PUC and the GPL

The latest findings of the Public Utilities Commission (PUC)ontheperformanceofGuyanaPowerandLightInc. (GPL)shouldtroubleeverycitizenwhodependsonastable andreliableelectricitysupply

The numbers are not just disappointing they are damning. When a national utility meets only 2.5 out of 8 performancetargets,itisnotmerelyunderperforming;itis failinginafundamentalway

Yet, what is even more troubling than GPL’s chronic inefficiencyistheregulatoryresponse.Onceagain,thePUC hasoptedforleniency Nopenalties.Nofirmconsequences. Onlygentleremindersandhopefulexpectationsthatthings willimprove.

Thisapproachhasbecomealltoofamiliar

The Commission’s own report acknowledges “significantconcerns”aboutsystemreliabilityandfinancial performance.Thesearenotminorissues.Reliabilityspeaks to the daily experiences of households and businesses blackouts, voltage fluctuations, damaged appliances, interruptedproduction.Financialperformance,ontheother hand, determines whether GPL can sustain itself without becominganever-growingburdenontaxpayers.

And still, despite these glaring deficiencies, GPL is effectivelybeinggivenanotherpass.

Thejustificationforthisregulatorysoftnessisnotnew Theutilitypointstolabourshortages,infrastructureworks, andexternalfactorssuchasaccidentsandelectricitytheft.

ThePUCitselfhascitedissueslikevehiculardamageto infrastructure,globalsoftwareupdates,andthemigrationof skilled workers to the oil and gas sector These are real challenges,yes—buttheyarenotnew,noraretheyuniqueto Guyana.

Thequestionthatmustbeaskedissimple:atwhatpoint doexplanationsbecomeexcuses?

GPL’s performance history shows a pattern of incremental improvements overshadowed by persistent underachievement.

Forinstance,whilethenumberofcustomerinterruptions fell from 126 to 86, this still exceeded the target. System losses, instead of declining, actually increased to 25.43 percent—well above the acceptable benchmark. These losses, driven by technical inefficiencies and electricity theft,representmillionsinlostrevenueannually.

Thisisnotacompanyonthebrinkoftransformation;itis onestuckinacycleofpartialprogressandrecurringfailure.

To its credit, the PUC has acknowledged some areas of improvementbettergenerationavailability,modestgainsin voltage regulation, and progress in billing. There is also mention of ongoing investments in substations, renewable energy, and advanced technology.Theseare positive steps, but they are not enough to offset the broader picture of underperformance.

More importantly, progress without accountability is a dangerouscombination.

Whenaregulatedmonopolyconsistentlyfailstomeetits targetsandfacesnorealconsequences,whatincentiveexists for meaningful change? Regulation, by its very nature, is supposedtoenforcestandards,notmerelyobservethem.By repeatedlychoosingleniency,thePUCrisksunderminingits own authority and sending the wrong signal to GPL that mediocrityisacceptable.

Consumers,meanwhile,continuetobearthecost. Theypayforunreliableservice.Theyabsorbtheimpact of outages. They endure the inefficiencies of a system that cannot meet modern standards, even as Guyana positions itself as a rapidly developing, oil-rich nation. Reliable electricity is not a luxury; it is a basic requirement for development. Without it, ambitions for industrial growth, digital transformation, and improved quality of life will remainconstrained.

I wish to thank the organizers for inviting me and helping to satisfy the legalrequirementswhichwouldinclude theneedtoconsultthepublicandsatisfy theirconcerns.

For the benefit of the Guyanese public and the EPAI wish to share my experience.

We received a hard copy document titled “The Longtail Development Project” a document consisting of 48 pages representing that it was a “Plain Language Summary o

Environmental Impact Assessment (EIA) for the Longtail Development Project, including the key findings of the EIA and the measures that ExxonMobil Guyana Limited (EMGL) will put in place to manage potential impacts.”

Therewereabout25personsseated when the presentation began although there were about 2 minutes to spare before the scheduled start time (17:00 hours). There was no loss, as it turned out, because the presentation was redone for those who were not there at thestart.

After each presentation, it was announced that questions would be addressedineitherofthreesmallgroups which those present were expected to join. There were about two or three facilitators per group One group addressed environmental matters. We wereinstructedthatthequestionsraised would be recorded on paper for the benefitoftheorganizers.

IntheenvironmentalgroupwhichI joined, there was no microphone provided although each questioner was competing with the noise from a floor fan.Ourfacilitatorofferedtorepeatthe question for my benefit. There were about10peopleinthatcluster

Hisdeputywassomeonewhospoke in a thick foreign accent. I had more difficulty understanding his responses thanthequestionswhichcameinbarely audible (to me) English. I was only aboutfivefeetawayfromtheheadtable. In fact, no one was more than 12 feet fromthetable.

Myquestions

My first question was “Could you provide any clarification on a question raised since around 2018 from the

documents provided in one of these sessions in which there was reference made to 4,000 barrels of sewage generatedperdaybytheoperations?No one seems to have been able to clarify whetherthiswashumanwasteorwaste watermixedwithpetroleumwaste.

Answer: We cannot speak for whoeverpresentedsomanyyearsago.

My second question was “Can you advisewhoauditsyouradherencetoall the safeguards and procedures that you assureusareinplace.”

Answer:Nonereceivedasyet.

These conversations reflectnotonlyeconomichardship,but alsotheemotionalandsocialstrainthat accompanied the loss of stable employment in communities long dependentonsugar.

The PUC, for its part, has expressed confidence that ongoingprojectswillenableGPLtomeetitstargetsin2026 and beyond. That optimism must now be matched with firmness. If targets are missed again, there must be consequencesclear,measurable,andunavoidable.

Anything less would be a disservice to the people of Guyana.

is targeting 100,000 tonnes of sugar production in 2026, supported by a $13.4 billion government allocation

Embracing such a perspective and approach to long-term planning will ensure thatournation’sdevelopmentissuccessfully managed without placing artificial constraints resulting from populist policies andelectoralgimmicks.

This is especially important when construction and mining are key drivers of economic growth in an environment riddled with corruption Projects will be implemented with better adherence to standardsviaimprovedoversightwithoutthe currenthighriskofhavingtoredocompleted projectsshortlyaftertheircompletionwhich creates more pressure on the treasury and prematurelydepletesourresources.

In addition, high levels of employment can be maintained for a longer period while

also ensuring lower unemployment rates as new workers enter the workforce. The 15year planning cycle also allows for better alignment with our nation’s human resource capabilities.

This extended development cycle will ensure the treasury maintains and gains financial strength by utilizing the smoother and better controlled growth trajectory to leveragehigherreturnopportunities.

CRG strongly recommends such a planning and development cycle shift occur with bipartisan approval in parliament. We, the Guyanese people, will benefit from improvedpredictablegrowthandtheremoval of politically motivated projects that are orchestratedprimarilyfortheshort-termgain invotes.

I also pointed out that our lived experience was that the 40+% growth in Gross Domestic Product was only being felt in growth in expenses and not in income.

Family demands justice as police investigate alleged bullying of NGSA candidate

Disturbing details have emerged from the Edinburgh Primary School, East Bank Berbice,RegionSix,involvingtwo malestudentswhoreportedlybeata fellow male student at the close of day one of the National Grade Six Assessment (NGSA) on Wednesday, leaving him nursing physicaldiscomfortandtrauma.

According to family members who spoke with this publication, the child was allegedly kicked about his body during an attack by the other two students in the school’s compound after the exams His grandmother, Geetwattie Maywahlall, said she along with other parents and guardians were at the bus shed waiting to uplift their children just after4:00pm.

“While we stand up there, we see children coming out. Next thing, me daughter see a fight, and she hollered, “look, is (the child) them beating. I see a child had something lashing he in his head, and one kicking he, like three kicks,”thegrandmotherrecalled.

The Environmental ProtectionAgency(EPA)on Tuesday could not state the

mechanisms that are currently in place to independentlyverifythatthe offshore discharges by ExxonMobil into the ocean meet required international standards.

There is also something slightly disingenuous about promising inclusion while practising exclusion. If the intention was always to involve ordinary citizens, then the mechanisms for their participation should have been established first, not second. Otherwise, it

Whenanation’swealthis distributedinsuchawaythat the majority feel like spectators, it creates a quiet resentment. The government of GuyanaonFridaysaidthatit has “full confidence” in its case against Venezuela that will be heard from Monday, May4,2026toMonday,May 11, 2026 at the International CourtofJustice(ICJ).

The ICJ will hold public hearings in the case concerning the Arbitral Awardof3rd October,1899 (Guyanav Venezuela),atthe Peace Palace, in The Hague, theseatoftheCourt.

The Ministry of Foreign Affairs and International Cooperation on Friday explained that the hearings are “devoted to the merits of thecase”.

“Guyana approaches these hearings with full confidence in the strength of its case, which is supported by the historical record and the applicable legal principles relating to the binding nature of arbitral awards, the sanctity of treaties, the respect for the ruleoflawandthestabilityof boundaries.”

On March 29, 2018, Guyana filed anApplication instituting proceedings against Venezuela concerning the legal validity and binding effect of the Award regarding the Boundary between the ColonyofBritishGuianaand the United States of Venezuela, of 3rd October, 1899.

Guyana approached the ICJtoconfirmthevalidityof the internationally recognized boundary, which wasdeterminedbytheAward and by a 1905 boundary agreement with Venezuela that adhered strictly to the unanimous decision rendered by the Arbitral

Tribunal.

Buxton man charged with manslaughter in Blackwater Backdam killing

A 45-year-old gold miner was on Thursday charged with manslaughter and placed on bail in connectionwiththedeathof Moses Chappelle, called “Bizo, who was fatally shot at Blackwater Backdam, RegionSeven.

Eulex Andre Jeffery, called “Ratty,” of Company Road, Buxton, East Coast Demerara, appeared before Magistrate Teriq Mohamed at the Bartica Magistrate’s Court where the charge was read to him. He was also charged with possession of firearmwithoutalicenseand possession of ammunition without a license, both contrary to Section 16(2)(a) of the Firearm Act, Chapter 16:05.

A c c o r d i n g t o information provided by the police, Jeffery was not required to plead the manslaughter charge and was granted bail in the sum of$600,000.

For the firearm and ammunition charges, he pleaded not guilty, and was granted bail in the sum of $200,000 for the firearm charge and $100,000 for the ammunitioncharge.
