As part of its plans to produce 63 A320 family aircraft per month in 2021, Airbus will expand its industrial footprint in the U.S. by increasing the production rate of A320 family aircraft at its Airbus U.S. Manufacturing Facility in Mobile, Alabama, to seven per month by the beginning of 2021. This increase, and continued recruiting for the A220 manufacturing team, will result in a further 275 jobs added at the Alabama-based facility during the next year. CALC signs purchase agreement for 40 additional A321neo aircraft CALC (China Aircraft Leasing Group Holdings Limited), a full value-chain aircraft solutions provider for global airlines, has reached an agreement with Airbus on its remaining backlog, and includes an additional order for 40 A321neo aircraft. It also includes a conversion of 15 of its existing A320neo backlog into A321neos. Together with a previous order for 11 A321neos, CALC’s total order for the type rises to 66. CALC’s order is an endorsement for the A321neo and reaffirms the market demand for the aircraft. With unbeatable fuel efficiency and lowest operating costs, it is the Pagină 9 din 50
best match for CALC’s customers. To date, from CALC’s total order for 252 A320 Family aircraft, 87 have been delivered, of which one is an A321neo. The A321neo is the largest member of the A320 Family, seating up to 240 passengers, depending on cabin configuration. Incorporating the latest engines, aerodynamic advances, and cabin innovations, the A321neo offers a reduction in fuel consumption of 20% as well as a 50% noise reduction. To date, the A320 Family has won more than 15,300 orders and more than 9,000 aircraft have been delivered worldwide.

Laurence Petiard has been appointed Head of External Communications for Airbus Helicopters, effective January 2020. In this new role, she will be in charge of coordinating Airbus Helicopters’ media relations, web, and social media activities. Laurence has worked for the last five years in the Airbus Helicopters media relations department, where she was in charge of external communications for a variety of civil and military helicopter programmes, while also acting as the main contact for French media, amongst others. She has been with the company since 2005 in various project management roles, including four and half years with the H160 programme team. A Franco-British citizen, Laurence holds an MA (Hons) in English Literature from the University of Glasgow in Scotland with additional media relations certification from the Parisbased school of Journalism (ESJ-Pro). As Airbus Helicopters’ new Head of External Communications, Laurence succeeds Guillaume Steuer, who was appointed Head of External Communications for Airbus at the end of 2019.

Bulgaria's defence ministry said that it has signed a 2.2 million euro ($2.4 million) deal with France's Airbus Helicopters for the modernisation of six AS 532 AL Cougar helicopters. The deal was awarded as part of a framework agreement signed by the two parties in 2013, procurement agency data shows. The ministry also signed a 191,724 euro deal with Safran Helicopter Engines Germany for maintenance of 25 MAKILA 1A1 helicopter engines, it said in a separate notice on Thursday. ($ = 0.8980 euro)

Mobility at CES 2020 is maturing from visionary ideas to practical applications. The public has begun to accept alternative modes of transportation -- from ride sharing and electric scooters to autonomous driving and air taxis -- as either new norms or soonto-be realities. Concepts and ideas have evolved into full-scale models and productionready designs. Now the various industries are taking the next steps in their development. Companies are thinking about how their individual products or technologies interact with the broader ecosystem, how they can be improved in terms of safety or sustainability, and what regulatory and policy questions need to be answered to move toward broad adoption. “The air mobility experience is soon to be a practical reality,” said Michael Thacker, EVP of Technology and Innovation at Bell. “Now we have to figure out the appropriate regulation and integration into the infrastructure.” Sustainability A little over 20 years ago, hybrid automobiles hit the market, bringing eco-conscious transportation to the masses and to the forefront of cultural considerations. Today, that same mindset is expanding to emerging forms of transportation. The autonomous driving movement, for example, is clearly concerned with sustainability on the CES show floor as most self-driving displays are dominated by eco-friendly considerations. Older vehicle forms like motorcycles are now integrating electric propulsion as well. And urban air mobility (UAM) is no different, with hardware and software platforms driving toward sustainable solutions, including hybrid and allelectric propulsion, as well as fleet management that optimizes vehicle utilization. As the public begins to test and adopt emerging transit technologies, both consumers and local governments are clearly concerned with safety. The technologies may have been demonstrated, but they need to work safely and reliably in real-world environments. In the autonomous driving and mobility as a service (MaaS) spaces, safety is at the top of the priority list and developers are focused on improving technologies like sensors, object and situation identification, machine teaching, navigation, and driver or vehicle monitoring to enhance passenger safety. And as consumers prepare to enter the skies more casually than ever before with air taxis, developers know they have no margin for error when it comes to safety, consistency of experience and reliability of operations. Technology platforms like Bells’ AerOS flight management system, which tracks vehicle condition with over 300 digital sensors, are key components of ensuring low-risk transportation. One of the most interesting developments to be observed at CES 2020 is the advent of shared transportation with personalized experiences. While sustainability and affordability continue to drive shared service models for both public and private transportation systems, consumer demand still remains for personal and private experiences in those shared spaces.
Personal Experiences Creating shared private experiences will be an interesting conundrum for technologists to tackle as we bring these products and services to market. It appears, however, that many of the innovations, like AR, VR, bio-informatics and AI, that are being developed for other applications can provide near term solution options. Broader Ecosystems And finally, technologists are now ready to work together. After developing new products in silos for years, these emerging transportation industries are now embracing as partners all the other stakeholders in the system, from city, state and federal agencies to other transportation providers and businesses. For ride sharing services, autonomous vehicles, and aerial vehicles to reach their potential, they must work together seamlessly and fit into the broader smart city infrastructure and ecosystem. This is why much of the Bell CES booth features a mini smart city, complete with functioning drones taking off from and landing on vertiports positioned on the tops of schools, companies, and airports, operated by an intelligent, integrated fleet management system (AerOS). And it’s why much of the conversations between technologists and consumers center around policy, regulation and infrastructure. “Frankly, the aircraft is not the hard part,” said Thacker. “We need to ensure the infrastructure and ecosystem are ready for the Pagină 13 din 50

The U.S. Secretary of Defense, Mark Esper, and Czech Republic Minister of Defence, Lubomir Metnar, signed a Letter of Offer and Acceptance finalizing the foreign military sale by Bell Textron Inc., a Textron Inc. (NYSE: TXT) company, of H-1 helicopters to the Czech Air Force. “We are privileged to support the Czech people and applaud the Ministry of Defence and Armed Forces of the Czech Republic for selecting AH-1Z and UH-1Y helicopters.” said Vince Tobin, Executive Vice President of Bell’s Military Business. The H-1 mixed fleet shares 85-percent commonality between parts, reducing the logistics, maintenance, and training costs of the AH-1Z and UY-1Y helicopters while offering a lethal combination of integrated weapons systems to counter ground, air, and maritime targets effectively. The AH-1Z is the only helicopter in production equipped with the AIM-9 Sidewinder providing the most advanced air-to-air combat capabilities.
“This mix allows the Czech Republic to accomplish a diverse mission set, from humanitarian assistance and disaster relief to close air support and air-to-air warfare,” said Joel Best, Director of Military Sales and Strategy, Europe. “The advanced capabilities of the H-1 program help ensure the safety and security of Czech sons and daughters for years to come.” The purchase of four AH-1Z and eight UH-1Y military helicopters represents the first foreign military sale of a mixed H-1 fleet. Bell anticipates the delivery of the first H-1 aircraft to the Czech Republic will begin in 2023 and complete delivery by 2024.

Toyota is exploring a new flight path for mobility through a collaboration with Joby Aviation, an aerospace company developing and commercializing all-electric vertical take-off and landing (eVTOL) aircraft. Joby’s eVTOL aircraft combines elements of helicopters and small airplanes for high reliability, zero emissions, fast flight speeds, and quiet operations. Toyota’s collaboration with Joby is anticipated to help bring on-demand urban air transportation into the mainstream for moving people and goods. AN/SPY-6(V) remains on schedule for delivery to the first DDG 51 Flight III, the future USS Jack H. Lucas (DDG 125). On 14th January, Gentium and Damen Shipyards Group signed a memorandum of understanding (MoU) with the Ministry of Industry of Bangladesh in Dhaka. Also present at the signing ceremony were representatives of the Netherlands Embassy in Bangladesh, who are supporting Gentium-Damen in their undertaking. The goal of the MoU is to establish and develop a shipbuilding and ship repair industry in the Bangladesh. The aim is to build ships in Bangladesh, for Bangladesh, with a long-term view of serving export markets. The partners in the MoU will undertake a number of tasks in this direction.
First amongst these will be the establishment of a shipbuilding and repair facility built to globally recognised environmental and building standards. The standard of the Pagină 17 din 50
facility will be sufficient for the construction and delivery of seagoing vessels able to compete in the global marketplace. As part of their role in the MoU, Gentium-Damen will facilitate a transfer of technology and knowledge to help Bangladeshi personnel develop the skills required to serve the international maritime industry. The German government has announced its intention to select Damen as the main contractor, together with partners Blohm + Voss and Thales, for supplying at least four Multi-Purpose Combat Ship MKS 180 frigates to the German Navy. The Dutch naval shipbuilder is extremely proud of, and satisfied with, the result of the evaluation process announced today by the German Government, though of course awaits parliamentary approval in Germany. The ships will be built at Blohm + Voss shipyard in Hamburg and at other shipyard locations of the North German Lürssen Group. Damen intends to build in this way in order to spend around 80% of the total net investment as added value in Germany. The same applies to the electronic application systems that are supplied by Thales Nederland to its own design. Around 70% of the services will be provided by the German subsidiary of Thales and by other German subcontractors. With the North German shipyard group Lürssen – parent company of Blohm + Voss – and the Damen Shipyards Group, the partnership is based on two stable family businesses that have been successfully active in marine and commercial shipbuilding for more than 140 years. The only naval builder in the Netherlands is pleased with this selection to be main contractor in the German project and the division of work between German and Dutch industry. For the Netherlands, it provides national knowledge and expertise. This offers the Dutch Government the option, in the coming Dutch naval construction projects for frigates and submarines, to have these types of strategic programmes devised, engineered, managed and deployed in their own country. The MKS 180 project contributes to securing the export power and self-creation of both Dutch and German naval construction in the longer term. NATO Secretary General Jens Stoltenberg welcomed the arrival of two Alliance Ground Surveillance (AGS) remotely piloted aircraft at a ceremony in Sigonella, Italy on Friday (17 January 2020). The Secretary General outlined the importance of the AGS system, which will enable commanders to identify threats and view conditions on the ground, in any weather. “One single drone can watch over a territory with the comparable size of Poland,” he said. The new unarmed surveillance aircraft can also fly for over 30 hours at a time. “It can reach the High North and the Sahel, the Middle East and the Atlantic,” said the Secretary General. When all five NATO RQ-4D aircraft are operational, the Alliance will be able to monitor and help protect two large regions around the clock. The AGS system will be collectively owned and operated by all NATO Allies. All Allies will benefit from the intelligence derived from AGS surveillance and reconnaissance missions. Addressing military officials and industry, the Secretary General thanked Italy for hosting the AGS system, and praised the commanders at Sigonella Air Base. “Today, NATO is filling an important intelligence, surveillance and reconnaissance capability gap,” he said. He also congratulated the NATO AGS Management Organization and the NATO AGS Management Agency for the delivery of this milestone.

PENTRU CA SĂ ÎNȚELEAGĂ CITITORII NOȘTRI ACEASTĂ PIAȚĂ FUNCȚIONEAZĂ, DE FAPT, CUM FUNCȚIONEAZĂ ORICE BURSĂ. DECI TREBUIE SĂ EXISTE INSTRUMENTE DE REGLARE ȘI DE CONTROL AL PIEȚEI. FAPTUL CĂ NU EXISTĂ ÎN MOMENT INSTRUMENTE EFICIENTE, AȘA CUM SPUNEȚI DUMNEAVOASTRĂ, DOVEDEȘTE CĂ, ÎN FAPT CONSTRUCȚIA NU E FINALIZATĂ. Operatorul de piață vede și anunță. Drept pentru care s-a și recurs la amenzi. Sunt sancționați. Dar cu toate acestea preferă să plătească amenzi. Adică noi, în ceea ce privește legislația primară respectiv legislația secundară am interzis aceste practici și le-am penalizat. Cu toate acestea, printr-un alt act normativ, care se adresează strict nivelului amenzilor, amenzile acestea au devenit amenzi meschine. Cu alte cuvinte, noi suntem în faza unui proces în care operatorii au o forță foarte mare, puterea lor financiară este uriașă și ca atare și nivelul lor de influențare este foarte puternic. Adică, ce vreau să spun? Pe modelul nostru democratic de organizare socială și politică în care guvernul are o agendă foarte scurtă la guvernare versus o agendă pe termen lung în domeniul energetic, mereu decidentul aflat la guvernare are tendința să ia deciziile cele mai facile lui, cu cele mai mici implicații pentru el și se lasă foarte ușor influențat. Cu alte cuvinte noi aici, deși am văzut acest comportament, la sesizarea operatorului de piață, respectiv OPCOM, și sancționat fiind de autoritatea de reglementare în energie, cu toate acestea n-am putut să controlăm procesul privind nivelul amenzilor pentru că guvernul a intervenit printr-o ordonanță de urgență, iar noi când am aflat deja erau schimbate amenzile. Nu ne rămâne decât să intervenim în Legea 123/2012 și pentru toate neconformitățile sesizate să modificăm legea, iar sancțiunile să crească până la a percepe procent din cifra de afaceri sau chiar ridicarea licenței. NU CUMVA LIPSESC TOTUȘI ELEMENTE LEGISLATIVE PENTRU CĂ MANIPULAREA, DE EXEMPLU, BURSEI, MANIPULAREA PE PIAȚA DE CAPITAL ESTE O FAPTĂ PENALĂ. O ASEMENEA MANIPULARE CARE ADUCE PREJUDICII IMPORTANTE PIEȚII NU ARE TREBUI SĂ FIE, TOTUȘI, O FAPTĂ PENALĂ?

Am discutat aceste lucruri. Cred că dincolo de penal, noi trebuie, așa cum spuneam, să intervenim prin suspendarea licenței și anularea acesteia. Anularea licenței este singura modalitate ca să oprim fenomenul. Unii sunt dispuși chiar să riște câțiva ani de pușcărie, chiar, la sutele de milioane care sunt în joc. PENTRU CĂ DE FAPT PUȘCĂRIA AR FACE-O ADMINISTRATORII ȘI PRACTIC EI AR PUTEA CONTINUA AȘA. Și nu cei din spatele lor. Pe când dacă pierd licența el nu mai poate să folosească acel “vehicul”. Și bineînțeles, creșterea penalităților din cifra de afaceri. Adică întâi penalizare din cifra de afaceri după care ridicarea licenței. Sunt lucruri pe care noi ar trebui să le introducem în lege la prima amendare a ei. Legea 123/2012 o avem în dezbatere acum la Comisia pentru industrii și servicii, iar aceste fenomene au fost prezumate unui comportament de bună credință, dar realitatea ne-a arătat însă, că în practică dacă există o minimă portiță legislativă este exclusă moralitatea, etica și buna credință în business. CREȘTEREA PENALITĂȚILOR DIN CIFRA DE AFACERI NU AR PUTEA SĂ INDUCĂ CUMVA CREȘTEREA PREȚURILOR, CUM S-A ÎNTÂMPLAT ÎN ALTE ZONE? Nu. Pentru că nu i se va recunoaște niciodată în preț acest lucru mai ales că noi vorbim de furnizare, furnizare care este într-o piață liberă. El poate să pună ce preț vrea, dar dacă concurența lui practică un preț mai mic, nu poate internaliza amenda pentru că iese din joc. CARE AR FI PLUSURILE ȘI MINUSURILE CARE AR PUTEA AVEA IMPACT PE ACEASTĂ PIAȚĂ? O PARTE DIN CAUZE LE-AȚI PRECIZAT DEJA. Plusurile sunt așa: avem piețe care au reușit să crească oferta și să avem peste 220 de furnizori în piață. De asemenea piețele s-au extins de la PZU până la „intra-day”, ceea ce este extraordinar pentru că oferta se pliază foarte aproape de nivelul consumului și elimină jocurile despre care vorbeam anterior. Această piață intra-day acum e extinsă și în plan regional. Sunt niște avantaje. Avem un număr critic suficient de jucători în piață. Care sunt minusurile? În continuare avem o ofertă pe zona de producție de energie împărțită pe tipuri de combustibil. Cărbunele este tot mai „suferind”, pentru că i se internalizează acum la prețuri foarte mari certificatele de emisii de bioxid de carbon, care erau acum doi ani de zile la nivel a 4,6 dolari/tonă de emisie CO2, iar acum sunt la 25 de dolari, iar la anul vor fi la 27 de dolari/t CO2 și peste doi ani este preconizat 35 dolari/t CO2. Această creștere abruptă a prețurilor omoară cărbunele și încarcă în mod sigur prețul la consumatorul final. Din păcate, fiind împărțiți pe tipuri de combustibil, hidroelectrica va urmări prețul cărbunelui, iar nuclear electrica va urmări prețul cel mai mare. Perdantul este consumatorul. Furnizorul nu are de ales pentru că aceasta este oferta pe care o primește, iar oferta din import, după cum bine știm este condiționată de restricția fizică, de fluxul energiei electrice respectiv, energia curge de la „prețul mic la prețul mare” și întotdeauna noi când n-o să avem energie o să plătim un preț mai mare decât cel al energiei electrice din țară pentru a ne acopri necesarul de consum. Cu alte cuvinte, acestea sunt dezavantajele. Ele se vor amplifica începând cu ianuarie 2020, când, prin regulamentul 943/2019, nu mai există o limită de preț la prețul pentru serviciile de sistem, care astăzi era la prețul pentru ziua următoare plus 450 de lei și aveam un maxim reglementat. Acum se elimină maximum și există riscul unor speculații care în Europa au dus și la 10.000 de euro/ MWh, ceea ce înseamnă o încurajare a speculării și o încurajare a creșterii prețului către consumatorul final. Cu alte cuvinte va trebui și aici să găsim modalitățile de a stăvili acest risc atât prin precizări în legislația primară, cât și în legislația secundară, care este foarte importantă prin rolul autorității de reglementare, de monitorizare a pieței. AR PUTEA SĂ EXISTE VOCI CARE SĂ SPUNĂ CĂ ACESTEA SUNT FENOMENE NORMALE ÎN ECONOMIA DE PIAȚĂ ȘI PE O PIAȚĂ CONCURENȚIALĂ LIBERĂ. ACUM ÎNSĂ, PE DE ALTĂ PARTE, CRED CĂ CITITORII NOȘTRI ÎȘI DAU SEAMA CĂ CREȘTEREA PREȚULUI LA ENERGIE PRODUCE O REACȚIE ÎN LANȚ ÎN ECONOMIE, PENTRU CĂ VOR CREȘTE TOATE PREȚURILE, EXISTĂ CHIAR ÎNTREPRINDERI CARE VOR DEVENI NERENTABILE, RISCĂM SĂ PIERDEM LOCURI DE MUNCĂ, DECI, ÎNTR-ADEVĂR, AICI PROBABIL CĂ TREBUIE GĂSIT CÂT DE RAPID O SOLUȚIE CARE SĂ REGLEMENTEZE ACEASTĂ POSIBILĂ SITUAȚIE. Ați intrat pe zona de vulnerabilitate a sistemului energetic și al României. Trebuie să reținem așa: 1) Piața liberă nu este liberă de reguli. Clar. Credința în puterea de reglare/autoreglare a piețelor libere nu mai există. Oriunde am fi în lume și despre orice piață am vorbi. Cu alte cuvinte speculația este, vedem limpede, o practică, și lumea se bate pentru a specula. Inclusiv în piața sau mai ales în piața de energie. Singura metodă de apărare este de a monitoriza permanent, 24 din 24 de ore procesul de licitare și de ofertare și de formare a prețului și de a interveni rapid cu reguli noi pentru a elimina speculația. Aceasta este o problemă, doar o față a monedei. Dumneavoastră ați ridicat însă o problemă foarte sensibila cea a vulnerabilității. Suntem, după părerea mea, în cel mai critic moment al sectorului energetic din ultimii 30 de ani. Din două motive: 1) pentru că, așa cum vă spuneam din 2004 și până astăzi, de la acel Road Map al sectorului energetic acceptat de Uniunea Europeană, noi nu am mai avut o strategie energetică care să poată să stabilească reperele pe termen lung pe care le are de urmat sectorul energetic pentru reducerea dependenței de importuri precum și pentru funcționarea în condiții de eficiență energetică, de competitivitate, de siguranță și securitate. Presiunea făcută de noi asupra Guvernului a determinat asumarea unei strategii energetice în 2007, dar care într-o situație de presiune politică au realizat un act normativ prin compilare de texte din alte decizii luate de-a lungul timpului și care nau avut nici o legătură cu realitatea sectorului energetic românesc și european și, prin urmare, nici o prevedere din acea strategie n-a fost pusă în practică. Nici una. Din 2007 – suntem în 2019- nu a mai existat o altă abordare strategică asumată de oricare din guvernele care au urmat. Prin urmare, noi nu am avut viziune, nici plan de acțiune în domeniul energetic. Vulnerabilitățile acum? În ce situație am ajuns? Suntem în următoarea situație: 1) Avem capacități la care sunt “0” investiții în domeniul producției de energie, ceea ce este o primă mare vulnerabilitate. Prin urmare, capacitățile deja cu 40-45-50 de ani vechime produc cu costuri foarte mari, sunt ineficiente, poluante și în orice caz uzate fizic și moral. Ele trebuie înlocuite. 2) A doua vulnerabilitate. Nu am investit în reperele strategice respectiv dezvoltarea capacității de înmagazinare subterană, de la 3,1 mld mc, unde am lăsat-o noi trebuia să ajungem la 7 miliarde de metri cubi. Nefăcând Romania acest lucru au făcut-o ungurii și acum noi în momentele de vârf de consum, iarna, cumpărăm gaz natural de la unguri, care nu au producție de gaze, dar ne vând nouă la un preț foarte mare gazele din capacitățile lor de înmagazinare pentru vârful de consum în timpul iernii, pentru că noi nu ne-am dus la bun sfârșit acest reper strategic. A doua decizie legată de stocare, care vedem că astăzi e problema cheie a sistemului energetic la nivel mondial era realizarea capacității de stocare a energiei electrice respectiv capacități hidroenergetice prin pompare – proiect amânat, și tot amânat, timp în care au apărut proiecte similare în statele vecine nouă cu influențe directe asupra Sistemului Energetic Național din țara noastră. În Austria, astfel au fost construite trei astfel de capacități, de asemenea în Elveția și în Bulgaria, lângă noi. Cu alte cuvinte, am pierdut o oportunitate de a oferi noi serviciile de sistem vecinilor și nu de a le cumpăra de la ei. 3) Nu am investit în interconectări blocându-ne birocratic în incapacitatea de a accesa terenuri, de a obține autorizațiile, ba de mediu, ba de acces în teren, ba de autorizație de construcție și suntem ştrangulați. Noi acum, dacă apare o penurie generată de condiţiile meteo extreme care să dureze mai mult de zece zile noi nu avem, practic, pe unde importa cantitate de energie electrica de care avem nevoie, pentru că suntem ștrangulați la 2100-2200 Mwh tranzit de energie electrică. 4) Ne-am jucat cu energia nucleară. Am pasat-o de la un guvern la altul, Tăriceanu sa răzgândit în 2007, în momentul când deja aveam o societate de proiect cu cei mai mari jucători din domeniul energetic în plan european. Era acolo și EON, și ENGIE și CEZ-ul, aveam finanțarea asigurată. Guvernul s-a răzgândit în 2007, suntem în 2019 și nu s-a făcut nimic și în continuare discutăm că vom construi două reactoare. Energia nucleară este esențială pentru mixtul energetic, nu pentru astăzi, ci pentru multe decade de acum încolo.
