U.S. EXIM Bank signals interest in major Berbice Deep-Water Port project

The US EXIM Bank has providedtheGovernmentof Guyana (GoG) with a US$527 million loan to finance the Wales Gas-toEnergy(GTE)project.

In a statement, the US Embassy noted that the leaders discussed exciting opportunitiesahead.“EXIM stands ready to finance additional development projects that align with Guyana's national priorities, bringing the same transparency, competitive terms, and reliability that c h a r a c t e r i s e U S partnership,” the embassy explained.

In April last year, PresidentAliannouncedthat anadditional1,000jobswill be created in East BerbiceC o r e n t y n e a s t h e government prepares to turn

the sod for the US$285 millionBerbicePortproject.

At the time, he said that local shipping competitors, Muneshwers Limited and John Fernandes Limited, will be investing in the project.

“They want to turn the

sodinthecomingweeks.[It] will be an investment of US$285 million [and] will create 1,000 jobs,” the president said.According to the president, the Berbice Port complements the developmentofadeep-water port in the region. He noted

that the government is working with international company Bechtel to finalise plans for the deep-water port Bechtel has a significant presence in the d e v e l o p m e n t a n d management of deep-water ports. They have experience

indesigning,permitting,and managing the construction of such ports, as well as overseeing operations Bechtelhasbeeninvolvedin numerous deep-water port projects globally, including ones in Saudi Arabia, the UnitedStates,Australia,and theUnitedArabEmirates.

President Ali informed his audience that this deepwater port aims to facilitate thedevelopmentofGuyana's second gas project. “That port will open up tremendous opportunities for transport, logistics, accommodation, real estate, [and] construction,” he furtherrevealed.

A modern, high-span four-lanebridgewillalsobe constructed across the Berbice River, and when completed, commuters will nolongerberequiredtopay atollfee.

project cost and a questionable contractor assigned to Guyana's most costly venture, the United States Export Import (US EXIM) Bank is anticipating the completion of the Wales Gas-to-Energy (GTE) initiative.

The bank's chairman, John Jovanovic flew to the capitalcitythisweek,amida series of damning disclosures by Kaieteur News related to the tender process which raises serious

questions about due diligence being conducted by the Government of Guyana(GoG).

On Friday, the United States Embassy issued a brief statement on the chairman'svisitandmeeting with President Irfaan Ali at statehouse.

The embassy said the chairman discussed “delivering results for the Guyanesepeople.”

It said, “The gas-toenergyprojectremainsatop priority-doubling electricity capacity, cutting costs by 50%, and providing cleaner, morereliablepowertoevery householdandbusiness.”To thisend,thebank'schairman assured President Ali of the United States' unwavering

support to see this transformative project

throughtocompletion.

Meanwhile, in a video statementpostedbythehead of state, Jovanovic said the visit with his team focused on advancing “key initiatives”ontheGuyaneseAmericanrelationship.

Headdedthathisvisitto the GTE site in Wales was “veryimportant.”According to him, “We hope that it sendsaveryclearmessageto investors all around the world that Guyana is open for business and that the big red carpet that PresidentAli has rolled out is wide open for partnership and for great investment.”

In a separate statement, the Office of the President (OP) said discussions with the chairman and team centered current and future projects, including the GTE and others currently being funded by the bank in Guyana.

“President Ali and Mr Jovanovic also discussed areas of priority, including food security, government efficiency and security for Guyana's development,” OP stated.

Joining the president were several cabinet members and Chief of DefenceStaffoftheGuyana Defence Force (GDF), BrigadierOmarKhan.

The GTE project, which comprisesa12-inchpipeline totransportgasonshorewas completed by ExxonMobil sincetheendof2024.Inthe meantime, a Natural Gas Liquids(NGL)facilityanda 300-megawatt (MW) power

plant is also being constructedbyLindsayca.

The NGL and power

plant were initially pegged for completion in December 2024,butwasdelayedtothe end of 2025. It was later advised that the initiative come online during the first quarter of 2026 but this has beenpushedbacktotheend oftheyearagain.

On Friday, this newspaper reported that although the Office of the Prime Minister claimed that construction activities were being done on a 24-hour basis, an independent investigation by this publication proved otherwise.

In its attempt to reassure the public, the OPM explicitly stated, “Work on many aspects of the construction is proceeding ona24-hourbasis.”

false. The reality on the ground is that the daily shift at the Wales site ends abruptlyat6:00PM.By6:30 PM, the vast majority of the workforce can be seen queuing at the bus stop near the Bharrat Jagdeo Demerara River Bridge, headinghomeforthenight.

To corroborate this, our team deployed drones over the project site during nighttime hours on Tuesday evening, just moments after the statement came from government. Instead of a bustling, illuminated operationexecutinga“triple shift,” the aerial footage showedadeadstop.Thesite was dark and completely inactive, flatly contradicting the government's narrative of a relentless, 24/7 construction effort (See v i d e o :

Thisnewspaperwastold the project will not meet its year-end deadline and is more likely come online by mid-2027. Industry experts are calling on the administration to provide a realistic, unembellished timeline for when the country will finally enjoy a 50% reduction on their electricity bills and reap the full economic benefits of its gasreserves.

Delays will continue costing this country at least $126millionmonthlyforthe rental of two power ships to supplement the national grid. Not only that, but the contractor can also seek additional funds to meet expenses related to the project which government will be forced to supply to deliverlowercostelectricity tothecountryaspromised.

Once celebrated as the world’s fastestgrowing economy, Guyana today is also among its most lopsided. The very war that choked global energy routes has inflated our revenuesroughly US/$623/million a week from the Stabroek Block, compared to US/$370/million before globalpricesjumped.Yetthe country receives just 14.5/percentofeachbarrel’s value. The rest, unbothered by any tax, sails quietly to Exxonanditspartnerswhile the government calls it “sharedprosperity.”

A Tax Holiday for Exxon,aBillforUs

ExxonMobil has already stated it will pay no c o r p o r a t e t a x i n G u y a n a a n d t h e government appears content to oblige. The irony burns brighter than the flares over our offshore rigs: the dividends Exxon gifts to its shareholders are taxed in their home countries, yet Guyana, the source of the wealth itself, reaps little morethananod.

For ordinary Guyanese, that imbalance has real consequences Food and housing costs have soared 75/per cent since 2021, strangling small businesses and hammering families who were promised uplift. Theoilindustrypoachesthe best workers, deepening wage gaps and stretching public services thin. The administration’s plea for “economicpatriotism”lands hollow amid the daily arithmeticofrisingprices.

Time to revive dormant sexual offences task force

T h e m i n i s t r y ’s transparencywiththepublic is important, as it highlights a breakdown among the different state agencies responsibleforjustice.

Section 87 of the Sexual OffencesAct2010mandates that the president should convene a National Task Force for the Prevention of Sexual Offences. The very active Ministry of Human ServicesandSocialSecurity

social media shows that this task force was convened in November 2021, but it seems no further work has been done on the 14 activities of the force. The ministryisactivelydoingits own work to deal with sexual and gender-based violence, including traffickinginpersons. Is it time then for the president to check in on the national task force and find outhowthemembersintend tofixtheproblemswhichthe MinistryofHumanServices and Social Security has highlighted and let the public know what the actionsaresothatthepublic could hold the government agenciesaccountableforthe fixes.

The 30-year-old driver whowasinvolvedinthefatal accident last month at Rome Access Road, East Bank Demerarawhichclaimedthe life of Kevin Roache, was charged on March 31 with theoffenceofCausingDeath byDangerousDriving.

The accused, Surendra Bessesar, of Little Abary, Mahaicony, East Coast Demerara appeared at the Georgetown Magistrates’ Court before Principal Magistrate Faith McGusty, where the indictable charge wasreadtohim.

He was charged under Section 35(1) of the Motor Vehicles and Road Traffic Act,Chapter51:02.Bessesar wasnotrequiredtoplead.

Accordingtoinformation provided by the police on Friday, bail was granted in the sum $300,000, with conditions that he reports to the police on the last Friday ofeverymonthandlodgehis passportatthecourtuntilthe matteriscompleted.

The matter was adjournedtoMay20,2026.

It was reported that 24year-old Roache, a construction worker of Lot 99, Second Street, Agricola,

EastBankDemerara,losthis life after he was struck by a truckalongtheRomeAccess Road.

According to a police report, Bessesar was driving a motor lorry with a trailer attached,headingwestalong the southern driving lane of the public road behind Roache who was riding a bicycle.

Policestatedthatwhilein thevicinityofFarm/Supply, the driver reportedly overtook the pedal cyclist, andtheleft-siderearwheelof the trailer came into contact with the rear wheel of the cycle. This caused Roache to lose control and ended up under the trailer, where the wheel ran over his left foot. The police stated that medical personnel were on the scene and a doctor from the Georgetown Public HospitalpronouncedRoache deadatthescene.

“A breathalyzer test conducted on the driver, found no trace of alcohol in his breath,” the police reported.

He was taken into police custody and an investigation waslaunched.

Guyana-Suriname bridge: drop it

On April Fool's Day, in another publication, I called for the Guyana Government to scrap talks on the proposed Corentyne Bridge to Suriname I wasn't fooling around, but serious as a root canal (without Novocain). On April 3, in Demerara Waves again, the Georgetown Chamber of Commerce and Industry (GCCI)steppedintothemix with its own powerful advisory recommending the calling off of talks with Suriname on the same hanging Corentyne Bridge. In summary, tariffs imposed by Suriname on Guyanese cargo ships must be scrapped, other thorny

differences resolved, or ceaseallconversationsabout bridgebuilding. Whattomakeofallthis? Whattomakeofit,whenthe Guyana Manufacturing and Services Association, and other private sector entities have,insubstance,takenthe same stand by the PPP Government led by Pres. Ali?

Interesting that the good folks, all conscientious and patriotic Guyanese, see the world as I do; a rarity, usually a nonstarter Never expectedthat,thoughIamas capitalist as them, if not considerably more For them to take a stand similar to mine means that their

Minister of Public Works, Bishop Juan Edghill recently disclosed that the government is in the final stages of negotiation for the award and signing of contractforthenewBerbiceRiverBridge.

AccordingtoanarticlebytheDepartment of Public Information, Minister Edghill was ataconsultationwithresidentsonTuesdayin RegionSixwhenheprovidedtheupdate.

“The negotiations for the award and signing of the contract for the new four-lane high-spanconcretebridgetoBerbiceisbeing finalisedrightnow,”hewasquotedbyDPI.

Back in 2024, the public works ministry soughtexpressionsofinterest(EOIs)forthe design, building and financing of the new BerbiceRiverBridge.

In October 2024 nine contractors-all international companies, submitted expressionsofinterest.Ofthenine,fivewere invitedtofurtherbidfortheproject.

According to tender openings in March 2025, the five bidders were China Railway Construction Caribbean Company Limited, China Railway Construction Bridge Engineering Bureau Group Co. Limited (JointVenture) – US $255,872,559.08;AJM Enterprise, Shandong High-Speed Road & Bridge Company Limited (Joint Venture) –US$279,686,679.56; China Road & Bridge

Corporation – US $205,888,712; China Railway First Group Company Limited, China Railway Eryuan Engineering Group Co Limited (Joint Venture) –US$266,432,183; and Vishwa Samooja PrivateLimited–US$465,510,780.

DPI reported in November 2025, that a contractor was identified and that the governmentwasnegotiatingthecontract.

what he labelled as “misleading and politically motivated” allegations regarding mining activities in the Marudi Mountains, RegionNine.

He stressed that miners operating there continue to operate within the law McKenzie also rejected allegations of foreign interference and illicit activities in the region, stating “Allegations of widespread foreign control, illegal airstrips, and gold s m u g g l i n g a r e unsubstantiated.”

He argued that these claims are intended to damage the reputation of local miners and the association McKenzie underscored that the association does not support

any such practices and challenged accusers to substantiate their claims with evidence He urged stakeholders, including government, opposition and civil society, to engage responsibly on the issue. McKenziefurthernotedthat the association supports transparent investigations conducted in good faith but warned against the politicisation.

In November 2021, an agreement was signed between the Rupununi Miners Association (RMA), Aurous and Romanex with GGMC as the regulator to resumeminingoperationsby small-scale miners. The RMA comprises two medium-scale operators and 38 small-scale miners. The Special Mining Permit (SMP) issued to miners underthe2021agreementis restricted to 40 miners once registeredwithRMA.

Mining at the Marudi arearecentlycamebackinto the spotlight, after senior government officials here were photographed with a convicted Brazilian miner, Rodrigo Martins de Mello, also known as Rodrigo Cataratas. According to a February 12, 2026 report by Mongabay, a Brazilian federal court sentenced Mello/ Cataratas to more than 22 years in prison after findinghimguiltyofleading an illegal mining operation intheYanomamiIndigenous Territory in the Amazon Rainforest.

He was convicted on charges including leading a criminal organisation, money laundering, and illegal mining on protected indigenous land. The court alsoorderedhimtopaymore than 31 7 million reais (US$6.1million)indamages for environmental destructionandharmcaused

to indigenous communities. Court documents cited by Mongabay indicate that Mello managed a fleet of at least 23 aircraft used to transport miners, fuel, and supplies into Indigenous lands, as well as to move extractedminerals.

Followingthecirculation of the photographs with Cataratas and Guyanese government officials, WIN and APNU had raised concerns.

During a meeting convened on March 14, by the South Rupununi District Council (SRDC) and key stakeholders including the Guyana Geology and Mines Commission (GGMC), concerns raised over the presence of a convicted Brazilian miner operating there and assurance was given that the miner is no longeroperatinginthearea.

added the association remains committed to advocating for lawful and responsibleminingpractices while safeguarding the livelihoods of miners and supporting development in theSouthRupununi.

DPIhadstatedthattheprojectwillcreate an alternative traffic route, particularly following increased congestion along Cemetery Road. The project also includes provisions for parking on both sides of the road, pedestrian walkways, five bridges, concrete drains, retaining walls, and box culverts.

The project is being executed in three lots:SaffonStreettoSt.Stephen'sStreet;St. Stephen's Street to Cemetery Road; and CemeteryRoadtoMandelaAvenue.

Eagles Eye Construction is handling the SaffonStreettoSt.Stephen'sStreetsegment under a $497.5 million contract, while JS Engineering Service and Supplies was awardedtheSt.Stephen'sStreettoCemetery Roadsectionatacostof$946.4million.

Partnership for National Unity (APNU), Aubrey Norton, said Friday that Guyana's historical records could strengthen its position in the ongoing discussions withSurinameovertheuseof theCorentyneRiver.

According to the court document, when the case was initiated in 2024, the bank did not file a defence but instead applied to have the claim struck out. The bank's application was granted and the claim was struck out in September
