loads in an operational environment, as well as providing air-to-air refueling services. We are acquiring a multi-role transport fleet for the Hungarian Defence Forces to fulfill the widest possible range of tasks within the national framework, in a sovereign way,” said Gáspár Maróth, government commissioner responsible for defence development. “We are honored for being selected by the Hungarian Government and the Hungarian Defense Forces to provide the most advanced multi-mission transport aircraft available in the market,” said Jackson Schneider, President and CEO of Embraer Defense & Security. “Hungary is the second European nation and NATO operator to select the C390 Millennium, a highly capable aircraft that offers excellent productivity through unrivalled combination of speed, payload and rapid reconfigurability for multi-mission operations.” The KC-390 for the Hungarian Defence Forces will be the first in the world with the Intensive Care Unit in its configuration, an essential feature to perform humanitarian missions. The aircraft fully meets the requirements of the Hungarian Defense Forces, being able to perform different types of military and civilian missions including Humanitarian Support, Medical Evacuation, Search and Rescue, Cargo and Troops Transport, Precision Cargo Drop, Paratroopers Operations and AAR. These KC-390 are fully NATO compatible, not only in terms of its hardware but also in its avionics and communications configuration. Furthermore, the KC-390 probe and drogue refueling system means the aircraft can refuel the Hungarian JAS 39 Gripen as well as other aircraft that use the same technology. The C-390 Millennium is fully operational and, since receiving its first aircraft in 2019, the Brazilian Air Force has deployed the airlift on several critical missions in Brazil and abroad with greater availability. Also, the Portuguese Government signed a contract for the acquisition of five C-390 Millennium in 2019 that are currently in the production line and will be in service in 2023. The C-390 is a tactical transport jet aircraft designed to set new standards in its category. Some of the strong aspects of the aircraft are increased mobility, rugged design, higher flexibility, state-of-the-art proven technology and easier maintenance. Flying faster and delivering more cargo, both the C-390 Millennium and the KC-390 variant are the right sized platform for major deployment scenarios. Minimized interventions and on condition maintenance combined with highly reliable systems and components support the reduced downtime and costs, contributing to outstanding availability levels and low life cycle costs. Leonardo welcomes the announcement made by the U.S. Department of Defense to award AgustaWestland Philadelphia Corp. a 171 million USD modification to the previously awarded firm-fixed-price contract for the US Navy’s Advanced Helicopter Training System. This modification exercises options for the production and delivery of an additional 36 TH-73A aircraft, with work expected to be completed in December 2022 in Philadelphia, PA. In January 2020 Leonardo, through AgustaWestland Philadelphia Corp., was awarded a firm-fixed-price contract valued at 176 million USD for the production and delivery of 32 TH-73A helicopters, initial spares, support and dedicated equipment, and specific pilot and maintenance training services. The TH-73A will be used to train the next generation of student aviators from the US Navy, Marine Corps and Coast Guard.

OGMA joins Pratt & Whitney’s Authorized Maintenance Center network, one of the world’s largest aircraft engine manufacturers • OGMA invests 74 million euros and starts to maintain GTF (Geared Turbofan) engines, used by the new generation of commercial aircraft, namely Airbus A320neo family, the Airbus A220, and the Embraer E190-E2 and E195-E2 • Project reinforces OGMA’s range of engine maintenance services, generates around 300 jobs over the next few years and allows OGMA an Embraer Group Company, turnover reach almost 600 million euros annually OGMA is the new authorized maintenance center for Pratt & Whitney engines, one of the world’s largest aircraft engine manufacturers. This is the culmination of a project developed by OGMA, with the support of Embraer, over the past 12 months, which allows it to expand its scope of services in the area of engine maintenance, marking the entry of Pratt & Whitney maintenance, repair and overhaul in Portugal. The contract between Pratt & Whitney and OGMA was formalized recently. The industrialization and training project to carry out the maintenance of Pratt & Whitney GTF™ (Geared Turbofan) PW1100G-JM engine is scheduled to start in 2021 and is expected to develop for the next two decades. Throughout the project, with higher incidence between 2022 and 2023, about 300 highly qualified direct jobs are expected to be created. OGMA will invest 74 million euros, mostly in the first four years of the project, in a strategic step that allows it to broaden its scope of activity in the area of engine maintenance and to achieve new business over the next decades, which will triple OGMA’s turnover and reach the level of 600 million euros annually. The South African Army has purchased more than 20,000 rounds of Rheinmetall’s a new medium-velocity (MV) 40mm ammunition. These include a mixture of high explosive, high explosive dual-purpose, practice ammunition, practice tracers, red phosphorous smoke rounds and orange target marker ammunition. The agreement will see the partners integrate Leonardo's MJTE anti-torpedo countermeasures with LACROIX's SYLENA MK2 decoy launching system • The SYLENA MK2, which can fire a variety of countermeasures, to protect ships from OPV to large frigates, allows the expansion of MJTE market to reach small and medium-sized of vessels Leonardo and LACROIX have signed a strategic agreement which will see the partners working together to develop and integrate solutions in the naval countermeasures sector. The collaboration, which will look towards new technologies as well as new business opportunities, initially provides for the creation of the SYLENA Mk2/MJTE solution. This will see LACROIX's SYLENA MK2 DLS (Decoy Launching System) integrated with Leonardo's MJTE (Mobile Jammer Target Emulator) anti-torpedo countermeasures. The MJTE is Leonardo's latest-generation torpedo jamming solution. It can emulate the signature and acoustics of its host platform and emit a powerful jamming signal to create convincing false targets, allowing the targeted vessel to perform an effective evasive manoeuvre. Compared to other solutions on the market, the new MJTE packs Page 20 of 55
a number of protective techniques into a low cost unit and performs effectively at short range. The MJTE is part of Leonardo's new anti-torpedo suite, which includes the towed Black Snake sonar, the new OTO Decoy Launching System 20 (ODLS20) and the company’s software package which calculates optimum release timing for countermeasures and escape routes for the host vessel. The cooperation agreement between Leonardo and LACROIX will expand the accessible market for both the MJTE countermeasure and the SYLENA MK2 launch system. The compact and lightweight form factor of the SYLENA MK2 makes it suitable for small and medium-sized vessels, expanding the potential user base for the MJTE. Meanwhile the cutting-edge new capabilities brought by the MJTE will improve the utility of the SYLENA MK2 system. Material handling and commercial structures manufacturer Creform Corp. has designed and produced a flow rack with the front featuring a hinged section. The section tilts to create an extra angle at the loading position for an enhanced view into the tote and easier component placement. Once the tote is full it can then be rotated down and sent to the rear of the flow rack with no lifting required. The feature provides for quick and ergonomic access and a way to ensure first-in, first-out (FIFO) presentation of parts particularly in an assembly area. The ESD flow rack, with anti-static black pipe and nickel-plated metal joints, also features one level for container presentation in the ergonomic strike zone. Each of the cart’s levels can be repositioned or the entire flow rack can be customized with only simple tools. The flow rack lanes feature precision wide Creform PLACON® roller conveyors with 1 5/8" sized rollers that ensure reliable and smooth flow. Below the conveyors are sections of flat shelves for additional storage. The shelves feature 0.5" HDPE surface material for durability and easy loading/unloading. The large flow rack’s dimensions are 145" L x 25” W x 58” T, it is designed to hold up to 500 lb. The rack features eight stem casters with 3" wheels to easily move the rack for repositioning or cleaning. Creform flow racks can be designed on feet rather than wheels. As with all Creform flow racks, higher capacities, custom sizes and configurations are possible as are a wide variety of pipe colors. Accessories can include information sheet holders, label holders to identify lanes, tool storage, hooks to hang tools and other supplies. However, as with the Defence Procurement Directive, evaluations of the ICT Directive's implementation have demonstrated that it has been unevenly applied across Member States. Challenges include slow uptake of the new licensing options embedded in the directive, an ambivalent approach to minimum harmonisation, slow pace of the certification of defence companies, and a shift of liability (and risk) from competent authorities to individual economic operators. To improve understanding of the context of these challenges, the study also examines developments at EU level since 2013 (at political level) and since 2016 (at institutional level). The development of an 'alphabet soup' of EU defence acronyms, including both new structures and new programmes supporting EU defence industry development and cooperation has meant that the Defence Procurement Directive and the ICT Directive have had to operate in an increasingly busy field, featuring a number ofbuilding blocks for developing EU defence industry cooperation. While the development of new instruments and programmes has boosted EU defence capabilities and supported EU defence industrial cooperation, it has not reinforced use of the two directives examined here.

The first part of the study goes on to analyse Parliament's oversight work over the past four years, to identify the attention given to EU defence cooperation and capability development in general, and to the two directives more specifically. The salience of defencerelated issues in Parliament has remained steady throughout the timeframe of the study. Parliament has supported the EU's quest for stronger EU defence cooperation as expressed in the 2016 EU Global Strategy and the strengthening of EU defence industrial cooperation. In that context, it has called repeatedly for the reinforcement of the implementation of the Defence Procurement Directive and the ICT Directive. Parliament has also mentioned the EU defence package systematically in its resolutions and positions relating to EU defence cooperation. At a time when Europe is grappling with limited military capabilities, gaps in technological innovation, a lagging defence industrial base, and lacklustre national defence expenditure,this first part of the study outlinesthe main elements on the EU agenda that are likely to affect the future of EU defence cooperation. In that context, the study contends that the possible consequences of Brexit, the impact of EU defence cooperation on transatlantic relations and the availability of sufficient EU funding in the next multiannual financial framework (MFF) to boost EU defence industrial cooperation, will be key elements when it comes to consolidating the development of a genuine European defence technological and industrial base (EDTIB). To remedy this situation, more EU cooperation is needed on defence in order to equip the EU with strategic autonomy.Adequate financing for EU defence is also essential if progress is to be made on EU defence innovation and the consolidation of the EDTIB. Finally, transparency and information-sharing are a must for effective monitoring and evaluation of the

Ministerul Finanţelor Publice .ro Românii pot subscrie începând de marți, 17 noiembrie 2020, pentru noi emisiuni de titluri de stat destinate exclusiv populației în cadrul Programului Tezaur, cu maturități de 1, 2 și 3 ani. Perioada de subscriere se va încheia pe data de 14 decembrie 2020. Aceste emisiuni reprezintă o alternativă de economisire avantajoasă pentru români, având în vedere că veniturile provenind din dobânzi sunt neimpozabile. Rata dobânzii este de 3,5% - 1 an, 3,75% - 2 ani, 4,00% - 3 ani, fără plafon individual de subscriere. Titlurile de stat pot fi cumpărate: • de la unitățile Trezoreriei Statului în perioada 17 noiembrie - 11 decembrie 2020; • de la unitățile C.N. Poșta Română în perioada 17 noiembrie - 10 decembrie 2020 în mediul urban și în perioada 17 noiembrie - 12 decembrie 2020 în mediul rural. Sunt eligibile persoanele fizice care au împlinit vârsta de 18 ani la data efectuării subscrierii. Investitorii au posibilitatea anulării subscrierilor deja efectuate prin depunerea unei cereri doar în perioada de subscriere. Titlurile de stat sunt în formă dematerializată şi au valoare nominală de 1 leu. Dobânda este plătită la termenele prevăzute în prospectul de emisiune. De asemenea, titlurile de stat emise în cadrul Programului Tezaur sunt transferabile și se pot răscumpăra în avans. În cazul decesului, dreptul de proprietate a supratitlurilor de stat se transferă moștenitorilor, care prezintă documentele legale care le atestă calitatea. Evenimentul a reunit virtual oficiali guvernamentali, precum și reprezentanți ai mediului de business din cele două zone, într-un demers de a crea legături directe între companii importante din Europa Centrală și de Est și investitori nord-americani de top. Oficialul MEEMA a arătat că investitorii americani și cei străini au identificat în țara noastră oportunități valoroase de business în domeniile tehnologia informației, automobile, energie, servicii, industria prelucrătoare, sectoarele produselor de larg consum, domeniul bancar. Dan Drăgan a prezentat celor prezenți la reuniune avantajele economice și oportunitățile de afaceri oferite de țara noastră. “România este a doua cea mai mare economie în Europa Centrală și de Est, este o poartă către piața unică europeană de 500 de milioane de consumatori, precum și un pilon important de menținere a stabilității și securității în zonă, ca membru al NATO”, a arătat secretarul de stat român. Acesta a evidențiat importanța investițiilor străine directe în dezvoltarea economică și socială atât a României, cât și a întregii regiuni și a reiterat angajamentul Guvernului de la București de a stimula investițiile în proiecte importante, avansate tehnologic, sustenabile, cu valoare adăugată, în domenii cu impact economic semnificativ. În același demers se înscrie și Inițiativa Celor Trei Mări (I3M), a arătat secretatul de stat Dan Drăgan în cadrul summit-ului de astăzi. “Platforma prin care România și partenerii săi regionali încearcă să coaguleze investiții în domenii prioritare precum infrastructura de transport, energie sau infrastructura digitală diminuează diferențele de dezvoltare dintre regiunile Europei, creând astfel un beneficiu nu numai pentru țările membre I3M, ci pentru întreaga Uniune Europeană”, a arătat Dan Drăgan. Oficialul a subliniat, de asemenea, angajamentul asumat de România pentru alinierea la standardele prevăzute în Pactul Ecologic European și a afirmat, în context, deschiderea MEEMA către implementarea de proiecte energetice menite să întărească deopotrivă dezvoltarea economică și independența energetică a României. În acest domeniu, România și Statele Unite ale Americii au făcut, de curând, un pas important în întărirea parteneriatului strategic, prin semnarea unui acord interguvernamental de cooperare în domeniul energeiei. Secretarul de stat Dan Dragoș Drăgan a evidențiat faptul că parteneriatul dintre cele două țări se extinde însă dincolo de domeniul nuclear, către zona economică, comerț şi investiții străine. “Companiile americane au o prezență puternică în România”, a arătat oficialul MEEMA, ”iar România a devenit o poartă importantă pentru ele către Uniunea Europeană.” De altfel, recent încheiatul Memorandum de Înțelegere cu EximBank SUA creează un cadrul favorabil de extindere a investițiilor reciproce în domenii precum infrastructura rutieră și feroviară sau capacități de stocare a gazelor. Consiliul Concurenței .ro Consiliul Concurenței a autorizat tranzacția prin care domnul Gheorghe Bîlteanu intenționează să preia companiile Industrial Energy și Romenergo, prin intermediul societății Albertha. Albertha este o societate cu răspundere limitată, constituită şi funcţionând în conformitate cu legislaţia din Cipru, care desfășoară activităţi ale holdingurilor. Compania Industrial Energy SA are ca obiect principal de activitate comercializarea energiei electrice. Romenergo SA este specializată în realizarea de lucrări tehnice de infrastructură și reabilitare pentru proiecte în domeniul energiei, inclusiv pentru hidrocentrale, centrale termice, ecluze, baraje sau stații electrice. În urma analizei, Consiliul Concurenţei a constatat că această operaţiune nu ridică obstacole semnificative în calea concurenţei efective pe piaţa romȃnească sau pe o parte substanţială a acesteia și că nu există îndoieli serioase privind compatibilitatea sa cu un mediu concurenţial normal.

RCEP semnarea celui mai important acord comercial între țările ASEAN și cinci parteneri din Asia- Oceania
MEEMA .ro Parteneriatul Economic Cuprinzător Regional (RCEP), declarat cel mai mare pact comercial din lume, a fost semnat în data de 15 noiembrie 2020 de către liderii politici ai 15 țări, la finalul a opt ani de negocieri. Acordul comercial regional, care implică zece țări ASEAN, alături de China, Japonia, Coreea de Sud, Australia și Noua Zeelandă, va contribui la aproape 30% din PIB-ul mondial, în valoare de 26,2 trilioane USD și va crea o piață acoperind aproximativ o treime din populația lumii. RCEP va sprijini un sistem comercial deschis, incluziv și bazat pe reguli care să dea un impuls revitalizării economice post-COVID-19 în rândul țărilor membre. Premierul vietamez Nguyen Xuan Phuc a declarat în deschiderea celui de al patrulea Summit regional al (RCEP) desfășurat virtual, că pandemia COVID-19 a afectat fluxurile comerciale și investiționale la nivel mondial și regional, inclusiv ale țărilor participante la discuțiile RCEP. Premierul a menționat că economiile globale și regionale se confruntă cu obstacole și provocări uriașe cauzate nu numai de COVID19, ci și de scăderea comerțului global. "Încheierea negocierilor RCEP, cel mai mare acord de liber schimb din lume, va transmite un mesaj puternic despre rolul de lider al ASEAN în sprijinirea sistemului comercial multilateral, contribuind la crearea unei noi structuri comerciale în regiune", a declarat premierul Phuc. Prim-ministrul thailandez Prayut Chan-o-Cha a aplaudat semnarea acestui acord istoric de comerț liber, afirmând că RCEP nu este doar cel mai mare acord de liber schimb din lume, dar este caracterizat de calitatea și standardele sale, precum și de impactul pozitiv asupra îmbunătățirii, competitivității și creșterii beneficiilor economice ale țărilor membre. Premierul chinez Li Keqiang a declarat că semnarea RCEP este „o victorie a multilateralismului și a liberului schimb”. „Ceremonia de semnare a RCEP este o etapă istorică a țărilor ASEAN, care împreună cu partenerii săi au pus baze solide pentru o nouă eră, o cooperare cuprinzătoare, durabilă și orientată spre viitor, ținând seama în același timp de nivelul divers de dezvoltare al țărilor din această regiune”, a declarat Premierul Phuc cu prilejul ceremoniei de semnare. Ministrul vietnamez al Industriei și Comerțului, Tran Tuan Anh, a declarat că odată cu intrarea în vigoare a RCEP, companiile vietnameze vor avea mai multe oportunități de a se extinde pe piețele externe, de a se alătura lanțurilor de valoare regionale și de a atrage mai multe investiții străine. Sectoare precum telecomunicațiile, IT, confecțiile și produsele textile, încălțămintea și agricultura pot profita enorm din reducerile tarifelor la import în temeiul acordului, a subliniat demnitarul. Potrivit directorului Departamentului Multilateral pentru Politicii Comerciale al MoIT, cu privire la reducerea sau eliminarea tarifelor la produsele industriale și agricole, RCEP va ajuta firmele din statele membre ASEAN să stimuleze exporturile către principalii parteneri comerciali. Oficialul a sugerat companiilor vietnameze să-și îmbunătățească Page 46 of 55
competitivitatea acordând atenție politicilor comerciale, reînnoind tehnologiile și realizând investiții mari în servicii. Prin angajamentele de deschidere a piețelor pentru bunuri, servicii și investiții și armonizarea regulilor de origine a produselor între țări, precum și prin măsurile de facilitare a comerțului, acordul va crea oportunități pentru dezvoltarea de noi lanțuri de aprovizionare. RCEP va contribui la stabilirea unor piețe de export stabile, pe termen lung, pentru Vietnam și alte țări ASEAN, acestea devenind destinații de încredere pentru investitorii internaționali. Potrivit ministrului MoIT, RCEP aduce atât oportunități, cât și provocări. În primul rând, acordul ar putea adăuga mai multă presiune în ceea ce privește competitivitatea pentru bunurile și serviciile vietnameze. Mulți parteneri au produse similare și o competitivitate mai puternică decât cele vietnameze, în timp ce calitatea majorității produselor vietnameze este încă modestă. Prin urmare, presiunea competitivă va crește atunci când RCEP va intra în vigoare. Cu toate acestea, a spus el, experiența recentă în integrarea economică internațională a arătat o capacitate a Vietnamului de a participa la lanțurile valorice nou-înființate din regiune în creștere odată cu reformarea administrativă a țării, facilitând afacerile și îmbunătățind mediul de investiții. RCEP este un acord de comerț liber propus inițial între cele 10 state membre ale ASEAN și șase parteneri de dialog, respectiv China, Japonia, Coreea de Sud, India, Australia și Noua Zeelandă. Negocierile privind RCEP au început la sfârșitul anului 2012 la cel de-al 21-lea Summit ASEAN de la Phnom Penh. În timpul discuțiilor din 4 noiembrie 2019, cu Thailanda în calitate de președinte ASEAN, India a renunțat la aderarea la RCEP urmarea unor chestiuni nerezolvate, în special cele referitoare la tarifele agricole.
