F-35 Enterprise Has Tripled Production since 2016; 47% Increase from 2018 to 2019 Lockheed Martin (NYSE: LMT) delivered the 134th F-35 aircraft for the year today, exceeding the joint government and industry 2019 delivery goal of 131 aircraft. One hundred and thirty-four deliveries represent a 47% increase from 2018 and nearly a 200 percent production increase from 2016. Next year, Lockheed Martin plans to deliver 141 F-35s and is prepared to increase production volume year-over-year to hit peak production in 2023. Pagină 7 din 49
"This achievement is a testament to the readiness of the full F-35 enterprise to ramp to full-rate production and we continue to focus on improving on-time deliveries across the entire weapons system," said Greg Ulmer, Lockheed Martin vice president and general manager of the F-35 program. "We have met our annual delivery targets three years in a row and continue to increase production rates, improve efficiencies and reduce costs. The F-35 is the most capable fighter jet in the world, and we're now delivering the 5th Generation weapon system at a cost equal to or lower than a less capable 4th Generation legacy aircraft." The 134th aircraft is a Short Takeoff and Vertical Landing (STOVL) model for the United States Marine Corps. In 2019, deliveries included 81 F-35s for the United States, 30 for international partner nations and 23 for Foreign Military Sales customers. Unit and Sustainment Costs Decrease, Readiness Improving Using lessons learned, process efficiencies, production automation, facility and tooling upgrades, supply chain initiatives and more – the F-35 enterprise continues to significantly improve efficiency and reduce costs. The price of an F-35A is now $77.9 million, meeting the $80 million goal a year earlier than planned. The F-35's mission readiness and sustainment costs continue to improve with the global fleet averaging greater than 65% mission capable rates, and operational squadrons consistently performing near 75%.
Lockheed Martin's sustainment cost per aircraft per year has also decreased four consecutive years, and more than 35% since 2015. Program Maturity and Economic Impact With more than 490 aircraft operating from 21 bases around the globe, the F-35 plays a critical role in today's global security environment. Today, 975 pilots and 8,585 maintainers are trained, and the F-35 fleet has surpassed more than 240,000 cumulative flight hours. Eight nations have F-35s operating from a base on their home soil, eight services have declared Initial Operating Capability and four services have employed F-35s in combat operations. In addition to strengthening global security and partnerships, the F-35 provides economic stability to the U.S. and international partners by creating jobs, commerce and security, and contributing to the global trade balance. Thousands of men and women in the U.S. and around the world build the F-35. With more than 1,400 suppliers in 47 states and Puerto Rico, the F-35 Program supports more than 220,000 jobs. The Polish army will take the lead of NATO’s Very High Readiness Joint Task Force (VJTF) on Wednesday (1 January 2020), placing thousands of soldiers on standby and ready to deploy within days. Poland takes over from Germany, which provided the core of the VJTF’s land forces in 2019. "I thank Poland for leading NATO’s high readiness forces this year”, said NATO Secretary General Jens Stoltenberg, “The Very High Readiness Joint Task Force, our Spearhead Force, is a substantial contribution to our collective defence and a strong display of Poland’s capabilities. This force is available to move immediately to defend any Ally against any threat. At a time of unprecedented security challenges, it is more important than ever”, the Secretary General added. The core of the VJTF in 2020 will be Poland’s 21st Podhale Rifles Brigade, supported by units from Poland’s 12th Mechanized Division, the 3rd Transport Aviation Wing, Military Police, as well as logistics experts and Counter-Chemical, Biological, Radiological and Nuclear (C-CBRN) specialists. Around 6,000 soldiers will serve on the Spearhead Force, including around 3,000 from Poland. Units from Bulgaria, the Czech Republic, Hungary, Italy, Lithuania, Latvia, Portugal, Romania, Spain, Slovakia, Turkey and the United Kingdom will also serve on the force. The United States stands ready to support the VJTF with airpower and other combat support. The VJTF is made up of land, air, maritime and special forces, and is part of the Alliance’s 40,000-strong NATO Response Force. Exercise Trident Jupiter 19, which took place in November 2019, certified the forces and commands for the 2020 NATO Pagină 18 din 49
Response Force. NATO’s Joint Force Command in Brunssum has command of the NRF in 2020. NATO heads of state and government agreed to create the VJTF at the Wales Summit in 2014 in response to a changed security environment, including Russia’s illegal annexation of Ukraine’s Crimea and turmoil in the Middle East. Turkey will lead the VJTF’s land forces in 2021.

Băncile globale au anunțat anul acesta cele mai masive reduceri de locuri de muncă din 2015, în contextul încetinirii economice și adaptării la era digitală. Peste 80% din tăierile de posturi anunțate sunt în Europa, unde dobânzile negative vin în completarea îngrijorărilor legate de evoluția economiei și a incertitudinilor politice și comerciale. Peste 50 de creditori au anunțat, în total, tăierea a 77.780 de posturi, cel mai puternic val de restructurări în sectorul bancar începând cu 2015, când au fost deființate 91.448. Sales of arms and military services by the sector’s largest 100 companies (excluding those in China) totalled $420 billion in 2018, marking an increase of 4.6 per cent compared with the previous year. This is according to new data released today by the Stockholm International Peace Research Institute (SIPRI) in the SIPRI Top 100 ranking. The new data from SIPRI’s Arms Industry Database shows that sales of arms and military services by companies listed in the Top 100 have increased by 47 per cent since 2002 (the year from which comparable data is first available). The database excludes Chinese companies due to the lack of data to make a reliable estimate. US companies dominate the Top 100, with large mergers becoming a visible trend For the first time since 2002, the top five spots in the ranking are held exclusively by arms companies based in the United States: Lockheed Martin, Boeing, Northrop Grumman, Raytheon and General Dynamics. These five companies alone accounted for $148 billion and 35 per cent of total Top 100 arms sales in 2018. Total arms sales of US companies in the ranking amounted to $246 billion, equivalent to 59 per cent of all arms sales by the Top 100. This is an increase of 7.2 per cent compared with 2017. A key development in the US arms industry in 2018 was the growing trend in consolidations among some of the largest arms producers. For example, two of the top five, Northrop Grumman and General Dynamics, made multibillion-dollar acquisitions in 2018. ‘US companies are preparing for the new arms modernization programme that was announced in 2017 by President Trump,’ says Aude Fleurant, Director of SIPRI’s Arms and Military Expenditure Programme. ‘Large US companies are merging to be able to produce the new generation of weapon systems and therefore be in a better position to win contracts from the US Government.’ Russian companies’ arms sales remain stable The combined arms sales of the 10 Russian companies in the 2018 ranking were $36.2 billion—a marginal decrease of 0.4 per cent on 2017. Their share of total Top 100 arms sales fell from 9.7 per cent in 2017 to 8.6 per cent in 2018. This can be explained by the higher Top 100 total in 2018 due to the substantial growth in the combined arms sales of US and European companies. Among the 10 Russian companies listed in the Top 100, the trends are mixed: five companies recorded an increase in arms sales, while the other five showed a decrease. Russia’s largest arms producer, Almaz-Antey, was the only Russian company ranked in the top 10 (at 9th position) and accounted for 27 per cent of the total arms sales of Russian companies in the Top 100. Almaz-Antey’s arms sales rose by 18 per cent in 2018, to $9.6 billion. ‘Arms sales by Almaz-Antey, the largest arms producer in Russia, continued to grow in 2018,’ says Alexandra Kuimova, Researcher for SIPRI’s Arms and Military Expenditure Programme. ‘This increase was due not only to strong domestic demand, but also to continued growth in sales to other countries, particularly of the S-400 air defence system.’ Arms sales increase for French companies but decrease for British and German companies The combined arms sales of the 27 European companies in the Top 100 increased marginally in 2018, to $102 billion. Arms sales by companies based in the UK fell by 4.8 per cent, to $35.1 billion, but remained the highest in Europe. BAE Systems (ranked 6th) is the world’s largest arms producer outside of the USA. Its arms sales dropped by 5.2 per cent in 2018, to $21.2 billion. ‘Six of the eight UK-based companies listed in the Top 100 reported a reduction in arms sales in 2018,’ says Nan Tian, Researcher for SIPRI’s Arms and Military Pagină 29 din 49
Expenditure Programme. ‘This was partly due to delays in the UK’s arms modernization programme.’ The combined arms sales of French companies in the Top 100 were the second highest in Europe, at $23.2 billion. ‘The overall growth in arms sales of the six French companies in the SIPRI Top 100 was mainly the result of a 30 per cent increase in sales by combat aircraft producer Dassault Aviation,’ says Diego Lopes da Silva, Researcher for SIPRI’s Arms and Military Expenditure Programme. The total combined sales of the four German arms-producing companies in the ranking fell by 3.8 per cent. ‘An increase in deliveries of military vehicles by Rheinmetall, the largest arms company based in Germany, were offset by a drop in sales by shipbuilder ThyssenKrupp,’ says Pieter D. Wezeman, Senior Researcher with SIPRI’s Arms and Military Expenditure Programme. Other notable developments in the Top 100 Eighty of the 100 top arms producers in 2018 were based in the USA, Europe and Russia. Of the remaining 20, 6 were based in Japan, 3 in Israel, India and South Korea, respectively, 2 in Turkey and 1 each in Australia, Canada and Singapore. The combined arms sales of the six Japanese companies remained relatively stable in 2018. At $9.9 billion, they accounted for 2.4 per cent of the Top 100 total. The three Israeli companies’ arms sales of $8.7 billion accounted for 2.1 per cent of the Top 100 total. Elbit Systems, Israel Aerospace Industries and Rafael all increased their arms sales in 2018. The combined arms sales of the three Indian arms companies listed in the Top 100 were $5.9 billion in 2018—a decrease of 6.9 per cent on 2017. The decline is mainly a result of Indian Ordnance Factory’s significant 27 per cent drop in arms sales. The three companies based in South Korea had combined arms sales of $5.2 billion in 2018, equivalent to 1.2 per cent of the Top 100 total. Their collective arms sales in 2018 were 9.9 per cent higher than in 2017. Bucking the trend, however, was LIG Nex1, whose sales fell by 17 per cent in 2018. The shipbuilder DSME, which was ranked in 2017, dropped out of the Top 100 in 2018. Arms sales by Turkish companies listed in the Top 100 increased by 22 per cent in 2018, to $2.8 billion. Turkey aims to develop and modernize its arms industry and Turkish companies continued to benefit from these efforts in 2018. The SIPRI Arms Industry Database The SIPRI Arms Industry Database was created in 1989. At that time, it excluded data for companies in countries in Eastern Europe, including the Soviet Union. The current version contains data from 2002, including data for companies in Russia. Chinese companies are not included in the database because of a lack of available data on which to make a reasonable or consistent estimate of arms sales dating back to 2002. ‘Arms sales’ are defined as sales of military goods and services to military customers domestically and abroad. Unless otherwise specified, all changes are expressed in real terms. All changes between 2017 and 2018 are based on the list of companies ranked in 2018 (i.e. the annual comparison is between the same set of companies). Longerterm comparisons (e.g. between 2002 and 2018) are based on the sets of companies listed in the respective year (i.e. the comparison is between a different set of companies). In many ways, defense firms in Europe should be pleased with the recent uptick in defense spending. Russia’s actions in the east of Europe and question marks about the transatlantic relationship have forced European governments to reverse the damaging decline in budgets witnessed in Europe. The European Defense Agency calculates that from 2005 to 2007 there was a EUR 11 billion increase in defense spending in the European Union (EU), but after the financial crisis spending fell by EUR 14 billion from 2007 to 2013. It is only since this time, with growing geopolitical turmoil, that Europe has witnessed growth worth some EUR 15 billion from 2013 to 20171. Defense spending in Europe continues to rise. In theory, this extra money should make its way into new defense technology projects and capability programmes but we know that most European governments are still too coy about investing more in defense research and development. Industry has made it clear that it needs programmes in Europe otherwise skills and investment will dry out, meaning that firms will not be able to meet any future sudden demand for armaments production nor have a sustained reason to design or develop cutting-edge defense technologies. The issue of skills in the defense sector is crucial.

The defense industry is involved in producing and offering high value components, systems and services but it relies on an army of technical experts, engineers and scientists in order to stay at the forefront of military technology development. One recent survey by the European Defense Skills Partnership2 shows that a number of European defense industries are lacking in skills ranging from software engineering, systems testing, electronic warfare, thermal engineering and cybersecurity3. The reality is that under-investment in the defense sector has put off new young graduates, who would prefer to work for ‘Silicon Valley’ type firms in sectors other than defense. The meaning of the new push Many European defense firms also look with interest at new European Union-level initiatives, in particular the European Defense Fund. Rather positively, the Union now intends to spend up to EUR 13 billion on defense over the next seven years from 2021 to 2027. This may seem like a pittance compared to some European national defense budgets, and it certainly pales in comparison to what the United States (US) government spends on defense. Nevertheless, industry is pleased that the EU has finally broken an important taboo on using the EU budget on defense. Firms are also intrigued by the leveraging potential of the Fund because it could unlock further billions of euros for collaborative projects between European governments. Notwithstanding the fact that numerous defense companies and governments still maintain a privileged relationship with

Washington, Europe’s defense giants are pleased that the EU and various leaders are talking about strategic autonomy for the Union4. These are bold calls but industry sees them as a way to ensure the health and competitiveness of European defense technological and industrial base, as well as ensuring that Europe’s armed forces have access to effective and reliable technologies, equipment and systems. Although armed forces in Europe are reliant on a range of American-only strategic enablers, industry believes that this is an important political moment to ensure that Europe delivers on defense. Of course, we have been here before. Back in the heady days of the European Convention in 2003, and disagreement over America’s invasion of Iraq, Europe was pushing ahead with defense integration and industry put great stock in the potential of the Common Security and Defense Policy and the formation of new bodies such as the European Defense Agency. Industry may have been excited back then, but today similar questions about the level of ambition governments actually have for EU defense remain5. Not only is the American government working hard to warn EU member states of the possible consequences of investing in the European Defense Fund and initiatives like Permanent Structured Cooperation6, but the truth of the matter is that many member states simply cannot rely on fellow European governments for their security in the way they do

Washington, especially through the Atlantic Alliance. Industry also looked with interest at EU initiatives such as the ‘defense package’ in 2009, which saw the European Commission open up defense markets and procurement in the single market through legislative tools. Such tools will always take time to have an effect on the European defense market. Despite the evidence of more cross-border transfers of equipment and nondiscriminatory procurement tenders since the package, there is still a long way to go before national supply chains are opened up to Small and Medium Enterprises (SMEs) from across the Union. The hope for many industry actors is that initiatives like the European Defense Fund will break down barriers further by stressing the need for collaborative defense R&D and capability development. Nevertheless, industry looks at the recent European level of ambition as positive and there are certainly a lot of positive signals around future new capability programmes such as the Future Combat Aircraft System (FCAS) and the Main Ground Combat System (MGCS) – projects that should come online from 2035-2040 onwards. Although these programmes have largely been initiated by France and Germany, other governments such as Spain are involved in FCAS and Poland and other countries would like to join the MGCS. Of course, Europe has proven its ability to launch major weapons systems programmes and the Eurofighter and A400M are stand-out examples. Yet, keen observers of the development of such past programmes will be all too aware of the fact that beyond initial Research & Development (R&D) partner governments still need to harmonize military requirements, set a fair juste

It is, therefore, positive that following the January 2019 Aachen Treaty and the October 2019 Franco-German Security and Defense Council meeting, that France and Germany have already signed an industrial Letter of Intent on the MGCS, launched a joint concept study on the FCAS and have concluded negotiations on a legally binding agreement on arms exports. Industry’s contributions to the European defense endeavor Industry is doing its part for European defense. In 2015, French-owned Nexter Systems joined forces with the German firm Krauss-Maffei Wegmann to create KNDS, a European leader in land defense systems. French and Italian shipbuilding companies are also looking to advance a joint venture to develop and produce warships. Germany’s Rheinmetall and the UK’s BAE Systems have also launched a joint venture on military vehicles. Many of Europe’s leading transnational defense firms have also fared well in international export markets with Airbus Defense and Space8 and MBDA9 both registering strong growth in 2018. Despite the potential turbulence caused by Brexit, European firms see international demand picking up on the back of China’s rise, among other factors. Despite these steps towards consolidation, however, defense companies view the European market – and attempts to regulate and invest in this market – differently.

The larger trans-European defense players are fully invested in EU steps to support the defense market. However, a number of national defense giants are either fully dependent on national government demand, which means that they are loath to open up supply chains, or they went global decades ago and are able to operate in a competitive environment and in non-European markets. Defense-related Mid-caps and SMEs are also in two minds: some favor the chance to compete for Europe-wide contracts because national demand is not high enough, while others are afraid that integration into larger European supply chains will crush their ability to protect intellectual property rights. Again, the use of financial incentives under the European Defense Fund may help with this divergence of interests. This sort of fragmentation also points to the shifting nature of defense technologies. The truth for the defense industry is that cutting-edge innovation is increasingly emerging out of the commercial sector, but the paradox is that only defense firms and governments can align civil technologies to defense end-user needs. Today, we hear a lot about the potential of artificial intelligence, quantum computing, hypersonic propulsion, nano and biotechnologies and robotics. Yet Europe is woefully underinvesting in these technology areas, especially in terms of how they could be applied to armaments development. While defense firms with the required capital and culture of innovation can integrate commercial technologies into defense systems, the industry as a whole has still not unlocked the full potential of emerging technologies for defense.

Structural challenges ahead Industry also recognizes that while European governments are increasing the amount they spend on defense, there loom budgetary challenges on the horizon because of a range of structural factors. The systems that defense firms are producing today are increasingly sophisticated in technological and service terms. As ‘Augustine’s Law’ dictates, governments will continue to want to field high-tech military capabilities but it will simply become more and more expensive for them to do so. They will probably buy less armament and rely on sophisticated systems to serve as a sort of Swiss Army Knife. Furthermore, governments will have to weigh up how much they invest in new acquisitions compared to the money they need to service legacy capabilities. This ‘bow wave’ of budgetary restrictions may lower the appetite for new high-tech solutions, which would not be good for Europe’s strategic autonomy or its defense industry. What is more, international competition in defense markets is only set to rise. At present, America has secured the lion’s share of foreign contracts but we wait for China to seriously enter the market beyond the small arms and drones it currently exports. Europe will continue to rely on exports for any new armaments programme it launches, but there will be fierce competition from the US and new market players. For Europe, this poses a particular dilemma because the European market is home to intra-EU competition and competition from American firms too – the US market is still overwhelmingly closed to European or other global firms. Of course, Europe can still maintain its military edge in this

climate by simply buying off the shelf American solutions, but at what cost to its defense technological and industrial base? If European governments are serious about ensuring an adequate level of strategic autonomy in defense, then investment is key: reliance on the European Defense Fund while governments slash defense budgets will not do. Yet, there is a bigger challenge on the horizon. We may fool ourselves that the problems facing the European defense market are economic in nature (e.g. consolidation, fragmentation, duplication etc.). The reality is that the problem is political. European governments have not yet collectively decided on what type of defense actor the Union should become, and they may be incapable of doing so. This is a core problem in European defense. Industry needs governments to lead with major defense capability programmes and a clear sense of the likely future demand is required. What is more, European governments need to be more open about the types of defense technologies they want to be able to autonomously develop, purchase and use together. Without an answer to this question, European defense is likely to disappoint – again.
