Economic uncertainty weighs on new home sales
E
levated borrowing costs, rising inflation and broad economic uncertainty continue to curb buyer demand and hold back new home sales. Sales of newly built single-family homes declined 10.5% in July to a seasonally adjusted annual rate of 607,000, following a sharply upwardly revised June estimate, according to newly released data from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The pace of new home sales was 6.3% lower than a year earlier. “New home sales fell in July to their slowest pace since the start of the year as affordability challenges limited home buyer traffic,” said Bill Owens, chairman of the National Association of Home Builders (NAHB) and a home builder and remodeler from Worthington, Ohio. “NAHB surveys show that a majority of builders continue to offer sales incentives, including mortgage rate buydowns, to support new home sales.” “The single-family home building market is on track for a second consecutive annual decline in 2026,” said NAHB Chief Economist Robert Dietz. “New home sales are down more than 4% on a year-to-date basis. NAHB research and economic data show community builders continue to outperform

the broader market, while the Northeast remains a relative bright spot, with new home sales up nearly 9% year-to-date.” A new home sale occurs when a sales contract is signed, or a deposit is accepted. The home can be in any stage of construction: not yet started, under construction or completed. In addition to adjusting for seasonal effects, the July reading of 607,000 units is the number of homes that would sell if this pace continued for the next 12 months. New single-family home inventory in July rose to 488,000 units, up 1.9% from June, and down 1.6% compared to a year ago. This represents an elevated 9.6 months’ supply at the current building pace, the highest measure since January. The median new home sales price in July fell 2.3% from June to $393,800 and was down 0.9% from a year ago. The new home sales market is showing relative strength at the higher end of the market. The market share of new home sales priced above $800,000 increased from 5% a year ago to 8% in July. Regionally, on a year-to-date basis, new home sales are up 8.8% in the Northeast but fell in the other three regions, with declines of 6.4% in Midwest, 3.7% in the South and 6.4% in the West. n

Housing starts retreat on market headwinds

ousing starts fell in July as economic uncertainty, rising construction costs, labor shortages and elevated financing expenses continued to challenge builders. Overall housing starts decreased 12.4% in July to a seasonally adjusted annual rate of 1.24 million units, according to a report from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The July reading of 1.24 million starts is the number of housing units builders would begin if development kept this pace for the next 12 months. Within this overall number, single-family starts decreased 9.9% to an 808,000 seasonally adjusted annual rate and are down 15.7% compared to July 2025. The multifamily sector, which includes apartment buildings and condos, decreased 16.8% to an annualized 431,000 pace and
are down 8.9% compared to July 2025. “Builders continue to face significant challenges from elevated construction costs and affordability pressures,” said Bill Owens, NAHB chairman. “Higher mortgage rates are keeping many prospective buyers on the sidelines, while rising material, gas and diesel costs are adding to the cost of construction. These challenges are making it increasingly difficult for builders to deliver homes at prices that buyers can afford.” “The July decline in housing starts reflects broader weakness in the housing market,” said Danushka Nanayakkara-Skillington, NAHB’s assistant vice president for forecasting and analysis. “Builders remain cautious as elevated mortgage rates, rising construction costs and economic uncertainty continue to limit demand. uilder sentiment remains muted from economic and geopolitical uncertainty, elevated mortgage rates and rising construction costs. Builder confidence in the market for newly built single-family homes inched up one point to 35 in August, according to the NAHB/Wells Fargo Housing Market Index (HMI) released recently. “While builder sentiment edged higher in August, builders continue to contend with high construction costs and broader economic uncertainty,” said NAHB Chairman Bill Owens. “Rising gas and diesel prices are pushing up material costs, and spec home building remains weak as many prospective buyers stay on the sidelines. However, the Midwest remains a bright spot for the home building industry, with new home sales up in that region more than 2% so far in 2026.” “Our latest builder survey continues to show signs of weakness in the home building market,” said NAHB Chief Economist Robert Dietz. “August marked the 16th straight
month that at least 30% of builders reported cutting prices to support demand, as well as the 16th consecutive month with the HMI below 40. Custom home builders continue to report stronger market conditions than spec builders, reflecting better conditions at the higher end of the market. Smaller, less dense markets are also outperforming larger metropolitan areas, and smaller builders report relatively stronger conditions than larger builders.” The latest HMI survey also revealed that 35% of builders cut prices in August, down

Looking ahead, permits are trending positively for both single-family and multifamily construction.” On a regional and year-to-date basis, combined single-family and multifamily starts were 11.7% higher in the Northeast, 4.5% lower in the Midwest, 3% lower in the South and 3.8% lower in the West. Overall permits increased 5% to a 1.44-million-unit annualized rate in July. Single-family permits increased 2.5% to an 894,000-unit rate and are up 1.1% compared to July 2025. Multifamily permits increased 9.4% to an annualized 549,000 pace and are up 6.4% compared to July 2025. Looking at regional permit data on a year-to-date basis, permits were 14.3% higher in the Northeast, 2.6% higher in the Midwest, 4.7% lower in the South and 2.1% higher in the West. The number of single-family homes under construction is at 579,000 units, while number of apartments under construction is at 683,000 units. n

The use of sales incentives was 63% in August, unchanged from the previous month. Derived from a monthly survey that NAHB has been conducting for more than 40 years, the NAHB/Wells Fargo HMI gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The index measuring current sales conditions increased two points to 39, while the indexes for future sales expectations and prospective buyer traffic held steady at 43 and 23, respectively. Looking at the three-month moving averages for regional HMI scores, the Northeast fell one point to 44, the Midwest held steady at 45, the South fell two points to 31 and the West was unchanged at 27. n

Over 300 golfers competed in the annual event while enjoying food and beverages from a course filled with tournament sponsors.
