Check-off Program Decision Due A

group representing domestic and export pellet manufacturers and woody biomass power producers is nearing a decision on whether to move forward with a formal effort to implement a “check-off program” that would seek to expand markets and support R&D, education and a positive public image for all segments of the wood-to-energy industry. Administered by the U.S. Dept. of Agriculture, the USDA Research and Promotion Program has been around more than 50 years and most Americans are familiar with the “Got Milk?” and “Beef: It’s What’s for Dinner” campaigns (along with a lot more) funded by the respective dairy and cattle industries. Such marketing, R&D and education initiatives are funded by the industry itself, as industry players donate a percentage of revenues. The Wood-to-Energy Check-off Work Group is composed of nine volunteers, three each from the domestic pellet, export pellet and biomass power industry segments. Officials with the Biomass Power Assn., Biomass Thermal Energy Council, Pellet Fuels Institute and U.S. Industrial Pellet Assn. have also been involved as advisors. Working with help from the U.S. Endowment for Forestry and Communities (USEFC), which has provided some financial and organizational support, the Wood-to-Energy Check-off Work Group is finishing up an informal straw poll that asked producers in each segment if they were in favor, opposed or needed more information to decide—and also asked for opinions and suggestions. The work group is taking the information and coming to a decision in early spring on whether to formally pursue a checkoff program, which includes developing concrete proposals as to how it will work and taking that to USDA. According to Bob Simpson, managing consultant for the project, the group and overall industry is about a year into what will be a 24-30 month process, culminating in a binding, up-or-down vote administered by USDA if the decision is made to formally pursue it.

“I believe the overall industry is positive toward it,” says Rob Davis, president of Forest Energy Corp. and a member of the working group. “I believe the majority see the need for research and education, and most of us see this as a long-term solution.” The USEFC has been involved with a softwood lumber checkoff program that passed in 2011, and a hardwood lumber checkoff program that failed in 2015. Carlton Owen, president and CEO of USEFC, says that in his experience the biggest reason for opposing a checkoff program is philosophical: A lot of business owners simply don’t want to deal with the government unless necessary. Also, he adds, many say they don’t want any help marketing or educating consumers. Other simply may not want to pay out the assessments. A more homogenous softwood lumber industry was able to pass a checkoff program while the more fragmented hardwood lumber industry was not. The initiatives possible under a checkoff program can provide key support in developing and growing markets. For an industry such as ours, a checkoff program, if it happens, should establish and develop a beacon, a signpost, if you will, telling and promoting what the industry is all about and how consumers and others can benefit.

■ in the news Clean Power Plan Considers Biomass The Environmental Protection Agency’s “Carbon Pollution Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units,” also called the “Clean Power Plan,” was published in the Federal Register in mid-October, which launched a 90-day and possibly longer public feedback period before a possible revision and implementation. According to EPA, the Clean Power Plan will reduce carbon pollution from the power sector by 32% (870 million tons less) by 2030, while reducing emissions of sulfur dioxide from power plants by 90% and nitrogen oxides by 72%. The measure is a reflection of the U.S. commitment toward addressing climate change and carbon dioxide pollutants, according to EPA. It establishes interim and final carbon dioxide emission performance rates for two subcategories of existing fossil fuel-fired EGUs: fossil fuel-fired electric utility steam generating units and stationary combustion turbines. The Plan provides guidelines for the development, submittal and implementation of state plans, allowing renewable energy standards and programs as part of those plans. It also allows for “emissions trading” between states and power plants. “States can tailor their plans to meet their respective energy, environmental and economic needs and goals, and those of their local communities,” according to EPA. The EPA plan cracks the door open for new forest biomass power generation as part of renewable energy considerations in the state plans, but doesn’t guarantee acceptance of biomass as carbon neutral. Biomass power plants in operation in 2012 or earlier are exempt because only affected EGUs using fossil fuels are subject to emissions reductions requirements. Biomass is defined as a compliance strategy in the CPP.

Some industry groups are contesting the Plan’s lack of commitment toward biomass. Generation from new or expanded facilities that combust qualified biomass to produce electricity can replace generation from affected EGUs. However the Plan states, “While the EPA believes it is reasonable to consider generation from these fuels and technologies to be forms of RE generation, the fact that they can produce stack emissions containing CO2 means that a section plan seeking to permit use of such generation to serve as the basis for issuance of ERCs (emission rate credits) must include appropriate consideration of feedstock characteristics and climate benefits. Specifically, the use of some kinds of biomass has the potential to offer a wide range of environmental benefits, including carbon benefits. However these benefits can only be realized if biomass feedstocks are sourced responsibly and attributes of the carbon cycle related to the biomass feedstock are taken into account.” The Plan also states, “It is not scientifically valid to assume that all biogenic feedstocks are ‘carbon neutral’ and that the net biogenic CO2 atmospheric contribution of different biogenic feedstocks generally depends on various factors related to feedstock characteristics, production, processing and combustion practices.” The Plan emphasizes the importance of the country’s forests in removing greenhouse gas emissions each year, and emphasizes EPA’s ongoing role in further scientific assessment of those measurements. EPA says it anticipates some states considering the use of biomass-derived fuels used in electricity generation as a way to control increases in CO2 levels, but adds, “Not all forms of biomass are expected to be approvable as qualified biomass (i.e., biomass that can be considered as an approach for controlling increases of CO2 levels in the atmosphere).” The Plan adds that state plan

submissions must describe the types of biomass that are being proposed and how those feedstocks can control increases of CO2 levels. “Forest biomass feedstocks may be acceptable if the state-supplied analysis of proposed qualified feedstocks can adequately demonstrate that such feedstocks appropriately control increases of CO2 levels and can adequately monitor and verify…” Under the Plan, states must submit implementation plans or an initial submittal with an extension request by September 6, 2016, and final complete state plans must be submitted no later than September 6, 2018. The Plan provides 15 years for full implementation of all emission reduction measures. In late December, American Forest & Paper Assn. (AF&PA) and American Wood Council (AWC) filed a joint petition for review in the D.C. Circuit Court over the EPA’s treatment of biomass energy in the Clean Power Plan. Robert Glowinski, president and CEO of AWC, comments, “Our industry strives to be as energy efficient as possible and is one of the leaders nationwide in the use of carbon-neutral biomass energy. Over 75% of the energy at our member companies’ wood products facilities is generated from biomass. After reviewing EPA’s Clean Power Plan, it appears that the rule may place unnecessary and inappropriate restrictions on states’ use of biomass energy as part of their plans to reduce CO2 emissions from electric power generation. This litigation seeks to protect biomass energy use as a critical component of renewable power. When biomass is used, it helps to reduce greenhouse gas emissions from fossil fuels.” Murray Energy Corp., the largest underground coal mining company in the U.S., has filed a lawsuit against the Obama Administration, challenging the Clean Power for imposing “strict, unlawful greenhouse gas standards for existing power plants.”

Ince Bio Power Picks Up Pace CoGen Ltd. announced the successful financial package for the Ince Bio Power 21.5 MW biomass power generation project at Protos, formerly known as Ince Park, in Cheshire, UK, where construction has commenced. The Ince Bio Power project will be the fourth biomass power project by developer CoGen and follows the projects of Birmingham Bio Power in the West Midlands, Welland Bio Power in Northamptonshire and Dartmoor Bio Power in Plymouth. Ince Bio Power is the first of a pipeline of CoGen projects to be fully financed in an all-equity transaction by Bioenergy Infrastructure Group (BIG), the recently announced waste infrastructure investment platform comprising stakeholders Infracapital, Aurium Capital Markets, Foresight Group and Helios. The plant, which will qualify for 1.8 Renewable Obligation Certificates (ROCs) for the first 19 plus years of its lifespan, will implement an Advanced Conversion Technology (ACT) process to convert 170,000 tonnes per annum of recovered waste wood into clean renewable energy, enough to power around 40,000 homes. The electricity produced will be purchased by nPower under a long-term Power Purchase Agreement (PPA), while the recovered

pointed as O&M contractor. The plant is expected to export its first power in 2017. Anthesi’s commercial due diligence team conducted the waste wood feedstock market, anchor feedstock supplier and supply chain evaluation on behalf of the developer. CoGen, formed in August 2014 through the merger of two leading players in the renewables sector, O-Gen UK and Carbonarius, has in construction over 50 MW of gross generation capacity from UK wood gasification plants and is currently in the process of developing a further six projects totaling 80 MW of gross generation capacity which are anticipated to reach financial close prior to the end of 2016. CoGen reports it is interested in talking to other developers about their plans with a view to offering assistance if required.

Bioenergy Infrastructure Group (“BIG”) is a new independent power producer established to invest in the greenfield construction of biomass plants in the UK. Peel Environmental brought forward and consented to the Protos development, previously known as Ince Resource Recovery Park.

Lynemouth Project Receives Green Light European Commission has concluded that UK support for the conversion of the Lynemouth power station from coal to biomass complies with EU state aid rules. The Commission found that the project will further EU environmental and energy goals without unduly distorting competition. In December 2014 the UK notified of plans to subsidize the conversion of the coal-fired Lynemouth

power plant to biomass. The plant would be able to generate 420 MW of electricity running exclusively on wood pellets. The UK Government intends to support the project in the form of a premium paid on top of the market price of the electricity generated (a so-called “Contract for Difference”). The project will receive aid until 2027 and, according to UK estimates, will generate about 2.3 TWh of low-carbon electricity per year. The plant is due to use approximately 1.5 million tonnes of wood pellets per year, mainly sourced from the U.S., Canada and Europe. The Commission opened an indepth investigation in February 2015 to assess whether the terms and conditions of the UK support, and in particular the financial calculations and estimates regarding key cost parameters, would avoid overcompensation. In light of the

comments received from interested third parties as well as detailed technical information submitted by the UK, the Commission is now satisfied that the submitted parameters are robust and present no risk of overcompensation. The Commission’s investigation also did not find any evidence of market distortion in the global wood pellets market. Finally, it is satisfied that the measures will not lead to undue distortions of competition in the market for other wood-based products. mitment to protecting the region’s forests and environmentally sensitive areas: First, the Endowment has identified four specific types of sensitive bottomland forest ecosystems through consultation with leading independent academic and environmental organizations. These areas will be priority conservation targets for the Enviva Forest Conservation Fund. Second, the Endowment will appoint a science-based review team to develop enhanced forestry practices for working bottomland forests, building on the generations-old tradition of sustainable forestry for these lands. This “blue-ribbon committee” will recommend specific additional measures to define and protect sensitive areas, which Enviva will incorporate into its wood supply practices. “Southern forests help clean our water, shield us from storms, and serve as home to many species of wildlife, while at the same time providing jobs and economic opportunity for rural families and private landowners,” says Carlton Owen, the U.S. Endowment’s president and CEO. “The Enviva Forest Conservation Fund will permanently protect some of the most sensitive bottomland forests in Virginia and North Carolina and will improve the sustainable management of others. We are especially pleased to be working with Enviva to advance these important goals.” The Enviva Fund will focus on about 35 North Carolina and Virginia counties that include about 6 million acres of forests of all types. Of this total, about 20% are bottomland forests. To prioritize grant-making opportunities for the Enviva Forest Conservation Fund, the Endowment identified four distinct ecosystems worthy of conservation: cypress-tupelo swamps, Atlantic white cedar stands, pocosins and Carolina bays. In developing its recommendations, the Endowment consulted with a range of other organizations, including state fore-

stry agencies in Virginia and North Carolina, the U.S. Forest Service, U.S. Fish & Wildlife Service, Natural Resources Conservation Service, and land trusts in both states.

Weyco, Plum Creek Form Timber Giant Weyerhaeuser Co. and Plum Creek announced a merger that will leave nearly two-thirds majority ownership in Weyerhaeuser shareholder hands. The combined company creates a $23 billion timber REIT (Real Estate Investment Trust) with more than 13 million acres of timberland in the U.S. Weyerhaeuser brings 6.9 million acres and Plum Creek 6.3 million acres to the deal. The combination becomes the largest private timberland owner in the U.S. and encompasses 7.3 million acres in the South (56% of company land), 3 million in the Pacific Northwest (22%) and 2.6 million in the North (20%). The new venture will also own 323,000 acres in Uruguay. The combined company will retain the Weyerhaeuser name. As previously announced, Weyerhaeuser intends to move its headquarters to Seattle in mid-2016.

Pellet Industry Doesn’t Threaten South The U.S. export of industrial wood pellets to meet renewable energy goals in the European Union is not a threat to the sustainability of U.S. Southern forests, according to a report commissioned by the U.S. Endowment for Forestry and Communities, National Alliance of Forest Owners (NAFO) and the U.S. Industrial Pellet Assn. (USIPA), and conducted by independent forest analysts and economists using U.S. government and marketplace data. “This report puts to rest concerns that wood pellet export markets pose threats to the sustainability of U.S. Southern forests or the viability of other for-

est products manufacturers,” says Carlton Owen, president and CEO, U.S. Endowment for Forestry and Communities. The report indicates that industrial pellet exports represent a very small part of forest harvests in the U.S. South and will continue to do so into the future. The findings include: l In 2014, pine removals for industrial pellet production totaled 3.7 million tons or 0.3% of the pine pulpwood inventory and 0.09% of the total pine inventory. l In 2014, hardwood removals for industrial pellet production totaled 2.4 million tons or 0.2% of the hardwood pulpwood and 0.06% of the total hardwood inventory. l In 2014, pellet exports from the U.S. South to Europe, which represent the vast majority of U.S. pellet exports, were 3.6 million metric tons, or 40% of Europe’s 9 million metric ton industrial pellet consumption. l Future industrial demand for U.S. pellets overseas represents 0.3% of total forest inventory in the U.S. South. l Realistic demand and market share outlooks show that U.S. industrial exports of biomass pellets to Europe could eventually rise to 10.8 million metric tons. Annual removals to meet this demand would total 25 million tons, which represents 1.0% of pulpwood inventory and 0.3% of total forest inventory in the South. cluding a shipping facility at the Port of Wilmington and a pellet mill in Sampson County, NC. Additionally, the company operates two pellet mills in Mississippi and one in Florida; Enviva is a force with a cumulative production capacity of 2.2 million metric tons (not counting the up and coming Sampson plant), making it the largest industrial wood pellet producer on the globe. Enviva Southampton is nearly a carbon copy of the Northampton facility, as construction of the plants was close-coupled. Northampton started up in late 2012. Southampton had broken ground in July 2012, and production began in 2013. The plants do learn from each other, and share data. It helps standardize operations, making training easier and allowing employees to move from facility to facility. The formula that has worked out so well for the Northampton and Southampton facilities is for the most part being copied for the Sampson County facility, which is scheduled to start up later this year. An example of the opportunity to share engineering tweaks and positive changes on the manufacturing process is the ability to meter dust from the hammermills back into the manufacturing process—a recent addition to the Southampton facility. “We wanted to get a better investment from the equipment itself, so we took a positive pressure system to a negative pressure system, which resolved a lot of issues,” Operations Manager Ryan LaChappelle says. Its bread and butter is the wood-rich mid-Atlantic region with facilities in Ahoskie, NC (365,000 metric tons capacity), Garysburg, NC (500,000 metric tons) and Southampton, Va. (510,000 metric tons) as well as a deep water port terminal at the Port of Chesapeake—with two more projects under construction in-

pressure system has removed any bottlenecks caused by leaks in the rotary air feeders. He notes the cleanliness of the new system, and the huge improvement it made at the plant, so naturally Enviva will carry it over to Northampton to improve their system as well. “Both plants had the issue; we knew the rotary airlocks were the main concern. We were selected first to get it resolved. We flip flop back and forth on projects. There’s some value in having sister plants, the relationship between the plants is very strong,” LaChappelle adds. One difference between Northampton and Southampton is that Southampton was developed more for processing pine. But the procurement challenge increased as an area pine pulp mill came back on line. Consequently, Southampton today processes mostly hardwood. Plant Manager Richard Lamb, who came over from the Green Circle Bio Energy pellet plant (which Enviva purchased last year), LaChappelle and their team have made the adjustment. “The company has invested a lot to bring us where we need to be, and we are already exceeding plant expectations in terms of the capacity we were designed for,” LaChappelle says. Design capacity at Southampton is 510,000 metric tons. The company’s overseas customer base, especially in Europe, takes everything Enviva can produce. Last fall Enviva sent its first container shipment to Korea.

The mill works closely with the Northampton plant.

Wood Flow “It’s pretty straightforward process,” LaChappelle says. Southampton runs 24/7/365. By consuming a little more than 30,000 tons of raw material every day, the plant produces 17,000 tons of pellets. It maintains a mix of older material going into the plant for production consistency. Trucked in microchips from logging contractors run through the truck dumps, while a crane unloads log trucks and organizes the wood yard. Logs are debarked in a drum debarker and chipped. Sixty-five percent of the material is disc chipped; the radial cut of a disc chipper helps cut down on a large variation. Pine is separated from hardwood due to permit regulations. Another conveyor transports bark, which travels to a hog and is processed down to about one-inch minus to power the furnace—nothing brought in is wasted by Enviva. Some outside bark is purchased from papermill residuals or log tracts, since the plant does not have enough bark to sustain operations. Material is mixed, loaded into hoppers and run through green hammermills. The hammermills bring the size to roughly half an inch, and material is collected in a downstream collecting bin, which serves as a prep for the dryer. Material is fed through the drum dryer as the heat increases up to 6,000°. LaChappelle estimates that the fiber moisture content is about 42-44%; after drying the goal is to have an 18-20% content. the heat drops off to about 200210°. Hoppers collect material that is already sized for the pellet mill. Material not sized properly drops down to dry hammermills and is processed down to a 2 mm size. LaChappelle notes that 80% of material coming out of the dryer ends up being reprocessed by the dry hammermills—which creates a lot of dust needing to be aspirated. Enviva makes use of baghouses with ID (induced draft) fans to create space and air flow allowing for dust to be collected and metered back into the manufacturing system. Southampton’s holding silo has an 85-ton capacity. Southampton has 12 pellet mills, each with a capacity of 7.5 tons per hour. The system feeds material from the top down, first into ripening bins then preconditioning bins before finally entering the pellet mills. Three of these bin setups feed four pellet mills each. LaChappelle notes that each pellet mill uses a flat, stationary die leaving only one moving part in the mill, the roller head. The roller head compresses material on top of the die, pressing material through at a about a 12% moisture content, and once the pellet comes out the other side, the moisture

content is about 7-8%. Given that the pellets come out of the mill at a relatively high temperature, the floor underneath is designed to act as a cooling area, cutting down on the likelihood of any breakage. He explains that this process allows for the pellets to harden enough not to crumble or lose more fines. “It makes for a better quality product.” Pellets travel on an accepts conveyor to a shaker to get rid of any loose fines. Shaker removed fines drop below the blow line and are returned into the system to be reprocessed. The holding silo for the acceptable, ready-to-ship pellets has a capacity of 1,200 tons—a little less than a full day’s inventory. Trucks keep a good clip moving to the port on a 5-9 schedule. Some of Enviva’s key equipment suppliers include Agra, Aircon, Bliss, CEM, Flamex, Geoenergy, Kahl, P&H, Phelps, Price LogPro, Senebogen, Volvo and Williams.

Maintenance Schedules The team at Enviva believes that the key to consistently maintaining equipment is keeping a

schedule and being as proactive as possible. Pellet mill operators for example are responsible for the daily checking of the tooling and the gap is properly set, making sure there isn’t anything that could cause a defective die or broken tooling. The maintenance staff is focused primarily on targeted corrective and proactive maintenance. “These are things we know are common failure points, so we keep an eye on them,” LaChappelle explains. As a supplement, the plant has one scheduled three-day outage in the fall, where nearly every system will experience maintenance and/or process improvements of some kind. Virginia’s weather can be considered temperamental—while the area does not always get snow in the winter, it’s always a possibility. One thing that is certain is the blistering heat of the summer. Permanent air conditioning helps operators in the pellet mills control their area as temperatures climb to upwards of 110°. Enviva is firmly committed to safety. Twelve administrative personnel sit in on daily safety meetings, where discussions center on what needs to be improved upon. These meetings act as a springboard for what is on the maintenance team’s schedule as well as new safety plans and projects.

Sustainability Targets By Andrew Macklin POINT TUPPER, Nova Scotia ven before the Government of Nova Scotia introduced its Renewable Energy Plan in April 2010, Nova Scotia Power understood the opportunity that was in front of it at Point Tupper. It was 2009 when the original project was conceived, recognizing that the biomass boiler at the Point Tupper site had been underutilized by NewPage. Stora had installed the system in 1983 as a way to burn excess bark and spruce budworm-killed wood. The initial agreement negotiated with NewPage stated

that Nova Scotia Power (NSP) would absorb the entire capital cost of the project, pegged at $208 million, with NewPage providing the personnel to operate the facility. But in 2011, amidst the continued decline for demand of paper products on a global scale, NewPage filed for CCAA protection. CCAA (Companiesâ€™ Creditors Arrangement Act) allows companies owing a minimum of $5 million to creditors to restructure its business and financial affairs while avoiding bankruptcy. The mill shut down in September, forcing NSP to re-evaluate the merits of the Point Tupper project without having the NewPage infrastructure in place. After careful consideration the project was re-started

independent of NewPage’s involvement. Shortly thereafter, the mill was sold to Pacific West Commercial Corp., and the mill was re-started in October of 2012 with the supercalendared paper and thermomechanical pulp lines in operation.

Moving Forward The boiler potential and the need for firm, consistent renewables to meet the targets of the Renewable Energy Plan were driving the $208 million investment forward. That was then complemented by successful negotiations with the new tenant, operating the mill as Port Hawkesbury Paper, for both the sale of steam, and fuel management throughout the site. The $208 million investment included three basic components. The single largest investment was the construction of the turbine hall and the installation of the turbine. The 150 tonne steam turbine was built by Mitsubishi Heavy Industries at its facility in Yokohama, Japan, and was delivered to the site in April 2012. A second truck dumper and chip silo were necessary for primary biomass handling, along with the associated conveyors and secondary infrastructure necessary. There was also the need for a significant modification of the boiler. The boiler was originally designed for an output of 60 kg/sec of oil and gas, but only 40 kg/sec when using biomass. Upgrading the boiler to the desired 60 kg/sec output using biomass meant bigger drives for the ID fans, as well as reinforcement of the duct work to handle the higher air flows. The 60 kg/sec output is equal to the 60 MW of power that NSP wants to be able to generate at capacity. According to NSP, 60 MW will provide the power needed for approximately 50,000 homes. However, there are also the demands of Port Hawkesbury Paper to take into account, which uses approximately 25% of the produced power when the mill is operating at capacity. Overall, the entire power production represents as much as 3.5% of the province’s power-generation needs.

Fiber Factors One of the biggest hurdles with meeting the desired output is the acquisition of fiber. Producing 60 MW on a consistent basis, and an estimated 350 gigawatt hours per year, means consuming up to 2,000 green tonnes of biomass per day and a total of up to 500,000 green tonnes per year. “We actively buy bark from other sawmill producers,” says Jeff Campbell, plant manager for Nova Scotia Power at Point Tupper. “We also have woodland contractors that are out securing biomass for us, primarily from the seven counties surrounding our site.” That’s not an easy task when considering the state of the forest industry in Nova Scotia. The combination of the recession and the weakening global demand for paper proved to be more than many contractors could survive. “The demise of the CCAA with the paper mill (NewPage) turned out to be very challenging for the woods contractors,” Campbell stated. “There were a lot that went out of business during that period. So even with the paper mill starting back up and us shortly thereafter coming online, many of the contractors chose not to return to the wood harvesting industry. So the biggest challenge has been a combination of contractor availability and the overall decline in the forestry sector in the province.” That has led Nova Scotia Power to look elsewhere for fiber, both for availability and for the best price point. In 2014, NSP imported approximately 55,000 green tonnes of bark from sawmill operations in Quebec. The bark was shipped by barge, which was then offloaded at the dock facility shared by NSP and Port Hawkesbury Paper. “The choice to go to Quebec was primarily an economic one, as we do strive to find the lowest overall cost fuel supply,” Campbell says. “It was an attractive economic proposition for us.” The price point that NSP offers to purchase bio-

mass for has not changed since startup in 2013. And while there is not an overabundance of biomass currently in Nova Scotia, NSP has managed to keep its supply at the levels it set out to maintain.

Biomass It has been speculated at various times throughout the past few years that NSP was supplementing its supply of biomass wood with higher-value logs that should actually be shipped to pulp and lumber producers. But according to Campbell, the numbers just don’t add up: “There is a strong economic motivator for logs to go to the right buyer. The next closest competitor to biomass would be Grade Three hardwood sawlogs, which commands a 30% premium in the market. The highest quality Grade One hardwood sawlogs are worth three times as much as biomass.” The operation has also been subject to a series of audits intended on, in part, ensuring that the company is using the right type of fiber for power generation. “We have an extremely aggressive auditing program,” Campbell says. “We are regulated by the Department of Natural Resources, the Renewable Energy Standard, the Department of the Environment and the URAB (Nova Scotia Utility and Review Board). We meet all of our regulated requirements.” NSP has also conducted extensive audits of its own in the first two years of operation. The company’s own team has conducted 132 audits, and two procurement managers have conducted an additional 230 inspections. Between the hauling and harvesting operations, it is estimated that approximately 200 jobs are partially or fully reliant on the fiber provided to NSP. That is complemented by 34 full-time Nova Scotia Power staff, as well as 10 full-time contract staff responsible for the fuel handling and wood yard.

Staffing requirements at the site have not been an issue thanks to the programming available at Nova Scotia Community College in Port Hawkesbury. The College offers a Power Engineering program, which graduates students as 3rd class Power Engineers. Of those students, approximately 20 each year are welcomed to the NSP site to fulfill their eight-week work placement requirement, and NSP has had success hiring some of the best students from the program, many of whom are looking for solid employment in the field within the community. That has been a significant contributor to the early success of the bioenergy project at Point Tupper. The team at Point Tupper is still learning, refining the

operation and finding efficiencies when possible. Nova Scotia Power officials have experience handling fuels like coal, oil and natural gas, but not as much with biomass. Thatâ€™s why operational leaders are working on taking an active role in the Canadian biomass industry, learning from industry experts from across the country and around the world. So far, the success of the Point Tupper operation has provided a new example for successfully providing renewable, clean energy for thousands of homes and businesses throughout Nova Scotia. ■ product news Gasification Plant Bound For Lebanon PHG Energy is designing and building a new gasification plant at the city of Lebanon, Tenn. waste water treatment facility. Tens of thousands of tons of sewer sludge, used tires and industrial wood waste will be processed each year, producing electricity to help power the treatment plant and diverting those materials from area landfills. The installation will mark the 14th commercial downdraft gasification unit for PHG Energy, and will include utilization of the world’s largest downdraft gasification unit with a full capacity throughput of 64 tons per day. Gasification is a clean thermo-chemical process that breaks down biomass-based material in a high-heat and low-oxygen environment. There is no incineration or burning involved in the process. The only residue after production of synthetic fuel gas is a carbon biochar that has multiple agricultural, industrial and direct fuel uses. The syngas is used to power an Organic Rankine Cycle generator that will provide for the gasification operation’s internal needs, and deliver up to 200 kw directly to the operation of the waste plant. Tennessee Dept. of Environment and Conservation (TDEC) awarded the project funding of $250,000 through the Clean Tennessee Energy Grant program, and facilitated a subsidy of 70% of the $3.5 million financing’s interest cost through the Federal Qualified Energy Conservation Bonds program.

This chipper knife system makes it simple to diversify into chipping applications without a complex conversion kit or a second machine. “Unlike other grinder to chipper conversion packages, the Rotochopper Key Knife system is simple, reliable and adds more flexibility to our B66,” says Steve Marks of Marks Lumber in Clancy, Mont. “Because this system is simple, there are fewer problems the operator has to deal with when downtime occurs. Also, with this system we can add more value-added products to our line of products made with our B66. Simply said, as with other Rotochopper equipment, there is great value in the Rotochoppper Key Knife package.” To switch from grinding to chipping, the operator does not need to swap the whole rotor drum or as-

semble a complex overlay onto the grinding rotor—the operator simply swaps the grinder tooth mounts with chipper knife mounts. A single operator can switch from grinder teeth to chipper knives quickly and easily: No rod pullers or other specialized tools required (just a torque wrench). No need to swap rotors, re-align sheaves, or re-tension drive belts. Just two bolts per knife mount and two bolts per knife clamp. This system utilizes patented Key Knife technology to minimize knife replacement costs. Key Knife chipping inserts are indexable (reversible). By simply loosening the knife clamp bolts, the operator can flip the knife to utilize a second chipping edge. A Key Knife insert uses significantly less steel than a traditional chipper knife, making handling and re-

placement easier. The chipper blade on each mount is much narrower than traditional chipper knifes, helping to minimize the maintenance costs that can result from rocks, metal and other contaminants. Visit rotochopper.com.
