The Pew Charitable Trusts has reported that Pennsylvania ranked near the bottom nationally for the share of homes approved to be built from 2017 to 2023, and it specifically highlighted the Philadelphia suburbs as places where population growth outpaced the addition of new homes.
Pew’s breakdown is especially telling for the counties buyers most often cross-shop: from 2017 to 2023, Philadelphia permitted proportionally more housing than its suburbs, while some suburban counties added relatively little—Pew cites housing growth via permits as low as 1.2% in Delaware County and 2.4% in Bucks County over that period, alongside substantial rent growth across neighboring counties.
The paradox is that there can be “more to choose from” than the feverish peak years, yet still a shortage of the exact
product buyers want. A move-in-ready, well-maintained home in a precise pocket—close to a town center, in a highly sought-after school district, or on a quiet, established street—still draws outsized attention compared to the rest of the market.
Meanwhile, homes that ask buyers to underwrite uncertainty—deferred maintenance, unclear renovation scope, awkward layouts, or compromised location convenience—are more likely to linger. It’s less a blanket shortage than a shortage of confidence.

The winning listings aren’t necessarily the newest; they’re the ones that feel easiest to live in immediately and easiest to maintain over time.
Layouts have also become less ideological. A real office that isn’t a dining-room corner, storage that functions, and outdoor space that feels intentional (not improvised) are examples of features that distinguish homes in this market.

• School district quality: For many families, the purchase is as much about district as it is about house. In high-demand districts, mid-century colonials, split-levels, and ranches can trade at a premium when they’re well-kept and legible—good bones, sensible upgrades, and a layout that supports a typical weekday lifestyle.
• Countryside privacy and land: In more remote parts of Bucks County and Chester County, the value proposition shifts toward acreage, quiet, and an estate-like feeling. Here, “turnkey” means the property’s condition and stewardship are clear
enough that the buyer understands what they’re taking on.
• Convenience and value pockets: In areas that offer strong access and livability without the highest-tier premiums, buyers still respond to clean presentation and realistic pricing. These neighborhoods can feel less frenzied, but they’re not immune to the pattern that the most straightforward, well-maintained homes move first.
The tone has matured. Buyers are typically more inspection-forward, more appraisal-aware, and more willing to pause when the price doesn’t match the friction.
